  • Human capital is the defining value of the national economy under market conditions. The manifestation of human capital is realized as an intellectual and creative capital, theoretically grounded and proven. The realization of intellectual capital is realized through the research creativity of scientists and researchers, and creative capital is manifested through artists and thinkers. Accordingly, creativity in market conditions forms a separate source of income and is an essential article in the formation of the GDP of the national economy. This research aims to analyze human capital from the perspective of cultural and creative industries. Research methods: systematization; comparative analysis of individual indicators of advanced countries of the world on the training system; statistical, taking into account macroeconomic indicators to assess the level of national creativity potential; system and logical analysis; method of information synthesis. Research results. The structural and quantitative composition of the factors of intellectual and creative capital formation has been systematized. The article proves that the unique properties of human capital, knowledge, creativity, experience and professional skills are the push factors of creativity development of the national economy and provide the priority development of creative and cultural industry that allows generating the added value on the national scale. The functions of creativity in the sphere of cultural industries are highlighted. It is noted that education and creativity of both intellectual and creative capital are the forming basis. The research of the world's advanced countries on the creativity index has pointed out the Netherlands as the leading country in the quantitative measurement of creativity. • This study has sought to analyze factors affecting work and work preference of older adults at national and individual level. A few theoretical hypotheses such as economic need versus job opportunity (or employability), attitude toward paid work, pull effect versus push effect were tested for citizens in eighteen OECD countries with International Social Survey dataset(2005) using multi-level analysis. Main findings are as follows. First, most older adults wanted to work regardless of the socio-economic status, which implies that non-work of older adults would be due to involuntary constraint rather than voluntary choice. Second, there existed class inequality in that the higher class tended to involve paid work more than the lower class did among 55-64 age group. Third, the push factor such as part-time employment ratio, rather than the generosity of social security, explained the work and retirement patterns better. In conclusion, at least from the comparative perspective, the main problem of older adults' work seems to be of labour demand rather than of labour supply, to be of labour market structure and work opportunity rather than of the pull factor.

  • The article is devoted to perfecting the system of management of the financial potential of transport enterprises. It is established that transport as an integral part of the state economy has to organically enter the market economy and provide sustainable transport services to national economy enterprises regardless of ownership, as well as ensure passenger transportation. It is also determined that in the conditions of market relations, transport highways must perform their functions with sufficient economic benefit to keep their material and technical resources in good order, conduct an investment policy with extensive use of scientific and technological progress, as well as a social policy guaranteeing the conditions for employees' motivated work. The study reveals an association between the financial and strategic goals of transport enterprises and the minimization of their economic risks, the prevention of bankruptcy and profit margin shortfalls. It is found that transport enterprises need to strive for the overall improvement of their financial potential through increasing the components of financial potential and assessing the impact of risk factors on them: the capacity of fixed assets, the capacity of financial resources, the capacity of services, and the capacity of credit opportunities. These are the elements of transport enterprises' financial potential that ensure its desired level. It is demonstrated that of critical importance in managing the financial potential of a transport enterprise is the role of financial resources, as a subject cannot reach the desired strategic goals without them.

  • Sophisticated automation-based electronics world, more electrical and electronic devices are being used by people from different regions across the universe. Different manufacturers and vendors develop and market a wide variety of power generation and utilization devices under different operating parameters and conditions. People use a variety of appliances which use electrical energy as power source. These appliances or gadgets utilize the generated energy in different ratios. Night time the utilization will be less when compared with day time utilization of power. In industrial areas especially mechanical industries or Heavy machinery usage regions power utilization will be a diverse at different time intervals and it vary dynamically. This always causes a fluctuation in the grid lines because of the random and intermittent use of these apparatus while the power generating apparatus is made to operate to provide a steady output. Hence it necessitates designing and developing a method to optimize the power generated and the power utilized. Lot of methodologies has been proposed in the recent years for effective optimization and economical load dispatch. One such technique based on intelligent and evolutionary based is Black Widow Optimization BWO. To enhance the optimization level BWO is hybridized. In this research BWO based optimize the load for multi area is proposed to optimize the cost function. A three type of system was compared for economic loads of 16, 40, and 120 units. In this research work, BWO is used to improve the convergence rate and is proven statistically best in comparison to other algorithms such as HSLSO, CGBABC, SFS, ISFS. Also, BWO algorithm best optimize the cost parameter so that dynamically the load and the cost can be controlled simultaneously and hence effectively the generated power is maximum utilized at different time intervals with different load capacity in different regions of utilization.

  • The study covers three components of the facility for protecting public utilities market participants in the public utilities market: prevention of potential poverty, reduction of existing poverty and compensation to the injured party in a case of tort that exacerbates or threatens to exacerbate its poverty. The analysis is based on official statistical information on the activities of the public utilities sector. Operational information of public utility service providers regarding certain indicators of their activity in the work was not studied. This approach narrows the empirical basis of the study, but at the present stage in the context of different rates of implementation of changes in regions, sectors and at the level of individual entities, as well as lack of uniformity in the structure of indicators published by service providers, analysis allows to identify «bottlenecks» of legal regulation, which are systemic in nature and largely independent of the subjective factor.

  • The global process of transition from industrial to information society, as well as socio-economic changes taking place in Ukraine, require significant changes in many areas of state activity. It is especially connected with the reforms in the sphere of education. Today, national programs provide for the development of education on the basis of new progressive concepts, the introduction of the educational process of new pedagogical technologies and scientific achievements, the creation of a new system of information education, entrance of Ukaine into the transcontinental computer information system. Information technologies are qualitatively changing the key resources of development: this is no longer a space with fixed production, but primarily mobile finance and intelligence. They have a direct impact on the formation of personal growth, professional content and self-organization, emotional and psychological maturity and consciousness, and so on. One of the main factors in ensuring the stability and social education of the country's citizens is the culture of security, the formation and development of which is an urgent problem today. Comprehensive and systematic development of security culture will significantly increase the readiness of the population, the level of environmental, labor and patriotic education, reduce human losses, material damage from emergencies. Ecological education can be carried out more successfully only gradually and in accordance with the socio-psychological periods of one's development: kindergarten - school - college - university. The creation of such a system of environmental education should be enshrined as the basis of state environmental policy as a constitutional norm with the usage of information technology. Graduates of universities, who are the future of our country, after mastering the skills of basic environmental education must have a high level of environmental culture, which is, in turn, part of general human culture, and investigate environmental issues from the standpoint of their profession. It is known that with the help of environmental education the collective intelligence of society is formed, which can predict human activities and processes occurring in nature, and in some way to help with the elimination of crises. It is through environmental education that another system of human values is being formed, which places great emphasis on intangible wealth and solidarity, and great responsibility of humanity for the ecological state of the native country; provides a higher standard of living as a result of sustainable development, through the introduction of information technology in this system. To improve the quality of life, we need better knowledge, which must be implemented through information technology at the international level.

  • The World Customs Organization (WCO) has designed standards to secure and to facilitate the ever-growing flow of goods in international commerce since 9.11 terrorism in U.S.A. These standards are set forth in the SAFE Framework of Standards, which was adopted by the WCO Council at its 2005 Sessions and the SAFE Framework incorporates the concept of the Authorized Economic Operator (AEO), and the Council directed the WCO to develop more detailed implementing provisions for the AEO concept. It is considered to be reliable in customs-related operations and ensures an equivalent level of protection in customs controls for goods brought into or out of the customs territory, whereas it is difficult for many Korean companies to make a decision of introducing the AEO certification programs because of a lack of cost and benefit information. In this article, We have reviewed the definition and the developing status of an AEO programmes and have studied the benefit and expected effect through documentary research methods. Therefore, it is essential for Korean companies to be certified the AEO programmes from Korea customs service for increasing security in international supply chains through risk management and customs compliance, in addition, the key-driver in the future will be expectations from the business community to work with AEO partners.

  • It is demanded to promote research and development of cyber weapons system and core technology in response to the ongoing cyber attack of North Korea. In this paper, core technologies of the future cyber weapon system are developed and the factors affecting the realization timing of core technologies were analyzed. 9 core technology groups and 36 core technologies are derived. Afterwards, these core technology groups are compared to the operation phase of the joint cyber warfare guideline and the cyber kill chain of Lockheed Martin. As a result of the comparison, it is confirmed that the core technology groups cover all phases of the aforementioned tactics. The results of regression analyses performed on the degree of influence by each factor regarding the moment of core technology realization show that the moment of core technology realization approaches more quickly as factors such as technology level of the most advanced country, technology level of South Korea, technology transfer possibility from the military sector to the non-military sector(spin-off factor), and technology transfer possibility from the non-military sector to the military sector(spin-on factor) increase. On the contrary, the moment of core technology realization is delayed as the degree at which the advanced countries keep their core technologies from transferring decrease. The results also confirm that the moment of core technology realization is not significantly correlated to the economic ripple effect factor. This study is meaningful in that it extract core technologies of cyber weapon system in accordance with revision of force development directive and join cyber warfare guideline, which incorporated cyber weapon system into formal weapon system. Furthermore, the study is significant because it indicates the influential factor of the moment of core technology realization.
