  • A network neutrality is the concept that ISP assures users non-discrimination, interconnection, accessibility for ensuring users without control or interference of equal services in the network. But today a network traffic is growing rapidly in sensitive buffering services as P2P service diffusion and mass video stream service. To manage this problem, ISP violates a net neutrality by control, change and interfere with service. And then the debate about net neutrality is happening. Therefore in this paper, we compare and analyze net neutrality principles, concepts, and legislative policy in the native and foreign. Based on this, we suggested the issues and improvement plan of net neutrality guard line.

First is the advantage of the local environment as an open-water location. This study area has beaches of pebbles, and the underwater is also comprised of pebbles up to a certain distance, securing a superior underwater visibility compared to the sand of other Busan regions, and such local environment is thought to be an advantage of skin scuba activity. Second is the satisfaction of accessibility. This study area had an advantage in participant accessibility, which is thought to act as a good strength for the marine sports development of this area in the future. Third is the satisfaction of education. The club instructors of this study area had various marine sports-related licenses such as skin scuba, along with marine lifeguard trainer qualifications to prepare against safety accidents, which are also thought to have positive influences on the education satisfaction for beginners. Fourth is the inconvenient subsidiary facility. This study area has great natural environment for open waters, but the subsidiary facilities of the club for skin scuba activity was found to be very inconvenient by this study, and for the future development of skin scuba, the improvement of subsidiary facilities should be considered. • The objective of the study was to evaluate the impact of the Call System of agricultural extension services in Korea. The respondents were satisfied on the speedy solution (74.5%), consultation (88.4%), and accessibility (79.7%) of the call system. However, satisfaction of farmers on in-depth consultation was higher (74.3%) than the satisfaction rated by the public servants of RDA (48.9%). Both groups replied positively (70.4%) on the need for expansion of the call system. The analyses of the results leads to a conclusion that there is a need to increase marketing on the importance of RDA's Call System to customers of agricultural extension and to improve accessibility through expansion of the system in other areas. These could solve the decreasing number of extension professionals and improve the quality and efficiency of extension services. These analyses may be useful as bases for a nationwide Call System that connects the center with other districts and for planning a renovation of information-oriented agricultural extension services. The issue that needs improvement is to abandon the grounds of agricultural technology information provider and respond to the customers' needs efficiently by building an established Call System which can minimize the side effect of the trends of reforming and downsizing the organization. It is needed to develop a unified management Call System of agricultural technology information that could provide real-time information, and database the results simultaneously for use as feedback to the Rural Development Programs. Related laws and policies need to be improved to establish a nationwide information network that maximizes the current network in agricultural regions to spread information, to provide institutional support, and to encourage development of training system and research and development by concerned institutes.

  • The purposes of this study were to identify the living environment in rural fishing area and to suggest checking methods for implementation performance. Rural service standard is the key factor of rural development in Korea. In 2012. The first Implementations of performance was announced. The results were presented to the unit by the City and the County. Because of Fishing villages exists as a unit by the haengjeongri. It is difficult to know the status of the fishing villages by the Rural service standard. In order to look for the actual conditions in rural fishing village it was investigated in the 100 Eochongye. The data used in the analysis is 577 questionnaires. Analysis showed that rural fishing areas were superior to general state of rural in the 8 items of rural service standard. Especially housing, transportation and health care sector in rural fishing area wes better than general state of rural. But Public safety and order is relatively poor. This is because Fishing village contains islands. Presenting to improve rural service standard based on the results of research. The items of rural service standard should be measured the actual residents' accessibility than opportunity of the public service, and after setting the rural service standard clearly related to the quality of life of residents in each sector. Accessibility aspects of the customer for the public services should be considered. Checking the performance for the unit by the City and the County should be replaced as a living zone in order to consider the facilities using nearby.

  • Purpose: Sports activities for life are an opportunity to fulfill the basic desire to be healthy and participate in society of the individual level, and it is also the realization of the trend of living together with persons without disabilities and persons with disabilities at the level of social inclusion. I try to propose to improve sports participation of persons with disabilities from the point of view of 'Universal Design.' Methods: Firstly, analysing of previous studies which to classify the barrier free certification standards to universal design's 7 principles and which to investigate public sports facilities. Secondly, reanalyzing, based on UD 7 principles, the raw data of the research results of public sports facilities in Seoul. Thirdly. then, I suggest the improvement plan to promote public sports facilities for all the people including persons with disabilities. Results: The results of this study are that although the facilities have the basic accessibility, there were some inconveniences in using the facility for the elderly and the disabled. So I suggest a few method to improve the public sports facilities from the perspective of universal design : 1) Needs to expand 'Bandabi Sports Center' as a sports facilities for sports activities for life of all of people, 2) Needs to improve accessibility of existing public sports facilities and to raise awareness for the persons with disabilities and universal design, 3) Needs to produce 'UD guidelines' for the sports facilities.

  • The purpose of this study is to develop the evaluation factors for formation of the future - oriented rural residential environment and to derive the importance of this evaluation factors. The main research methods are network analysis using Net-miner, AHP analysis and importance analysis for experts. The main research results are as follows. First, 6 factors for evaluation rural residential environment(environmental-sustainability, communality, self-reliance, aesthetic, enjoyment, settlement), 3 sub-factors of each factors, and key physical facilities(10 for rural center and 28 for rural villages) were derived by literature analysis and network analysis on it. Second, key priority factors that should be considered in physical formation of rural residential environment was deducted by AHP analysis. Improving accessibility of living services in the settlement factor, improvement of garbage collection and wastewater treatment system around the residential area, and ensuring topographic continuity in the environmental-sustainability factor was derived as a priority factors. Third, as a result of evaluation of the importance of physical facilities in the rural residential environment, there was a high demand for cultural welfare facilities in common. However, when compared with the villages where the harmony between the natural environment and the living environment is emphasized, convenience of living and accessibility of transportation were important in the rural center. These results suggest that solving the qualitative conditions as residential environment will help to attract new population. This study will contribute to enhance the qualitative level of the rural residential environment by suggesting strategic priority items when carrying out projects related to the rural residential environment creation in the future.

  • The purpose of this study was to evaluate the improvement of disabled access to healthcare institution located in Jongno-gu, Seoul in 2011 compared to 2003 since disabled access has been mandatory in healthcare institutions located in new buildings by the amended law in 2004. We had investigated 10 assessment items for disabled access in 166 healthcare institutions located in Jongno-gu, Seoul and the results were compared with those of 2003 survey. On average, 74.1% of the healthcare organizations has equipped with items for disabled access. However the adequately equipped rate for those items was only 39.2%. Compared with the results of 2003 survey, these rates showed a little increase by 4.1% and 8.0%, respectively. There were only 10 healthcare institutions located in new buildings which were constructed after July, 2005. Their average equipped rate(84.4%) and adequately equipped rate(46.8%) were higher than those of the other organizations because the Korean government ruled that healthcare institutions in new buildings must have facilities for the disabled. In conclusion, we confirmed that the accessibility of the disabled to healthcare institution slightly increased. In particular, the healthcare institutions in newly constructed building showed the significant increase of accessibility of the disabled. However, it is founded that disabled access is still not enough for the disabled.

  • Since 2013, adults aged over 20 can receive national health insurance scaling once a year in South Korea. In this study, we analyzed the usage status of national health insurance care service for periodontal disease in 2010-2018 by using Healthcare big data of the Health Insurance Review and Assessment Service. The increase rate of the dental care users was very high at 7.8 and 11.2% in 2013 and 2014, respectively. These are higher than the increase rate of all medical institution users, which is between -1.7 and 3.7%. In 2017, the rate of dental use was 44.4%, which has increased more than 10% compared to 2012. Percent receiver of national health insurance scaling was 19.5% in 2017. The 20s had the highest rate of 23.2%. The rate decreased with age. Based on these results, it can be evaluated that the expansion of national health insurance coverage for scaling improves accessibility to dental care. A more long-term assessment of the effect of periodic dental examination and scaling on reducing the prevalence of periodontal disease is needed. National health insurance coverage should be extended to oral hygiene education and supportive periodontal therapy in order to prevent periodontal disease.
