과학기술 국제협력 성과제고에 관한 연구 -교육과학기술부의 과학기술국제화사업을 중심으로- (A Study on Improving The Outputs of International Cooperation in Science and Technology: the Case of International S&T Cooperation Programs of the Ministry of Education, Science and Technology (MEST))

  • 21세기 글로벌 무한경쟁 시대에 과학기술 분야 국제협력의 추진은 국가 경쟁력을 결정짓는 매우 중요한 수단이다. 세계적으로 기술개발이 급속한 속도로 이루어지고 있는 오늘날 해외 기술개발 정보의 획득 없이 연구개발을 수행한다는 것은 상상할 수 없다. 이에 맞춰 정부는 오랜 기간 과학기술국제협력기반을 구축하는데 많은 노력을 해왔고 그 결과 국가 간 신뢰도 높아졌다. 그러나 국제협력의 성과와 관련해서 여전히 미흡하다는 지적이 종종 제기된다. 과학기술 국제협력의 중요성이 날로 더해가고 있는 현 시점에서 과학기술 국제협력 성과분석을 통해 현재까지의 진행상황을 점검하고 향후 국제협력을 위한 개선방안의 제안은 의미 있는 일이라 하겠다. 본 연구는 교육과학기술부의 과학기술국제화사업을 중심으로 성과 및 효율성 분석을 통하여 연도별이나 사업별로 성과를 비교분석하고 특성을 살펴보고자 한다. 더불어 분석을 통하여 과학기술국제화사업의 성과제고를 위한 방안을 다각도로 제안하고자 한다.

Building Science, Technology, and Research Capacity in Developing Countries: Evidence from student mobility and international cooperation between Korea and Guatemala

  • Developing countries face numerous challenges in the process of building science, technology, and research capacity; in particular, the formation and accumulation of skilled S&T workforce. The lack of organized and sustainable higher education options (Master and Doctoral programs), nonexistent or low-quality academic programs, and the absence of research-oriented study options are some of the strong contributors for talented students to emigrate to developed countries. At the same time, the consolidation of a global knowledge economy, the internationalization of higher education, and the competition to attract foreign talent in industrialized countries present challenges for underdeveloped nations to retain their already scarce skilled human resources. In this context, student mobility has been used as a policy mechanism to cope with S&T workforce shortages in S&T laggard nations. It has also enabled opportunities for international cooperation to play a key role. While significant literature has been devoted to studying the gains of developed nations with the arrival and potential migration of the mobilized students, few scholarly inquiries have addressed the benefits and losses experienced by their countries of origin. More importantly, limited research can be found on policy options and policy implications for developing countries to deal with the dilemmas presented by the brain-drain/brain-circulation debate. The goal of this article is to study empirical evidence of an international cooperation initiative for student mobility between the Republic of Korea and Guatemala (implemented during 2009-2015). The paper analyzes this particular international cooperation experience from the perspective of the different actors involved and attempts to draw policy implications and policy options for developing countries to deal with potential risks and gains derived from international mobility for their S&T capacity building.

A Study on Strategies of Public R&D to Achieve National Carbon Neutrality: Focusing on the Implications of the Republic of Korea

  • Climate action is at the top of the agenda in the international community, as demonstrated at the 2021 G7 Summit and the 2021 UN Climate Summit. Major developed countries are scrambling to make a transition to a green economy and create a new growth momentum. Following the Paris Climate Agreement in 2016, they focus on "carbon neutrality" as an effective means of tackling climate change. The Republic of Korea, a high-carbon economy, submitted its second Nationally Determined Contribution and announced carbon neutrality as a top policy priority. Accordingly, the country increases government budget in research and development (R&D) and science and technology (S&T) policies. Against this backdrop, this study analyzed policies on carbon-neutral S&T and R&D in major advanced countries. The analysis was made by identifying globally pending issues in carbon-neutral policies and climate technology. In addition, focus group interviews were conducted six times with 10 experts to come up with three R&D strategies and action plans for government-funded research institutes to achieve carbon neutrality. To be specific, the following measures were suggested. First, creative and innovative R&D programs are required to solve the problem of carbon emissions. Second, it is necessary to establish carbon neutrality policies and infrastructure which are sustainable to run and manage. Third, it is crucial to promote cooperation in climate technology based on excellence. In conclusion, the strategies proposed in this study are expected to provide directions and implications for policymakers, researchers, and scholars in science and technology to develop effective strategies to achieve national carbon neutrality.

간호대학생의 MBTI 지표에 따른 갈등해결유형의 차이 (Differences in Conflict Management Style according to MBTI Indicators of Nursing Students)

  • 본 연구는 간호대학생의 MBTI 선호지표에 따른 갈등관리유형의 차이를 확인하기 위한 서술적 조사연구이다 자료수집은 2023년 8월 30일부터 9월 30일까지였다. 자료분석은 independent t-test, One-way ANOVA, Scheffe's를 시행하였다. 연구결과 갈등관리유형에 유의미한 차이를 보이는 MBTI지표 중 에너지 방향에서 I는 E보다 회피가 높았다(t=-3.776, p<0.01). 의사결정기능의 경우 F가 T보다 양보(t=-3.478, p<0.01)와 회피(t=-3.389, p<0.01)가 높았고, T가 F보다 지배가 높았다(t=2.070, p<0.5). 외부생활 대처양식의 경우 J가 P보다 협력(t=2.756, p<0.01)과 타협(t=2.044, p<0.5)이 높았다. MBTI의 심리기능유형에서는 NF형이 ST형보다 양보가 높았고(F=4.174, p<0.05), SF형이 ST형보다 회피가 높았다(F=4.202, p<0.05). MBTI 의사결정기능 유형과 외부생활 대처양식을 조합해서 갈등관리유형의 차이를 분석한 결과는 FJ형이 FP형 보다 협력이(F=2.907, p<0.05), FJ형이 TP형보다 양보가(F=4.662, p<0.01), FJ형이 TJ형보다 회피가 높았다(F=3.327, p<0.05). MBTI의 태도지표는 EJ형이 EP형 보다 협력이 높았고(F=2.817, p<0.05), IP형이 EP형 보다 회피가 유의미하게 높았다(F=4.551, p<0.01). 본 연구에서는 현재까지 국내에서는 연구되지 않은 MBTI 의사결정기능 유형(F,T)과 외부생활대처양식(J,P)을 조합해서 갈등관리유형의 차이를 확인한 것에 의의가 있다. 후속연구에서는 본 연구결과를 반영하여 대상자 수를 확대한 MBTI 성격유형별 갈등관리유형에 대한 연구, MBTI 지표 및 성격유형별 갈등관리 프로그램개발과 프로그램 효과성 분석 연구를 제언한다.

The Role of Innovative Activities in Training Students Using Computer Technologies

  • Innovation is considered as an implemented innovation in education - in the content, methods, techniques and forms of educational activity and personality education (methods, technologies), in the content and forms of organizing the management of the educational system, as well as in the organizational structure of educational institutions, in the means of training and education and in approaches to social services in education, distance and multimedia learning, which significantly increases the quality, efficiency and effectiveness of the educational process. The classification of currently known pedagogical technologies that are most often used in practice is shown. The basis of the innovative activity of a modern teacher is the formation of an innovative program-methodical complex in the discipline. Along with programmatic and content provision of disciplines, the use of informational tools and their didactic properties comes first. It combines technical capabilities - computer and video technology with live communication between the lecturer and the audience. In pedagogical innovation, the principles reflecting specific laws and regularities of the implementation of innovative processes are singled out. All principles are elements of a complex system of organization and management of innovative activities in the field of education and training. They closely interact with each other, which enhances the effect of each of them due to the synergistic effect. To improve innovative activities in the training of students, today computer technologies are widely used in pedagogy as a science, as well as directly in the practice of the pedagogical process. They have gained the most popularity in such activities as distance learning, online learning, assistance in the education management system, development of programs and virtual textbooks in various subjects, searching for information on the network for the educational process, computer testing of students' knowledge, creation of electronic libraries, formation of a unified scientific electronic environment, publication of virtual magazines and newspapers on pedagogical topics, teleconferences, expansion of international cooperation in the field of Internet education. The article considers computer technologies as the main building material for the entire society. In the modern world, there is a need to prepare a person for life in a multimedia environment. This process should be started as early as possible, because the child's contact with the media is present almost from the moment of his birth.

한국과 중국의 전통의학 정책 비교: 제2차 한의약육성발전계획 및 중의약사업발전 12.5규획 중심 (A Comparative Study on the Traditional Medicine Policies between Korea and China: Focused on the Second Korean Medicine Development Plan and the 12.5 Traditional Chinese Medicine Development Plan)

  • 전통의학이 국가 의료체계에 편입되어 있는 국가는 한국 중국 대만 등이나 한국과 중국이 대표적이다. 본 연구는 두 나라의 전통의학 정책을 비교한 것이다. 이를 위해 전통의학 정책의 분석 틀을 최초로 제시했다. 한의학과 중의학의 공통점은 발전과정이 국가정책에 의해 규정되었고, 동일한 패턴을 보인다는 점이다. 차이점은 국가의료체계의 차이 혹은 발전정도에 따른 것이다. 중의학은 의료체계상 보다 활성화되어 있고, 중의, 중서결합의 및 민족의학까지를 다루어 범주가 크다. 한국은 저출산, 고령사회에서의 역할을, 중국은 응급 및 중대질병의 예방치료체계 구축에 관심이 크다. 한국은 해외환자 유치를 추진하고, 중국은 해외진출을 도모한다. 한국은 한약재 유통과 안전성을 강조하고, 중국은 생산기술을 강조한다. 한국은 의료기기 육성정책이 시도되고 있으나 중국은 연구개발 단계이다. 양국 공통으로 천연물 신약개발을 강조하나, 한국은 응용산업에서 한방화장품을 강조하고, 중국은 응용산업정책이 약하다. 중국은 전통의학의 문화와 이론을 강화하고 있으나 한국은 이러한 정책은 없다. 한국은 국제기구와 의료봉사에 초점을 맞추고, 중국은 국가 간 실질협력에 관심을 두고 있다.
