Records Management of the United States Military Government Period in Korea: Focusing on Mixed Use (미군정기 기록관리: 혼용의 양상을 중심으로)

  • This study reviewed the US military government's record management system to fill the gaps in Korea's record management history. The US military government's record management system adopted the concept of "mixed use" between the Japanese Government-General of Korea and the US Army because of the dualized administration and constituency of human resources. In addition, the US Army's record management method was introduced during the US military administration to manage historical records and produce official documents that mix Chinese and English letters.

A study on the research trends of records management in the UK through articles published in Archives and Records (Archives and Records 학술지 수록 논문을 통한 영국 기록관리학 연구 동향 분석)

  • The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK's research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors' affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.

Analysis of Research Topics in Archival Studies: Focusing on Academic Papers in Archival Science, Library and Information Science, and History from 2002 to 2023 (국내 기록분야 연구주제 분석: 2002~2023년간 기록관리학, 문헌정보학, 역사학 학술논문을 중심으로)

  • This study aims to analyze research topics within the domain of archival studies by examining bibliographic information from academic papers in archival science, library and information science, and history. After collecting 1,173 academic papers, network analysis was performed based on author keyword data, topic modeling was conducted from abstract data, and the analysis results were organized over time. The network analysis results based on author keywords confirmed that the research topic network actively changed according to variations in major laws and policies. Moreover, topic modeling from the abstract showed that the subjects of the entire academic paper were divided into "Records Management," "Archiving," and "National Records Policy." Notably, from 2002 to 2009, "Records Management" and "National Records Policy" were relatively dominant, but it has achieved balanced quantitative growth since 2009, peaking in 2019.

Analysis of Medical Records and Development of Chest Pain Care Record in the Emergency Department (의무 기록 분석을 통한 응급실 흉통 간호 기록지 개발)

  • Purpose: The purposes of this study were to investigate medical records and to develop care records for management of patients with chest pain in the emergency department. Method: Retrospective review of the 42 medical chart of patients presented to the emergency department with chest pain were used. The collected data were analyzed with a frequency of items in the medical records. Results: In a frequency analysis of recorded items for doctors' chest pain assessment during history taking, the history/risk factors was the highest rank. The following ranks were 'commenced with when/timing, extra symptoms, place, nature, stay/radiate, alleviate/aggravate, intensity' in sequence. In a frequency of recorded items in nurse's progress notes according to nursing actions, the 'checking/monitoring' was the highest rank. The following ranks were 'performing, administering/injecting, referring/arranging, testing, preparing/catheterizing, teaching/informing' in sequence. Chest pain care records for the emergency department was designed, based upon data analysis and literature review. Conclusion: The designed records can be a rapid and effective approach tool for assessment and recording of patients with chest pain. Further research is necessary for evaluating the designed chest pain care records.

A Study on the Records Management and the Existing Architectural Archives of Architectural Bureau(建築所, 1906-1910) in Korea (도지부(度支部) 건축소(建築所)(1906-1910)의 기록물 관리와 현존 기록물에 관한 연구)

  • Architectural Bureau(建築所, Kunchukso) that Imperial Japan set up in the Dept. of Treasury (度支部, Takjibu) executed many construction works from Oct. 1906 to Aug. 1910. In the meantime, this bureau produced many architectural records. But they were hardly preserved. Because Imperial Japan disposed the architectural records which had the historical value in according to the legal and administrative criteria. Nevertheless, it is important to inquiry precisely the architectural records considerating that the buildings that Architectural Bureau made were the products of government initiated construction and its activities influenced those of similar architectural bureaus after 1910. The results are summarized as follows : First, Architectural Bureau put through all processes from plan, design, executation to examination. Second, Architectural Bureau were producted many architectural records which cotained not only drawings but also various types of documents. Third, Architectural Bureau applied the preservation method at the first time in order to control buildings. Therefore, we can verify many informations that the drawings didn't give by analyzing the architectural records. In conclusion, we can establish the foundation that clarify the facts of buildings under the rule of Japan Imperialism and grasp the meanings if we raise the value of records and draw up the use plan by seeking new the architectural records and dividing them into the several groups on the production organizations.

The Study on the Archives Held in Railroad Stations in Busan (부산지역 철도역 소장 기록의 잔존양태 분석)

  • This paper surveyed records and archives which the railroad stations in Busan possesses and illustrated the status of them. Also we examined whether records and archives of railroad stations contain the memories of localities or not. We visited 17 railroad stations in Busan and we found that 1) the archives in railroad station are fugitive archives 2) the records or archives are classified into five categories, 'station's history', 'report on station-adjacent area', 'report of drive and transport', 'photos', and 'other materials' 3) the volume of such archives in 17 stations are different because of disposal or missing 4) Each archives in same category have same form. Especially the descriptions and images in 'station's history', 'report on station-adjacent area' represent much to memories of locality, but we also must examine the public records, private records related railroad station in Busan for documenting localities. To bridge the gap we suggest to collect oral records by relevant persons.

A Study on the Online Service of Oral History Archives (구술기록의 온라인 서비스 수립방안 연구)

  • This article intends to establish a online service of oral history archives. Unlike common records, it is important to understand the contextual relation of oral history archives. The context of oral history archives can include the context of oral history contents in addition to the connection with records produced in the process of performing work function of agency which performs collecting oral history archives, and the connection between oral history archives formed in the process of collecting oral history archives. Therefore this article emphasizes that the context of oral history archives has an important role and function in on-line service of oral history archives by researching the plan for on-line service of oral history archives based on the context of oral history archives.

Oral History Research and Human Subject Research on Bioethics and Safety Law (구술사 연구와 「생명윤리법」의 인간대상연구)

  • Oral history research is carried out through collecting information about a living person. The data collected from an oral history project is not a mere fact or a mass of information but accounts of persons who reveal their own personalities. For this reason, oral history research and data collection and the use of such data must be based on rigorous ethical standards. The Bioethics and Safety Law shares a similar view on human subject research, and the Institutional Review Boards includes human subject research as a subject of review and management. However, the Bioethics and Safety Law's protection of personalities and human rights focuses on life sciences methodologies, which are not suitable for qualitative research, such as an oral history of a value oriented and critical approach to human beings. This study examines the details of the Bioethics and Safety Law related to human subject research and the problems that may arise when this law is applied to subjects in humanities and social sciences such as oral history. Through this study, alternative methodologies, which can be used for oral history research, while maintaining academic autonomy, are suggested.

A Study on the Acquisition Methods of Private Photographs for The Urban Landscape Documentation Project: Focusing on Daegu Metropolitan City (도시경관 기록화사업을 위한 민간사진기록 수집 활성화 방안: 대구광역시를 중심으로)

  • Photographic records capturing the changes of a city are vital parts of local history archives. They were, however, not collected properly for the local history archives even by local governments. Therefore, as a solution for this problem, seven major cities (Seoul, Incheon, Gwangju, Ulsan, Daejeon, Busan, and Daegu) initiated the urban landscape documentation project for archiving the photographic records of each city. This study investigated the current status of the urban landscape documentation project and found that Daegu metropolitan city's project only holds some of the contest photos and a few old photos from the local government. A proper donating process is urgently needed to preserve valuable photographic records of Daegu, and this study aims solutions for the Daegu metropolitan city's urban landscape documentation project to improve the acquisition methods of photographic records. This study suggests the process for photographic records donation from citizens and a metadata set for donated photographs.

  • The archives and records management 'reform' has spreaded out through the third quarter of 2004. There are many evidences such as the change of the Office of the President's management on the record production, 'the reforming road map for the final draft on the archives and records management.' This method spreads into the Cabinets. So it is improved these rosy conditions was upgraded by the laws and regulations. We also hope that the conditions of the records management to be a higher level than before. However the actual conditions of the records management are not good comparing with the law and regulations. I think this unbalance is a serious problem. The reason of the 'failed history' during past time was caused not by the laws itself but by the indifference and negligence on the laws. The academic field and NGO have continuously required some essential suggestions on that problem; political neutrality and independent of the National Archives, the employment of specialists and the improvement of their skills etc. But these requirements have not accepted yet. This revised records management law also has not applied to the road map wholly. Even though the outward growth during that time is remarkable, we need to learn some instructions by way of the 'failed history'. Therefore our urgent task is to narrow the gap between the new system and the actual conditions based on long and short term projects.
