A Delphi Approach to the Development of an Integrated Performance Measurement and Management Model for a Car Assembler

  • Today's dynamic competitiveness requires an organization to improve its performance measurement and management. Quality Management Systems (QMS) abound, the main ones being: ISO series, Malcolm Baldridge National Quality Award (MBNQA), European Forum for Quality Management (EFQM), Six Sigma Business Scorecard and the Balanced Scorecard. Based on the literature, the IPMMM (Integrated Performance Measurement and Management Model) identified 7 key synthesized factors: leadership, strategy management and policy, customer and market, learning and growth, partnership and resources, internal processes and business results that are employed to investigate the key performance indicators of a car assembler using the Delphi methodology. In the 2 rounds of Delphi panels consisting of 20 senior management personnel, the $1^{st}$ round of 198 indicators in the IPMMM yielded 90 indicators. The $2^{nd}$ round yielded 43 performance indicators with 18 rated as critical based on the % assigned in the $1^{st}$ and $2^{nd}$ priority rating of "very important factor" and "key performance indicator" that must be ranked high on both of the priorities. The very critical indicators appeared to be: defect percentage and first time capability (tie in $1^{st}$ place) and revenue, goal setting, customer satisfaction index, on-time delivery, brand image, return on investment, Claim Occurrence Ratio, and debt being ranked from $3^{rd}$ to $10^{th}$. It can be surmised that an organization can identify and develop an appropriate set of performance indicators through the Delphi methodology and implement and manage them based on the Balanced Scorecard.

A Study on Securing Objectivity in Small-Scale Environmental Impact Assessments Using Delphi Analysis

  • Purpose: Since August 2000, the small-scale environmental impact assessment system has prevented indiscriminate development. However, its qualitative reports lack objectivity and consistency. This study analyzes these issues through literature and expert surveys and proposes improvements. Research Methodology: Samples were selected based on regional consultation numbers. Mitigation measures were categorized into qualitative and quantitative factors. Issues were identified, and improvements suggested. The Delphi method helped select evaluation items and propose a scoring table. Results and Conclusions: The Delphi method selected 14 absolute and 22 relative evaluation items, excluding 3 invalid ones. A 100-point scoring table was created, with points assigned based on element significance. A 1-point bonus was added for top-scoring elements to promote eco-friendly planning.

Job Scheduling Problem Using Fuzzy Numbers and Fuzzy Delphi Method

  • This paper shows that fuzzy set theory can be useful in modeling and solving job scheduling problems with uncertain processing times. The processing times are considered as fuzzy numbers(fuzzy intervals or time intervals) and the fuzzy Delphi method is used to estimate a reliable time interval of each processing time. Based on these time estimates, we then propose an efficient methodology for calculating the optimal sequence and the fuzzy makespan.

  • The problems of evaluating Telecommunication Management Network Operation Systems (TMNOS) are Multi-Criteria Decision Making (MCDM) problems. A method for evaluating the TMNOS has not yet been clearly defined. A study of an effective and efficient management methodology for TMNOS, which are heterogeneous and complex, is needed. The components of TMNOS have attributes of dependence between considered criteria or alternatives. This type of dependence impact between criteria or alternatives is a network structure. We suggest a methodology of Analytic Delphi Network Process (ADNP) for evaluating TMONS. The TMNOS problem of Korea Telecom (KT) is suggested as a case study of the ADNP.

  • This study was carried out to investigate TF(Technological Forecasting) of ISDN (Integrated Services Digital Network) by Delphi method. Since the technology of science has been developed rapidly, the necessity of TF, which can predict the future direction and intensities of technological progress, has been gradually recognized in various fields. Therefore the purpose of this study was to explore the normative statistical data so that our business or nation may have better decision-making with the TF of ISDN which will be come into in the 21st century, presenting the appropriate methodology to the application of methods.

  • Investment on technology to obtain green energy is prevailing all over the world. The technology development project is more likely to involve multiple sub-projects, each of which is related to develop elementary technology when the project is larger and nation-wide. However, the methodologies identifying optimal combination of elementary technologies among the candidates have been very few. Hence, the purpose of this paper is to propose a novel methodology which provides an optimal combination of green energy technologies. To do so, to-be developed technologies are clustered with multiple categories. Among the technologies, based on Delphi method, the experts select a representative technology, which is indispensible to the green energy system and has the highest connectivity with other elementary technologies. Then the methodology selects an elementary technology from each technology category based on two metrics: Relatedness with representative technology and project risk. To show the feasibility of the proposed methodology, we applied the methodology to an actual windmill development project.

  • In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). To make a strategic plan for telecommunications standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. Our methodology integrated various existing methods including the Analytic Hierarchy Process(AHP) and a modified Delphi technique. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of those technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAs and SWIs are being increased constantly. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding standardization bring about new challenges and opportunities. Due to all these trends, strategic planning for telecommunications standardization grows more and more important. To cope with these challenges and also to make the more efficient use of the limited standardization resources including time, financial, human resources, we suggest more logical and rational approach that will be a backbone of strategic plan for telecommunications standardization. The telecommunications standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approaches. Our method is based on a combination of a modified Delphi technique and an application of AHP(Liberator's spreadsheet model). Analyzed data from Delphi technique is used as inputs to ABP. In addition, we also focus on the technique how to combine group judgments and to handle a large number of comparisons. We present analyzed results including Pilot and Full Scale Survey according to the proposed process. The result of this study will be useful input for telecommunications standardization policy making and practical implementation.

Validity of Community Planning Techniques using a Web Survey that Considers Voluntary and Flexibility of Participation

  • Workshops and discussions on the community planning process and visions for the future have progressed with the cooperation of the administration, citizens and specialists. However, they require a technical proof. For this reason, it is difficult to achieve a standard, whereby city dwellers are satisfied. In this study, the Delphi method was selected as a support tool, and an attempt was made to grasp the intentions and interests of city dwellers. Then, the community planning process was applied by using the Delphi method for urban areas with sparse identification. Participants were residents and commuters in the target areas. Categories were 'environment', 'community' and 'cultural sensibility'. For reducing the cost and time taken by investigators, and to enable those living in the community to participate in voluntaries and flexibility, we used a web survey as an investigation method. As a result, we could express the regional characteristics, problems and community planning intentions of city dwellers. The results suggested the validity of web surveys in regional evaluation, and explained the visions for the future and response attitudes, as well as the existence of a new identification that gives consideration to voluntary and flexibility of participation.

A Study on The Possibility of The Convergence Education In Engineering (공학 분야의 학문융합교육 가능성 분석)

  • This study aims to identify on the possibility of the convergence education in engineering. Delphi survey on a panel of experts was chosen to be the main methodology for this study, drawing the main factors of convergence education in engineering. From Oct. 10 to Nov. 25, 2013, a three-round Delphi survey was implemented to collect data. A panel of eighteen experts were involved in this survey. For statistical processing, descriptive statistics including frequency, percentage, mean and standard deviation were carried out along with internal reliability test on the survey instrument. First, the possible convergence of disciplines in engineering were found to Design, Industrial design, ICT, Health care services, Video media, Business and Administration, Organizational psychology, Sociology, Humanities and Aesthetics. Second, the convergence education factors to be most important demanded creativity, idea generation techniques such as the expression of thought communication skills, technical expertise in the field per line, understanding of basic knowledge, verification of common elements among different disciplines, understanding of other disciplines fusion in engineering, artistry and imagination, etc. Third, requirements for the talented person of convergence were the open mind and enthusiasm, creative imagination, accept the opinions of others, skills capacity as a creative expression, and challenges. Above-mentioned requirements are found to be the necessary elements for convergence education.

Human Resource Management in Nepal: A Delphi Study

  • Purpose - This study aims to explore and describe human resource management (HRM) in Nepalese organizations. Specifically, this study addresses three research questions: (a) what are the key human resource (HR) practices in Nepalese organizations?; (b) what are the major tasks and roles of HR departments in Nepalese organizations?; and (c) how is the status of the HR function expected to change within Nepalese organizations? Research design, data, and methodology - For this purpose, we implemented the Delphi method and developed an informed consensus among selected experts concerning the research questions. Results - The findings illustrate that organizations in Nepal adopt a wide range of HR practices commonly used in Western and developed countries. Simultaneously, some HR practices specific to the Nepalese context are also discovered. The experts' consensus on the future of HRM confirms that the evolution of the HR function to a strategic partner of management is evident in Nepalese organizations. Conclusions - Domestic as well as foreign organizations in Nepal try to create HRM systems that place them on a par with global companies. At the same time, they incorporate cultural features specific to Nepal to compete effectively in local markets. While there are few empirical studies describing HR practices in Nepal, this study contributes to broadening our understanding of the current and future status of HRM in Nepal.
