The important goal of urban renewal is not to reform only Physical environment but to improve people' life quality. people who have been lived in urban renewal area are grouped to owner and tenant. owner of land or house has substituent right but tenant has only house-moving money or rental house by urban renewal. But rental house condition is not good to tenant because tenant has large family, low-income and low grade and it is essential to provide rental house for low-income class and it is worth to analyze tenant house problem The purpose of this study is to analyze the problems of public rental house and to presents solutions. The study was done in following process. First, the literatures on this subject were investigated to seek the problems of public rental house. Second, Survey were done on the staff, who works in the cooperative housing redevelopment and whose jobs are officer, consultant, real estate introducer and designer, to seek problems and solution of public rntal house. survey which is made by three group. one group is made by people who already lived in tenant APT, second group is made by people who are waiting for moving in tenant APT. Third group is made by specialist who has many experience-more than 3years- to urban renewal. Third, the Correlation Analysis was used to analyze the relation between the Area and dwelling satisfaction. Fourth, tenant policy' altenative is presented to solve tenant APT' problem which is analyzed by this study The results are as follows : First, tenant APT' size Which is regulated to 30-$45m^{2}$ is enlarged to more than $45m^{2}$ because tenant family is made up averagely of 4.8 persons. Second, tenant APT' rental cost is reduced to 100 thousand won. Third tenant APT' arrangement is divided from owner because tenant and owner want to live in group by group. Fourth, tenant house type is changed to various house type because tenant is not familiar with APT

Recently, sharing economy is getting the attention of the public. So this phenomenon to share their goods, home, gifts, etc. in various fields has been increased. Through a share house host can make money using house empty, customers can take advantage of the hostel while traveling at low prices. The existing share house system must ensure that every time they empty the house Customers, host had the inconvenience of having to wait for the application of the tenant customers. To solve this problem and to implement a service platform based on the waiting list. Housing Re-Development business is to improve the environment of old residential area and secure insufficient infrastructure facilities for the public, and to provide housing of fine quality for the individuals and it is taken as an opportunity for the individuals to be able to increase their property. However, it is true that the benefits from the redevelopment has not offered to the original dwellers who has lived there for a long time. This research studies the related systems of the Rental House Redevelopment Supply Service and is to present the schema to raise resettlement rate through the investment on the rate of tenants who chose the rental house and their specific characters. This study is to present the reform measures about the following 3 problems, on the basis of prior theoretical studies which deals with the common factors having low rate to move in the rental house of the tenants. (1) Physical side, the problem of supply structure, which is not appropriate Housing Supply Structure, (2) Psychological side, the problem of socially excluded rental house residents (3) Economical side, low re-settlement rate of tenants caused from the unreasonableness of the estimated rental value. This study presents that the compulsory rental housing supply rate should be changed to the gross area not from the number of households, and the supply of rental houses should correspond to the household size of tenants through prior demand survey. Secondly, it proposes the housing complex layout for intermixing to solve the social problems to allow a housing for sale and rental houses mixing in a building. And it proposes that the rental value should be calculated considering the neighboring value and in the long run, it should be calculated considering the tenants' income instead construction cost estimate. Also, it should be arranged to provide an opportunity to create income through resident welfare center improvement and provide self-sufficiency functions leading residents to participate in the residential area's repairing and maintenances.

An apartment house and an officetel are already our most important residential space generally. Among food, clothing and shelter, an apartment and an officetel are in charge of a shelter as the most fundamental in our life. To live in an apartment and an officetel, it is necessory for residents to write a lot of informations about themselves. Therefore massive privacy files about apartment's residents is inevitable and it is managing in its own way. A privacy accident in an apartment houses would be a big society problem. This study examined 'tenant list' to find out what it collects and what it's problems are and proposed some vairous measures about the privacy improvements like items reduction & consent process improvement in an apartment house and an officetel from privacy laws perspective.
It becomes increasingly important to develop sustainable housing to protect environment. The certification system for long-life housing was made to use houses for more than one hundred years in 2014. The long-life housing should be able to meet new demands by change of the population structure; low birthrate, aging and increase of single households. Therefore, it is necessary to suggest a prototype of long-life housing for partial rent. The objective of this study is to suggest a prototype for dividing housing in the long-life validation complex, which has design consideration for dividable house. The construction costs of a prototype for dividing housing is evaluated by comparing with other prototype without regard to dividing housing. The results were as follows: (1) The prototype for diving housing should be added an entrance, bathroom, kitchen for tenant, and above all, maintenance fees for tenant have to be managed seperately from house owner. (2) The equipment system for dividing housing should be designed when planning the space of house. However, design for diving housing should be reflected the unit plan at a minimum on what will and will not happen.
In the modernization process of the city, urbanization raised a variety of social issues. Urbanization brought noticeable changes in dwelling patterns, such as drastic changes in the housing lifestyle, that revolved around the metropolitan areas of Seoul and Busan etc. before and after the expansion of economic growth. Especially in 1985, when 23.8% of the country's population was concentrated in Seoul, the imbalance of housing supply and demand caused a vast range of housing shortage. The shortage, that resulted from public sector mishandling of natural housing demand, lead to the occurrence of private sector rental housing. The occurrence of this abnormal rental housing supply, became a major cause of Korea's typical lease system called 'Co-dwelling', where the leaseholder and tenant physically lives in the same residence. The leaseholder and tenant's 'Co-dwelling' started from partial renting of traditional Korean-style housing and transformed with the transition of dwelling form and time. However, after 1985, legalization of multi-family housing, Korean rental housing started to be planned in the beginning of it's housing construction and to be produced as an independent space with separate circulation. Also in terms of facility, it changed from partial renting of a space within the residence to an assembly of small individual spaces. However, the background of this deep-rooted 'Co-dwelling' lease system, in different forms and periods of residence, is still based on the lack of public sector rental housing supply and private sector supply of rental space to utilize extra space, 'Jeonsei' payment.
This study has main purpose to understand the traditional house, not by outside researcher's but by inside dweller's view. The house in Geochang, is descendent house of Jeong-On who was faithful scholar at Chosen Dynasty. In order to understand, I restore firstly the house form and space at traditional era, 60 years ago, and every dwellers not only family members but also servants and guests, by interviewing old matriarch. One of the main rules of the house disposition is Ancester worshipping life. Worshipping floor of Anchae, main building, is located unusually in front of Shrine for Jeong-On, in order to connect all activities directly. Sarangchae, men's building, opened to the funeral mourners, is separated by a wall because women have to serve foods and wail at the backside. Space for everyday life is separated by man/woman, insider/outsider, master/subordinate. Agricultural production is also key factor of the space allocation: big storage buildings for rice crop needed to tenant farming. Both activities of ancestor worship ceremony and guest greeting need large kitchen annex area for food preparation and serving space of rear veranda floor. A number of guests visit the house: guest-greeting activity is taken place from the family pavilion, Neungheo-Jeong and Saranchae by the social position. This study show that architectural space and form of the house reflects exactly dwellers life.

Recently as return farmers has been increased rapidly, the introduction of a system of rental housing is being considerated in order to induce regional fixation. It was examined organizational management, business scope of rural type rental housing, management role, through the analysis about the management realities of the business of similar form Rural-Fishing New Town project. Jangseonggun and Hwasungun have maneged rental housing 280ho in Rural-Fishing New Town project. It is large village among Rural Rental Housing. And these counties have organized the complex on a large scale among the rental housing. Local governments have managed and operated directly, also these governments have two different methods for the co-management, and the way of making payment. Rental housing management services are divided into rental management, housing management, tenant management. Rental management services such as residents of recruitment, tenants and retreat, rent collection and the storage, management and leasing promotion of the cantilever, surveys of residents. Housing management services such as check of various facilities, maintenance and maintenance work, security and cleaning and daily facility management. Tenant management is life management in connection with housing welfare. In the rural type of rental housing, there are few cases to operate a management office. It is often supplied by rental housing to buy a house or vacant land within the existing village. In this case, by utilizing community facilities within the existing village instead of establishment of extra facilities,It doesn't need to make payment for maintenance fee. In the smaller complex than No. 20, it is self-managed by the tenants in order to reduce the administrative costs and specify the necessary municipal manager. Organization form can be maneged directly from local governments and part of for the management of the building can be employed a mixed management system to delegate management to private organizations such as non-profit organizations or neighborhood association. Tenant management helps people who move in a rental house live on stable circumstance in there area by connection with the program of life support.
Household Register of South Kyongsang Province compiled by the Korean government in 1904 keeps complete details on local houses of eleven out of a total of thirty-one counties in the district. This study examines, band on e analysis of the primary source materials, e specifics of traditional housing of South Kyongsang Province with special reference to the magnitude of housing lots, size of dwellings, land and house ownership, and distribution of thatch and tile roof houses by dong, myon and county. Findings from the survey of the household register suggest that approximately 20 percent of households were established on the private or rented public lands, that 90 percent resided in undersized housing with just one or two rooms besides a kitchen, and that the regional average of dwelling size was no bigger than 2.75 rooms. The fact clarifies that the three-room thatch houses prevailed in South Kyongsang Province about a century ago. The miserable living conditions were tranalated into a constricted personal space of 2 to 4 square meters and a small-size household of less than 4 family members.
The Korean Housing Lease Act is special law of Civil Code and was enacted from March 5, 1981 as Law No. 3379 to guarantee the stability of residential life. And until January 6, 2015 there were 15 times revisions to protect the right of homeless people. However, it is true that many problems are exposed from enforcement. Because the processing without sufficient review of legislation. and it was enacted very quickly, so, at the part of opposing power that the Article 3 Paragraph 1 "if the housing tenant was delivered rental housing and finish the resident registration, from the day after even if the owner of the house was changed as third party tenant can resist with lease right". In addition, this provision made housing problems of the socially disadvantaged more seriously and the country did not made any way to protect this problems so many issues have been raised and a lot of disputes relating to Housing Lease. Therefore, in this paper derives a problem about opposing power of the Housing Lease Act for tenants of residential stability, and through the foreign legislation case, it propose the improvement to contribute to the residential stability realistically.
