The Use of Feed-forward and Feedback Learning in Firm-University Knowledge Development: The Case of Japan

  • The problem Japanese universities face is exactly the same as that of German universities: no international recognition in world rankings of universities despite their high levels of postwar economic and technological developments. This was indeed one reason why world-class Japanese firms, such as Toyota and Sony, have avoided working closely with Japanese universities for R&D partnership and new technology commercialization. To resolve this problem, the Japanese government has continuously implemented aggressive policies of the internationalization, privatization, liberalization, and privatization of universities since the onset of the economic recession in 1989 in order to revitalize the Japanese economy through radical innovation projects between universities and firms. National projects of developing medical robots for Japan's ageing society are some of the ambitious examples that emphasize feed-forward learning in innovation. However, this paper argues that none of these programs of fostering university-firm alliances toward feed-forward learning has been successful in promoting the world ranking of Japanese universities, although they showed potentials of reinforcing their conventional strength of introducing $kaizen$ through feedback learning of tacit knowledge. It is therefore argued in this paper that Japanese universities and firms should focus on feedback learning as a way to motivate firm-university R&D alliances.

  • The purpose of this study is to provide a decision support to select an appropriate layered manufacturing(LM) machine that suits the application of a part. Selection factors include concept model, form/fit/functional model, pattern model far molding, material property, build time and part cost that greatly affect the performance of LM machines. However, the selection of a LM is not an easy decision because they are uncertain and vague. For this reason, the aim of this research is to propose hybrid multiple attribute decision making approaches to effectively evaluate LM machines. In addition, because subjective considerations are relevant to selection decision, a fuzzy logic approach is adopted. The proposed selection procedure consists of several steps. First, we identify LM machines that the users consider After constructing the evaluation criteria, we calculate the weights of the criteria by applying the fuzzy Analytic Hierarchy Process(AHP) method. Finally, we construct the fuzzy Technique of Order Preference by Similarity to Ideal Solution(TOPSIS) method to achieve the ranking order of all machines providing the decision information for the selection of LM machines.

Future and Directions for Research in Full Text Databases (본문 데이타베이스 연구에 관한 고찰과 그 전망)

  • A Full text retrieval system is a natural language document retrieval system in which the full text of all documents in a collection is stored on a computer so that every word in every sentence of every document can be located by the machine. This kind of IR System is recently becoming rapidly available online in the field of legal, newspaper, journal and reference book indexing. Increased research interest has been in this field. In this paper, research on full text databases and retrieval systems are reviewed, directions for research in this field are speculated, questions in the field that need answering are considered, and variables affecting online full text retrieval and various role that variables play in a research study are described. Two obvious research questions in full text retrieval have been how full text retrieval performs and how to improve the retrieval performance of full text databases. Research to improve the retrieval performance has been incorporated with ranking or weighting algorithms based on word occurrences, combined menu-driven and query-driven systems, and improvement of computer architectures and record structure for databases. Recent increase in the number of full text databases with various sizes, forms and subject matters, and recent development in computer architecture artificial intelligence, and videodisc technology promise new direction of its research and scholarly growth. Studies on the interrelationship between every elements of the full text retrieval situation and the relationship between each elements and retrieval performance may give a professional view in theory and practice of full text retrieval.

The Analysis of the Conferences for the Computer Network Using the Miner and the Cosine Similarity based upon Keywords (키워드를 기반으로 마이너와 코사인 유사도를 이용한 컴퓨터 네트워크 관련 컨퍼런스 분석)

  • We have been provided with a plenty of information about IT through the conferences. However, it is hard to find enough information or the latest trends from conferences because there are too many conferences. In this situation, we analyzed the latest trends related to the field of IT by exploiting the Netminer which is one of the software for analysis of social networks and measuring the Cosine Similarity between conferences, based upon keywords which are included in the conferences. We analyzed keywords of 24 conferences related to the computer network part of the IEEE (Institute of Electrical and Electronics Engineers) in the case of foreign conferences. We also analyze keywords of the KIISE (Korean Institute of Information Scientists and Engineers) conferences in the case of domestic conferences, during 2009-2010. We identified the trends through the frequency of keywords, the change of top 10 keywords ranking and the similarity between conferences.

An Innovative Approach of Bangla Text Summarization by Introducing Pronoun Replacement and Improved Sentence Ranking

  • This paper proposes an automatic method to summarize Bangla news document. In the proposed approach, pronoun replacement is accomplished for the first time to minimize the dangling pronoun from summary. After replacing pronoun, sentences are ranked using term frequency, sentence frequency, numerical figures and title words. If two sentences have at least 60% cosine similarity, the frequency of the larger sentence is increased, and the smaller sentence is removed to eliminate redundancy. Moreover, the first sentence is included in summary always if it contains any title word. In Bangla text, numerical figures can be presented both in words and digits with a variety of forms. All these forms are identified to assess the importance of sentences. We have used the rule-based system in this approach with hidden Markov model and Markov chain model. To explore the rules, we have analyzed 3,000 Bangla news documents and studied some Bangla grammar books. A series of experiments are performed on 200 Bangla news documents and 600 summaries (3 summaries are for each document). The evaluation results demonstrate the effectiveness of the proposed technique over the four latest methods.

Special monitoring results for determination of radionuclide composition of Russian NPP atmospheric releases

  • Measurements of activity concentrations of radionuclides in atmospheric releases were performed in 2017-2018 at vent stacks of seven Russian nuclear power plants. The selected instruments and research methods, with detection limits significantly lower than the existing detection limit of Russian NPPs routine control, allowed to reliably determine up to 26 radionuclides. Analysis of experimental data allows to determine the list of radionuclides for calculation the effective dose rates to public and the permissible annual discharge levels for each Russian NPP. Radiocarbon is determined as major contributor for the dose from the atmospheric releases of LWGR reactors - up to 98% for EGP-6 and RBMK-1000 (Smolensk NPP) reactors. For PWR reactors (VVER) radionuclides contribution to the annual dose from atmospheric releases is more complicated, but, in general, dose is formed by tritium, $^{14}C$ and noble gases. The special monitoring results with ranking of measured radionuclides according to their contribution to the effective dose makes it possible to optimize the list of controlled radionuclides in airborne releases of Russian NPPs from 94 to 8-16 for different NPPs.

  • This study investigated the possibility of performing selection using 30-month carcass traits by estimating the genetic parameters of 24- and 30-month carcass traits. Data used in this study were the carcass traits of 13,151 heads slaughter at the age of 24 and 30 months. As a result of the study, the heritability of backfat thickness, carcass weight, eye muscle area and marbling score at 24 months of age were estimated to be 0.588, 0.354, 0.467 and 0.587, respectively. The heritability of backfat thickness, carcass weight, eye muscle area and marbling score at 30 months of age were estimated to be 0.498, 0.577, 0.505 and 0.530, respectively. The ranking correlation was 0.516 between the carcass selection indices of 24 and 30 months of age. By providing a 30-month selection index, it is possible to use semen suitable for farm profits, and more semen information can be provided to farms than previously. Furthermore, studies on a selection index based on 30-month carcass traits are needed to provide highly accurate information.

Assessment of the material attractiveness and reactivity feedback coefficients of various fuel cycles for the Canadian concept of Super-Critical Water Reactors

  • The attractiveness for weapons usage of the proposed fuel cycle for the PT-SCWR was evaluated in this study using the Figure-of-Merit methodology. It was compared to the attractiveness of other fuel cycles namely, Low Enriched Uranium (LEU), U/Th, Re-enriched Reprocessed Uranium (RepU), and Pu/Th/U. The optimal content of natural uranium, which can be added to Pu/Th to render the produced U-233 unattractive, was found to be 9%. A ranking system to compare the attractiveness of the various fuel cycles is proposed. RepU was found to be the most proliferation resistant fuel cycle for the first 100 years,while, the least proliferation resistant fuel cycle was the originally proposed Pu/Th one. The reactivity feedback coefficients were calculated for all proposed fuel cycles. All studied reactivity coefficients have the same sign implying that all the fuel cycles will behave neutronically in a similar way. The Pu/Th/U fuel was found to have the most negative value of the Coolant Void Reactivity which will help to restore the core to a safe status faster in case of a loss-of-coolant accident. The fuel and moderator temperature coefficients did not show significant differences between the fuels studied.

Growth and Distribution of Research Journals Across the World

  • This study assesses the growth and distribution of research journals indexed in Scopus from 2000 through 2019, using SCImago data for journal and country ranking. A total of 15,484 journals were indexed in Scopus up till 1999, and from 2000 to 2019, 11,037 journals were indexed in Scopus at an average of 581.85 journals per year at an average annual corresponding growth of 2.74%. Of the total journals indexed in Scopus, 41.61% were indexed during the last two decades. Europe is the leading continent publishing nearly 60% of the total world journals, while Africa publishes around 1% of journals, the lowest among all the continents. The United Kingdom, United States (US), China, Brazil, Australia, and Egypt are the leading countries publishing the maximum number of journals from their respective continents. Of the total journals indexed across the world, nearly one-fourth (6,425, 24.23%) are published in the US. Still more, of the 109 journal publishing countries across the world, nearly 90% of journals are published in twenty leading journal publishing countries. Among the 27 major Scopus recognized subject disciplines, the majority (1,606, 6.06%) of journals are published in the field of medicine. The growth of research journals and the growth of research results has moved at a uniform pace, and any asymmetry between the two is bound to result either in the introduction of predatory and dubious journals or in the production of sub-standard research results.

  • Diversified fuel types such as methanol, hydrogen, liquefied natural gas, ammonia, biofuels, have been come to fore in consideration of the limitations, regulations, environmental perception and efficient use of resources on maritime sector. NE is described as a substantial alternative energy source on the marine vessels in the sense of de-carbonization and fuel efficiency activities carried out by IMO. Although NPVs have been constructed for the merchant, navy and supply fields over the years, their numbers are few and working ranges are quite limited. NE generation techniques, reactor types, safety and security issues in case of any leakage or radiation pollution are analyzed and comparisons are performed between fossil-based fueled and NP based on icebreakers. The comparison are conducted on the basis of dimensions, resistances and operational competences by the VIKOR. NP icebreakers operated in recent years occupy a notable position in the ranking, although fossil fueled ones are most prevalent. Consequently, refueling period and emissions are the principal benefits of NPVs. Nevertheless, the use of such systems on marine vessels especially for merchant ships may come to the fore when all concerns in terms of safety, security and society are resolved since the slightest mistake can have irreversible consequences.
