  • In the SORA methodology developed for the operational risk assessment of a specific category of operation of a UAS, the ground and the air risk levels are determined, and a SAIL indicating the level of assurance and integrity for the corresponding risk is assigned, and accordingly, the operational safety level for the proposed operation. Objectives should be demonstrated at an appropriate level of robustness. Because of the nature of the specific category of operation, people on the ground are the first risk subjects to be considered. The resulting ground risk class plays an important role in the allocation of SAIL. In this paper, the impact on SAIL and OSO according to the final risk level and the reduction of the level through the determination of the ground risk level and the application of mitigation measures among risk assessments for specific categories of UAV operation was investigated.

Evaluation of Korean distant water tuna fisheries in the Western and Central Pacific Ocean using ecosystem-based fishery risk assessment (중서부태평양해역 다랑어어업의 생태계기반 어업 위험도 평가)

  • Tuna fisheries were applied to an integrated ecosystem-based fishery risk assessment method using indexes of target species status, inhabited species in a target ecosystem, habitat quality and socio-economic benefit of affected fisheries. This study suggested more effective and efficient management measures to break away from traditional management methods, such as limitation of catch and fishing effort. The results presented that the objective risk index (ORIS) on sustainability of bigeye and yellowfin tunas by purse seine fishery was estimated high due to the high catch ratio of small fishes. The ORIs of biodiversity (ORIB) and habitat quality (ORIH) of purse seine fishery were also estimated at a high level from using fish-aggregating devices (FAD). However, due to skipjack tuna's high catches, the ORI of socio-economic benefit (ORIE) was estimated at a very low level. Due to the high bycatch rate, ORIB was high, and ORIS and ORIH were evaluated at a low level in longline fishery. Due to strengthern of fishing restrictions and increase of fishing costs, the ORIE was assessed to be very high. The ecosystem risk index (ERI) for two tuna fisheries was assessed low, but the overall FAD management by purse seine fishery is necessary at the ecosystem level.

Probabilistic Safety Assessment for High Level Nuclear Waste Repository System

  • An integrated model is developed in this paper for the performance assessment of high level radioactive waste repository. This integrated model consists of two simple mathematical models. One is a multiple-barrier failure model of the repository system based on constant failure rates which provides source terms to biosphere. The other is a biosphere model which has multiple pathways for radionuclides to reach to human. For the parametric uncertainty and sensitivity analysis for the risk assessment of high level radioactive waste repository, Latin hypercube sampling and rank correlation techniques are applied to this model. The former is cost-effective for large computer programs because it gives smaller error in estimating output distribution even with smaller number of runs compared to crude Monte Carlo technique. The latter is good for generating dependence structure among samples of input parameters. It is also used to find out the most sensitive, or important, parameter groups among given input parameters. The methodology of the mathematical modelling with statistical analysis will provide useful insights to the decision-making of radioactive waste repository selection and future researches related to uncertain and sensitive input parameters.

Probabilistic seismic assessment of mega buckling-restrained braced frames under near-fault ground motions

  • Buckling-restrained braces are passive control devices with high level of energy dissipation ability. However, they suffer from low post-yield stiffness which makes them vulnerable to severe ground motions, especially near-field earthquakes. Among the several methods proposed to improve resistance of BRB frames, mega-brace configuration can be a solution to increase frame lateral strength and stiffness and improve distribution of forces to prevent large displacement in braces. Due to the limited number of research regarding the performance of such systems, the current paper aims to assess seismic performance of BRB frames with mega-bracing arrangement under near-field earthquakes via a detailed probabilistic framework. For this purpose, a group of multi-story mega-BRB frames were modelled by OpenSEES software platform. In the first part of the paper, simplified procedures including nonlinear pushover and Incremental Dynamic Analysis were conducted for performance evaluation. Two groups of near-fault seismic ground motions (Non-pulse and Pulse-like records) were considered for analyses to take into account the effects of record-to-record uncertainties, as well as forward directivity on the results. In the second part, seismic reliability analyses are conducted in the context of performance based earthquake engineering. Two widely-known EDP-based and IM-based probabilistic frameworks are employed to estimate collapse potential of the structures. Results show that all the structures can successfully tolerate near-field earthquakes with a high level of confidence level. Therefore, mega-bracing configuration can be an effective alternative to conventional BRB bracing to withstand near-field earthquakes.

  • Objectives: Epichlorohydrin is a material that has been predicted to have high volatility and strong toxicity and is used normally in working area. Therefore, the hazardous and dangerous level and the foreign management system about epichlorohydrin should be invested at home and abroad and through hazard assessment for occupational environment measurement and exposure status of industrial workers in domestic working area. Methods: To assess risk and to suggest Development and Adoption to prevent health damage of workers owing to the epichlorohydrin exposure, the hazardousness and dangerousness of epichlorohydrin and its practical examples and regulation level for domestic and abroad health impairment are researched on the base of various references. Results: The epichlorohydrin caused skin and mucus membrane irritation, respiratory paralysis, kidney and live damage under the influence of acute toxicity and in animal study, it was confirmed as a doubtful carcinogenic substance to trigger reducement of sperm number and reproduction ability, abnormal spermatogenesis, mutagen, increase of forestomach epithelium and occurrence of papilloma and so on, as well as it induced stimulus asthma and allergic contact dermatitis for exposure workers. Conclusions: Epichlorohydrin was found to occur allergic contact dermatitis, carcinogenesis doubt and reproduction toxicity and was verified as a material which would be established reinforcement of management level to care health of handlers, such as denotement dangerousness of skin absorption.

Improvements to the RELAP5/MOD3 Reflood Model and Assessment (RELAP5 /MOD3 재관수 모델의 개선 및 평가)

  • Several improvements to the RELAP5/MOD3 reflood model hate been made. These improvement were made to correct deficiencies in the reflood model identified by the assessment of the RELAP5/MOD3 code against FLECHT-SEASET experiments. The improvements consist of modification of reflood wall heat transfer package and adjusting the droplet size in dispersed flow regime. The time smoothing of wall vaporization and level tracking of transition flow are also added to eliminate the pressure spikes and level oscillation during reflood process. Assessment of the improved model against FLECHT-SEASET experimental data and application of LBLOCA analysis for plant shows that the deficiencies have been corrected.

The effect of the number of subintervals upon the quantification of the seismic probabilistic safety assessment of a nuclear power plant

  • Seismic risk has received increased attention since the 2011 Fukushima accident in Japan. The seismic risk of a nuclear power plant is evaluated via seismic probabilistic safety assessment (PSA), for which several methods are available. Recently, the discrete approach has become widely used. This approximates the seismic risk by discretizing the ground motion level interval into a small number of subintervals with the expectation of providing a conservative result. The present study examines the effect of the number of subintervals upon the results of seismic risk quantification. It is demonstrated that a small number of subintervals may lead to either an underestimation or overestimation of the seismic risk depending on the ground motion level. The present paper also provides a method for finding the boundaries between overestimation and underestimation regions, and illustrates the effect of the number of subintervals upon the seismic risk evaluation with an example. By providing a method for determining the effect of a small number of subintervals upon the results of seismic risk quantification, the present study will assist seismic PSA analysts to determine the appropriate number of subintervals and to better understand seismic risk quantification.

  • Delphi technique is widely used to develop consensus on group opinion. It is important to identify the strategic technologies and evaluate technology level for the establishment of national R&D policy to upgrade technology level. The aim of this article was to reflect on Food Safety technology level by using Delphi methodology. And, competitiveness of patents and journal articles is evaluated for Korea, USA, Japan, China and EU. As a result, USA is the most competitive country for all technology categories. The average technology level of Korea was 79.5% of world-top coungry and average technological gap was 6.1 years. Korea is grouped in middle-lower class for overall food safety technology level. However, there are some variances among the level of technologies. As a result of this study, food safety research management needs to expand R&D investment and training of food safety specialist. The results of this research can be utilized to establish a road map for transportation R&D and plans.

Individual Exposure Characteristics to Humidifier Disinfectant according to Exposure Classification Groups - Focusing on 4-1 and 4-2 Applicants - (가습기살균제 환경노출 판정등급에 따른 개인 노출 특성 분포 - 4-1차와 4-2차 신청자를 중심으로 -)

  • Objective: This study was performed to investigate the distribution of individual exposure characteristics according to an exposure assessment classification for humidifier disinfectant and to identify the factors that influence assessment classification. Methods: We examined the exposure characteristics of 4,482 subjects who applied for the 4-1 and 4-2 assessments of environmental exposure to humidifier disinfectant conducted by the Korea Environmental Industry & Technology Institute (KEITI). Environmental exposure assessment classification was assessed using the following seven criteria: 1) Distance from humidifier to face; 2) Spray direction; 3) Time used, daytime 4) Time used, during sleep; 5) Time used, cumulative; 6) Exposure intensity; and 7) Cumulative exposure level. Each criteria was then classified as 'high' or low'. When participants answered for more than four criteria, exposure assessment was determined as 'definite,' 'probable,' or 'possible' depending on the ratio of 'high' responses. If participants' responses were inconsistent, exposure assessment was listed as 'unlikely.' If participants answered for less than four criteria, exposure assessment was considered 'indeterminate.' Results: For the exposure assessment classes, definite was assigned to 38.5% (1,725 subjects), probable assigned to 32.9% (1,474 subjects), 25.0% (1,122 subjects) were assigned to as possible, unlikely assigned to 0.1% (3 subjects), and indeterminate assigned to 3.5% (158 subjects). Overall, participants who used 'Oxy Ssakssak New Gaseupgi Dangbun,' 'Aekyung Gaseupgi Mate,' 'Homeplus Gaseupgi Chungjungje,' and 'E-Mart Gaseupgi Salgyunje' totaled 2,996, 557, 176, and 162 subjects, respectively. There was a statistical difference in the type of humidifier disinfectant products between high-exposed and low-exposed participants. Based on the assessment criteria of humidifier disinfectant exposure, subjects were likely to be in the highly exposed classes (definite and probable) when the subjects were exposed 1) for more than ten hours per day and 2) for more than four hours at night 3) when the total cumulative exposure time was higher than the average, 4) when the direction of humidifier spray was toward the face, 5) when the respiratory position was less than 1 meter of distance from the humidifier, 6) when the concentration of indoor contaminants (ug/m3) was higher than the average exposure intensity, and 7) when overall exposure level ($ug/m3^*hr$) was higher than the average exposure level. Conclusion: This study suggests that each exposure assessment criteria was able to appropriately estimate cumulative exposure levels.

A Study on the Evaluation Method of Defense Technology Valuation Using the Readability Level Assessment of Core National Defense Technology (국방 핵심기술의 성숙도(Readiness Level)평가를 활용한 국방기술가치평가 방안 연구)

  • This study is intended to understand defense technologies that require the convergence of various technologies and the integration of systems, and to propose valuation methods that reflect the characteristics of each field. The measure of technology level, integration (system integration technology) between technologies, preparation of manufacturing, and maturity scale of the weapons system to be valued are measured according to the items of measurement factors to verify system performance, and to present a framework for estimating the quantitative values of core technologies using system maturity. Considering the characteristics of each technology field, the research suggests a proper valuation method. In evaluating the value of defense technologies, A proposal is made to evaluate the value of defense technology by competent technical experts in each field, using SRL, which can be evaluated according to the evaluation criteria reflecting the technical characteristics of each field, and to evaluate the completion of the entire system in quantitative terms.
