The aim of this paper is to explore the formation of the Seoul-focused network city for technological commercialization compared with Seoul as a mega city. The growth of Seoul and subsequently, the Seoul metropolitan region as a mega city and mega region has led the uneven regional development in Korea since the 1960s. To reduce a huge gap between the Seoul metropolitan and the non-metropolitan region, the concept of network city can be suggested in terms of the functional and spatial division of labor. More specifically, such division of labour throughout the formation of the Seoul-focused network city concentrates on technological commercialization which is deeply concerned with R&BD (research and business development). For this network city, there are 4 axes such as the axis of South-North Korean cooperation (the axis of R&BD for complex technologies), that of the expansion of a mega city (that of R&BD for green growth technology), that of the linkage of small and medium-sized cites (that of R&BD for life science and technology) and that of megalopolis (that of R&BD for basic technology) with regards to the axis of urban development and technological specialization. It shall be argued that the formation of Seoul-focused network city can be an alternative to the contemporary uneven regional development between the Seoul metropolitan and non-metropolitan region in Korea.

The spin-off where the principal technology developers take the lead in the active and initiative pursuit of the commercialization of technologies is increasingly drawing attention, breaking away from the traditional means through the technology transfer or licensing of the public technologies created by the developers. The importance of technology commercialization is being emphasized more and more, but high technology excellence does not always lead to a successful business. In addition, companies that invest heavily in basic research and technology development are also not always able to guarantee high profits. This is due to the technical problems when present in step research and development levels are difficult to commercialize. And the market will not work rationally is also the cause of the problem. Therefore, to effectively utilize the resources necessary to ensure such partners to build alliances and cooperation with external funding or manpower is crucial to commercialize the research results of basic science successfully. In the past, display devices have undergone many changes, such as plasma TVs and LCDs, and have continued to develop. Recently, new display technologies, such as Organic Light Emitting Diode displays and Inorganic Light Emitting Diode displays, have been developed. Among them, Micro LED displays have the potential to improve performance more than LCDs and OLEDs, but a lot of effort and time are needed until the mass production technology (transfer and bonding) of Micro LED displays is developed. We have developed a new Micro LED display light source that can be produced using existing transfer and bonding process technologies to enable faster commercialization of Micro LED in the industry. This light source is TFT deposition on LED. TFT deposition on LED has the advantage of being able to produce displays using existing process technology, making early commercialization of display application products possible. In this study, we applied the Active Driving method to verify the performance of TFT deposition on LED as a display to determine its commercialization potential. Additionally, to facilitate faster application of Micro LED in the industry, we applied TFT deposition on LED to Optical Wireless Communication systems, which are widely used in application service areas such as safety/security and sensors, to verify its communication performance. The experimental results confirmed that TFT deposition on LED is not only capable of AM driving but can also be applied to OWC systems.

Recently, as technology development has accelerated and product life cycles have been shortened, it is necessary to derive key product features from customers in the R&D planning and evaluation stage. More companies want differentiated competitiveness by providing consumer-tailored products based on big data and artificial intelligence technology. To achieve this, the need to correctly grasp the required quality, which is a requirement of consumers, is increasing. However, the existing methods are centered on suppliers or domain experts, so there is a gap from the actual perspective of consumers. In other words, product attributes were defined by suppliers or field experts, but this may not consider consumers' actual perspective. Accordingly, the demand for deriving the product's main attributes through reviews containing consumers' perspectives has recently increased. Therefore, we propose a review data analysis-based required quality methodology containing customer requirements. Specifically, a pre-training language model with a good understanding of Korean reviews was established, consumer intent was correctly identified, and key contents were extracted from the review through a combination of KeyBERT and topic modeling to derive the required quality for each product. RevBERT, a Korean review domain-specific pre-training language model, was established through further pre-training. By comparing the existing pre-training language model KcBERT, we confirmed that RevBERT had a deeper understanding of customer reviews. In addition, all processes other than that of selecting the required quality were linked to the automation process, resulting in the automation of deriving the required quality based on data.

The proportion of investment in national R&D projects in construction and transportation has been increasing continuously; in terms of the size of R&D projects, there are many medium- to large-sized projects of over KRW 10 billion. However, in spite of such continuous increase in R&D investments, there are many technologies developed but not commercialized, i.e., the quiescence of technology. Accordingly, it is necessary to link the R&D results to commercialization by expanding the scope of R&D projects. In this context, this study presented objective reference prices to be used in contracting/transacting technology and implementing commercialization strategy by conducting technology valuations against on-going research projects with earnings approach, and by estimating value of patented technology. Sum of free cash flow (business value) that can be generated during the life of the technology was estimated as KRW 512 million by reflecting a discount rate of 16.34% to convert it into the present value. In addition, the technology value was computed as KRW 227million by applying a technology factor of 44.39% to the above value. Based on the technology value estimated in this way, it is necessary to establish industrialization and commercialization strategy of the technology.
