  • Purpose - The purpose of this study was to analyse the relationship between R&D tax support policy and firm innovation activity using data on firms engaged in 12 national strategic technology sectors. Design/methodology/approach - This study collected survey data from 664 companies engaged in national strategic technologies. The data were then analysed using the Propensity Score Matching (PSM) analysis. Findings - First, corporate R&D tax support had a statistically significant positive (+) relationship with firm innovation performance. Second, there was a statistically significant positive (+) relationship with incremental innovation, but there was no statistical significance with radical innovation. Third, there was a statistically significant positive (+) relationship with the firm's first innovation, but there was no statistical significance with the world's first innovation. Fourth, there was a statistically significant positive (+) relationship with the number of R&D projects of a firm. Finally, there was a statistically significant positive (+) relationship with a firm's open innovation. Research implications or Originality - First, in terms of policy effectiveness, the government needs to consider promoting R&D tax support policies in areas where R&D competition is fierce. For private companies engaged in the 12 national strategic technology fields, the R&D tax support policy is working in the direction of promoting corporate innovation activities, and this positive policy effect is likely to be effective in areas where R&D competition is fierce. Second, if the government wants to improve the quality of corporate innovation activities through R&D tax support policies, it needs to provide incentives higher than the current level.

  • At the 8th National High-Performance Computing (HPC) Committee convened in 2021, the "National High-Performance Computing Innovation Strategy (draft) for the 4th Industrial Revolution Era" was deliberated and the original draft was approved. In this proposal, the Ministry of Science and ICT in KOREA announced three major plans and nine detailed projects with the vision of "Realizing the 4th industrial revolution quantum jumping by leaping into a high-performance computing powerhouse." Thereby the most important policy about national mid-term and long-term HPC development was established and called the HPC innovation strategy (hereinafter "the innovation strategy"). The three plans of the innovation strategy proposed by the government are: Strategic HPC infrastructure expansion; Secure source technologies; and Activate innovative HPC utilization. Each of the detailed projects has to be executed nationally and strategically. In this paper, we propose a strategy for the implementation of two items ("Strategic HPC infrastructure expansion" and "activate innovative HPC utilization") among these detailed plans.

  • By analyzing the adaptive capacity, market formation and policy direction as functional areas of Technological Innovation System (TIS), the article evaluates the progress of renewable energy transition in the Maldives, with the inclusion of ideas from Mauritius and Cabo Verde. On the policy direction in the Maldives, technology roadmaps produced with assistance from International Renewable Energy Agency (IRENA) and Asian Development Bank (ADB) are evaluated. Although there are inducing factors such as the Solar Risk Management Initiative, the progress of energy transition is hindered by the lack of technical capacity and local value chain. The findings indicate the importance of facilitating and establishing industry and knowledge networks, incorporating innovation policies, greater involvement of the local private sector along with international investors, and taking water-energy nexus to achieve complementary targets. The study adds value to knowledge by offering a simplified TIS framework, with a current insight of the energy transition in Small Island Developing States with a focus on the Maldives.

  • In the past three decades since the advent of market oriented reforms began in 1978, China has made rapid strides in catalyzing economic growth. The economic development coincides with the development of significant capabilities in several areas of science, technology, and innovation. China has recorded notable achievements in a number of emerging fields. This paper investigates the process that has catalyzed the developments in Science and Technology (S&T) and the key factors that have facilitated this process. The causality of dynamism of S&T in China points at targeted development, an emphasis on high growth industries and high technology, commensurate resource mobilization, ruthless restructuring of innovation actors, dynamic organization and management of R&D, continuously evolving policies with strict enforcement, and implementable instruments. This paper attempts to bring out the roadmap of the Chinese transformation process in S&T and derive policy lessons for India.

  • Science & Technology(S&T) is the most important thing to attain competitiveness in the 21st century, Our traditional S&T policies have been focused on hardware infra structure. we should consider software of S&T to enhance effectiveness. S&T should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy in the 21st century should consider nonmaterial factors which include social, human, environmental and culture. Under this background, The purpose of this paper is to seek new S&T policy in the 21st century. Therefor this paper deals with how we can prepare for the future S&T policy and classify the change of S&T policy of Korea and analyze the characteristic of each phase. This paper argues that all actors (for example, S&T personnel, corporate using S&T, general public) should participate in the process of S&T innovation since the 21st century is the generation of the general public S&T. Also this paper presented the expanded S&T policy Right S&T policy could leads to diffuse right S&T culture. • Utilizing outside knowledge for innovation is an important task for companies in the competitive economy. Due to the rapid advance in the internet communication technology, the number and quality of innovation sourcing methods are increasing. We select co-creation, personalization and in-house R&D as the representative forms of innovation sourcing and suggest a game theory model that enables the comparative analysis between them. The decision and surplus outcome of the innovation mechanisms are compared under various settings of the input parameters of the model. The stakeholders voluntarily participate into all mechanisms when the product price is moderately high and the participation cost is low, while co-creation is the only feasible one when the product quality is niche. When the participation cost is relatively high, personalization outperforms co-creation.
