Along with Annex 14 Volume I establishment in 1951 and the set-up of restriction surface around the runway, aeronautical technique and navigation performance achieved dazzling growth, and the safety and precision of navigation greatly improved. However, restrictions on surrounding obstacles are still valid for safe operation of an aircraft. Standards and criteria for securing safety of aircraft operating around and on airport is stated in Annex 11 Air Traffic Services and Annex 14 Aerodrome etc. In particular, Annex 14 Volume I presents the criteria for limiting obstacles around an airport, such as natural obstacles such as trees, mountains and hills to prevent collisions between aircraft and ground obstacles, and artificial obstacles such as buildings and structures. On the other hand, Annex 14 Volume I, in the application of the obstacles limitation surfaces, apply the exception criteria, as it may not be possible to remove obstacles that violate the criteria if the aeronautical study determines that they do not impair the safety and regularity of aircraft operation. Aeronautical study has been applied and implemented in various countries including United States, Canada and Europe etc. accordingly, Korea established and amended some provisions of the Enforcement rules of the Aviation Act and established the Aeronautical study guidelines to approve exceptions. However, because ICAO does not provide specific guidelines on procedures and methods of Aeronautical study, countries conducting aeronautical study have established and applied their own procedures and methods. Reflecting this realistic situation, at the 12th World Navigation Conference and at the 38th General Assembly, the contracting States demanded a reexamination of the criteria for current obstacle limitation surfaces and methods of aeronautical study, and the ICAO dedicated a team of experts to prepare new standard. This study, in line with the movement of international change in obstacle limitation surface and aeronautical study, aims to compare and analyze current domestic and external standards on obstacle limitation and height limits, while looking at methods, procedure and systems for aeronautical study. In addition, expecting that aeronautical study will be used realistically and universally in assessing the impact of obstacles, we would recommend the institutional improvement of the aeronautical study along with the development of quantitative analysis methods using the navigation data in the current aeronautical study.

According to the Ministry of Land, Infrastructure, and Transport, the total area of unexecuted urban planning facilities in Korea is about $1,257km^2$, of which 47% is the unexecuted urban green space and forests. In the case of Seoul, the total area of unexecuted urban planning facilities is about $66km^2$, which is 5.24% of the total unexecuted area in the entire country. In Seoul, approximately 88% of the total unexecuted area is urban green space and forests, which is higher than the national rate. About 92% of the unexecuted urban planning facilities are long-term unexecuted urban planning facilities that are more than 10 years old. This study assessed the economic value of potential ecosystem services, focusing on the regulation service, supporting service, and cultural service, for urban green space and forests of unexecuted urban planning facilities in Seoul by using meta-regression analysis. As a result, the value of the regulation service provided by the urban green space and forests in Seoul was about 16.39 billion KRW, the value of the supporting service was about 5.8 billion KRW, and the cultural service value was about 7.78 billion KRW. The total value of ecosystem services is about 33.93 billion KRW. The values of regulation service and cultural service were the highest, and that was attributed to the characteristics of the downtown area. The significance of this study is to evaluate the value of ecosystem services for unexecuted urban planning facilities in Seoul. The results of this study can be used not only in the process of urban planning or policymaking but also land compensation methods applying the concept of an ecosystem service payment system.
As modern science is developed and advanced, examination and number of times using radiation are increasing daily. General diagnostic X-ray generator is installed on stationary form, But X-ray generator was developed because patient who is in the intensive care unit, operation room, emergency room can not move to general x-ray room. What we examine patient by x-ray generator is certainly necessary, So patient exposure is inevitable. but reducing radiation exposure is highly important matter about radiation technology, guardian, patient in the same hospital room, nurse etc. For this reason, rule regarding safety control of diagnostic x-ray generator revised for radiation worker, patient and protector proclaim that mobile diagnostic x-ray shield must placed in case of examine different location excluding operation room, emergency room, intensive care unit. But, radiogical technologist is having a lot of difficulties to examine with mobile x-ray generator, diagnostic x-ray shield partition, image plate and lead apron. So, when we use x-ray generator, we manufacture shield tools can be attached to the mobile x-ray generator On behalf of x-ray shield partition and conduct analysis and in comparison to part of body and distribution of dose rate and find way to reduce radiation exposure through distribution of dose rate of patient within the radiogical technologist, medical team. Mobile x-ray generator aimed at SHIMADZU inc. R-20, We manufactured equipment for shielding x-ray scattered x-ray by installing shielding wall from side to side based on support beam on the mobile x-ray generator. Shielding wall when moving can be folded and designed to expand when examine. Experiment measured five times in each by an angle for dose rate of eyes, thyroid, breast, abdomen and gonad on exposure condition of upper and lower extremity, chest, abdomen which is examined many times by mobile x-ray generator. We used dosimeter RSM-100 made by IJRAD and measured a horizontal dose rate by body part. The result of an experiment, shielding decreasing rate of the front and the rear showed 77 ~ 98.7%. Therefore using self-production shielding wall reduce scattered x-ray occurrence rate and confirm can decrease exposure dose consequently. Therefore, through this study, reduction result which is used shielding wall of self-production will be a role of shielding optimization and it could be answer about reduction of medical exposure recommended by ICRP 103.
Although the technology for the observation of solar radiation is rapidly developing worldwide, in Korea the guidelines for comparing observations of solar radiation are only now under preparation. In this study, a procedure for intercomparison observations of solar radiation was established which accounts for meteorological and geographical conditions. The intercomparisons among observations by national reference pyranometers were carried out at the Asia Regional Radiation Center, Japan, in 2017. Recently, the result of the calibration of the reference pyranometer of the Korean Meteorological Administration (KMA) has been reported. Using the KMA pyranometer as a reference, comparisons between observations and calibrations were carried out for the standard (B to J) pyranometers of the KMA, and for the reference (A) and the standard pyranometers of the Gangneung-Wonju National University. The intercomparisons were carried out between October 24 and October 25, 2018. The sensitivity constants were adjusted according to the results of the data analysis performed on October 24. On October 25, a post-comparison observation was also performed, and the data of the participating pyranometers were verified. The sensitivity constants were calculated using only data corresponding to a solar radiation of $450.0W\;m^{-2}$ or higher. The B and I pyranometers exhibited a small error (${\pm}0.50W\;m^{-2}$), and the applied sensitivity constants were in the range $0.08-0.16{\mu}V(W\;m^{-2})^{-1}$. For the C pyranometer, the adjustment of the sensitivity constant was the largest, i.e., $-0.16{\mu}V(W\;m^{-2})^{-1}$. As a result, the nine candidate pyranometers could be calibrated with an average error of $0.06W\;m^{-2}$ (0.08%) with respect to the KMA reference, which falls within the allowed tolerance of ${\pm}1.00%$ (or ${\pm}4.50W\;m^{-2}$).
This study analyzes the economies of photovoltaic systems in an apartment complex of 1,185 households, in cases of feed-in tariff and subsidy for solar home program of the government. When including the revenue only from electricity sales, NPVs of subsidy and that of feed-in tariff are -560 million KRW and -87 million KRW respectively. With the avoided social cost included without the revenues from CERs, NPVs of subsidy and feed-in tariff are -556 million KRW and -84 million KRW respectively. With the revenues from CERs, NPV of subsidy is -526 million KRW and NPV of feed-in tariff is -54 million KRW. As results of sensitivity analysis based on the changes in capital costs and discount rates, while all scenarios with subsidy including the revenues from CERs are not commercially viable, all scenarios with feed-in tariff exclusive of the revenues from CERs are commercially viable when discount rate is less than 7.2% or capital cost is less than 6,840 thousand KRW/kW. In the cases that include the avoided social cost, while all scenarios with subsidy including the avoided social cost as well as the revenues from CERs are not commercially viable, all scenarios with feed-in tariff are commercially viable without the revenues from CERs when discount rate is less than 7.2% or capital cost is less than 6,856 thousand KRW/KW. The results indicate that the changes in discount rates do not influence the revenues from CERs, but the revenues from electricity sale. Considering that the number of apartment complex and the positive environmental and social benefits from PV system, government needs to promote its diffusion.

Recently, policy of the marine advanced countries were switched from the preemption using ocean to post-project development. In this study, we suggest improvement and the pending issues when are deducted to the database of the marine spatial information is constructed over the GIS system for the Korean Marine Spatial Planning (KMSP). More than 250 spatial information in the seas of Korea were processed in order of data collection, GIS transformation, data analysis and processing, data grouping, and space mapping. It's process had some problem occurred to error of coordinate system, digitizing process for lack of the spatial information, performed by overlapping for the original marine spatial information, and so on. Moreover, solution is needed to data processing methods excluding personal information which is necessary when produce the spatial data for analysis of the used marine status and minimized method for different between the spatial information based GIS system and the based real information. Therefore, collection and securing system of lacking marine spatial information is enhanced for marine spatial planning. it is necessary to link and expand marine fisheries survey system. It is needed to the marine spatial planning. The marine spatial planning is required to the evaluation index of marine spatial and detailed marine spatial map. In addition, Marine spatial planning is needed to standard guideline and system of quality management. This standard guideline generate to phase for production, processing, analysis, and utilization. Also, the quality management system improve for the information quality of marine spatial information. Finally, we suggest necessity need for the depths study which is considered as opening extension of the marine spatial information and deduction on application model.
Patient exposure dose exposure test, which is one of the items of accuracy control of Computed Tomography, conducts measurements every year based on the installation and operation of special medical equipment under Article 38 of the Medical Law, And keep records. The CT-Dose phantom used for dosimetry can accurately measure doses, but has the disadvantage of high price. Therefore, through this research, the existing CT - Dose phantom was similarly manufactured with a 3D printer and compared with the existing phantom to examine the usefulness. In order to produce the same phantom as the conventional CT-Dose phantom, a 3D printer of the FFF method is used by using a PLA filament, and in order to calculate the CTDIw value, Ion chambers were inserted into the central part and the central part, and measurements were made ten times each. Measurement results The CT-Dose phantom was measured at $30.44{\pm}0.31mGy$ in the periphery, $29.55{\pm}0.34mGy$ CTDIw value was measured at $30.14{\pm}0.30mGy$ in the center, and the phantom fabricated using the 3D printer was measured at the periphery $30.59{\pm}0.18mGy$, the central part was $29.01{\pm}0.04mGy$, and the CTDIw value was measured at $30.06{\pm}0.13mGy$. Analysis using the Mann - Whiteney U-test of the SPSS statistical program showed that there was a statistically significant difference in the result values in the central part, but statistically significant differences were observed between the peripheral part and CTDIw results I did not show. In conclusion, even in the CT-Dose phantom made with a 3D printer, we showed dose measurement performance like existing CT-Dose phantom and confirmed the possibility of low-cost phantom production using 3D printer through this research did it.
This research team extracted keywords from 953 papers published in the Journal of Dental Hygiene Science from 2001 to 2018 for keyword and centrality analyses using the Keyword Network Analysis method. Data were analyzed using Excel 2016 and NetMiner Version 4.4.1. By conducting a deeper analysis between keywords by overall keyword and time frame, we arrived at the following conclusions. For the 17 years considered for this study, the most frequently used words in a dental science paper were "Health," "Oral," "Hygiene," and "Hygienist." The words that form the center by connecting major words in the Journal of Dental Hygiene through the upper-degree centrality words were "Health," "Dental," "Oral," "Hygiene," and "Hygienist." The upper betweenness centrality words were "Dental," "Health," "Oral," "Hygiene," and "Student." Analysis results of the degree centrality words per period revealed "Health" (0.227), "Dental" (0.136), and "Hygiene" (0.136) for period 1; "Health" (0.242), "Dental" (0.177), and "Hygiene" (0.113) for period 2; "Health" (0.200), "Dental" (0.176), and "Oral" (0.082) for period 3; and "Dental" (0.235), "Health" (0.206), and "Oral" (0.147) for period 4. Analysis results of the betweenness centrality words per period revealed "Oral" (0.281) and "Health" (0.199) for period 1; "Dental" (0.205) and "Health" (0.169) for period 2, with the weight then dispersing to "Hygiene" (0.112), "Hygienist" (0.054), and "Oral" (0.053); "Health" (0.258) and "Dental" (0.246) for period 3; and "Oral" (0.364), "Health" (0.353), and "Dental" (0.333) for period 4. Based on the above results, we hope that further studies will be conducted in the future with diverse study subjects.
Naeseong Stream is a natural sand-bed river that flows through mountainous and cultivated area in northern part of Gyeongbuk province. It had maintained its inherent landscape characterized by white sandbars before 2010s. However, since then changes occurred, which include construction of Yeongju Dam and the extensive vegetation development around 2015. In this study, long-term monitoring was carried out on Naeseong Stream to analyze these changes objectively. This paper aims to provide a dataset of the investigation on channel morphology and vegetation for the period 2012-2018. Methods of investigation include drone/terrestrial photography, LiDAR aerial survey and on-site fieldwork. The main findings are as follows. Vegetation development in the channel of Naeseong Stream began around 1987. Before 2013 it occurred along the downstream reach and since then in the entire reach. Some of the sites where riverbed is covered with vegetation during 2014~2015 were rejuvenated to bare bars due to the floods afterwards, but woody vegetation was established in many sites. Bed changes occurred due to deposition of sediment on the vegetated surfaces. Though Naeseong Stream has maintained its substantial sand-bed characteristics, there has been a slight tendency in bed material coarsening. Riverbed degradation at the thalweg was observed in the surveyed cross sections. Considering all the results together with the hydrological characteristics mentioned in the precedent paper (I), it is thought that the change in vegetation and landscape along Naeseong Stream was mainly due to decrease of flow. The effect of Yeongju Dam on the change of the riverbed degradation was briefly discussed as well.

Purpose: This study was performed to investigate the current status of pediatric palliative care provision and how it is perceived by the palliative care experts. Methods: A descriptive study was conducted with 61 hospice institutions. From September through October 2017, a questionnaire was completed by experts from the participating institutions. Data were analyzed using SPSS 21.0. Results: Among 61 institutions, palliative care is currently provided for pediatric cancer patients by 11 institutions (18.0%), all of which are concentrated in Seoul, Incheon and Gyeonggi and Gyengsang provinces; 85.2% of all do not plan to provide specialized pediatric palliative care in the future. According to the experts, the main barriers in providing pediatric palliative care were the insufficient number of trained specialists regardless of the delivery type. Experts said that it was appropriate to intervene when children were diagnosed with cancer that was less likely to be cured (33.7%) and to move to palliative care institutions when their conditions worsened (38.2%); and it was necessary to establish a specialized pediatric palliative care system, independent from the existing institutions for adult patients (73.8%). Conclusion: It is necessary to develop an education program to establish a nationwide pediatric palliative care centers. Pediatric palliative care intervention should be provided upon diagnosis rather than at the point of death. Patients should be transferred to palliative care institutions after intervention by their existing pediatric palliative care team at the hospital is started.
