기부행동의 영향요인에 대한 탐색적 연구 : 자아존중감과 복지책임주체 인식을 중심으로 (An Exploratory Study on Factors influencing the Giving Behavior : focusing on Self-Esteem and Perceived Responsibility toward Social Welfare)

  • 기부행동은 자신이 가지고 있는 재정적 자원을 남과 공유함으로써 사회가 필요로 하는 자선과 복지 분야에 기여한다. 기부행동의 원동력에는 소득, 연령대, 성별, 종교, 교육수준, 주거지역, 조세정책 등과 같은 사회 인구학적 요소들이 포함된다. 본 연구에서는 소득수준을 포함하는 사회 인구학적 특성 외에 자아존중감과 복지책임주체에 대한 인식 등의 요인을 중심으로 기부에 대한 참여 여부, 기부노력 등에 미치는 영향을 분석해보고자 하였다. 한국복지패널조사자료를 바탕으로 통계적 분석을 시도한 결과, 소득과 자아존중감은 기부에의 참여의도에 긍정적 영향을 미치나, 복지책임주체가 정부에 있다고 생각할수록 참여의도에는 부정적 영향을 미치는 것으로 분석되었다. 소득에 대한 기부액수 비율로 정의되는 기부노력은 소득만이 부정적인 영향을 미치는 것으로 나타났는데, 소득이 높을수록 상대적으로 낮은 비율의 기부를 한다는 의미로 해석할 수 있다. 자아존중감이나 복지책임주체에 대한 인식은 기부노력에 영향을 미치지 않는 것으로 분석되었다.

  • The gap of the quality of life and living environment between urban and rural area have been widened since the industrialization and urbanization oriented five year economic development plans started in 1963. To mitigate the gaps, Korean government had commenced the cultural(collective) village development projects, as a pilot cases such as Gyeryong and Ucheon projects from 1991. This paper contains first the concepts of cultural village, types of village formation, types of village development, allocation problems of housing sites, procurement of project costs and other problems experienced during constuction of the projects. The main policy guidelines for the successful development of cultural villages are as follows: 1. Cultural village development should be carried out in coincide with the present status of farm household incomes. 2. The countermeasures should be consistant with the general objective of the cultural village development institutionally. 3. Propaganda of the cultural village development in rural area is prerequisite to success the projects. 4. Favourable terms and conditions of credit loans as loan amount of 30 million won with interest rate of 3% per annum and 25 years repayment period including 5 years grace period should be given by the Government. 5. Special benefits in the tax system should be given to rural peoples in the cultural villages. 6. The cultural village development should be classified into two groups as the cultural village development in rurban area and the cultural village development in rural area.

농촌의료보험의 당면과제와 개선방향 (Reforming the Rural Health Insurance Programs in Korea)

  • Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.

산림경관서비스 지불제 도입을 위한 시범사업 설계 (Pilot-Project Design on Introduction of Payment of Forest Landscape Service)

  • Payment of Forest Landscape Service (PFLS) is based on the value of landscape conservation and is a positive forest policy inducing the owners of mountains to improve environmental service quality with economic incentives. The purpose of this study is to test the feasibility of PFLS and find out the elements related to PFLS such as associated statutes, target applications, eligible owner's requirements, and applicable environmental services. Research sites were selected in designated reserved forests by law and surveys were carried out with 28 professional forestry engineers and 10 owners of reserved forests located in Chungnam Province in November, 2008. As a result, the owners are willing to participate pilot-project of PFLS if they could have tax incentives. Preferred activities in their forestry are eco-tourism and carbon emission trading as PFLS business model. Although they expect low economic benefit from the PFLS, respondents answered introducing PFLS will give good opportunities for owners of a reserved forest to enhance willingness to manage their forestry properly for the landscape conservation. In this study, PFLS evaluation indicators and policy directions are established and recommends the strategies to cope with changing needs of forestry conservation by inducing the owners' active participation in the sustainable forest landscape management.

의료기관 자본구조에 대한 상충관계이론과 자본조달 순위이론 실증분석 (An Empirical Analysis on Trade-off Theory and Pecking Order Theory for Medical Institutions's Capital Structure)

  • Based on the findings of a study focused on medical institutions(Fama & French, 2002), this study determined possible causality between determinants of capital structure and liability level, while estimating targeted debt ratio. Moreover, it also examined hypotheses about the adjustment of targeted debt ratio and the of fundraising patterns, so that it verified the relative priority of trade-off theory and pecking order theory. First, profitability had positive(+) relationships with liability level, while investment opportunities had negative(-) relationships with liability level. This finding supported pecking order theory, and non-liability tax shield effects had negative(-) relationships with liability level as estimated in both trade-off theory and pecking order theory. Next, this study verified trade-off and pecking order theory at once by means of regression analysis about the variation of liability level in associations with disparity from targeted debt ratio and short-term fluctuation of profit and investment. As a result, it was noted that liability level became mean-reversed to targeted liability ratio but slowly, SO it was difficult to assert that such mean reverse may support trade-off theory. However, the finding that most of short-term fluctuations of profit and investment are absorbed into liabilities supported pecking order theory. On the other hand, it was found that the larger scale of medical institutions is more supportive of pecking order theory in the associations between liability level and profitability and the fundraising patterns than trade-off theory.

지역의 경제수준에 따른 의료자원 분포의 형평성 분석 (Socioeconomic Equity in Regional Distribution of Health Care Resources in Korea)

  • One of the ways to achieve the principle of equal access for equal needs, availability and geographical accessibility of health care resources regardless of resident sites is important. The purpose of this paper is to measure socioeconomic inequities in distribution of health care resources among regions in the Republic of Korea (hereafter Korea). Data were extracted from regional statistics of National Health Insurance, Community Health Survey, Korea Social Science Data Archive, and Korean Statistical Information Services at the same period of 2009. The dependent variables were the number of health workforce and health care facilities in each region. The proxy indicator of regional socioeconomic status was local tax per person. To identify whether inequalities among regions, we examined the concentration index(CI) and indirectly standardized CI by controlling each region's demographics and need factors. Total observations were 232 districts in nationwide, and we analyzed separately Seoul(25 districts) and non-Seoul areas(207 districts). The standardized CI values of health care resources were positive(favoring the rich region) across the nation in almost all kinds of resources. Especially the number of specialist, dentist, dental clinics, clinics, oriental medical clinics, pharmacists, and pharmacies were statistically significantly favoring the rich region. But the CI for the number of long-term care hospitals, public health centers were negative(favoring the poor region). The tendency of CI presenting positive values were increased in Seoul area. But in the case of non-Seoul, the CI indexes were nearly zero. The results suggest that except the Seoul area, little regional socioeconomic-related inequalities were observed in the distribution of health care resources in Korea.

담배가 소매점 운영에 미치는 영향과 발전방향에 관한 연구 (A Study on Effect of Tobacco on Operation of Retail Store and Relevant Direction of Development)

  • This study was implemented to examine the effect of tobacco on operation of a retail store and propose a relevant direction to development of a retail store. In terms of an examination method, the questionnaire was conducted in respect of supermarkets and convenience stores(CVS) around the nation. As a result of analysis based on such questionnaire, although there was a little difference in between a supermarket and a convenience store, a similar result could be found in general. In other words, retailers selling tobacco regarded the tobacco as a medium to solicit customers. Since the significance of tobacco in terms of total sales volume was so high, without the tobacco, they might have suspend the business. Consequently, the effect of tobacco was enormous. In addition, under the premise that many regular customers should be acquired to develop such retail stores, it was found that it would be necessary to increase $15{\sim}20%$ in terms of a margin in tobacco, preserve the profit ratio by the government, make efforts to enhance a quality and design by a tobacco company, actively recommend a particular brand, and actively display a tobacco publicity booklet, etc. Moreover, the proper number of tobacco stores in comparison with habitual smokers was one per 200 persons. In respect of the most unreasonable tobacco policy, a minor-related system and a policy of increasing a tobacco price were named. Thus, under the premise that a medium such as tobacco is highly important with respect to an operation of retail store, it is necessary to pay a more careful attention to an improvement of a reasonable and equitable system to further develop a retail store.

1993~2002년 일본불황에 대한 연구 (An Analysis on Japanese Recession Between 1993 and 2002)

  • 일본은 과거 10년(1993-2002) 동안 버블붕괴로 극심한 경기침체기를 경험하였다. 최근 미국에서도 유사한 현상이 발생하였고, 그 여파로 세계 각국이 불경기를 겪고 있다. 본 연구의 목적은 과거 일본 경기침체기를 분석하여 현재 미국 등 여러 나라의 경제 불황을 탈출할 수 있는 방법을 모색하는데 있다. 과거 문헌자료에 의하여 나타난 시사점은 정부부채에는 최적 상태가 존재하고, 경기회복을 위한 정책은 실시 시점이 중요하다는 것이다. VAR 모형과 State Space Model에 의한 통계적 분석으로부터는 다음과 같은 결과가 도출되었다. 정부 재정지출의 경기부양에 대한 영향은 단기적이며 미약했다. 조세는 생산에 장기적이며 부정적 영향을 준다. 그러므로 정부부채 감소를 위한 증세(增稅)는 신중히 실시되어야 한다. 재정지출의 효과는 정책이 발표된 후 반년의 시차를 두고 효과가 나타나는 반면, 조세증가는 공시와 동시에 민간소비와 투자를 감소시키고 그 영향도 길며 크다.

복지국가의 인센티브 문제에 관한 연구 (A Study of Incentive Problems of Welfare State)

  • 이 글에서는 북구 복지국가 모델이 경제적 인센티브와 윤리-규범의 문제로 인하여 장기적으로 지속가능하기 어렵다는 경제학적 논리를 비판적으로 검토하였다. 형평을 목적으로 하는 정치적 기획인 복지국가의 주된 경제적 기능은 위험에 대한 사회적 보호 즉 보험 기능이다. 복지국가는 사적 보험의 실패를 극복하여 인적자원과 혁신 투자를 촉진하는 효과를 가지지만, 기여와 분리된 조세 기반의 보편적 복지와 시장에서의 임금평등을 추구하는 복지국가는 잠재적으로 인센티브의 문제를 가질 수 있다. 그러나 스웨덴과 같은 북구 복지국가는 고용 중심의 제도 배열, 노동윤리와 급여규범 유지에 기여하는 제도 정책의 설계 운영, 격차 축소의 인센티브 메커니즘 형성, 교육에 대한 공적 투자와 사회보장과의 정합성 구축 등을 통해 이를 극복할 수 있었다. 북구 복지국가 모델은 인센티브-규범의 문제가 이론과 논리의 문제가 아니라 제도와 정책으로 대응가능한 현실의 문제를 보여주는 현실적 사례라고 할 수 있다.

중소건설기업의 자금조달 지원을 위한 금융상품 분석 (Analysis of the financial products for supporting financing of small and medium-sized construction companies)

  • 자금조달력이 부족한 건설기업은 수립된 건설정책에 적응하는데 상대적으로 많은 시간이 소요된다. 하지만, 금융기관이 담보력과 신용도가 낮은 건설기업에 금융상품을 제공하는 비율은 낮으며, 특히 중소건설기업이 금융상품을 제공받는 비율은 크게 낮다. 이 연구에서는 건설기업이 수립된 정부의 정책에 적응하는데 필요한 금융상품을 조사하고, 전문가 자문과 설문조사를 통해서 그 금융상품들에 대한 건설산업의 수요를 분석하였다. 또한, 조사된 금융상품들을 건설산업에 도입하기 위해서 개정이 필요한 법·제도를 조사하였다. 분석된 수요도와 개정이 필요한 법·제도 수를 기반으로, 건설산업에 금융상품을 도입할 경우의 우선순위를 분석하였으며, '회계사, 세무사, 변호사 등 전문가 컨설팅'의 우선순위가 가장 높은 것으로 나타났다. 향후 연구에서는 우선순위가 높은 금융상품을 건설산업에 도입하기 위한 금융상품의 개발기준과 개발방법에 대한 연구를 수행하고자 한다.
