Professionalism, objectivity, and fairness are highly required in the assessment of tasks in national research and development projects. Experts in the technologies should thus focus on the task's plan in the review process. The same scores in the assessment, however, do not mean that the judges don't have the same opinions. Another problem is the possibility that different weights can be applied for evaluation indexes. This study proposed an AHP-based assessment criteria decision system for national research and development tasks to reduce errors in task assessment and selection and improve the professionalism and fairness by objectifying the evaluation criteria of each index. As a result, the assessment criteria were objectified for each index in the projects. In addition, the professionalism and fairness of experts were secured in the process of setting assessment criteria for each index based on the given marks of weights.

In various fields such as art, design, music, film, sports, games, and fashion, NFTs (Non-Fungible Tokens) are creating new economic value through trading platforms dedicated to NFT art and content. In this article, I analyze the current state of blockchain technology and NFT art content in the context of an expanding market for blockchain-based NFT art content in the metaverse. I also propose several tasks based on the economic and industrial logic of technological innovation. The first task proposed is to integrate cultural arts on blockchain, metaverse, and NFT platforms through digital innovation, instead of separating or distinguishing between creative production and consumption. Before the COVID-19 pandemic, there was a clear separation between creators and consumers. However, with the rise of Web 3.0 platforms, any user can now create and own their own content. Therefore, it is important to promote a collaborative and integrated approach to cultural arts production and consumption in the blockchain and metaverse ecosystem. The second task proposed is to align the legal framework with blockchain-based technological innovation. The enactment and revision of relevant laws should focus on promoting the development of the NFT trading platform ecosystem, rather than merely regulating it for user protection. As blockchain-based technology continues to evolve, it is important that legal systems adapt to support and promote innovation in the space. This shift in focus can help create a more conducive environment for the growth of blockchain-based NFT platforms. The third task proposed is to integrate education on digital arts, including metaverse and NFT art contents, into the current curriculum. This education should focus on convergence and consilience, rather than merely mixing together humanities, technology, and arts. By integrating digital arts education into the curriculum, students can gain a more comprehensive understanding of the potential of blockchain-based technologies and NFT art. This article examines the digital technological innovation such as blockchain, metaverse, and NFT from an economic and industrial point of view. As a limitation of this research, the critical mind such as philosophical thinking or social criticism on technological innovation is left as a future task.
Far greater than ever before is the present industrial demand for skilled professionals in innovative product design and development. Yet there is an apparent lack of a sufficient curricular provision for training design professionals in almost all engineering schools. The present study is to propose a systematic procedure for developing a strategy for building an innovative product design curriculum and demonstrate its application. The procedure consists of three major steps: strategic element derivation, task formulation, and task execution roadmap construction. The proposed procedure was applied to develop a modular curriculum (a cluster of several related courses) covering various subjects in relation to innovative product design and development. The procedure seems quite effective and useful for developing a curriculum that is strategically well differentiated based on the unique characteristics of a particular educational institute and its applicability seems not limited to a specific domain.

A method is described for ideally reconstructing the profile from a surface profiling measurement containing a reasonable amount of null measurement data. The proposed method can conjecture lost information and rectify irregular data that result due to bad measuring environments, signal transmission noise, or instrument-induced errors, The method adopts the concept of computer graphics and consists of several processing steps. First, a search for valid data in the neighborhood of the null data is performed. The valid data are then grouped and their contours are extracted. By analyzing these contours, a bounding box can be obtained and the general distribution of the entire area encompassing the valid and null data is determined Finally, an ideal surface model is overlaid onto the measurement results based on the bounding box, generating a complete reconstruction of the calculations, A surface-profiling task on a liquid crystal display photo spacer is used to verify the proposed method. The results are compared to those obtained through the use of a scanning electron microscope to demonstrate the accuracy of the proposed method.
Repetitive systems stand for a kind of systems that perform a simple task on a fixed pattern repetitively and are widely spread in industrial fields. Hence, those systems have been of much interests by many researchers, especially in the field of iterative learning control (ILC). In this paper, we propose a finite-horizon tracking control scheme for linear time-varying repetitive systems with uncertain initial conditions. The scheme is derived both analytically and numerically for state-feedback systems and only numerically for output-feedback systems. Then, it is extended to stable systems with input constraints. All numerical schemes are developed in the forms of linear matrix inequalities. A distinguished feature of the proposed scheme from the existing iterative learning control is that the scheme guarantees the tracking performance exactly even under uncertain initial conditions. The simulation results demonstrate the good performance of the proposed scheme.
This study examines how elementary students understand fractions with operations conceptually and how they perform procedures in the division of fractions. We attempted to look into students' understanding about fractions with divisions in regard to mathematical proficiency suggested by National Research Council (2001). Mathematical proficiency is identified as an intertwined and interconnected composition of 5 strands- conceptual understanding, procedural fluency, strategic competence, adaptive reasoning, and productive disposition. We developed an instrument to identify students' understanding of fractions with multiplication and division and conducted the survey in which 149 6th-graders participated. The findings from the data analysis suggested that overall, the 6th-graders seemed not to understand fractions conceptually; in particular, their understanding is limited to a particular model of part-whole fraction. The students showed a tendency to use memorized procedure-invert and multiply in a given problem without connecting the procedure to the concept of the division of fractions. The findings also proposed that on a given problem-solving task that suggested a pathway in order for the students to apply or follow the procedures in a new situation, they performed the computation very fluently when dividing two fractions by multiplying by a reciprocal. In doing so, however, they appeared to unable to connect the procedures with the concepts of fractions with division.

A conventional codec aims to increase the compression efficiency for transmission and storage while maintaining video quality. However, as the number of platforms using machine vision rapidly increases, a codec that increases the compression efficiency and maintains the accuracy of machine vision tasks must be devised. Hence, the Moving Picture Experts Group created a standardization process for video coding for machines (VCM) to reduce bitrates while maintaining the accuracy of machine vision tasks. In particular, in-loop filters have been developed for improving the subjective quality and machine vision task accuracy. However, the high computational complexity of in-loop filters limits the development of a high-performance VCM architecture. We analyze the effect of an in-loop filter on the VCM performance and propose a suboptimal VCM method based on the selective activation of in-loop filters. The proposed method reduces the computation time for video coding by approximately 5% when using the enhanced compression model and 2% when employing a Versatile Video Coding test model while maintaining the machine vision accuracy and compression efficiency of the VCM architecture.
This paper reports an analysis of 19 Chinese and Korean middles school mathematics teachers' understanding of division by fractions. The study analyzes the teachers' responses to the teaching task of generating a real-world situation representing the meaning of division by fractions. The findings of this study suggests that the teachers' conceptual models of division are dominated by the partitive model of division with whole numbers as equal sharing. The dominance of partitive model of division constraints the teachers' ability to generate real-world representations of the meaning of division by fractions, such that they are able to teach only the rule-based algorithm (invert-and-multiply) for handling division by fractions.

Since Campbell (1990) proposed multidimensionality of job performance, unlike the single structure of traditional job performance, it has been largely classified as task performance, contextual performance, and counterproductive work behavior. The objective of this study is to validate the threecriteria currently considered major aspects of job performance, to identify different types of performance based on three dimensions, and to compare the power of personality factors among performance types. A total of 681 employees working at various organizations participated in an on-line survey. The survey included boththe exploratory and confirmatory factor analyses. A 3-factor job performance model consisting of three dimensions was also included. The relationships between performance dimensions and personality factors differedby dimensions of performance, supporting the validity of the 3-factor structure of performance.The results of the Latent Profile Analysis identified four types of performance: exemplary, moderately conscientious moderate, and conscientious, butlow.. The Multinomial logistic regression analysis showed each type differed significantly according to the predictors of personality variables. In conclusion, implications and limitations of the study were noted.
