정보보안 전문인력 양성을 위한 교육과정 분석 (An Analysis on Training Curriculum for Educating Information Security Experts)

  • 21세기 신지식정보사회를 맞아 최근 인터넷, 이동통신의 보급이 확대됨에 따라 지식정보화 사회로의 진전이 점점 더 빨라지고 있다. 특히 B2B, B2C 전자상거래, 인터넷뱅킹 등 인터넷을 통한 다양한 정보서비스가 확대됨에 따라 사회 전반적으로 정보시스템에 대한 의존도가 크게 증가하고 있는 현실이다. 날로 증가하는 이러한 현실과 함께 정보기술(IT)의 발달에 따라 정보시스템에 대한 해킹을 통한 개인정보는 물론 산업정보의 유출이 사회적으로 주요이슈로 부각되고 있으며, 이에 따른 정보시스템 보안의 중요성이 증대되고 있다. 따라서 정보보호가 제대로 이루어지지 않는다면 국가나 조직이 정상적으로 운영되기 어려울 정도로 심각한 문제를 야기할 수도 있으며, 특히, 기업 차원에서는 세계적인 기업으로 발전하기 위한 글로벌 경쟁력을 가질 수 없는 것은 두말할 나위가 없다. 이에 본 연구는 부산광역시에 소재하고 있는 16개 대학을 중심으로 현행 경영정보학 교육과정의 수집, 분석을 통하여 시대가 요구하는 정보보안 및 정보보호 전문인력 양성에 대한 문제점과 개선방안을 모색하고자 하였다. 본 연구의 결과를 제시하면 다음과 같다. 첫째, 산업현장에서 필요로 하는 실질적인 정보보안 전문인력교육을 위한 교과과정 개설로의 개선이 필요하다. 둘째, 산업 실무에서도 정보보안 전문인력 양성을 위한 산학연계프로그램 등에 참여하는 등 적극적인 노력을 함께해야 한다. 셋째, 미국 일본을 비롯한 정보화 선진국에서는 정보보안 제도를 법제화, 제도화하여 시행하고 있는 바, 우리나라에서도 적절한 법률적, 제도적 측면에서 관련규정의 제 개정이 이루어져야 할 것이다.

치과 건강보험 우선순위 설정을 위한 고찰 (A study of Priority-setting in Korean National Dental Health Insurance Scheme)

  • Priority setting in national health insurances in major advanced countries and the nation was investigated to draw the criteria for priority setting and suggest the most rational criteria for dental insurance so as to help secure the efficiency of medicare financing and individual's health right and also elevate medical consumers' satisfaction with health insurance. 1. Priorities in national health insurance are different from country to country, depending on the medical security systems, priority introducing conditions, and social environment, but have many common factors. 2. The priority setting criteria for national health insurance in those countries include the following in common: the efficiency, equity, and cost effect of treatment, emergency of treatment, consumption of expense, efficacy of treatment, patient's receptiveness, patient's demand, severity of disease, and patient's responsibility for the disease. 3. In oral diseases, severe diseases including oral cavity cancer are low in rate, and in-hospital treatments are few. From the above findings, it is suggested that dental insurance should establish discriminative criteria for priority setting by reflecting the aspects of dental diseases and system difference between dental and other health insurances and taking account of efficiency of treatment through prevention, cost effect, prevalence and incidence of generalized diseases, and individual's financing burden.

소아 영역의 건강보험제도 개선안 (A suggestion of health insurance for children)

  • The Korean Health Insurance (KHI) has been introduced since 1977 and it took only 12 years that KHI had accomplished the total coverage of Korean population. The remarkable success of KHI can be compared with other OECD countries which had taken some 30 years to over 100 years to establish the total coverage of the population. Life expectancy at birth and the infant mortality rate in Korea in 2005 both surpassed the average figures of the OECD countries, The main reason for the success of KHI can be delineated with the three characteristics in KHI development; low premiums, low benefits, and low fee-schedule charges. However, these three characteristics of KHI, which had been the key for the rapid development of the system, have become terrible disadvantages for the stable development of KHI. The dissatisfaction and discontent of health care providers are ever increasing. The population is reluctant to pay more premiums though it seems essential for the better care coverage. The health care system has been heavily distorted toward high technology-oriented expensive care. There should be several factors seriously tackled for the secure development of KHI in the future. This paper will review a brief history of KHI development, and I would like to make a suggestion of health insurance for children.

  • The function failure of present major facilities is likely to lead to failure of related systems and/or whole facilities, increasing the necessity for protection of infrastructures, main structures, and major industrial facilities. In addition, safe and efficient management for urban infrastructure (waterworks and sewerage facilities, electricity, telecommunications, roads, etc) installed in the basement or on large cities grounds at various public areas is required. Recently in response to this demand, efforts for vitalizing asset management are being made such as enacting related laws and developing asset management system in the U.S., Australia, Europe and other advanced countries with the concept for a new maintenance. In our county, identifying maintenance system problems such as aging and rapid increasing of existing infrastructures and decision-making about updating maintenance is required for systematic and organizational maintenance. In this study, by comparing and observing the LOS(Level of Service) of each countries' waterworks and risk-based LOS, we suggest the direction of future urban water infrastructure management systems for more effective management.

  • Although artificial intelligence(AI) is a key technology in the digital transformation among the emerging technologies, there are concerns about the use of AI, so many countries have been trying to set up a proper regulation system. This study analyzes the cases of the regulation policies on AI in USA, EU and Korea with the aim to set up and improve proper AI policies and strategies in Korea. In USA, the establishment of the code of ethics for the use of AI is led by private sector. On the other side, Europe is strengthening competitiveness in the AI industry by consolidating regulations that are dispersed by EU members. Korea has also prepared and promoted policies for AI ethics, copyright and privacy protection at the national level and trying to change to a negative regulation system and improve regulations to close the gap between the leading countries and Korea in AI. Moreover, this study analyzed the course of policy changes of AI regulation policy centered on ACF(Advocacy Coalition Framework) model of Sabatier. Through this study, it proposes hyper-scale AI regulation policy recommendations for improving competitiveness and commercialization in Korea. This study is significant in that it can contribute to increasing the predictability of policy makers who have difficulties due to uncertainty and ambiguity in establishing regulatory policies caused by the emergence of hyper-scale artificial intelligence.

무역중재의 특성과 개정중재법의 효율성에 관한 고찰 (A Study on the Efficiency of Trade Arbitration by the New Arbitration Law of Korea)

  • Arbitration, which involves a final determination of disputes, has elements of the judicial process. Although an alternative to formal court litigation, it does not replace it in all aspect, but rather coexists with court procedure as an adjunct and part of administering justice. As the international trade has the basic problems of business managed between the parties of other countries having different laws, customs, cultures, currencies and religions. It has been known that these defects caused the commercial disputes and suspended economic fluence in world economic development through the foreign business. The United Nations launched 'the United Nations Convention on the Enforcement and Recognition of the Foreign Arbitral Awards' in 1958 to give effect to the international commercial arbitration. However, the convention has the limitation in excluding the legal obstacles originated from domestic arbitration systems of every states. As the result, the UN succeeded in making world wide arbitration law named 'The UN Model Law on International Commercial Arbitration' in 1983 and recommended all member countries to accept it to revise their domestic arbitration laws thereafter. Korea revised national arbitration law accepting 100% of the model law in 2000. In this respect korea became to have the international dispute settlement system. Korea will be able to settle more business disputes arisen from the international trade and enjoy the world credibility through the new arbitration system.

The Improvement of China's Nuclear Safety Supervision Technical Support Ability

  • The International Atomic Energy Agency (IAEA) entails independent decision-making for the safety supervision of civil nuclear facilities. To evaluate and review the safety of nuclear facilities, the national regulatory body usually consults independent institutions or external committees. Technical Support Organizations (TSOs) include national laboratories, research institutions, and consulting organizations. Support from professional organizations in other countries may also be required occasionally. Most of the world's major nuclear power countries adopt an independent nuclear safety supervision model. Accordingly, China has continuously improved upon the construction of such a system by establishing the National Nuclear Safety Administration (NNSA) as the decision-making department for nuclear and radiation safety supervision, six regional safety supervision stations, the Nuclear and Radiation Safety Center (NSC), a nuclear safety expert committee, and the National Nuclear and Radiation Safety Supervision Technology R&D Base, which serves as the test, verification, and R&D platform for providing consultation and technical support. An R&D system, however, remains to be formed. Future endeavors must focus on improving the technical support capacity of these systems. As an enhancement from institutional independence to capability independence is necessary for ensuring the independence of China's nuclear safety regulatory institution, its regulatory capacity must be improved in the future.

Assessment of Perspective Development of Transport and Logistics Systems at Macro and Micro Level under the Conditions of Industry 4.0 Integration

  • The change of the development of transport and logistics systems occurs with the active change of technology and the advent of the era of Industry 4.0. It requires modernization of approaches to the development of transport and logistics systems at the macro and micro levels. The present study aims to identify perspective directions of development and evolution, find out the existing obstacles in the integration of technological solutions of transport and logistics systems at the macro and micro levels. This study is based on a quantitative and qualitative methodology for assessing the level of integration of technologies into transport and logistics systems to study the prospects for their development at the micro level. Macroeconomic indicators of transport and logistics in the context of different regions of the world were used to quantify the development prospects. For a qualitative assessment of the development of the transport and logistics system, the case study method was used. The object of the study was selected logistics company Sensco Logistics Inc., Austin TX. At the macro level, countries with more innovative logistics sectors have stronger mechanisms for coordinating private sector activities. Simplification of administrative procedures of control and regulation by the public sector in order to facilitate trade between countries is a promising direction for the development of transport and logistics systems. Such reforms are more effective in developing a "rigid" transport infrastructure. The integration of Industry 4.0 technology solutions into the international logistics sector is defined by political and legal barriers, especially in developing countries. In low-income countries, hard and soft infrastructure reforms are hindering the development of logistics companies that provide transport services. This determines the national level of development of transport and logistics systems, and in general the global level of development of transport and logistics. In developed countries, the legal barriers to the development of new technological logistics are environmental requirements for the integration of technologies into the transport system. These trends are slowing down the development of International Logistics, which, compared to other industries, is slower to integrate Industry 4.0 technologies. This study combines macroeconomic factors that determine the prospects for the development of transport and logistics systems at the micro level.

  • 이미 발사체 개발의 선진국이 된 미국과 유럽 등도 발사체 개발 중 여러 실패 경험을 해 왔다. 아직 초보적인 수준인 우리의 경우 선진국의 실패사례를 조사하여 숙지한다면 우리의 발사체 개발 연구에 많은 도움이 될 것이다. 본 눈문에서는 미국의 스페이스셔틀, 유럽의 아리안 발사체를 중심으로 실패사례를 조사하고 분석해 보았다. 이는 극히 일부분이며 앞으로 러시아와 기타 국가에 대해서도 더 다양한 실패사례를 조사할 필요가 있다고 사료된다.

동북아지역 국가들의 전자상거래 활용과 성과에 관한 실증적 연구 (An Empirical Study on the Usage and Performance of Electronic Commerce in Northeast Asian Nations)

  • Northeast Asia is expected to be on economic bloc which is competed with other economic blocs such as EU, NAFTA. E-Commerce based on IT and networking results in paradigm shift in Northeast Asian Nations, that is, Korea, China, Japan, Taiwan etc. There are the similarities and differences in e-Commerce situations in these nations. The differences are the gaps in e-Commerce infrastructures such as Internet, e-Commerce solution, e-payment system and e-logistics system etc. A number of interorganizational, intraorganizational and usage level factors influences the performances of all firms using e-Commerce tools. As result of this empirical study, China records low level of e-Commerce in terms of environmental aspects, usage and performance while Korea and Japan record relatively high levels. It is also found that non-economic performance is higher than economic performance in Northeast Asian firms. The purpose of this paper contributes to resolve the digital divide in Northeast Asia and to improve e-Commerce infrastructures in Northeast Asia by estimating current e-Commerce levels of Northeast Asian countries and suggesting future development strategies of those countries through e-Commerce cooperation.
