A Study on International Exchange of Traditional Herb Medicine (전통 약물의 국제 교류에 관한 소고(小考))

  • Traditional medicine has been exchanged constantly from prehistoric times up to the present. As the global market trade on traditional medicine increases, people now emphasized the importance of traditional medicine. Previously, knowledge about herbal medicines are taught or learned indirectly. Most of it was learned through medical books. But in these contemporary times, herbal medicine's knowledge is shared through journals, congress and some other events in where traditional medicine's information are shared. In the international congress gathering; traditional medicine's experts from many countries shared some additional knowledge. First, "an attitude to medicine that emphasizes on Naturalism". Second, "respect for experienced in traditional medicine". Third, "respect for locality on traditional medicine". Fourth, "a protection for domestic traditional medicine industry" Fifth, "acceptance of traditional medicine from other countries according to domestic health care system".

  • Safety Management of Korean railway industry has been rapidly changed into a risk-based approach adopted by developed countries since Railway Safety Act 2004, Rolling Stock Risk Assessment Guidance and its following regulations came into force. The fundamental requirements for the risk-based safety management is to carry out a systematic hazard identification and quantified risk analyses including cost-benefit analyses, but there has been rare a serious discussion over risk acceptance criteria and value of life in order to be able to judge the results of risk analyses and carry out cost-benefit analyses. This study presents the results of a review of risk acceptance criteria and value of life which may be adoped to Korean railway industry through the analyses with comparison of risk accepatnce principles and risk accepatnce criteria which have been already applied to other countries or other railway operators.

New Approaches for IT Human Resource Development: Korean Cases and the Applicability to Other Countries

  • This article aims to examine the achievement and limitation of adaptation of supply chain management (SCM) to IT human resource development (HRD) in Korea and to derive the implication of the Korean experience to other countries. In late 1990s, the IT New Deal Policy and the quantitative expansion of IT HR were introduced. Since mid-2000s, there has been much innovation in IT products as well as increased demand of highly qualified IT experts. The SCM in IT HRD was introduced in 2004 and continuously developed more. Since the late 2000s, IT convergence expanded to traditional industries and the new IT-based-industries were created in Korea. In this regard, Korea established the Seoul Accord as an international IT engineering education accreditation system in 2008. In response to the paradigm change, in 2011, the Korean government developed TOPCIT, which is a kind of competency test for evaluating IT competency.

  • Korea and other countries have made various efforts to preserve soil. During the past several decades, Korea has implemented various policies on soil conservation practices; however, those policies have often lacked consideration of human and ecosystem risk management. while other countries have practiced various policies closely related to risk-based management for contaminated sites. Therefore, there is a great need for a paradigm shift of policy to better manage contaminated sites in risk-based strategies, while applying different management plans for soil and groundwater. In addition, the new policies should be administered with provision to improve soil health and related functions in ecosystem. This study has reviewed the trend in relevant policies in Korea and foreign countries to suggest the future policy directions for contaminated site management in Korea. For better management of contaminated sites, coherent policy that could complement the law, system, and relevant technology is required.

  • 국내외의 근골격계질환에 대한 현황과 자료를 검토하였다. 국내의 자료는 지난 수년간 대학 연구소에서 수행한 유해요인조사 및 예방사업 과정에서 수집된 자료들이다. 제조업에서 서비스업에 이르는 다양한 업종의 현황을 비교하였다. 외국의 자료와 비교할 때 가장 큰 특징은 국내의 근골격계질환 자료는 발생건수에서도 실제 생산형장에서의 현황보다 축소되어져 있지만, 전체 산업재해나 직업병에서의 비율로 볼 때도 매년 그 발생 비율이 불안정하게 등락함으로서 아직도 국내의 근골격계질환의 발생비율은 여전히 정확한 현황 파악이 되지 못하고 있는 것으로 평가된다. 국내외 자료를 비교 분석한 결과 국내의 근골격계질환 현황은 외국의 평균치와 비교하여 10배 이상 저평가 되어 있는 것으로 분석된다. 또한 업종별로 평균 유병율은 적게는 5%에서 많게는 10% 이상에 이르는 것으로 추정되어진다.

  • Interstate electric power system, as an alternative for energy cooperation under regional economic bloc, has been hotly debated before progressing the restructure in electric power industry and rapidly expanded in many regions after 1990s. Especially, since northeast asia has strong supplementation in resource, load shape, fuel mix etc., electric power system interconnection in this region may bring considerable economic benefits. Moreover, since Korean electric power system has a great difficulty in a geographical condition to interrupt electricity transaction with other countries, it has been expanded as an independent system to supply all demand domestically. As a result, Korean electric power system makes considerable payment for maintaining system security and reliability and expands costly facilities to supply a temporary summer peak demand. Under this inefficiency, if there are electricity transactions with Russia via the North Korea route then economic electric power system operation nay be achieved using seasonal and hourly differences in electricity price and/or load pattern among these countries. In this paper, we estimate price cap of transacted electricity via interstate electric power system in northeast asia. For this study, we perform quantitative economic analysis on various system interconnection scenarios.

  • Like other livestock, monogastric animals are essential components of the farming systems in the tropical countries. Pigs, chicken and ducks are by far the most important animals in the culture of the peoples of developing countries in the tropics. Traditionally these animals are raised in small farms and they are also the bulk producers of meat, eggs etc. in the tropics. In many countries the farmers of these small farms are unable to meet the requirement set by financial institution and other loan giving agencies for agricultural loan. Thus, the small farmers can get neither the opportunity to generate sufficient income to support the family nor to extend the livestock activities. The production systems are characterized by small number of animals with no or minimal inputs, low outputs and periodic destruction of animals by disease. Typically the litter size or flocks are small in number with each household containing 5-6 pigs and 7-10 poultry. Animals are owned by individual households and mostly maintained under a scavenging systems with little or no inputs for housing, feeding or health care. Because of the nature of this production system, productivity of these animals is rather low. The low level of inputs is due to a lack of capital and a low risk oriented outlook. The feed resource base for monogastric is scavenging and consists of household waste, roots and tuber, grain by-products and anything edible found in the immediate environment. Usually farmers select breeding gilts from their own female piglets or to a lesser extent, buy them from neighbors for natural mating. As regards poultry attempts have been made to increase egg and meat production by improving local poultry birds by upgrading and crossbreeding with exotic germ plasma in the tropics. Animal disease present a major constraint to animal production in the tropical region and the extent of the losses due to disease is very high.

  • The bulk of the world's goat population is found in South-East Asia and Africa, where goats are the major source of meat production. Unfortunately, lack of an organized goat meat industry and marketing structure in developing countries is primarily responsible for their poor export earnings compared to those in developed countries such as Australia and New Zealand. Goat meat is leaner than meat from other domestic red meat species as well as being comparable in terms of its nutritional constituents. Furthermore, there are few, if any, religious or cultural taboos limiting the consumption of goat meat. Development of a carcass grading system and a suitable infrastructure in developing countries are some of the key requirements needed to establish a sustainable goat meat industry in the world. With an increase in demand by consumers for low-fat red meat alternatives, the future of the goat meat industry looks promising.

  • In this paper, traction system and electric devices of a double deck train were designed to examine technical reasonableness for driving on the ground and underground. Double deck trains operated in other countries were also considered. For designing the electric devices, two types of accelerations and electric devices arrangements which are based on the current subway system were considered.
