Is presenting guidance of information performance measurement as government PRM version 2.0 these common reference models in public sector. Government PRM is consisted of assessment classification system and standard line of sight and performance management standard form. Government PRM is supplying measurement categories at assessment classification system, but relative importance for application standard by measurement categories is not presenting. In this study, importance for government PRM's measurement categories been applying by commonness Test of information performance measurement of public sector wishes to deduce estimation and priority. Research model used Fuzzy QFD, and designed so that can reflect well PRM's development purpose. I applied Fuzzy AHP and FPP method that graft together fuzzy theory to minimize uncertainty and ambiguity in that expert opinion. Is drawn to element that "Standard model offer for information department and management" is the most important in government PRM's development purpose. "Quality of service" is showing the highest priority in customer results in measurement category. Importance for government PRM's measurement categories can offer common valuation basis in government and public institution. Hereafter if examine closely quantitative cause-and effect for structure model of measurement classification system when study government PRM more objective and efficient reference model become.

The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

The nuclear fuel cycle (NFC) analysis is a study to set a NFC policy and to promote systematic researches by analyzing technologies and deriving requirements at each stage of a fuel cycle. System analysis techniques are utilized for comparative analysis and assessment of options on a considered system. In case that NFC is taken into consideration various methods of the system analysis techniques could be applied depending on the range of an interest. This study presented NFC analysis strategies for the development of a domestic advanced NFC and analysis techniques applicable to different phases of the analysis. Strategically, NFC analysis necessitates the linkage with technology analyses, domestic and international interests, and a national energy program. In this respect, a trade-off study is readily applicable since it includes various aspects on NFC as metrics and then analyzes the considered NFC options according to the derived metrics. In this study, the trade-off study was identified as a method for NFC analysis with the derived strategies and it was expected to be used for development of an advanced NFC. A technology readiness level (TRL) method and NFC simulation codes could be utilized to obtain the required metrics and data for assessment in the trade-off study. The methodologies would guide a direction of technology development by comparing and assessing technological, economical, environmental, and other aspects on the alternatives. Consequently, they would contribute for systematic development and deployment of an appropriate advanced NFC.

The purpose of this study is to research the countermeasures and expected effects through the use of drones in the field of disaster prevention as a drone-based smart quarantine performance method. The environmental, market, and technological approaches to the review of the current quarantine performance task and its countermeasures are as follows. First, in terms of the environment, the effectiveness of the quarantine performance business using drone-based control is to broaden the utilization of forest, bird flu, livestock, facility areas, mosquito larvae, pests, and to simplify and provide various effective prevention systems such as AI and cholera. Second, in terms of market, the standardization of livestock and livestock quarantine laws and regulations according to the use of disinfection and quarantine missions using domestic standardized drones through the introduction of new technologies in the quarantine method, shared growth of related industries and discovery of new markets, and animal disease prevention It brings about the effect of annual budget savings. Third, the technical aspects are (1) on-site application of disinfection and prevention using multi-drone, a new form of animal disease prevention, (2) innovation in the drone industry software field, and (3) diversification of the industry with an integrated drone control / control system applicable to various markets. Wireless Body Area Networks (WBAN) have been made possible by the emergence of small and lightweight wireless systems such as Bluetooth, enabled devices and PDAs. Antennas are an essential part of any WBAN system and due to various technical requirements and physical constraints, careful consideration of their design and deployment is needed. This paper is proposing on the design of wearable antenna as parts of clothing to serve communications functions, such as tracking and navigation in health care applications. The substrates of the wearable antennas will be made from textile materials and since it is wearable, it should have a small size, be light weight, low maintenance, and unobtrusive. This proposed paper will also investigate the influence of different parameters for wearable antenna including types of textile/substrate to ensure that the antenna design satisfies WBAN requirements. The characteristics and behavior of the antenna need to adhere to specifications set by wireless standards and system technology requirements. This means that the transmitting and receiving frequency bands of the various units need to be chosen accordingly. Since there are restrictions on the level of power to which the human body can be exposed to, the antenna as well as other RF system components must be designed to meet these restrictions. Antenna gain, which directly affects power transmitted, is a critical parameter in ensuring power levels fall within the safety guidelines and so will be of primary importance in the design. The electromagnetic interaction between WBAN antennas and devices and the human body will also be explored.

Software development involves a series of stages, including requirements analysis, design, implementation, unit testing, and integration testing, similar to those used in the system engineering process. This study utilized MathWorks' model-based design platform to develop multi-function radar software and evaluated its feasibility and efficiency. Because the development of conventional radar software is performed by a unit algorithm rather than in an integrated form, it requires additional efforts to manage the integrated software, such as requirement analysis and integrated testing. The mode-based platform applied in this paper provides an integrated development environment for requirements analysis and allocation, algorithm development through simulation, automatic code generation for deployment, and integrated requirements testing, and result management. With the platform, we developed multi-level models of the multi-function radar software, verified them using test harnesses, managed requirements, and transformed them into hardware deployable language using the auto code generation tool. We expect this Model-based integrated development to reduce errors from miscommunication or other human factors and save on the development schedule and cost.
This paper is to analyze the type characteristics and prospects of the North Korean nuclear strategy. To this end, the paper is composed of 5 chapters titled introduction; the concept and type of nuclear strategy; the nuclear capabilities of North Korea and the declarative nuclear strategy; the operational characteristics and prospects of the North Korean nuclear strategy; and conclusion. Recently, the deployment of nuclear weapons and the enhancement of nuclear capabilities in North Korea have raised serious problems in our security and military preparedness. Nuclear strategy means military strategy related to the organization, deployment and operation of nuclear weapons. The study of North Korea's nuclear strategy begins with a very realistic assumption that the nuclear arsenal of North Korea has been substantiated. It is a measure based on North Korea's nuclear arsenal that our defense authorities present the concepts of preemptive attack, missile defense, and mass retaliation as countermeasures against the North Korean nuclear issue and are in the process of introducing and deploying them. The declared nuclear declaration strategy of the DPRK is summarized as: (1)Nuclear deterrence and retaliation strategy under the (North Korea's) Nuclear Weapons Act, (2)Nuclear preemptive aggression, (3)The principle of 'no first use' of nuclear weapons in the 7th Congress. And the intentions and operational characteristics of the North Korean nuclear strategy are as follows: (1)Avoiding blame through imitation of existing nuclear state practices, (2)Favoring of nuclear strategy through declarative nuclear strategy, (3)Non-settlement of nuclear strategy due to gap between nuclear capability and nuclear posture. North Korea has declared itself a nuclear-weapon state through the revised Constitution(2012.7), the Line of 'Construction of the Nuclear Armed Forces and the Economy'(2013.3), and the Nuclear Weapons Act(2013.4). However, the status of "nuclear nations" can only be granted by the NPT, which is already a closed system. Realistically, a robust ROK-US alliance and close US-ROK cooperation are crucial to curbing and overcoming the North Korean nuclear threat we face. On this basis, it is essential not only to deter North Korea's nuclear attacks, but also to establish and implement our own short-term, middle-term and long-term political and military countermeasures for North Korea's denuclearization and disarmament.

Recently, due to a explosive growth in the mobile Internet traffic, the problem of excessive data traffic handling on core network and thus scalability problem have been magnified in 3GPP LTE/SAE networks. Current LTE/SAE network based on the central P-GW (PDN Gateway) used as mobility anchor cannot deal with such demand for exponentially increasing mobile Internet traffic. In this paper, we propose a new LTE/SAE network architecture supporting distributed P-GWs and corresponding distributed mobility management to solve these problems. For this, in addition to the deployment of such distributed P-GWs, we propose a dynamic and distributed mobility management by distributing MMEs (Mobility Management Entities) which dynamically manages the location information of a UE's PDN connection, and also propose a handover procedure of such PDN connections by using the proposed distributed P-GWs and MMEs. The performance of the proposed dynamic and distributed LTE/SAE network system is compared with the current LTE/SAE network system in terms of handover latency and network throughput.

In a single frequency network (SFN) for Advanced Television Systems Committee (ATSC) terrestrial digital television (DTV) system, the interferences induced by the multiple transmitters and/or repeaters using the same frequency are inevitable. Since the presence of interferences results in performance degradation of the SFN, it is crucial to manipulate the interferences by adjusting the transmit power and timing of each transmitter and repeater. In the ATSC terrestrial DTV system, in order to facilitate the interference manipulation process, a transmitter identification (TxID) signal which is uniquely embedded in the signal to be transmitted from each transmitter and repeater is recommended. Even though the injection level of the TxID signal is much lower than the DTV signal, the TxID signal injection infects the DTV signal. Hence, the effect of the TxID signal on the DTV signal must be investigated before deployment. In this paper, the effect of the TxID signal on the performance of legacy DTV receivers under additive white Gaussian noise and multipath channel environments is investigated not only with computer simulation but also with laboratory and field tests. The test results show that the average threshold of visibility degradation of the legacy DTV receivers due to the TxID signal injection is less than 0.2 dB at the TxID injection level of -30 dB.
