This study is to integratedly examine coastal management policy and marine tourism development project for Korean coasts, especially for the South Sea of high development pressure, presenting sustainable tourism development policies for the future. To do so, it is examined central government-level coastal development projects set up by the Ministry of Culture and Tourism, the Ministry of Maritime Affairs and Fisheries and the Ministry cf Construction and Transportation, setting the direction of south coastal management and tourism development at a level of national territory planning. The problems of coastal management first and then the problems of the South Coast Tourism Belt Project are analyzed in order to present political and administrative alternatives. To overcome such problems and make Korea a marine tourism base in East Asia, there is a need for re-recognition of the value of the project and its continuous push through cooperation between central and local governments. Also, under the presupposition of consensus building among local people and the sustainable development of environments, there should be are-recognition that the future cf Korean marine tourism in the 21st-century and the success of an inverted $\pi-axis$ national development depend on the South coastal Tourism Belt Development Project.
To propose proper vessel characteristics for sustainable fisheries in Korean waters, we analyzed the fishing capacity, scale efficiency and utilization of large pair-trawl vessels based on the database of catch, effort and vessel characteristics (gross tonnage and engine power) in 1990 by applying data envelopment analysis (DEA). The input factors were gross tonnage, horse power and days operated; whereas the output factor was expected catch by vessel characteristics. The optimal vessel types, selected based on the input-oriented technical efficiency and gross tonnages, was 100 GT with engine power <600 HP. The output-oriented unbiased estimate of capacity utilization (CD) decreased with increasing vessel tonnage. For the same tonnage vessels, the CD decreased with increasing engine power.
Fisheries policies are diversifying, including welfare programs for fishermen, revitalization of earfish and villages, and support for the sixth industrialization of fishing villages. In response to these policy changes, the purpose of this study is to categorize the fishing village fraternity, which is a local community, a fishery production organization, and a basic unit of a fishing village, and compares the characteristics of each type A number of indicators were selected by collecting data on the Categorization and evaluation of fishing villages fraternity and the statistical geographic information service. A number of indicators were extracted as representative factor variables using the principal component analysis, and then cluster analysis was performed to categorize the fishing village fraternity. This study was the first to attempt a comprehensive approach to revitalize the fishing village economy by using not only demographic and social characteristics, industrial and economic characteristics, but also regional characteristics. The characteristics of each type of fishing village fraternity find its significance in that it provides basic information that can be used in policy decisions. In order to strengthen the sustainability of the fishing community in the future and contribute to the sustainable development at the national level, the development of sustainable fishing village fraternity development indicators and follow-up studies on fishing village regeneration strategies will be needed.
When the international fisheries order changes following the UN Law of the Sea, the new regional fisheries order is forming among East North Asian states and era of Economic Zones is really coming. In those changes of foreign and domestic fisheries environment, to maintain sustainable growth of the industry in 21st century the North East Asian states plot adjustments to fisheries management, such as introduction of the TAC system and others. The TAC seems to be an appropriate systematic response especially because traditional functions of fisheries management have already demonstrated their limits in regards to fisheries sustainable development. Introduction of the TAC to the North East Asian fisheries not only resolves the inability of traditional fisheries management to develop the industry consequently, but also strengthens the EEZ and existing marine management systems. However, the TAC was born by thewestern industrial mentality, still contains persistent mistakes and is difficult to change. Therefore, its introduction to and implication in North East Asian region might cause numerous problems. From this point of view, introduction of the TAC system will disregard peculiarities of North East Asian fisheries, so main efforts should be concentrated on improving the functions of existing system via consecutive step-by-step approach. In addition, the TAC should be grafted into the existing fisheries system through cooperative management system, creating stable systematic ground and considering scientific and fisheries motives. Especially, TAC system, unlike the traditional fisheries' management system, is scientific, being systematically developed one, and needs to be gradually installed, considering its systematic character. Therefore, the TAC should better be introduced by systematic and scientific approaches, paying more attention to strengthening the existing fisheries system, but not immediately and in the form it is right now. Concluding, introduction of the TAC can not be made considering the outward factors deriving from the UN Law of the Sea without corrections.'h overcome limitations and ineffectiveness of traditional fisheries, most efforts should be concentrated on basic revision of 21st centuries' fisheries and strengthening the functions of traditional fisheries aimed to develop the leading business of marine industries.
In Korea, fish is a major food source, and sustainable production of fish is critical for the aquaculture industry. Recently, infectious diseases have become an unavoidable problem in aquaculture and have caused serious economic losses. Therefore, there is an urgent need to overcome this challenge to increase productivity in aquaculture. Vaccination is the most effective and long-term measure for improving the management of a fish farm. Sales of fish vaccines in Korea have been steadily increasing, with a confirmed increase from 600 million won in 2007 to 3.4 billion won in 2018. As of 2021, 30 licensed fish vaccines, including both single and combination vaccines containing more than two inactivated pathogens, have been approved in Korea for 10 fish pathogens. Twenty-eight of these are used in olive flounder Paralichthys olivaceus; however, only two vaccines are used in starry flounder Platichthys stellatus, red seabream Ragrus major and rock bream Oplegnathus fasciatus. Therefore, vaccine development is required not only for the olive flounder but also for other cultured fish species. The development of effective vaccines and vaccination programs for fish is a continuous requirement for a sustainable aquaculture industry.
To evaluate uncertainty and risk in biological reference points, we applied a bootstrapping method and a Bayesian procedure to estimate the related confidence intervals. Here we provide an example of the maximum sustainable yield (MSY) of turban shell, Batillus cornutus, estimated by the Schaefer and Fox models. Fitting the time series of catch and effort from 1968 to 2006 showed that the Fox model performs better than the Schaefer model. The estimated MSY and its bootstrap percentile confidence interval (CI) at ${\alpha}=0.05$ were 1,680 (1,420-1,950) tons for the Fox model and 2,170 (1,860-2,500) tons for the Schaefer model. The CIs estimated by the Bayesian approach gave similar ranges: 1,710 (1,450-2,000) tons for the Fox model and 2,230 (1,760-2,930) tons for the Schaefer model. Because uncertainty in effort and catch data is believed to be greater for earlier years, we evaluated the influence of sequentially excluding old data points by varying the first year of the time series from 1968 to 1992 to run 'backward' bootstrap resampling. The results showed that the means and upper 2.5% confidence limit (CL) of MSY varied greatly depending on the first year chosen whereas the lower 2.5% CL was robust against the arbitrary selection of data, especially for the Schaefer model. We demonstrated that the bootstrap and Bayesian approach could be useful in precautionary fisheries management, and we advise that the lower 2.5% CL derived by the Fox model is robust and a better biological reference point for the turban shells of Jeju Island.

In order to manage and rebuild fishery resources, the fishing effort should be controlled effectively. Especially in the setting up of the proper level of fishing efforts, economic standards as well as biological standards must be carefully considered to promote the sustainable and economically viable development of fisheries. This study is aimed to estimate optimal fishing effort of giant octopus by combo fishing which uses longline in Gangwon with statistical data. The result showed that current fishing effort is 28% higher than $E_{MEY}$. Unit fishing cost for each voyage will be 27% lower and unit fishing profit will be 17% higher than the current situation when the fishing effort meets $E_{MEY}$. Although current fishing effort is similar to the $E_{MSY}$, current catching is 16% higher than MSY and 22% higher than MEY.

On the conflict factors in using community fishing ground and their solutions, some conclusions are derived with the survey for fishing villages, residents, tourists as follows: Jeju Island has beautiful sceneries with seas in all the directions and so remarkable potential as personal experience fishing village. For sustainable development of ecological tourism in each fishing village, systematic, long-term development plans and management systems through decision making with residents in fishing and non-fishing villages are demanded. For tourist development of fishing village, protection management systems for marine and swampy land are needed first of all. Next, economical profit and the participation of resident have first priority, and also individual standards for each village are urgently prepared based on the results of basic research on each village. Finally, educations on environment and fishing village with professional tourist guide are needed. Ecological protection, environmental education, resident participation, local government's concern, and financial support could solve residential conflicts and make Jeju Island a Mecca of local fishing village tourism.

The population of small yellow croaker, Larimichthys polyactis, in the Yellow and East China Seas has decreased significantly since the mid 1970s. Several management measures have been introduced to conserve it, but population size remains low. To rebuild this population, it is now necessary to consider more effective management methods based on the stock assessment. To determine long-term population changes, fishery and biological data collected over 34 years (1969-2002) were analysed. Yearly fish length compositions were analysed for the time periods 1968 through 1970, 1978 through 1982, and 1993 through 2002; and catch data was available from 1969 to 2002. Annual population sizes were calculated based on length composition, the relationship between total length and body weight, and total landings. Analyses showed that since the 1970s, average size of harvested fish decreased; the proportion of less mature fish (smaller than the 50% maturity length, 19cm) in catches has increased and the estimated biomass has decreased significantly. Consequently, the main management recommendation is that juvenile fish need to be better protected to allow the rebuilding of resources to a more sustainable population level. This will require fish size limit, permissible mesh size, and closed area and season regulations.

The study was conducted to know the cyclic changes in gonadal maturation and to investigate the developmental stages of oocytes and testicular germ cells of an air-breathing fish, Channa striata. Fish were sampled monthly from lentic and lotic environments of three geographical locations of Bangladesh from December to November and the histological analysis of their gonad was done to evaluate the objectives. The highest mean GSI was $5.95{\pm}0.20$ for female in July and $0.14{\pm}0.01$ for male also in July showing that the gonadal development reached its peak during this month. The highest mean oocyte diameter was $1257.50{\pm}24.17{\mu}m$ observed in July implying that the oocyte reached maturity in this month. Histological study of ovary revealed the evidence of early yolk granule stage and late yolk granule stage from April to July. In case of male four stages of spermatogenesis were distinguished and spermatozoa were highly abundant in June and July. So the monthly pooled values of GSI and the analysis of gonadal histology indicated that the peak breeding season of C. striata occurred in July in the lentic and lotic environments. Samples collected from lentic and lotic habitats are suggestive of no difference in the development of the gonad. The results of the present study will be useful for selective breeding programme, conservation and sustainable fishery management of C. striata in its natural habitat.
