Government Support for Animation as Audiovisual Policy (방송영상 콘텐츠로서의 애니메이션 지원제도 연구)

  • The crisis in profit and funding for animation is in evidence around the world. The change in media environment has forced broadcasting advertising revenue down and animation viewers spread out. Now, animation players in the strongest position are either the US major studios, or producers benefiting from domestic support schemes. Government support is available in many countries because many governments believe that support for domestic animation carries both economic and cultural benefits. This paper is designed to suggest new policy schemes for Korean animation industry. The new paradigm of animation policy needs a new perspective on content industry as a whole, not centered on the animation itself. The researchers on public policy for culture, audiovisual and content industry argued that the government should, (i) play the role of facilitator for virtuous cycle of industry value chain, (ii) provide fiscal support through automatic and selective schemes, (iii) provide tax benefit to strengthen the competitiveness of industry, and (iv) enforce the broadcasters to contribute to domestic programming and financing. Comparative analysis on French and Canadian audiovisual policy supports such arguments, and animation industry of two countries are enjoying the high audience ratings and sustainable production volume. From the analysis, this paper suggests the new government schemes for Korean animation industry, which are, (i) securing the public funding for fiscal support, (ii) introduction of automatic production support, (iii) modification of broadcasting quota, (iv) broadcaster's performance envelope and production quota, and (v) tax benefit as indirect support.

A study on the relationship between R&D information support programs and SME Performances: with focus on ICT SMEs (중소기업 R&D 정보 지원과 성과의 관계에 대한 연구: ICT 기업을 중심으로)

  • As Korea strive to bolster their respective economies and to minimize the repercussions of the global financial crisis, policies for strengthening the innovative capabilities of small and medium enterprises have emerged as an important means for pursuing these governmental efforts. In this study, possibilities and limitations of R&D information support policy are researched empirically and implications are provided to enable evidence based policy. Futhermore, the effects of government R&D information support policy on the technological and economic performances of SMEs (small and medium enterprises) are analyzed by using survey results of SMEs technology statistics in 2014. According to the results, R&D information support program (SME R&D planning support program and technology information support program) provided to SMEs was significant for R&D investment. On the other hand, the program, did not exhibit any significant correlation to technological and economic outcomes of SME. The program was also found to have a significant correlation to SMEs' technological outcomes in the case of the specific groups of ICT technology category. I anticipate that the results of this study will serve as a guide to various policy-related issues for policymakers who are conceptualizing programs to support ICT technology-oriented SMEs, and I particularly hope that this study will provide various insights for companies and researchers in their efforts to build R&D information support program for SMEs.

  • This paper intends to analyse the export assistance programs for SMEs(Small and Medium-Sized Enterprises) located in Gyeongsangbuk-do Province as well as to suggest export promotion policy for the local government. In order to accomplish these objectives, the present paper makes an extensive survey about export-support programs conducted by Gyeongsangbuk-do Province. The survey was rigorously made to evaluate export-support programs taken by the provincial government of Gyeongsangbuk-do and the regional firms' awareness about them. The paper utilized SPSS for empirical analysis. The frequency analysis was used to know the precision of data and its general features. The Crosstabulation Analysis was also used to evaluate firms' recognition about export-support programs and their practical use, satisfaction and relationships with the characteristics of enterprises. The results show that the local government must effectively systematize export support programs and develop export-support programs customized for the characteristics of enterprises in Gyeongsangbuk-do.

Evaluating a Technology Transfer and Commercialization Support Program: A Korean Case Study

  • The study analyzed the effectiveness of a technology transfer and commercialization support program to Korean technology transfer offices and firms. The study created a logic model to design a questionnaire to analyze how the support program, directly and indirectly, affected the technology transfer offices and the firms' performances. The study found that technology transfer offices are focused not only on potential firms' excavation activity to process the technology transfer but also on providing strategic support to provide practical assistance to the firms' needs. Not only has the number of technology transfer cases increased during the two-year program duration, but other activities, such as technical guidance and various strategic consulting for commercialization of the transferred technology, have also appeared to have increased considerably. Support program has helped strengthen the firms' internal capabilities, expand new market capabilities, and increase the firms' indirect performances.

The Reinforcement for Policy to Support Child Care Work in Family as the Coping Strategy for Low Fertility Society (저출산 대응: 가족내 자녀양육지원강화)

  • Recently, the low fertility has been deepened because of the increase in women's economic activity, the advancement in standard of living, the rising cost of family maintenance, Therefore master plan for low fertility and aging society which is an overall response strategy for sudden increase in social costs was prepared. The most important point of the second basic plan is the reinforcement in child care support for all families and the balance of work & family. This paper shows the supporting policy for child raising in family and community as reality of policy for low fertility. The paper proposes child care support program(idolbom) as the supporting policy for child raising in family, education for men stimulating father's participation in child rearing, and sharing child care work in community in order to reinforce child care friendly environment.

Government's Budget Concentration for the Fisheries Sector: An analysis of support measures for the Korea-China FTA (우리나라 수산부문 예산 배분 집중도 분석: 한-중 FTA 국내보완대책을 중심으로)

  • Purpose - The purpose of the study was to find out how the Korean government reflected its policy goal and direction by analysing the budget allocation on support measures for the Korea-China FTA in the fisheries sector. Design/methodology/approach - Concentration Ratio, Herfindahl-Hirschman Index and BCG Matrix were applied to the government's budget allocation on support measures for the Korea-China FTA in the fisheries sector. Findings - The study result shows that the government has provided various programmes without over-investing in some programmes. Meanwhile, the government has increased its budget for some programmes that are in line with its long-term policy goals, such as promoting sustainable fisheries and transforming fisheries into a value-added industry. In addition, the government has reduced its budget for programmes that threaten its fiscal sustainability. Research implications or Originality - The Korean government planned a 10-year budget plan for support measures for the fisheries sector after the implementation of the Korea-China FTA. Since 2016, the government has operated the subordinate programmes under the 10-year budget plan each year, reflecting its new policy direction, which takes into account both domestic and external factors. Accordingly, this study is meaningful in that it allows us to examine the government's policy direction for the fisheries sector after the Korea-China FTA.

Study on French Film Fund Policy -Focusing on CNC's support project for film productions (프랑스 영화기금정책 연구 -CNC 제작지원 사업을 중심으로)

  • The Korean Film Council which manages the Film Development Fund carried out a number of projects to support film production, distribution, and film policies. Also, this organization participated in promoting advanced film technology and foreign film location by constituting an incentive support. The projects consist of support for the operation of Namyangju filming studio and the film information system as well. It is necessary to scrutinize the projects regarding support for film production, which is the largest and most important among the whole projects, for continuous development of the Korean film industry. this study reviwed the fundraising status, budget, and support projects of the Center for National Film/Video Center CNC which operates the film fund in France analyzed film production support policy of the CNC. Through this, we verified necessity of stable financing and funding of the Korean Film Development Fund, support for creation of film music and support for overseas filming, and prepared activation plans for film co-production.

  • Start-up support policy is expanding for the activation of creative economy. Domestic start-up is activated in early 2000, but is shrinked rapidly because there is not enough collaborative system of R&D, start-up, finance, and management support. Many organizations and collaborative environment in Silicon valley of USA is developed for long time. In Korea, creative economy is constructing rapidly led by government like building industrialization and information society. VCDP(Virtual Cluster-type Dynamic Collaboration Platform) is a good tool for the start-up support policy. This study explains the necessity and effectiveness of VCDP and suggests creative activation policy using this tool.

A Study on the Effect of Win-win Growth Policies on Sustainable Supply Chain and Logistics Management in South Korea

  • Purpose: In Korea, win-win growth policy has been successfully implemented in supply chain and logistics management. In the policy, it is recommended to support supply chain partners with various mechanisms including financial and technical aids. This study attempts to scientifically analyze the effects of direct and indirect win-win growth policy factors on supply chain and logistics management performance through partnership factors. Research design, data and methodology: This study builds a structural equation model reflecting the relationship between the win-win growth policy, partnership and performance factors. The proposed model is verified with the PLS (Partial Least Squares regression) methodology. Data from shipper and logistics companies were collected and analyzed by the PLS model. Results: The analysis showed that both direct and indirect policy factors are meaningful to improve supply chain and logistics performance. Indirect support factors including R&D, management innovation, human resources development and educational supports have positive impacts on partnership factors. Direct support factors including financial aids and fairness also have positive impacts on the performance. Conclusions: This study is meaningful in that it suggests a turning point in which supply chain Win-win growth and partnership efforts are perceived as new value-creating mechanism rather than unilateral cost reduction for logistics industry.

The Direction and the Policy Task of Rural Guidance Project for Rural Aged (농촌노인 생활지도의 방향과 지도과제)

  • In the process of industralization, Korea rural aged have played great role. By investing, educating, and supporting their brothers and children, rural aged transferred their economic surplus to non agricultural fields and urban areas. But they did not prepare for their old age. So in every agricultural policy implementation, special concern should be taken to rural aged. The rural home extension should be the major institution for the rural aged. This paper was carried out to find the direction and the policy task of rural guidance project for rural aged. This paper suggested the needs of support for the aged in family, economic status and income, and leisure. To support the aged in family, the rural home extension should teach them how to make good relationship between Mother-in-law and daughter in law and special support to families which composed of only rural aged(no children). The rural home extension program should provide special policy for job opportunity creation for the rural aged. The rural home extension should also make educational programs for useful utilization of leisure time of rural aged. The rural home extension should make major roles in rural aged related policy. So rural home extension workers are well trained in gerontology and more related information should be provided.
