Inventory, cost, and the level of service are three interrelated key metrics that most supply chain organizations are striving to optimize. One way to achieve this goal is to create a simulation model to conduct sensitivity analysis and optimization on several different supply chain policies that can be implemented in actual operation. In this paper, a case of Xerox global supply chain modeling and analysis to assess several "what if" scenarios for the consumable policy safety stock is presented. The simulation model, combined with analytical cost model and optimization module, is used to optimize the policy safety stock level to achieve the lowest total value chain cost. It was shown quantitatively that the policy safety stock can be reduced, but it is offset by the inbound premium transportation cost to expedite supplies in shortage, and the outbound premium transportation cost to send supplies to customers via express shipment, requiring fine balance.
Purpose: In Korea, win-win growth policy has been successfully implemented in supply chain and logistics management. In the policy, it is recommended to support supply chain partners with various mechanisms including financial and technical aids. This study attempts to scientifically analyze the effects of direct and indirect win-win growth policy factors on supply chain and logistics management performance through partnership factors. Research design, data and methodology: This study builds a structural equation model reflecting the relationship between the win-win growth policy, partnership and performance factors. The proposed model is verified with the PLS (Partial Least Squares regression) methodology. Data from shipper and logistics companies were collected and analyzed by the PLS model. Results: The analysis showed that both direct and indirect policy factors are meaningful to improve supply chain and logistics performance. Indirect support factors including R&D, management innovation, human resources development and educational supports have positive impacts on partnership factors. Direct support factors including financial aids and fairness also have positive impacts on the performance. Conclusions: This study is meaningful in that it suggests a turning point in which supply chain Win-win growth and partnership efforts are perceived as new value-creating mechanism rather than unilateral cost reduction for logistics industry.
Background: Policy network theory was proved to be an appropriate analytic tool for the current social welfare policy making process. This study aimed to analyze policy making process related to the nurse expansion and policy output while focusing on the interactions and activities among various policy actors. Methods: In this study, we used reports related to the need for expansion of nursing personnel journals, dissertations, newspaper articles, for hearings and debate policies for securing nurse data, and interviews. We examined three components of policy network, that is, policy actors, interactions, linkage of interest. Results: For that to expand the nurse before the 2000s in expanding the supply of medical supplies have been conducted without much disagreement among policy actors under the government's initiative. However, there was lacked a close relationship between the expanding supply of nurses and inaccurate analysis of supply and demand. As the policy is applied between the various policy actors' needs and claims, conflict was intensified and many policy options had been developed. Government only took a role as a coordinator among policy actors in the 2000's. Also, it was difficult to find sufficient and clear evidence that policy-making process based on fair judgment. Conclusion: Therefore, it is urgently required to determine the policy through a social consensus to address the appropriate policy means and the process by correct analysis of the policy issues.
There is the uncertainty of demands at each retailer in the supply chain. To satisfy customers' demand, retailer must have enough inventory. Nevertheless, stockout is occurred for some retailers. A lateral transshipment policy can be effectively used to deal with stockout. The new lateral transshipment policy, referred to service level adjustment (SLA), is suggested. The difference between SLA and previous policies is the integration of an emergency lateral 'transshipment with a preventive lateral transshipment to efficiently respond customers' demand in the proposed policy. Additionally, the service level to decide the quantity of products is considered. Simulation experiment is executed to treat stochastic factors in the two-echelon supply chain. The proposed policy can reduce total cost and is more effective to the change of demand, penalty cost, and ordering cost than the currently used policies.
Background: In Korea, the problem of physician workforce imbalances has been a debated issue for a long time. This study aimed to draw key lessons and policy implications to Korea by analyzing projection models of physician demand/supply among five countries. Methods: We adopted theoretical framework and analyzed detail indicators used in projection models of demand/supply comparatively among countries. A systematic literature search was conducted using PubMed and Google Scholar with key search terms and it was complimented with hand searching of grey literature in Korean or English. Results: As a results, Korea has been used a supply-based traditional approach without taking various variables or environmental factors influencing on demand/supply into consideration. The projection models of USA and Netherlands which considered the diversity of variables and political issues is the most closest integrated approach. Based on the consensus of stakeholder, the evolved integrated forecasting approach which best suits our nation is needed to minimize a wasteful debate related to physician demand/supply. Also it is necessary to establish the national level statistics indices and database about physician workforce. In addition, physician workforce planning will be discussed periodically. Conclusion: We expect that this study will pave the way to seek reasonable and developmental strategies of physician workforce planning.
공급망 공격은 주요기반시설을 타겟하여 피해 규모가 크고 공공 안전 및 국가안보를 위협하는 요소로 진화하고 있다. 이에 사이버안보 전략 및 정책 수립 시 공급망 위험관리를 명시하여 보안성을 제고하고 있으며, 2021년 미(美) 바이든 행정부가 발표한 국가 사이버안보 강화를 위한 행정명령에서는 소프트웨어 공급망 보안 강화를 위한 지침 중 일부로 SBOM을 언급하였다. 정부 차원에서 SBOM을 의무화하여 공급망 보안 검증 도구로 활용한다면, 향후 국내 조달체계에도 영향을 받을 수 있으며 정책 시행 경과에 따라 국내 공급망 보안 체계 수립 시에도 참고 가능할 것으로 보인다. 이에 따라 본 논문에서는 소프트웨어 공급망 보안 강화 방안으로써 SBOM 정책을 추진 중인 국가를 선정하여 관련 사례를 중점으로 분석하였다. 또한, 국외 SBOM 정책 동향의 비교·분석을 통하여 국내 SBOM 도입 시 기술, 정책, 법률측면에서의 활용 방안을 고찰하였다. 향후 공급망 무결성·투명성 검증 도구로 SBOM의 활용 가치가 기대되는바 SBOM에 대한 국제적 표준화 정립 및 정책 개발에 관한 지속적인 동향 파악과 표준 형식 개발 연구가 요구된다.
This study has intended to analyze citizen's recognition on Photovoltaic (PV) System Supply Policy in Korea. To reach this goal, this study has employed a survey method and statistical analysis. We have asked 140 citizens knowing the policy to some degree to answer questionnaires including various contents related to PV supply policy driven by central government of Korea. The contents of questionnaires consist of three parts: 1) supply policies, 2) PV system and 3) expected effect from the policy. To verify any differences among the characteristics of respondents, ANOVA (Analysis of Variance) was carried out in 95% confidence level. This study has found the following results: 1) most citizens were positive about the 'Photovoltaic System Supply Policies'; 2) most citizens anticipated the policy would be helpful to cope with the environmental problems and energy crisis and 3) there exit subtle differences between residents according to the respondent's characteristics such as sex, age, occupation, and housing type.

In recent years, for the purpose of solving the problem regarding environment protection and resource saving, certain measures and policies have been promoted to establish a green supply chains (GSC) with material flows from collection of used products to reuse of recycled parts in production of products. In this study, we propose an optimal operation of the GSC while considering the collection incentive of the used products and quality for recycling of used products. Two types of decision-making approaches are used for product quantity, collection incentive of used products and lower limit of quality level of reusable parts in the used products for recycling in the GSC. One is the decision-making under an independent policy in decentralized supply chains where a retailer and a manufacturer make decisions so as to maximize profits individually. The other is the decision-making under a cooperative policy in centralized supply chains where a retailer and a manufacturer make decisions cooperatively so as to maximize the whole system's profit. Additionally, we also discuss supply chain coordination as a manufacturer-retailer partnership based on profit sharing. Furthermore, we show the effect of the quality of the reusable parts on the optimal decisions. The collection incentive of the used products was found to bring more profitability to the GSC activity.
