This paper focuses on the problem of key-frames coding and proposes a new promising approach based on the use of fractals. The summary, made of a set of key-frames selected from a full-length video sequence, is coded by using a 3D fractal scheme. This allows the video presentation tool to expand the video sequence in a "natural" way by using the property of the fractals to reproduce the signal at several resolutions. This feature represents an important novelty of this work with respect to the alternative approaches, which mainly focus on the compression ratio without taking into account the presentation aspect of the video summary. In devising the coding scheme, we have taken care of the computational complexity inherent in fractal coding. Accordingly, the key-frames are first wavelet transformed, and the fractal coding is then applied to each subband to reduce the search range. Experimental results show the effectiveness of the proposed approach.

Target operational availability setting is the first step to setting up a goal which a weapon system development project have to achieve and doing RAM analysis during whole life of a weapon system. It is important as a key factor to doing RAM analysis in the early phase of weapon system development. This paper present a methodology to set a target operational availability for, especially, a warship when it develop. This methodology uses Operational Mode Summary/Mission Profile(OMS/MP) of the developing warship and RAM analysis results of similar warships to calculate wartime and peacetime target operational availability. It will be used in early phase of not only warship development but also army or aircraft weapon systems when these develop.

Following the evaluation of the irrigation & drainage structure, a suitable repair and reinforcing procedure can be selected based on this report. Successful procedures take into account the causes of the crack. This provides a survey of crack repair methods, including a summary of the characteristics of the cracks that may be repaired with each procedure, the type of irrigation & drainage structure that have been repaired and a summary of the procedures that are used. Readers are also directly contacted to the website(http:/rri.karico.co.kr/rricon). This report is intended to support the purposes, philosophy, and needs, using easily understood graphics and photos from the construction fields. The results of this study will be distributed to the public official in technical post, the operator in construction site and the member of Korea Agricultural & Rural Infrastructure Corporation and etc.

ITER AC/DC Converter Local Controller는 플라즈마 제어 시스템에서 요구하는 전압 전류 명령에 따라 초전도 코일에 전류를 공급하고 컨버터 System 자체 보호 기능, 초전도 코일시스템 이상 시 Bypass 및 코일 에너지를 계통에 회생하여 에너지를 방전하여야 한다. 코일 별로 플라즈마 제어에 필요한 높은 전압 전류는 전원 장치의 직렬 접속이 요구되고(2직렬, 4직렬, 6직렬) 제어적으로 이들 제어 시스템들은 신뢰도가 높은 디지털 설계를 요구 한다. 본 논문은 다 직렬 전원 장치 제어를 위한 Local Controller의 설계 내용을 논의하고자 한다.

The benefits of high performance retention systems have been long recognized by the paper maker. The inter-relation between chemical retention and drainage and their effect on paper production efficiency and paper quality is significant. The subject of this paper is a summary of recent studies comparing three microparticle programs made under highly controlled pilot and commercial paper machine conditions. The results presented in this paper suggest that, in addition to improvements in machine operation, the retention, drainage and formation program can have a marked influence on the paper quality. Improvement of the topographical characteristics of the base paper was observed when the microparticle was a colloidal borosilicate inorganic oxide.

This review provides a summary of data assimilation applied to the seas around Korea. Currently the worldwide efforts are devoted to applying advanced assimilation to realistic cases, thanks to improvements in mathematical foundations of assimilation methods and the computing capabilities, and also to the availability of extensive observational data such as from satellites. Over the seas around Korea, however, the latest developments in the advanced assimilation methods have yet to be applied. Thus it would be timely to review the progress in data assimilation over the seas. Firstly, the definition and necessity of data assimilation are described, continued by a brief summary of major assimilation methods. Then a review of past research on the ocean data assimilation in the regional seas around Korea is given and future trends are considered. Special consideration is given to the assimilation of remotely-sensed data.

Purpose: The purpose of this research is to propose procedure and methodology for developing failure rate databook which is suitable for Korean operation environment. Methods: To this end, we investigate failure databooks used in foreign countries and study the procedure and methodology for collecting failure data, organizing the data, estimating failure rate and summarizing results. Results: We develop the procedure of development of failure databook, the items for data collection, database schema of part details and part summary and contents of failure databook by considering the application environment in Korea. Conclusion: The results of our research could be utilized for the development of Korean failure rate databook and research of reliability prediction model and could ultimately contribute to improve the accuracy of reliability prediction.

A retrospective record-linkage study (RLS) based on medical records containing drug prescription histories involves immortal time bias (ITB). Thus, it is necessary to control for this bias in the research planning and analysis stages. Furthermore, a summary of a meta-analysis including RLSs that did not control for ITB showed that specific drugs had a preventive effect on the occurrence of the disease. Previous meta-analytic results of three systematic reviews evaluating the association between statin intake and gastric cancer risk showed that the summary hazard ratio (sHR) of the RLSs was lower than 1 and was statistically significant. We should consider the possibility of ITB in the sHR of RLSs and interpret the results carefully.

The purpose of this paper is to summarize the cursive script of traditional calligraphy and develop further possibilities based on the study of the painting and postscript of Ink bambooo, which was painted by wu zhen(吳鎮) during the Yuan Dynasty. The second section in this paper provides a summary of wu zhen(吳鎮)'s life, in addition to "Ink bambooo" and its painting postscript. The third and fourth sections are focused on analyzing the cursive script in the painting postscript of Ink bambooo, including the left-and-right structure, head prefix symbols, and bottom prefix symbols. The aim of this paper is the study of cursive script, and the theories and methods of the characters proposed by Dr. Cai Yonggui (from Fujian Normal University) and Dr. Liu Dongqin (from Southeast University) will be used to provide a summary. The presentation of the research results of this paper is designed to develop further possibilities for this type of traditional calligraphy.
