This experimental study investigates the effectiveness of applying carbon fiber reinforced polymer (CFRP) jackets for the retrofit of short reinforced concrete (RC) columns with inadequate transverse reinforcement and stirrup spacing to longitudinal rebar diameter equal to 12. RC columns scaled at 1/3, with round and square section, were subjected to axial compression up to failure. A damage scale is introduced for the assessment of the damage severity, which focusses on the extent of buckling of the longitudinal rebars. The damaged specimens were subsequently repaired with unidirectional CFRP jackets without any treatment of the buckled reinforcing bars and were finally re-tested to failure. Test results indicate that CFRP jackets may be effectively applied to rehabilitate RC columns (a) with inadequate transverse reinforcement constructed according to older practices so as to meet modern code requirements, and (b) with moderately buckled bars without the need of previously repairing the reinforcement bars, an application technique which may considerably facilitate the retrofit of earthquake damaged RC columns. Factors for the estimation of the reduced mechanical properties of the repaired specimens compared to the respective values for intact CFRP-jacketed specimens, in relation to the level of damage prior to retrofit, are proposed both for the compressive strength and the average modulus of elasticity. It was determined that the compressive strength of the retrofitted CFRP-jacketed columns is reduced by 90% to 65%, while the average modulus of elasticity is lower by 60% to 25% in respect to similar undamaged columns jacketed with the same layers of CFRP.

The objective of this study is to evaluate the airborne sound insulation performance between housing units and community facilities during the construction phase. Community facilities adjacent to housing units can lead to noise problems, hence it is necessary to minimize noise transmission during the design phase. However, flanking noise transmitted through gaps of structures, windows, pipes, and other openings may result in substandard sound insulation performance falling below the design standards. Therefore, It is crucial to measure airborne sound insulation in the field during the construction phase. The measurement was conducted using the survey method for the field measurement of the airborne sound insulation in accordance with KS F ISO 10052:2021. Although the noise standards caused by community facilities in apartment complexes are not specified in current laws and regulations, desired noise level was set based on international guidelines for indoor noise. First, the level of noise generated in community facilities was estimated, and then the sound insulation performance was evaluated to determine whether the desired noise level was achieved.

PCR PET flake's market endeavors difficult situations of its oversupply and decreasing demands in South Korea. Since China banned the import of most recycled plastics, flake producers who mostly export the flakes lost their biggest market. The producers struggled to survive in the competitions with PCR PET flake from EU and 3rd countries but it was challenging due to substandard quality and increasing cost. Attempts to improve the quality of PCR PET flake have been made but they were only an individual company's efforts. The objective of this study was to understand the market status on PCR PET flake in South Korea and to present suggestions for improving its quality. The results of the questionnaires targeted to flake producers showed that no testing methods on PCR PET flake were standardized and there were critical factors to the quality such as moisture content, contaminants, and viscosity. Case studies of US, Japan and other countries had been done especially about testing methods and 76 samples from 21 companies were tested according to those methods. Based on the results, the final factors were decided as contaminants, moisture content, alkalinity index and intrinsic viscosity. There is a plan to standardize testing methods and they could be guidelines to improve the business competitiveness of PCR PET flake in South Korea.
The purpose of this study is to develop the housing welfare indicators for evaluating housing welfare policies conducted by the Korean government. The contents of this research were as follows: as a phrase of setting up the development of housing welfare indicators, the scope of housing welfare and the direction of developing housing welfare indicators were settled. Second, as a phrase of drawing the housing welfare indicators, the indicators were categorized and selected. Third, as a phrase of applying the housing welfare indicators, the indicators in this research were quantified, and suggest the housing welfare from 2000 to 2005. As a result of this research, selected housing welfare indicators were settled as follows: the housing welfare indicators comprise 9 in the department of 'House', 4 in the department of 'Community', and 6 in the department of 'Policy Environment' (19 in total). The housing welfare indicators developed in this research will be used for the comprehensive assessment of the results of housing welfare policies and the establishment of housing policies as a basic material in the future.
The inclusion of a ductile steel bracing as means of repairing an earthquake-damaged bridge bent is evaluated and experimentally assessed for the purposes of restoring the damaged bent's strength and stiffness and further improving the energy dissipation capacity. The study is focused on substandard reinforced concrete multi-column bridge bents constructed in the 1950 to mid-1970 in the United States. These types of bents have numerous deficiencies making them susceptible to seismic damage. Large-scale experiments were used on a two-column reinforced concrete bent to impose considerable damage of the bent through increasing amplitude cyclic deformations. The damaged bent was then repaired by installing a ductile fuse steel brace in the form of a buckling-restrained brace in a diagonal configuration between the columns and using post-tensioned rods to strengthen the cap beam. The brace was secured to the bent using steel gusset plate brackets and post-installed adhesive anchors. The repaired bent was then subjected to increasing amplitude cyclic deformations to reassess the bent performance. A subassemblage test of a nominally identical steel brace was also conducted in an effort to quantify and isolate the ductile fuse behavior. The experimental data from these large-scale experiments were analyzed in terms of the hysteretic response, observed damage, internal member loads, as well as the overall stiffness and energy dissipation characteristics. The results of this study demonstrated the effectiveness of utilizing ductile steel bracing for restoring the bent and preventing further damage to the columns and cap beams while also improving the stiffness and energy dissipation characteristics.
This study is about small theaters in Paris which produced the theater of the avant-garde(or theatre of the absurd) in the 50s. Paris was at the center of astonishing passion by small theaters in terms of spectacle. Small theaters actively embraced young actors/actresses, theater troupe and playwrights who created a new way to express their plays. They were mostly obscure but showed talent and genius. So playwrights came from abroad such as E. Ionesco, S. Beckett, A. Adamov and others were able to create a new type of comedy and experience theatrical realization. On the other hand, a great many drama creators such as R. Blin, N. Bataille, J.-M. Serreau, J. $No{\ddot{e}}l$ and others appeared. We focused on studying about life of small theaters in Paris as mentioned earlier. The space of representation were limited. They were mostly about ridiculing of dramaturgy of comedy and theatrical realization. The substandard situations and conditions of small theaters fell far short of advantages of spectacle. Some of the theaters - Babylone, Noctambules, Nouveau Lancry, Quartier-latin - have not been able to survive up to this day. Other Theaters - Huchette and Poche-Montparnasse - have been able to last by performing creative activities. The theaters of the avant-garde are historic places of Drama Art. It is quite astonishing that some of the monuments did not last any longer. These were the places where La Cantatrice chauve by Ionesco and En attendant Godot by Beckett were premiered. When will they be restored to their original state? Meanwhile, the theater of Huchette have performed the comedies of Ionesco for last 60 years without a break. It becomes the museum of theater of the absurd that is the cradle of modern play. In conclusion, a great many play creators like playwrights, directors and set designers saw the light of day because of small theaters when there were not enough support fund. Their passion and curiosity still make us look forward to emerging of new drama.
As of Jan. 2006, numbers of korean registered ocean-going vessels reached 546 which amounted to 13,716,733 G/T. Vessels, generally spooking, finish her life cycle and are dismantled or recycled. However, most of these activities have been done in undeveloped countries instead of in developed countries as the environmental restrictions in developed countries get more strict, accordingly international bodies adopted shipbreaking-related guidelines and prohibit transboundary of obsolete ships, taken as one of wastes. The authors made the Working Guidelines on Shipbreaking to cope with substandard working environment and reduce the environmental damage, and came up with a method to make a inventory of hazardous materials for effective control, finally framed a draft of Environmentally Sound Ship Recycling examining related international conventions such as Basel Convention, IMO Guideline, ILO Guideline and IMO new Convention(draft) on shipbreaking and recycling.

Background: The objective was to assess the knowledge level, attitude, and practice of health care workers towards standard precautions, and to identify the related factors. Furthermore, it was attempted to identify the proportion of having the experience of needle stick injuries (NSIs) and associated factors among participants. Methods: A cross-sectional study was conducted in a teaching hospital among 233 health workers using a self-administrated questionnaire. The questionnaire included eight knowledge items, seven practice items, and five attitude items. Based on the mean score of each category, responses were grouped into "satisfactory" and "unsatisfactory". Univariate, bivariate, and multivariable logistic regression analyses were done. Results: The mean age of the participants 32.95 (SD ± 9.70) and 62.2% of them were women. 57.5% of the staff had a satisfactory level of correct knowledge (>5 correct answers), 37.3% had a satisfactory positive attitude (>3 correct answers), and 30.9% had a satisfactory practice (>3 correct answers) towards standard precautions. The occupation was one of the predictors as doctors were less likely to have satisfactory knowledge and practice compared to nurses (OR = 0.269, 95% CI: 0.10-0.70 and OR = 0.248, 95% CI: 0.08-0.77, respectively). Out of 174 participants, 31.6% of them reported experiencing NSIs and support staff were 71% less likely to experience NSIs compared to nurses & paramedics. Conclusion: The findings revealed a substandard adherence of standard precautions among participants, which highlighted the necessity of the provision of a periodic, tailored training program based on the occupation and risk exposure.

Image dehazing is an ill-posed problem which is far from being solved. Traditional image dehazing methods often yield mediocre effects and possess substandard processing speed, while modern deep learning methods perform best only in certain datasets. The haze removal effect when processed by said methods is unsatisfactory, meaning the generalization performance fails to meet the requirements. Concurrently, due to the limited processing speed, most dehazing algorithms cannot be employed in the industry. To alleviate said problems, a lightweight fast dehazing network based on a multiple scale-patch framework (MSP) is proposed in the present paper. Firstly, the multi-scale structure is employed as the backbone network and the multi-patch structure as the supplementary network. Dehazing through a single network causes problems, such as loss of object details and color in some image areas, the multi-patch structure was employed for MSP as an information supplement. In the algorithm image processing module, the image is segmented up and down for processed separately. Secondly, MSP generates a clear dehazing effect and significant robustness when targeting real-world homogeneous and nonhomogeneous hazy maps and different datasets. Compared with existing dehazing methods, MSP demonstrated a fast inference speed and the feasibility of real-time processing. The overall size and model parameters of the entire dehazing model are 20.75M and 6.8M, and the processing time for the single image is 0.026s. Experiments on NTIRE 2018 and NTIRE 2020 demonstrate that MSP can achieve superior performance among the state-of-the-art methods, such as PSNR, SSIM, LPIPS, and individual subjective evaluation.

A general physician, for example, has not been negligent merely because, a specialist might have treated the patient with greater skill and knowledge. However, the fact that a physician may have acted to the best of his ability will not avoid legal problems for damages resulting from substandard treatment, that is the degree of care and skill which is to be expected of the ordinary practitioner in his field of practice. The duty of a physician who is, or holds himself out to be, a specialist is greater in the field of his specialty than one who is a general physician. A patient's consent to routine medical procedures is implied from the fact that patient comes to the physician with a medical problem and voluntarily submits to the procedures. For the more serious medical procedures and for major operations, however, it is preferable for the physician to have the patient's consent in writing, to facilitate proof of the consent in the event of a dispute or litigation. Suppose that mistakes on the part of physicians are likely to be blamed in all cases of malpractice. Then it will create a sort of shrinkage in activities of medical treatment. There should be some limitation on excessive application of 'The thing speaks for itself' on mistakes by physicians and availablity of cause and effect. It is a matter of complicity as well as a matter of importance to draw a definite boundary on responsibilities of physician. A series of further research on this particular aspect is strongly urged.
