Concerning the water quality management plan about Buk-stream, Ohsip-stream and Gagok-stream water systems in this research, which objectives of abstract is as follows. The result of cleanness degree evaluation of water quality in this research, the first grade was 91% shared in Buk-stream water system. The most point of the middle and upper stream of Buk-stream was maintain extremely clean water quality. Among the researched water system, the first grade of water quality in Ohsip-stream water system was most poor, its first garde rate was 68%. In all water quality check point of Gagog-stream water system was accomplished extremely clean water quality condition of first grade of BOD. The calculation result of pollutant loading density, which were 8.2, 21.5, 4.0kg/day.$\textrm{km}^2$. respectively and basin of Buk-stream and Gagok-Stream have high development potentiality.
The integrative ecological approaches of chemical assessments, physical habitat modelling, and multi-metric biological health modelling were applied to Gwanpyeong Stream within Gap-Stream watersheds to evaluate environmental impacts on the constructions of residential and commercial complex. For the analysis, the surveys conducted from 45 sites of reference streams within the Gap-Stream watershed and 3 regular sites during 2009 - 2010. Physical habitat health, based on the habitat model of Qualitative Habitat Evaluation Index(QHEI) declined from the headwaters(good - fair condition) to the downstream(poor condition). Chemical water quality, based turbidity and electric conductivity(EC), was degraded toward to the downstream, and especially showed abrupt increases, compared to the values of control streams(CS). Also, concentrations of chlorophyll-a in the downstreams were greater compared to the control stream(CS), indicating an eutrophication. Biological health conditions, based on the Index of Biological Integrity(IBI) using fish assemblages, averaged 19.3 which is judged as a fair condition by the biological criteria of the Ministry of Environment, Korea. The comparisons of model metric values in sensitive species and riffle-benthic species on the Maximum Species Richness Line(MSRL) of 45 reference streams indicated a massive disturbances in all sampling locations. Also, tolerance guild and trophic guild analyses suggest that dominances of tolerant species and omnivores were evident, indicating a biological degradation by habitat disturbances and organic matter pollutions. There was no distinct longitudinal variations of IBI model values from the headwater to the downstream in spite of slight chemical and habitat health gradients among the sampling sites. Overall, integrative ecological health(IEH) scores, based on the chemical, physical, and biological parameters, were low compared to the 45 reference streams due to physical and chemical disturbances of massive constructions of the residential and commercial complex. This stream, thus showed a tendency of typical urban streams which are disturbed in the chemical water quality, habitat structures, and biological integrity. Effective stream management plans and restoration strategies are required in this urban stream for improving integrative stream health.
This study was to introduce a methodology of ecological health assessment for efficient management and to provide some diagnostic results of the survey. We evaluated ecological health assessment at five sampling locations of Sikjang Mountainous Stream using the index of biological integrity (IBI) and Qualitative Habitat Evaluation Index (QHEI) during May - October 2006. The health condition, based on the IBI model, averaged 32 and varied from 27 to 37 depending on the sampling sites. Thus, the stream health was judged as "good" to "fair" conditions. IBI values showed slight differences between upstream and downstream sites. Whereas, QHEI values varied from 75 (fair condition) to 196 (excellent condition) and QHEI at St. 4~5, indicating the downstream reach had significantly lower than the headwater site (St.1). Regression analyses also showed that QHEI values had a linear decrease from the headwater to downstream. This result indicated that habitat quality was rapidly degradated by human influence. Overall, data of IBI and QHEI suggested that the stream health was maintained well in the present but the habitat and biological quality were partially degradated in the downstream. So, the human interference should be minimized to protect the downstream environment.
Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.
Community structure of benthic macroinvertebrates in the water system of Anyang Stream was analyzed from August, 2002 to April, 2003. Species number of benthic macroinvertebrates was 78 species, 33 families, 11 orders, 5 classes in 3 phyla. They were collected 49 species at 1st survey, 51 species at End survey and 53 species at 3rd survey, respectively. Species numbers at each tributary were 43 species at the Wanggok Stream, 44 species at the Mokgam Stream, 33 species at the Ohjeon Stream and 26 species at the Hakeu Stream, while it was only 9 species at the Dangjeong Stream. Species number of the main course of Anyang Stream was 24 species. Dominant species of benthic macroinvertebrates at the Wanggok, Ohjeon and Hakeu Stream were Baetis fuscatus, Alainites muticus, Physa acuta and chironominae sp. They were mainly intermediate and tolerant species. Dominant species and subdominant species of the Dangjeong Stream were Limnodrilus socialis, Psychoda KUa and Telmatoscopus KUa as indicator species for severe sewage pollution. Dominant species at Geumjeong-dong and KUa bridge in the main course of Anyang Stream were Physa acuta, Limodrilus gotoi, Chironominae sp., Species diversity indices at the Mokgam Stream were $high(3.53\~4.28\;range)$ and those of the Hakeu, Wanggok and Ohjeon Stream were some what high$(2.00\~3.13\;and\;2.34\~3.10\;range)$. But, species diversity indices in the Dangjeon Stream were low$(1.36\~1.70\;range)$ too. and those of the main course of Anyang Stream were low$(0.86\~1.79\;range)$ too. Species richness indices in the Wanggok and Mokgam Stream were very high$(3.55\~4.02\;and\;2.96\~5.31\;range)$ and those of Geumjeong-dong and Kia bridge in the main course of Anyang Stream were low$(0.89\~1.98\;range)$. Stream bed and riparian bank of middle reach in the Wanggok Stream were good condition and water was clean. The Mokgam Stream had various microhabitats, good water weed area, hetero geneous substrates and etc.. And, stream bed in the Hakeu Stream was in good condition. So, above streams should be continuously in good ecological condition and useful area for citizens.
본 연구에서는 2009-2019년 기간 동안 대전시 외곽의 도심개발에 따른 인근 하천(관평천)의 상류, 중류, 하류의 구간에서 4회 조사(2009, 2010, 2016, 2019)를 통해 이화학적 수질, 어류 종 조성, 생태 건강성 특성에 대해 장기간 변화추이를 분석하였다. 본 하천지역에서 도심개발은 2008년에 이루어졌고, 2012년에는 하천복원사업이 수행되어 하천복원 전과 후의 특성변화 추이를 모니터링 하였다. 하천 생태건강도 평가를 위해 군집수준의 어류평가지수(Fish Assessment Index, FAI)를 이용하였고, 어류의 기관(Organ) 수준에서 해부학적 건강도(Necropsy-based Health Assessment Index, HAI) 분석을 실시하였다. 이화학적 수질 분석에서는 중류(St. 2)에서 가장 낮은 탁도와 엽록소(Chl-a)가 측정되었다. 이는 빠른 유속에 의한 물리적 요인 때문으로 나타났다. 어류 조사에서는 총 18종이 채집되었고, 피라미(Zacco platypus)가 가장 우점 하는 종(40.6%)으로 나타났다. 하천복원 직후(2016)에는 민감종(Sensitive species)과 충식종(Insectivore species)이 우점, 종 다양도 및 종 풍부도 지수 상승, 생태건강도 지수(FAI)가 상승하여 생태 건강도는 "최상상태(A: 87.5)"로 나타났으나 가장 최근 조사인 2019년에는 전 기간에 비해 악화되는 것으로 나타났다. 기관(Organ) 분석에 의거한 해부학적 건강도 지수(HAI) 분석에 따르면, 피부손상(Skin)은 상류에서, 신장 손상(Kidney)은 하류 역에서 나타났고, 간(Liver)과 아가미(Gill)의 손상은 모든 지점에서 나타나 해부학적 측면의 건강도에서도 영향을 받는 것으로 나타났다.
Although providing universal coverage for health care through the National Health Insurance(NHI) is a remarkable achievement, the issue of limited benefit coverage of the NHI has been at the core of national debate over how to improve its coverage. This study aims to evaluate benefit extension strategies and implemented policies with regard to the NHI since 1989 using 'policy window theory' proposed by John W. Kingdon. Understanding problem stream, policy stream, political stream, and coupling streams regarding the NHI, in particular benefit extension, would contribute to broaden policy debates and to develop more effective strategies for the future. Historically, political stream had opened policy window in the past two decades and policy streams can be characterized by three waves. Three streams have been coupled since 2003 and the government had a strong will to fulfill better performance of NHI coverage. Study findings indicate that identification of problem structure regarding NHI benefit was not connected with policy stream tightly. In addition, there has been limited discussion on policy goal and principles for extension coverage of the NHI. Policy strategies to improve coverage of the NHI should be linked to characteristics of problem and sought solutions under the principle which is expected to be sustainable through consensus in the society.
The water quality of Lake Shihwa had been rapidly deteriorating since 1994 due to wastewater input from the watersheds, limited water circulation and the lack of a wastewater treatment policy. In 2000, the government decided to open the tidal embankment and make a comprehensive management plan to improve the water quality, especially inflowing stream water around Shihwa and Banwol industrial complex. However, the water quality and microbial community have not as yet been fully evaluated. The purpose of this study is to investigate the influent water quality around the industrial area based on chemical and biological analysis, and collected surface water sample from the Siheung Stream, up-stream to down-stream through the industrial complex, Samples were collected in July 2009. The results show that the downstream site near the industrial complex had higher concentrations of heavy metals (Cu, Mn, Fe, Mg, and Zn) and organic matter than upstream sites. A combination of DGGE (Denaturing Gradient Gel Electrophoresis) gels, lists of K-WQI (Korean Water Quality Index), cluster analysis, MDS (Multi-Dimensional Scaling) and PCA (Principal Component Analysis) has demonstrated clear clustering between Siheung stream 3 and 4 and with a high similarity and detected metal reducing bacteria (Shewanella spp.) and biodegrading bacteria (Acinetobacter spp.). These results suggest that use of both chemical and microbiological marker would be useful to fully evaluate the water quality.

We conducted a study to investigate the characteristics of the carbon cycle of two streams (located in Shig a Prefecture, Japan), having similar size, namely, the Adokawa stream (length: 52 km, area: 305 km2, watershed population: 8,000) and the Yasukawa stream (length: 62 km, area: 380 km2, watershed population: 120,000), but with different degree of human activity. Samples were collected from these two streams at 14 (Adokawa stream) and 23 (Yasukawa stream) stations in the flowing direction. The dissolved inorganic carbon (DIC) concentration and the stable carbon isotope ratio of DIC (δ13C-DIC) were measured in addition to the watershed features and the chemical variables of the stream water. The δ13C-DIC (-9.50 ± 2.54‰), DIC concentration (249 ± 76 µM), and electric conductivity (52 ± 13 µS/cm) in Adokawa stream showed small variations from upstream to downstream. However, the δ13C-DIC (-8.68 ± 2.3‰) upstream of Yasukawa stream was similar to that of Adokawa stream and decreased downstream (-12.13 ± 0.43‰). DIC concentration (upstream: 272 ± 89 µM, downstream: 690 ± 37 µM) and electric conductivity (upstream: 69 ± 17 µS/cm, downstream: 193 ± 37 µS/cm) were higher downstream than upstream of Yasukawa stream. The DIC concentration of Yasukawa stream was significantly correlated with watershed environmental variables, such as, watershed population density (r = 0.8581, p<0.0001, n = 23), and forest area percentage of the watershed (r = -0.9188, p<0.0001, n = 23). δ13C-DIC showed significant negative correlation with the DIC concentration (r = -0.7734, p<0.0001, n = 23), electric conductivity (r = -0.5396, p = 0.0079, n = 23), and watershed population density (r = -0.6836, p = 0.0003, n = 23). Our approach using a stable carbon isotope ratio suggests that DIC concentration and δ13C-DIC could be used as indicators for monitoring the health of stream ecosystems with different watershed characteristics.
The objective of this research was to develop ecological multi-metric models using natural fish assemblages for a diagnosis of current stream health condition, and apply the model to nationwide lotic ecosystems of the Geum River, the Youngsan River, and the Sumjin River. The ecological stream health model was based on the index of biological integrity (IBI), which was originally developed in North American streams by Karr (1981), and the Rapid Bioassessment Protocol (RBP), which was scientifically established by the US EPA (1999). The metric numbers and metric attributes were partially changed for the regional applications, so the scoring criteria was modified for the assessment. Overall, metric values, based on the IBI calculations, reflected conventional water quality characteristics, based on nutrient regime, and agreed with results of staticeco-toxicity tests. Some stations impaired in terms of stream health were identified by the IBI approach, and also major key stressors affecting the stream health were identified by additional evaluations of physical habitats. Our preliminary results suggested that biological integrity in stream ecosystems was largely disturbed by habitat degradation as well as chemical pollutions. This new approach would be used as a key tool for ecological restorations and species conservations in the degraded aquatic ecosystems in Korea and applied for elucidating major causes of ecological disturbances. Ultimately, this approach provides us an effective management strategy of stream ecosystems through establishments of ecological networks in various watersheds.
