  • Leaving the legacies of the Cold War and other difficulties behind them, South Korea and China are building up their successful strategic cooperative partnership, moving forward toward through the development of new economic exchanges and diplomatic cooperation between the two countries, and this process is expected to gain momentum during 2015. 2015 is the third year since President Park of South Korea and President Xi of China came into office, and also the first year they have begun to implement the many declarations and promises which they have made within the context of the strategic cooperative partnership. The two nations share a common cultural heritage, and their governments should take this opportunity to leverage their partnership to enhance their economies and to improve their people's quality of life, especially for the younger generation. At a summit held in July 2014, the two leaders agreed to launch a working-level group on maritime boundary delimitation. The first meeting took place on January 29, 2015, and addressed issues of Exclusive Economic Zones (EEZs) and continental shelves in the Yellow Sea, which has an area of about 380,000 ㎢. It is greatly to be hoped that the 2015 maritime boundary delimitation meeting between South Korea and China will not impair the future of bilateral relations, but rather will improve their prospects. South Korea and China must take the opportunity to secure a definitive delimitation of their maritime boundary; their strategic cooperative partnership is in good order and China is currently taking a somewhat more flexible stance on the ECS and the SCS, so an agreement on boundaries will serve as a useful model for regional maritime cooperation.

  • The grand challenge for the 21$^{st$ century is to harness knowledge of the earth`s biological and ecological diversity to understand how they shape global environmental systems. This insight benefits both science and society. Biological and ecological data are among the most diverse and complex in the scientific realm. spanning vast temporal and spatial scales, distant localities. and multiple disciplines. Environmental informatics is an emerging discipline applying information science, ecology, and biodiversity to the understanding and solution of environmental problems. In this paper we give an overview of the experiences of the San Diego Supercomputer Center (SDSC) with this new multidisciplinary science, discuss the application of computing resources to the study of environmental systems, and outline strategic partnership activities in environmental iformatics that are underway, We hope to foster interactions between ecology, biodiversity, and conservation researchers in East Asia-Pacific Rim and those at SDSC and the Partnership for Biodiversity Informatics.

Second, SME investment in IT and strategic use of IT are influenced by both the intensity of competition in the market environment and partnership with other organizations. Third, the support from the management group in SMEs is a core factor for IT investment and strategic use of IT. Finally, for SMEs to use IT strategically and successfully, it is necessary to combine members' participation with a flexible organizational structure and culture.

  • The effects of strategic partnership can be positive or negative. This paper intends to explain why the partnership produces opposite results. This paper incorporates strategic behavioral direction and perceived values for relational performance. The conceptual model as well as empirical analysis was made and the results are as follows. First, this study uses bi-directional decomposition of two research constructs. The first construct of perceived values is classified into benefits and risks. Also, the behavioral directions are either active or passive behaviors. The critical path is found that the perceived benefits make significant effects on active behavioral direction which does on commitment. Another path is that the perceived risks make passive behavioral direction which results in opportunistic behaviors between strategically partnered firms.

This research investigated structural relationship how strategic and operational ISO application level and trust, immersion, collaborative factors in partnership process affect to companies business performance. This research was surveyed with 147 manufacturing companies in South Korea and conducted empirical analysis using Structural equation model. The research hypothesis and model was derived from the basis of existing theory and empirical research, and obtained the following results. Firstly, the strategic ISO level showed positive(+) effect on trust and immersion factor. Second, the operational ISO level showed positive(+) effect on trust and collaborative factor. Third, trust factor in the partnership process showed positive(+) effect on immersion factor. Lastly, collaborative factor in partnership process showed positive(+) effect on companies business performance. Implication for this research is that companies must consider ISO application in establishing partnership and companies require prolonged effort using trust, immersing, collaborative factors into partnership process to improve business performance.

  • In this paper the Partnership's Influence on the Success of IT-Outsourcing is studied. Especially the role of "Partnership" as Intermediate is mainly researched. As the result we can see the fact that the economic factor does not affect the Partnership and the success of IT-Outsourcing, because the IT-Outsourcing can cause sometimes the increase of the cost. On the other hand strategic factor and technical factor affect directly the Success of IT-Outsourcing. This means that the Success of IT-Outsourcing depends on the close cooperation between customer and service provider, rather than on the following the contents of the Service Level Agreement(SLA). In consequences the Partnership based on the steady and fluent communication and the feeling of sharing the risk and benefit between two parties is the key factor for the Success of IT-Outsourcing.

  • The Arrow system, an Israeli missile defense system, was developed through a strategic partnership between the United States and Israel. Israel's cooperation with the Strategic Defense Initiative(SDI) research of the Reagan administration in the United States began in 1986 with the development of a tactical ballistic missile defense system and two increasingly improvements to Arrow 3. It could be a moral lessen to developing Korean Ballistic Missile Defense System because Israel's Geopolitical environment is similar to Korean peninsula.

  • This paper provided a brief summary of the current strategic goals, activities, and impacts of the NIOSH (National Institute for Occupational Safety and Health) occupational injury research program. Three primary drivers (injury database, stakeholder input, and staff capacity) were used to define NIOSH research focuses to maximize relevance and impact of the NIOSH injury-prevention-research program. Injury data, strategic goals, program activities, and research impacts were presented with a focus on prevention of four leading causes of workplace injury and death in the US: motor vehicle incidents, falls, workplace violence, and machine and industrial vehicle incidents. This paper showcased selected priority goals, activities, and impacts of the NIOSH injury prevention program. The NIOSH contribution to the overall decrease in fatalities and injuries is reinforced by decreases in specific goal areas. There were also many intermediate outcomes that are on a direct path to preventing injuries, such as new safety regulations and standards, safer technology and products, and improved worker safety training. The outcomes serve as an excellent foundation to stimulate further research and worldwide partnership to address global workplace injury problems.
