대학도서관의 전략적 계획 수립에 관한 연구 (A Study on the Strategic Planning of Academic Libraries)

  • 한국 대학도서관은 정보서비스와 조직개발을 위해 적절한 경영전략을 수립할 필요가 있다. 전략적 계획은 그러한 전략을 위한 효과적인 도구가 될 수 있다. 이러한 측면에서 이 연구는 먼저 전략적 계획의 개념과 수립과정에 대해 살펴본 뒤, 미국 인디애나주립대학교 도서관을 사례로 택하여 전략적 수립과정에 대해 구체적으로 조사하였다. 나아가 이 연구는 한국 사회와 대학도서관의 현단계를 고려하여 한국 대학도서관을 위한 전략적 계획 수립 방안을 제시하였다.

정부출연연구기관의 전략적 경영감사 : 한국기초과학지원연구원의 사례를 중심으로 (Strategic Management Audit to Government-sponsored Research Institutes : A Case of Korea Basic Science Institute (KBSI))

  • Government-sponsored Research Institutes (GRIs) have made a great contribution to the development of Korea's Science and Technology (S&T). However, recently, GRIs are facing the challenge of many problems, for instance, absence of reasonable strategies, insufficient resources, and so on. Therefore, many GRIs are required for solving these problems by enhancing their strategic management capabilities. For this purpose, this paper suggests a Strategic Management Audit Model for Korean GRIs. The concept of Strategic Management Audit Model has not been widely adopted in Korean GRIs. In this paper, we suggest GRI-specific Strategic Management Model and apply it to Korea Basic Science Institute (KBSI), which is under the Korea Research Council of Fundamental Science and Technology (KRCF). Based on our strategic management audit, we propose several potential strategies for Korean Basic Research Institutes (KBSI). Our model and its implications will also be helpful for other Korean GRIs.

경기도 지역 전략산업 선정에 관한 시론적 연구 (A Study on the Selection of Strategic Industry in Gyeonggi Province)

  • The aim of this study is to find the strategic industries that fulfills the on-site demands of the Gyeonggi province region related to the advancement and development of the local industries. As the results of the analysis, the 4 major strategic industries in the Gyeonggi province region were determined to be (1) electronic component, computer, visual, acoustic and telecommunication equipment manufacturing, (2) pulp, paper and paper product manufacturing, (3) medical substances and pharmaceutical product manufacturing, and (4) rubber and plastic product manufacturing. The industry of concordance between the 4 major strategic industry of the Gyeonggi province determined in this Study and the 13 future growth engine industry of Korea was the area of intelligent semiconductor. Accordingly, it was analyzed that there is a need to strategically cultivate the electrical and electronic telecommunication device industry, which is ranked the $1^{st}$among the strategic industries of Gyeonggi province by generating synergic effects with the policy of the government for nurturing of intelligent semiconductor industry.

  • 기술경쟁과 생산경쟁에 범위(範圍)의 경제(經濟)가 존재하고, 두 기업이 생산경쟁에서 전략적(戰略的) 대체관계(代替關係)에 있는 경우 경쟁기업간의 기술경쟁(技術競爭)은 적극적인 양상을 띠게 된다. 생산단계의 경쟁자를 견제하기 위환 전략적 대응으로 기술경쟁단계(技術競爭段階)에서 과잉된 기술투자(技術投資)와 기술이전(技術移轉)이 유발되는 것이다. 또한 과잉된 기술경쟁은 제품가격(製品價格)의 급속한 하락(下落)으로 연결된다. 이와 같은 맥락에서 최근 보도 된 바 있는 국산화 신제품에 대한 외국기업의 저가공세(低價攻勢)는 과점적(寡占的) 시장(市場)에서 나타나는 자연스런 현상으로 이해할 수 있다. 또한 기술경쟁단계에서 기술개발투자(技術開發投資)와 기술이전(技術移轉)은 전략적(戰略的) 대체관계(代替關係)뿐만 아니라 전략적(戰略的) 보완관계(補完關係)를 가질 수 있다. 이와 같이 대조적인 전략적 대응관계가 가능하기 때문에 국산화(國産化) 노력(努力)을 견제하고 국내시장(國內市場) 점유율(占有率)을 유지하기 위해 저가공세를 취하는 외국기업에 대한 대응방안(對應方案)으로 검토되고 있는 수입품에 대한 조정관세(調整關稅), 국산화 신제품에 대한 수요창출(需要創出), 기술투자의 채산성 보장을 위한 보조금지급(補助金支給) 등과 같은 정책변수(政策變數) 활용(活用)이 바람직한가를 사전적으로 규정하기는 어렵다. 즉 전략적 무역(산업)정책이론에서 주장하는 것처럼 관세부과(關稅賦課)나 보조금지급(補助金支給)이 국내기업의 시장점유율(市場占有率)과 기술투자규모(技術投資規模)를 향상 증대시키는 것은 아니라는 것이다.

IT융합 차세대 농기계 수출전략형 핵심기술 우선순위 선정에 관한 연구 (Study on Priority Selection of Export Strategic Core Technologies for IT Fusion Next Generation Agricultural Machines)

  • The objective of this study was to develop the export strategic core technologies for IT fusion next generation agricultural machines by the analysis of comprehensive and cooperative systems of industries, universities, and institutes. In order to achieve the objective of this study, an expert panel was formed and operated. The first survey was conducted by the Delphi method. For this the export strategic core technologies were surveyed and analyzed using the questionnaire. Based on the results of the first survey, the second survey was conducted. The questionnaire used for the second survey was designed by results of the first survey. The results of the second survey was analyzed by AHP method. The third survey was conducted based on the second one, and the final results were analyzed and the export strategic core technologies were developed through the expert meeting. The study results showed six export strategic core technologies as the followings : 1) environment-friendly engine technology for high performance 2) high performance/high efficiency power transmission system technology 3) development of measurement system technology for safety of agricultural products 4) field application of sensor networks 5) large size combine development technology for high performance 6) quality evaluation technology for agricultural products.

  • 많은 지역개발 관련 정책결정자들이 클러스터 이론과 분석을 지역경제개발을 위한 일반적인 어프로치로 이해하는 경우가 많다. 이러한 관점은 흔히 정책결정자들로 하여금 실제 자신들의 지역이 처한 고유한 환경과 도전을 무시한 일률적인 정책 개입을 야기시킨다. 본 연구는 지역개발 정책에 있어 이론 뿐 아니라 경험과 직관, 분석 등을 종합적으로 중시하는 전략기획의 중요성에 초점을 맞추고 있다. 클러스터 이론과 분석은 이러한 전략기획의 과정에서 유용한 정보를 제공한다. 그러나 이것이 전략기획 과정을 아우르는 유일한 프레임이 되어서는 안된다는 점을 유념할 필요가 있다.

Strategic Development and SWOT Analysis for IT/ICT Programs in Universities of Mazandaran in Iran Using Digital Indices

  • The rapid growth of information and communication technologies prompted the need for developing the strategic implementation framework of IT/ICT programs in universities. Here, we propose a strategic framework for the development of the IT/ICT programs in the universities of the province of Mazandaran in Iran. We use the SWOT analysis to assist the formulation of the strategy, where the Analytic Hierarchy Process (AHP) is applied to weigh the SWOT factors and the fuzzy TOPSIS is used to evaluate the strategic plans. Based on Iran and Mazandaran Digital Indices (DI) and considering the SWOT matrix, four strategies are identified. Finally, an analytical concept, namely the strategy shooting, is considered to show the role of SWOT factors and strategic plans on the performance of the system.

  • 본 연구는 해양 수산분야의 연구개발, 교육홍보 및 대민봉사활동을 목적으로 2006년에 발족한 호남 Sea Grant 사업단의 발전에 필요한 전략계획을 수립하기 위한 것이다. 먼저, 호남 Sea Grant 사업단의 발전계획 수립목적 및 관련 사업동향을 살펴보고, 시급하게 추진해야 할 현안과제의 사업방향 및 내용에 대해서 언급한다. 다음으로 수요자, 관련자 및 관련단체와의 협의를 통한 발전전략계획의 필요성과 국 내외의 Sea Grant 사업 관련기관과의 네트웍을 체제구축을 통한 상호 발전방향에 대해 살펴볼 것이다.

SWOT/AHP를 이용한 울산항의 전략적 발전방향에 관한 연구 (A Strategic Development of Ulsan Port Using SWOT/AHP Method)

  • The aims of this study is to suggest the strategic development plan of Ulsan Port using SWOT/AHP method. In order to do this, 16 detailed factors for SWOT Matrix were identified both from previous studies and from brainstorming professionals of the port and these made into a 3 level hierarchy structure. AHP method identified the relative weight of SWOT level as threat(0.311), opportunity(0.259), strength(0.218) and weakness(0.212), also the composite relative weight of detailed factors as recession of global economy(0.125), strengthening of economic function in port(0.085), insufficiency of port facilities(0.080) and a government regulation of port management(0.075). As a result, the study suggests S/T strategy, W/T strategy, S/O strategy, W/O strategy as a strategic development plan of the Ulsan Port.

기업 교육훈련의 전략적 평가 (Strategic Evaluation Of Education And Training In An Enterprise)

  • In these days, as human resource development is emphasized in an enterprise, the importance of evaluation of the education and training which is the means to practice is gradually increased. Because people wants to know the effects compared to the cost of the education and training in several years. Therefore, in this paper, I testified to a contribution about the strategic purpose of the functions of the education and training and I represented several strategies to practice it Through these strategies. the department of the education and training is getting know that how much does the education and training affect a prodectivity and a profit in offering service. And I also represented that it can be applied soft system analysis in developing concept model of ways of doing things. This analysis explains detaily the job performance skills which needs in each constituent element of system. The education and training can develop the ways of improving the job performance skills. The job performance skills affect a productivity and a profit. Finally, increasing of a profit due to the education and training represents the contribution of the strategic purpose and emphasize the development of the program for it. The education and training have to be considered the development of the marketing plan. If the prefects of the department of the education and training help their strategic purpose achievement, other departments can be given the services offering the education and training. The education and training measures the effects, embodies them and needs to be more sensitive making datas of the success cases.
