In this study we attempted to estimate damage scope such as bridges destruction, farmland deformation, forest damage, etc occurred by typhoon using two digital aerial images for future high-resolution Kompsat-3 applications. The process procedures are followings: First, image registration between time-different aerial images was implemented. In this process one image was geometrically corrected by image-to-image registration. Second, image classification was done according to 4 classes. Finally through the comparison of classified two images the area of damage by flood and storm was approximately calculated. These results showed that it is possible to estimate the damage scale relatively rapidly using high-resolution images.
전 세계적으로 발생하고 있는 이상기후현상으로 자연재해의 발생빈도와 피해규모가 증가하고 있는 추세이다. 특히, 일본의 대지진, 미국의 허리케인 카트리나, 한국의 태풍 매미 등 세계적으로 연안지역에서 발생하는 자연재해에 의한 피해는 막대하다. 재해대응 차원에서 피해 규모를 예측할 수 있다면 신속하게 대응하여 피해를 저감할 수 있다고 판단된다. 따라서, 본 연구에서는 여러 가지 자연재해 중 해풍과 파랑에 의해 발생하는 풍랑에 관한 피해예측함수를 개발하였다. 국내의 연안지역을 대상으로 재해연보('1991~'2017)의 풍랑 및 태풍피해 이력을 수집하였으며, 물가상승률을 반영하기 위해 2017년을 기준으로 피해액을 환산하였다. 또한, 풍랑 및 태풍피해가 발생했을 때의 해양기상인자 자료를 수집하였다. 수집된 자료를 통하여 회귀분석을 실시하였으며, 최종적으로, 연안의 지역특성을 반영하여 전국 74개 지역의 해역별 풍랑 피해예측함수를 개발하였다. 개발된 풍랑피해 예측함수를 통하여 사전대비 차원의 피해예측이 가능할 것으로 판단되며, 재해통계관련 법 제도 개선에 활용 될 것으로 기대된다.
최근 기후변화에 의한 영향으로 태풍에 의한 피해가 점차 증가하고 있다. 이에 따라 폭풍해일의 특성을 결정하는 여러 요소에 대해 오랫동안 많은 연구가 수행되었으며, 대부분의 연관성들이 발견되었다. 폭풍해일은 여러 요소에 의해 복합적으로 결정되는 이유로 다른 결과를 보여주는 경우가 많아 연구마다 다른 결론을 내리는 경우가 많았다. 이런 이유로 태풍의 이동속도 변화에 의한 폭풍해일의 다양한 특성들을 이해하기 위해 본 연구를 수행하였다. 본 연구는 수치해석 프로그램을 이용하여 수행되었으며, 이동속도에 의한 영향을 분석하기 위해 다른 요소들을 최대한 단순화하였다. 수치해석 결과 태풍에 의한 폭풍해일은 이동속도가 빨라질 경우 점차 증가하는 경향을 보였다. 폭풍해일은 느린 이동속도에서는 넓고 완만하게 증가하였으며, 빠른 이동속도에서는 좁고 급하게 증가하는 형상을 보여주었다. 동일한 이동속도의 경우 실제 해역의 수심 영향이 폭풍해일에 크게 작용하는 것으로 판단된다. 제주도를 지나 이동속도가 변화하는 경우 남해안의 폭풍해일에 큰 영향을 미치지 못하는 것을 확인하였다.
우리나라는 자연재해로 인한 피해를 복구하기 위해 풍수해보험을 시행하고 있다. 풍수해보험은 국민안전처가 주관하며 민간보험사가 운영하는 정책보험으로 보험계약자가 부담해야 하는 보험료의 일부를 국가 및 지방자치단체에서 보조함으로써 국민이 저렴한 보험료로 예기치 못한 풍수해에 대해 능동적으로 대처할 수 있도록 하는 선진국형 재난관리제도이다. 본 연구에서는 이러한 풍수해보험 관리지도상의 보험요율 산정 시 필요한 보험목적물 GIS DB 구축과 피해율 산정과 GIS를 분석하는 방법에 대하여 연구하였다. 이번 연구에서 구축한 풍수해 보험의 보험목적물은 단독주택, 공동주택, 온실을 대상으로 하였으며 우리나라 전역의 광범위한 데이터를 어떻게 구축하고, 이 데이터를 실제 시스템을 통해 어떻게 운영할 것인지에 대한 방안을 제시하였다.
23 tropical cyclones of tropical storm(TS) intensity or higher formed in the western North Pacific and the South China Sea in 2006. The total number is less than the 30-year $(1971{\sim}2000)$ average frequency of 26.7, Out of 23, 15 cyclones reached typhoon(TY) intensity, three severe tropical storm(STS) intensity, and five TS intensity. The tropical cyclone season in 2006 began in May with the formation of CHANCHU(0601). While convective activity was slightly inactive around the Philippines from late June to early August. In addition, subtropical high was more enhanced than normal over the south of Japan from May to early August. Consequently, most tropical cyclones formed over the sea east of the Philippines after late June, and many of them moved westwards to China. CHANCHU(0601), BILIS(0604), KAEMI(0605), PRAPIROON(0606) and SAOMI(0608) brought damage to China, the Philippines, and Vietnam. On the other hand, EWINIAR(0603) moved northwards and hit the Republic of Korea, causing damage to the country From late August to early September, convective activity was temporarily inactive over the sea east of the Philippines. However, it turned active again after late September. Subtropical high was weak over the south of Japan after late August. Therefore, most tropical cyclones formed over the sea east of the Philippines and moved northwards. WUKONG(0610) and SHANSHAN(0613) hit Japan to bring damage to the country. On the other hand, XANGSANE(0615) and CIMARON(0619) moved westwards in the South China Sea, causing damage to the Philippines, Thailand, and Vietnam. In addition, IOKE(0612) was the first namded cyclone formed in the central North Pacific and moved westwards across longitude 180 degrees east after HUKO(0224).

The damage scale and damage area in the coast have been increased dramatically because of calamities such as typhoon. tidal wave. flood and storm. Especially. 409 cases. which reach to about $40.9\%$ of natural disasters of 1,000 cases for the recent 15 years have happened on coast area. More than $40\%$ of natural disasters also occurred every year is happening in coastland. Therefore, there is a great need to construct all related GIS database such as atmospheric phenomena (typhoon. tidal wave, flood and storm). harbor facility, harbor traffic and ebb and flow. Furthermore. the certain system should be developed and integrated with NDMS (National Disaster Management System) by using 3D web GIS technology. In this study. the coast disaster area management system was designed and developed by using 3D web GIS technique so that the coast disaster area could be monitored and managed in real time and in visual. Finally. the future disaster in coast area could be predicted scientifically.
최근 세계적으로 기후변화에 따라 자연재해에 의한 피해가 대형화, 가속화 되면서 이를 예측하고 대응할 수 있는 체계적이며 국내 특성을 반영할 수 있는 피해예측 시스템의 필요성이 제기되고 있다. 국내에서는 경험적 통계기반의 강우예측에 대한 연구가 주로 진행되었으며, 강풍에 대한 연구는 부족한 상황이다. 본 연구는 기존의 연구와는 달리 모델링을 통한 예측이 아닌 실제 발생한 강풍 피해 자료를 기반으로 풍속에 따른 피해액을 예측할 수 있는 강풍 피해예측 단순회귀모형을 개발하는 것을 목적으로 한다.
The objectives of this study Is to evaluate the total runoff yield, peak flow and peak flow travel time depending on the urbanization, return period and rainfall patterns at the downstream of Manchon urban watershed in TaeGu City. SWM(Storm Water Management Model) is used for runog analysis based on 5 different steps of urbanization and 4 different types of Hufrs quartile according to 8 return periods. It is analyzed that the order of total runoff yield according to raiun patterns is Huffs 4, Huffs 2. Huffs 3 and Huffs 1 quartile, that of peak flow magnitude is Huffs 2, Huffs 1, Huffs 4 and Huffs 3 quartile at present development ratio. under the 60, 70, 80 and 90ft of urbanization to the 50% of urbanization by means of the rainfall patterns, the mean Increasing ratio of total runoff yield for each case is 4.55, 11.43, 16.07 and 20.02%, that of peak flow is 5.82, 13.61, 17.15 and 18.83%, the mean decreasing ratio of peak flow travel time Is 0.00, 2.44, 5.07 and 6.26%, the mean increasing ratio of runoff depth Is 4.51, 11.42, 16.02 and 20.05% respectively. the mean increasing ratio of total runoff yield by means of each and 19.71%. Therefore, as the result of this study. it can be used for principal data as to storm sewage treatment and flood damage protection planning in urban small watershed.
Where no records are available at a site, a preliminary estimate may be made from relations between floods and catchment chatacteristics. A number of these chatacteristics were chosen for testing and were measured for those catchments where mean annual flood estimates were available. Although the improvement using extended data in regression of flood estimates on catchment characteristics was small, this may be due to the limitations of the regression model. When an individual short term record is to be extended, more detailed attention can be given; an example is presented of the technique which should be adopted in practice, particularly when a short term record covers a period which is known to be biassed. A method of extending the peaks over a threshold series is presented with a numerical example. The extension of records directly from rainfall by means of a conceptual model is discussed, although the application of such methods is likely to be limited by lack of recording raingauge information. Methods of combining information from various sources are discussed in terms of information from catchment characteristics supplemented by records. but are generally applicable to different sources of information. The application of this technique to estimating the probable maximum flood requires more conservative assumptions about the antecedent condition, storm profile and unit hydrograph. It is suggested that the profile and catchment wetness index at the start of the design duration should be based on the assumption that the estimated maximum rainfall occurs in all durations centered on the storm peak.
