재난·안전 관리 및 표준화 동향에 관한 연구 (A Study on the Disaster Safety Management and Standardization Trends)

  • 본 논문에서는 인구의 증가, 도시의 거대화, 교통의 발달 이상기후 등으로 인한 재해 재난이 급증하고 피해규모도 점차 확대되고 있는 상황에서 재난관리를 통한 국민의 행복과 안정된 삶을 확보하는데 필요한 재난 안전 관리 시스템을 방재선진국의 시스템을 분석하여 재난 안전 관리에 대한 개선방안과 시사점을 도출하고자 한다. 또한 국내외 재난관련 표준화 동향을 통하여 재난관리 활동의 효율성을 높이고자 한다.

BVRI Filter Standardization of DOAO 1m Telescope

  • National Youth Space Center has recently founded the Deokheung Optical Astronomy Observatory (DOAO) 1m Telescope, which accepts community observing applications since 2016. Standardization and calibration of the new observing facility are essential for astronomical research. In this poster, we present standardization processes and preliminary results for photometry of the Johnson-Cousins BVRI filter system. We selected sample data from a night in stable weather condition. After bias, dark, and flat corrections and photometry using ccdred and daophot package of IRAF, we derived standardized band pass parameters including color terms. The corrected photometry results of the BVRI filter system show reduced deviations from the standard magnitudes in the literature. In addition, we calculated atmospheric extinction coefficients and limiting magnitudes of the telescope system. We plan to extend these standardizing processes to flux calibration of narrow band filters, e.g. $H{\alpha}$ filter.

  • This study focused on the checking of design guideline using concept of reference plane as a promoting tool in order to apply to practical affair in relation to material standardization in housing build. For this purpose, we above all defined the role of reference plane. After establishing structural type can correspond to planning module of building components and coordination condition, we did exemplicated the sub-detail of building components which be to detach according to design method using the concept of reference plane that be complexed with spacial territory and replace cycle of building component or material.

  • It has been found that implementing the function analysis is very important in terms of accomplishing successful Value Engineering(VE), and the function definition is a basic activity at design VE phase. In spite of the importance, the real function analysis activities in the VE are not regard as consequence. In this regard, this paper attempts to use the campus mater plan to lead an effective function analysis. So, the purpose of this value engineering study is to provide the criteria to develop the campus mater plan. This value engineering study used as a guide for the standardization of the campus mater plan. In addition, broader application is possible through the analysis throughout the different ways of the project.

  • A principle requirement and technical standardization for numbering plan is required to B-lSDN network planning. Especially, internetworking high speed network with other conventional networks like PSTN, PSDN and ISDN is generally considered for integration. This paper describes the numbering plan for operation between internet and ATM. And based on the ITU-U specification, numbering plan is compared between conventional and high speed networks. Additionally, numbering plan for ATM-forum is analyzed.

  • 평화 통일을 유도하기 위한 최우선 정책은 북한의 인터넷 개방유도이다. 남북한 ICT산업 교류협력을 위하여 인터넷 개방을 유도하기 위하여 북한의 ICT 일반표준, 인터넷 현황과 산업현황, 실현가능성 등을 분석하여 준비 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 한국의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 따라서 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준화를 통한 북한 인터넷 개방유도에 대하여 연구하였다.

방사선치료계획 정도관리 방법에 따른 신뢰도 평가 (Reliability estimation about quality assurance method of radiotherapy planning)

  • According as radiation therapy technique develops, standardization of radiation therapy has been complicated by the plan QA(Quality Assurance). However, plan QA tools are two type, OADT (opposite accumulation dose tool) and 3DADT (3 dimensional accumulation dose tool). OADT is not applied to evaluation of beam path. Therefore tolerance error of beam path will establish measurement value at OADT. Plan is six beam path, five irradiation field at each beam path. And beam path error is 0 degree, 0.2 degree, 0.4 degree, 0.6 degree, 0.6 degree, 0.8 degree. Plan QA accomplishes at OADT, 3DADT. The more path error increases, the more plan QA error increases. Tolerance error of OADT path is 0.357 using tolerance error of conventional plan QA. Henceforth plan QA using OADT will include beam path error. In addition, It will increase reliability through precise and various plan technique.

  • The systems engineering (SE) process shall be applied to the project for successful development of ultra-high-speed (UHS) Maglev train system which is one of very large and complex systems. It is important to abolish technology differentials from the advanced developers such as Germany, Japan, etc. and to ensure discriminatory competitiveness of the application of systems engineering process for the development of the system based on appropriate concepts and requirements. General operation concept and stakeholder's requirements of UHS Maglev train system must be elicited with system concept for initiating the project. The management plan should be devised for all sorts of systems engineering activities of risk management, performance management, lifecycle cost management, etc. This paper would support to establish the systems engineering management plan (SEMP) for the program of UHS Maglev train system development with associated documents.

  • The construction market became generally opened to overseas and the domestic construction industry has competed with the international construction enterprise of which technical knowledge is superior. In order to compete with the international construction companies, domestic construction industry needs more continuous promotions on the research and development for improving the level of technique of the construction engineering to meet the international norm. This study aims to suggest the better standards of engineering output such as drawings and specifications to correspond the changing integration system and bidding system in preparation for growing international competition. The study starts with comparison and analyses of domestic and international methods and standards for preparing design drawings. And it continues to delve into actual drawing preparation practices, especially focusing on the ones for road and subway construction. Finally, the study presents a better way of the standardization of the main drawings such as general plan, longitudinal drawing, cross section, structural drawings and temporary structure for new bidding systems of historical cost estimation and whole specification tender and for promotion of international competitiveness.

자동요금징수시스템(ETCS) 표준화 연구(주파수방식을 중심으로) (A Study on the standardization of ETCS (Focused on RF))

  • 본 논문에서는 능동방식의 870 nm 적외선 및 5.8 GHz 주파수 통합방식으로 운영되는 고속도로 자동 요금징수 시스템의 능동주파수방식에 대한 국내 표준 개선방안을 제시한 것으로 2007년말 전국에서 운영되고 있다. 본 표준 개선방안은 5.8 GHz 대역의 ITS전용 단거리 무선통신 표준 중 개방형 시스템간 상호접속 참조모델을 기준하여 OSI 1, 2, 7 계층 중 차량단말기와 노변장치간 다중접속을 위한 상호호환성을 제공하는 물리계층을 중심으로 실제 운영중인 시스템 개선방안을 도출하였다. 즉, 기존 표준에서 복사전력의 경우 전송거리에 따라 Class1 (10 m이내)과 Class2 (100 m 이내)로 구분하였으나 Class1 단일규격으로 2004년 정보통신부고시에 의거하여 운영되고 있고, 통신영역내의 입사전력 한계치의 경우 실제 운영중인 자동 요금징수시스템의 운영방안을 고려하여 측정 결과치를 표준에 반영하도록 하였다. 즉, 자동 요금징수 시스템 운영상 필요한 부분에 대해 사업자 시스템간의 호환성 및 안정성을 확보하기 위해서 복사전력, 통신영역에서의 입사전력, 의사응답의 표준개선을 제안하였다.
