토양생태 등급 정보가 친환경도로노선 선정에 미치는 영향에 관한 민감도 분석 (Sensitivity Analysis of the Effect of Soil Ecological Quality Information in Selecting Eco-Friendly Road Route)

  • 국토개발사업의 사전 계획 과정에서 개발할 것인지 보전할 것인지에 대한 의사결정은 인간 활동에 영향을 줄 수 있는 편리함과 이익을 고려해야 할 뿐만 아니라, 자연환경생태에 미칠 수 있는 영향을 종합적으로 예측하고 평가할 수 있는 자료기반 및 통합적 평가기법을 요구한다. 동식물생태와 지형경관요소들은 환경부의 생태자연도를 통해서 환경영향평가에 현재 활용되고 있지만, 자연생태의 주요 구성요소 중 하나인 토양생태는 정량적인 자료와 지형정보와 연계된 정보의 부재로 환경영향평가에서 고려되지 못하고 있다. 본 연구에서는 토양생태를 포함한 자연환경과 생활환경 요소들을 망라해서 총체적 환경성을 평가할 수 있는 수치지도를 작성하고 토양생태 등급의 가중치가 친환경도로 노선 선정에 미치는 영향에 대해서 민감도 분석을 수행하였다. 그 결과 자연환경 요소들 중 토양생태의 가중치가 14% 이상 만 되어도 최적 친환경노선 선정에 민감하게 영향을 미쳤다. 본 연구의 결과를 통해서 이제까지 환경영향 평가에서 무시되어 오던 토양생태 정보가 친환경 건설개발사업의 계획 및 기초설계 단계에서 중요하게 고려되어야 할 생태요소임을 입증할 수 있었다.

Chemical and Biological Indicators of Soil Quality in Conventional and Organic Farming Apple Orchards

  • Organic farming systems based on ecological concepts have the potential to produce sustainable crop yields with no decline in soil and environmental qualities. Recent expansion of sustainable agricultural systems, including organic farming, has brought about need for development of sustainable farming systems based on value judgments for key properties of importance for farming. Chemical and microbiological properties were chosen as indicators of soil quality and measured at soil depth intervals of 5-20 and 20-35 cm in conventional and organic-based apple orchards located in Yeongchun, Gyeongbuk. The orchards were two adjacent fields to ensure the same pedological conditions except management system. Soil pH in organic farming was around 7.5, whereas below 6.0 in conventional farming. Organic farming resulted in significant increases in organic matter and Kjeldahl-N contents compared to those found with conventional management. Microbial populations, biomass C, and enzyme activities (except acid phosphatase) in apple orchard soil of organic farming were higher than those found in conventional farming. Higher microbial quotient ($C_{mic}/C_{org}$ ratio) and lower microbial metabolic quotient for $CO_2(qCO_2)$ in organic farming confirmed that organic farming better conserves soil organic carbon. Biological soil quality indicators showed significant positive correlations with soil organic matter content. These results indicate organic-based farming positively affected soil organic matter content, thus improving soil chemical and biological qualities.

토양질 기준에 관한 주요 외국 정책의 비교분석을 통한 우리나라의 토양질 기준 개념설정과 적용 (Policy Suggestions Regarding to Soil Quality Levels in Korea from a Comparison Study of the United States, the United Kingdom, Germany, the Netherlands, and Denmark's Soil Quality Policies)

  • 우리나라의 토양질 기준에 관한 정책개발을 위해 미국, 영국, 네덜란드, 독일, 덴마크의 토양질 기준 정책을 분석하였다. 이들 국기들은 사전 조사한 18개 EU 국가 및 캐나다, 호주, 미국 중에서 선정하였다. 이들 국가의 정책 분석은 다음과 같은 시사점을 제공하고 있다. 첫째, 이들 국가에서 적용되고 있는 토양질 기준의 개념에는 토양오염물질의 양과 인체 및 생태계 위해성의 상관관계가 반영되어 있다. 둘째, 어떠한 토양질 기준이라도 오염물질에 의한 인체 및 생태계 위해 유무를 결정하는 절대적인 수치(a magic number)가 될 수 없다. 셋째, 대부분의 경우 토양에 존재하는 오염물질의 농도는 매우 낮으며 오염물질의 농도와 위해성 결과에 대해 불확실성이 있음을 인식하고 있다. 넷째, 토지의 이용 용도를 고려하여 토양질 기준을 적용하고 있다. 토양질 기준에 관한 우리의 문제점과 외국 정책 분석 자료의 시사점을 종합적으로 고려 할 때, 향후 우리가 추진해야 할 정책은 크게 네 방호에서 접근할 수 있다. 첫째, 현재 우리가 사용하고 있는 토양질 기준의 개념을 발전시키고 적용한다. 둘째, 토양질 기준과 위해성 평가를 토양질을 판단하는 정책 수단으로 병행한다. 셋째, 위해성에 근거를 둔 토양질 기준을 개발한다. 넷째, 토양질 기준 을 합리적으로 적용시킬 수 있는 토지의 이용 용도 구분 등에 관한 법과 제도를 발전시킨다. 본 연구에서 제공하고 있는 새로운 토양질 기준(토양오염기준과 토양오염대책기준)의 개념, 토양질 기준과 위해성 평가의 연계방안, 인체 및 생태계 위해성에 근거를 둔 토양질 기준의 개발, 토양오염물질에 대한 인체 및 생태계 노출 민감성에 따라 토지 이용 용도를 3가지로 구분한 것은 향후 우리나라의 토양질 기준 개선의 근간이 될 것으로 사료된다.

산지에서의 환경보전형 농업을 위한 토양의 질 평가 -모니터링 시스템의 구축과 기초자료의 수집- (Soil quality Assessment for Environmentally Sound Agriculture in the Mountainous Soils - Installation of Monitoring System and Background Data Collection -)

  • This study was initiated to build runoff plots, install soil and water quality monitoring systems and collect background data from the plots and neighboring soils as the 1st year study of a 5 year project to assess soil quality and develop the management practices for environmentally sound agriculture in mountainous soils. Eleven $3{\times}15m$ runoff plots and monitoring systems were installed at a field of National Alpine Agricultural Experiment Station to monitor soil quality and discharge of nonpoint source pollutants. Corn and potato were cultivated under different fertilizer, tillage and residue cover treatments. The soil has a single-layered cluster structure that has a relatively good hydrologic properties and can adsorb a large amount of nutrient. Concentrations of T-N, $NH_4$-N, and $NO_3$-N of surface soil sampled in the winter were relatively high. Runoff quality in the winter and thawing season in the spring was largely dependent on surface freezing, snow accumulation, temperature, surface thawing depth and so on. Runoff during the thawing season caused serious soil erosion but runoff quality during the winter was relatively good. Serious wind erosion from unprotected fields after the fall harvest were obserbed and best management practices to reduce the erosion need to be developed.

토양건강성을 고려한 정화토 재활용을 위한 제도 개선 (Management Strategies to Improve Recycling of Remediated Soil with Sustained Soil Health )

  • This review examined the current administrative policies and guidelines for management of reclaimed soils after remediation processes and proposed practical strategies to improve the potential value of the remediated soil as a resource. Three management practices are proposed to facilitate more efficient recycling of remediated soil; obligatory use, quality certification, and tracking of the remediated soils. If properly implemented in utilization of remediated soil, these strategies could contribute to enhancing public safety by assuring soil quality. Such administrative tools, for both suppliers and demanders, are expected to mitigate potential risks associated with the transactions of remediated soil. To enhance the quality assurance process, a soil quality certification combined with the soil health assessment index was proposed. The systematic integration of the suggested practices with soil health assessment can allow to produce optimal results, encompassing affordability, efficiency, and accessibility, which helps establishing more robust 'Remediated Soil Recycling Management System (RSRMS)'. Subsequent researches should be conducted to develop more effective policies that incorporate soil health assessment tools. The proposed management practices for remediated soil, coupled with soil health assessment, can be a pioneering effort to achieve such goals. By fostering an environmentally friendly policies, the sustainable utilization of remediated soil can be attained. Overall, the proposed strategies can provide a sound framework for responsible and sustainable soil management practices.

토양 내 복합유종에 의한 오염 해석 연구 (Interpretation of Contaminated Soil by Complex Oil)

  • Over 30% of domestic soil contamination has occurred via petroleum products and complex oil. Moreover, contamination by complex oil is more intense than it is by a single petroleum product species. In this study, we analyzed sectional TPH (total petroleum hydrocarbon) pattern and sectional ratio of current domestically distributed petroleum products, such as kerosene, diesel, bunker C, and lubricant and complex oils, to determine pollution characteristics of the soil. In the TPH pattern, kerosene, which is a light distillate, had an early retention time, and lubricant oil, which is a heavy distillate, had a late retention time in the gas chromatogram. In addition, we obtained a complexly contaminated soil via diesel and lubricant oil from the Navy and inspected it for its ratio of complex oil species. The inspection results showed that this soil was contaminated with 85% diesel and 15% lubricant oil. The method developed in this study could be used to determine complex petroleum sources and ratios at sites with accidentally contaminated soil.

Coal Bottom Ash Application on Park Site Soil and Its Impacts on Turfgrass Growth and Soil Quality

  • Bottom ash (BA) has different macro- and micronutrients such as B, Mo, Fe, Ca, and Mg, providing useful resources for plant growth and soil quality. The objective of this study was to evaluate the applicability of artificial top-soil treated with BA in park area as a vegetation base material, especially for turfgrass growth. Collected BA was mixed with peat moss and clay at the ratio of 70:10:20 (w/w). In order to evaluate the park quality and turfgrass growth in park area, the artificial soil was applied with BA along with the control or without BA. Result showed that exchangeable K and P were increased by $11.4mg\;kg^{-1}$ and $163mg\;kg^{-1}$, respectively, compared to the control soil when the artificial soil was treated with BA. Microbial population and enzyme activity (Acid-phosphatase, APA) in artificial soil having BA also increased as 2 times and 10%, respectively, compared to the control soil. Comparing turfgrass growth and yield between general soil and artificial soil, about 2 times higher plant yield (fresh weight) was observed as artificial soil was applied comparing to general soil. Furthermore, nutrient concentration in turfgrass was averaged as 0.440% for $P_2O_5$, 0.456% for CaO, 1.198% for $K_2O$ and 0.188% for MgO that all values are higher than general soil (0.323% for $P_2O_5$, 0.416% for CaO, 0.610% for $K_2O$ and 0.173% for MgO). Application of BA can be useful for vegetation base material in park site.

토양오염지표에 의한 천안시 토양환경 평가 (Assessment of the Soil Quality of Chonan City using Soil Pollution Index)

  • 천안시의 토양 환경을 종합적으로 평가하기 위하여 각 지역별(농경지 3개소, 공단지역 3개소, 도심지 2개소, 하천주변 3개소, 매립지 주변 3개소)로 13개 항목에 관한 오염도 조사를 실시하였다. 각 측정 항목마다 토양오염 우려기준에 못 미치는 오염도를 보였다. 토양의 산성화는 농경지에서 심한 것으로 나타났으며, 특히 고속도로 주변의 농경지는 자동차 배기가스에 의한 산성 강하물의 영향으로 의심되는 산성화가 진행되는 것으로 나타났다. 또한, 밭 지역의 산성화가 심화되어서 토양 측정망의 채취지점 추가가 요구되었다. 중금속 6종과 기타 유기득성물질은 모두 토양오염 우려기준에 못 미치는 값을 나타냈다. 유류성분인 BTEX성분 역시 우려기준에 못 미치는 값을 보였으며, TPH는 BTEX보다 광범위한 오염도를 보였다. 오염물질에 의한 토양의 상태를 종합적으로 판단할 수 있도록 고안된 토양오염지표(SPI, Soil Pollution Index)를 이용하여 천안시의 토양오염도를 평가하였다. 토양오염점수(SPC, Soil Pollution Score)에 의해 산출된 토양오염 등급은 모두 1 등급으로 판명되어 천안시의 토양은 비교적 건전한 것으로 나타났다.

토양측정망에 의한 충북지역 토양오염도 (A Study on Soil Pollution Quality of Chungbuk Province by Soil Network)

  • The research is intended to evaluate the soil pollution quality of Chungbuk province with Soil Network which is executed every year. The survey executed with Soil Network in 1999 represented that the soil quality of Chungbuk province was relatively good as the average concentrations of contaminants in soil were Cd: 0.146 mg/17g, Cu: 3.143 mgHg, As: 0.636 mg/kg, Hg: 0.012 mg/kg, Pb): 4.505 mg/kg, $Cr^{+6}$ not detected, and the average pH was 6.1. The reckoned soil Pollution score (SPS) of Chungbuk province has been shown much low SPS distribution in the range from 1.6 to 141.7, average 31.0. However, it has been represented relatively high SPS distribution at Chungju, Tanyang, and Chinchon, respectively, It also huts represented high SPS distribution not only at agricultural area and waste area for the Pollution sources but at a paddy field and dry field for land use. The classification of soil pollution class(SPC) based on soil pollution score(SPS) was SPC 1 under 100 of SPS at 212 areas which were 98.6% of total 215 areas and SPC 2 over 100 of SPS at only three area left. There was no area exceeding soil pollution value among the whole Soil Network areas investigated, and the whole average for each items was much lower level th퍼n soil Pollution value was. When the average concentration of heavy metals and the average pH in soil of Chungbuk province are compared with the natural contents of that in Korea, the research is concluded that the average concentration of heavy met is relatively similar to the natural contents of that and the average pH in soil of Chungbuk province is a little higher than the natural contents of that. From this method, soil quality of most of the Soil Network area was estimated to be healthy.

북한산국립공원에서 동결융해침식토사 및 유량이 계류수질에 미치는 영향 분석 (Analysis of Influences of the Solifluction Soil and Stream flow on the Stream Water Quality of Bukhansan National Park)

  • This research was conducted to investigate the influences of the solifluction soil and amount of flow on the stream water quality of the Bukhansan National Park from March to october, 2002. The average pH of stream water was higher than that caused by solifluction soil. The average electrical conductivity of upstream water was about 2.1~2.8 times lower than that of downstream water. Linear regression analysis showed that pH and amount of anion($Cl^-$, ${NO_3}^-$, ${SO_4}^{2-}$) of stream water were very significantly correlated with those at the caused by solifluction soil. Structures for erosion control along both sides of stream channel should be designed in order not to influence upon solifluction soil and stream water quality.
