The Ministry of Construction and Transportation (MOCT) has been constructing a nationwide soil information DB since 2000, as basic data for the construction of 'underground geographical information,' a project under the 2nd National Geo-spatial Information System (NGIS) master plan. The inputted soil information includes not only underground conditions such as the layer depth, type, color, and groundwater level, but also engineering information that can be applied to construction work design, such as on the standard penetration test and the compression test. It is difficult to use this information in soil analysis and design, however, because only the test results are currently available. A web-based geo-spatial information system was developed in this study to facilitate the effective application of the soil information database (DB). First, the space information, layer information, and engineering test information were loaded from the soil information DB in real time, and the earth volume, bearing capacity, and settlement were calculated to develop a web client that will evaluate the ground softness and liquefaction. It seems that the soil information DB can be actively applied to the planning and design of construction works using this system.

The national spatial information systems project which is promoted by our country has been extended from existing 2-D geographic information to 3-D spatial information as the basic geo-spatial Information. Most of the construction of the ground geo-spatial information are completed or underway, on the other hand, the construction of the subsurface geo-spatial information has difficulty caused by the lack of the drilling data characterizing the subsurface. In terms of the construction of the geo-spatial information of the subsurface, the subsurface information is constructed and managed by the domestic institutions, but the subsurface information which is possessed by the institutions was not shared mutually so it is managed inefficiently. This study presented the 3-D national underground information DB design by dividing with the ground DB item which configures the state of the ground and the soil DB item which configures the state of the soil in order to increase the efficiency of the construction of the subsurface spatial information. The implementation & utilization of the national underground information application technology was reviewed by applying the constructed DB to the actual model area, and the national underground information knowledge-based community establishment plan was presented.

SWAT-K (Soil and Water Assessment Tool-Korea) model is a long-term runoff model using a soil-centered water balance equation. Soil is crucial for simulating hydrological components, requiring a database (usersoil.dbf) with soil series attribute information. Since the soil property information estimated by soil transfer functions developed overseas does not reflect the characteristics of domestic soil, the Korea Institute of Civil Engineering and Building Technology has established the soil database, which incorporates the results of domestic soil surveys and research from the National Institute of Agricultural Sciences. This study provides a more detailed description of the hydrological component simulation process using soil property information and revises and supplements the previously established soil database to operate in the latest SWAT model. Additionally, by providing this database through the integrated water management platform, it is expected to be utilized not only in the SWAT-K model but also in various watershed hydrological models developed considering soil characteristics.
The liquefaction is a phenomenon that the effective stress becomes zero due to the rapidly accumulated excess pore water pressure when a strong load acts on the ground for a short period of time, such as an earthquake or pile driving, resulting in the loss of the shear strength of the ground. Since the Geongju and Pohang earthquake, liquefaction brought increasing domestic attention. This liquefaction can be assessed mainly through the semi-empirical procedures proposed by Seed and Idriss (1982) and the liquefaction risk based on the penetration resistance obtained from borehole DB and SPT. However, the geotechnical information data obtained by the in-situ tests or boring information fundamentally have an issue of the representative of the target area. Therefore, this study sought to construct a ground information database by classifying and reviewing the ground information required for liquefaction assessment, and tried to solve the representative problem of the soil layer that is subject to liquefaction evaluation by performing spatial interpolation using GIS.

The objective of this research was to develop a framework of the Soil Environment Information Management System (SEIMS). In this study, we found that the SEIMS needs to be consisted of three sub-systems (i.e., information input system, DB system, and opening to the public system), which is operated on the Web-GIS basis. Also, we suggested structure and detailed items for each sub-system which are acceptable under the basis of current legal and institutional system. Furthermore, we made several suggestions for future-oriented system. Further researches need to be pursued for developing efficiently the SEIMS, such as 1) DB standards for the SEIMS, 2) guidelines for each cleanup phase, 3) improvement of the SEIMS for groundwater quality, and 4) integrated SEIMS for both soil and groundwater system.

This paper shows how to establish vegetation index analysis for reducing soil erosion in mountain watershed. Soil erosion results from a combination of rainfall, soil, topography, and vegetation, so we need much time and costs when analyse it. We comparatively analysed the factors of topography, soil, and vegetation with variable resources, then established GIS DB. The possibility of practical use of this DB was also analysed. The soil and vegetation information of the sediment runoff section, and the NDVI vegetation index from KOMPSAT-2 imagery were referenced for this conducting research.
Detailed information on soil characteristics is of great importance for the use and conservation of soil resources that are essential for human welfare and ecosystem sustainability. This paper introduces soil inventory of Korea focusing on national soil database establishment, information systems, use, and future direction for natural resources management. Different scales of soil maps surveyed and soil test data collected by RDA (Rural Development Administration) were computerized to construct digital soil maps and database. Soil chemical properties and heavy metal concentrations in agricultural soils including vulnerable agricultural soils were investigated regularly at fixed sampling points. Internet-based information systems for soil and agro-environmental resources were developed based on 'National Soil Survey Projects' for managing soil resources and for providing soil information to the public, and 'Agroenvironmental Change Monitoring Project' to monitor spatial and temporal changes of agricultural environment will be opened soon. Soils data has a great potential of further application in estimation of soil carbon storage, water capacity, and soil loss. Digital mapping of soil and environment using state-of-the-art and emerging technologies with a pedometrics concept will lead to future direction.

Geotechnical information database, foundation of underground geographic information system in 2nd NGIS plan, had been developing by Ministry of Construction and Transportation since 2000. This database contains not only soil condition, such as depth, type and color of layer, and ground water level, but also engineering properties used for foundation design and construction, for instance, standard penetration test, compression test. But, it is difficult to apply this database for analyzing and designing geotechnical works, because report document is only offered. In this paper, we have developed web-based geospatial information system for the effective uses. First, underground cross-section model is generated by location, layer, and engineering properties of geotechnical information database at the realtime process. Second, earth volume, bearing capacity, and settlement is calculated and potentials of soft ground, liquefaction are evaluated through pre-defined empirical formula. This process is operated by web-based client. We wish to strengthen the application capacity through this system in construction planning and design works.
The whole objective of two papers in series was to develop the framework of an information management system (IMS) for soil-contaminated sites. In the previous first paper (Hwang et al., 2006), current status of information management in our country and the developed countries was investigated and four suggestions were made. In this work (the second paper), the future-oriented framework for information system of soil contamination sites and several suggestions were made.

Land suitability assessment is the procedure that assesses development, agriculture or conservation suitability of land according to such criteria as soil, location and usability. But there are many problems to execute land assessment by law. Problems include inadequate basic data, lack of linkage with the spatial planning system, and inefficiency in operation. The purpose of this study is to improve methods of land suitability assessment as a sustainable land use management tool using case study. In this study, land suitability assessment will be executed through GIS. On the basis of the results of this case study, practical and institutional problems are described, and technical solutions are suggested.
