This study focuses on that, unlike evolving smart technology, goals, policies, and administrative organization elements are tools that do not change in smart city implementation, and by applying the concept of policy implemental means, the characteristics of the Singapore Smart Nation Initiative are analyzed, results are derived and implications are suggested. To this end, literature analysis is conducted based on the case analysis framework with "Smart Nation" as an analysis unit and "project, administration, citizen engagement" as analysis elements. The implications through analysis are as follows. First, it is required to establish a state-led initiative for a major transformation into a digital society. Second, it is necessary to establish executive agencies directly under the president or prime minister for effective implementation of the initiative. Third, complementary programs at the level of detailed strategies, administrative organizations, and citizen participation as a means of implementation, should be considered and the flow of the recent digital ecosystem should be reflected. Fourth, it is necessary to promote a national movement for a great transformation into a digital society where all the people participate.

The Korea railway design trends has been developed by the change of the society and culture through the consideration of the history of railway. The railway design trends is as the vehicles in the external form of railways, instantly means to plan and create the value added something like the form of the exterior design. The railway design has been changing form instinctive methods to settle the mass transport of the early days, to sensitive methods to pursue the railway culture centering around human being. As dividing by the style's change of railway in image scale aspects between 1800's and 2005 according to the life environment into the external nation, there are big differences so that is to study the development history of the railway design accordingly each nation (Korea, United Kingdom, Germany, France, Japan) and the style's change, to confirm into the design applied in society and culture needs, and to analyze by a year in changes of the environment and the railway design history. This paper analyzed railway introduced as railway models by top 4 nation (United Kingdom, Germany, France, Japan) and Korea in the past years(1800-2005) for their Korea railway design trends by image scale positioning.

In Korea, nation and nationalism are undeniable justice, absolute virtue and moreover system of desire. From the late Chosun Dynasty when the Korean Peninsula had to survive from the critical situation of being the arena of competition, and through the colonial period under Japanese imperialism, nationalism became stronger as a logic of survival. The policy of seclusion under closed and exclusive nationalism that didn't recognize the world situation well enough, eventually gave more pain to the nation. Nationalism in colonial Korea which was as reformed nationalism and on the other hand, as intransigent, resisting nationalism. Since the purpose of this writing is not for clarifying the argument raised on Korean nationalism, there is no use mentioning how it went with the change of time. But we have to focus on the fact that the word 'nation' which appeared under the influence of popular revolution and capitalism meaning 'a group of people', was translated and understood as a racial concept for strengthening the unity of 'single-race nation with five thousand years' history. First of all, there is nationalism used to fortify the system. 'The Charter of National Education' and 'The Pledge of Allegiance' were ornaments to intensify the ruling ideology and dictatorship to militarize entire South Korea for 'settling Korean democracy' professed nationalism. Also, another ruling ideology armed with 'self-reliance' put North Korea into the state of hypnosis called nationalism. Nationalism, claiming 'nation' outwardly, but in reality, being an illuminating, instructing ideology isolating each other was indeed a body with two faces. This made 'nation' in Korea mysterious and objective through work such as. The statue commemorating patriotic forefathers' and picture of national records' in South Korea art. Nationalism used to strengthening the system encountered the magical 'single-race' and made 'ghost' being an extreme exclusion to other nations. We can find pedigreed pureness not allowing any mixed breeds from the attitude accepting western art -via Japan or directly- and making it vague by using the word Korean and Asia. There's nationalism as a resistant ideology to solidify the system on the other side. It came out as a way of survival among the Great Power and grew with the task of national liberation to became as a powerful force facing against the dictatorship dominating South Korea after the liberation. This discussion of nationalism as a resistance ideology was active in 1980s. In 1980, democracy movement against the dictatorship of 5th Republic originated from military power which came out suppressing the democratic movement in Gwangju, spread out from the intellects and the students to the labors, farmers and the civilians. It is well known that the 'Nation-People(Minjoong)'s Art Movement could come out under this social condition. Our attitude toward nationalism is still dual in this opening part of 21st century. On one hand, they are opposing to the ultra-nationalism but are not able to separate it from nationalism, and on the other, they have much confusion using it. In fact, in a single-race nation like Korea, the situation of being nationalism and jus sanguinis together can cause dual nationalism. Though nationalism is included in the globalization order, it is evidence that it's effective in Korea where there are still modern fetters like division and separation. In particular, in the world where Japan makes East Asia Coalition but exposed in front of nationalism, and China not being free from Sinocentrism, and American nationalism taking the world order, and Russia fortifying nationalism suppressing the minority race after the dissolution of socialism, Korean nationalism is at the point to find an alternative plan superior to the ruling and resisting ideology.

This study is considered about the Taekwondo(跆拳道) uniform classified by period and analyzed the current Taekwondo uniform. And founded on this contents, new designs of uniform, that a functional side are considered and can symb이ize the identity of Taekwondo, are presented through this study. Ancient times to the present time, the Taekwondo uniform classified into three types according to 'Period of putting on our nation's costume'(three kingdoms${\sim}$Joseon(朝鮮) times), 'Period of confusion on uniform'(Japan's colonial rule of Korea${\sim}$-the early 1970s), 'Period of the settlement on official uniform'(the late 1970s-the present time). And besides, the shape of our nation's costume in ancient times is succeeded until Joseon times and this basic style becomes the outset on the current Taekwondo uniform. The designed uniforms are connoted the notion of the aesthetic appreciation in Korean traditional costume, that is, a symbolic, dignified, moderate appreciation with the consideration of a functional side for Taekwondo. And the contents on the presented designs are classified into 'shape, pattern, color'. First, these designs that are adapted the shape of Baji(바지) Jeogori(저고리)-belt, which have symbolized our nation's costume, and the shape of Bacja(배자) had used in Joseon times, are connoted a 'traditional appreciation with functional side'. Second, these designs, which are adapted the patterns of the active image(a bugbear, flying horse, tiger for embroidered patches, Taegeuk(太極)) in a modern style, express a 'symbolic, dignified appreciation'. Third, these designs are well-matched a black and white color with multicolored stripes(saekddong, 색동), and its ones are connoted a 'moderate and symbolic appreciation'.

With international urgence of terror situation, many methods of terror techniques and skills are appearing and more intense and threatening terror is braking out not only in the air(plane), but also in the sea(ship). Korea is surrounded by 3 sides of sea and is a proud maritime nation that should advance to foreign country through the sea because South Korea and North Korea are confronting. Korea depend on the maritime transportation, 99.7% of exporting, importing material resources. Therefore, acquisition of the marine safety has the great affect on national security and economical life. On the high tension of situation about threat and possibility of maritime terroism, the potential ways of the improvement policy for counter-tactics against big maritime terror are the following. First, we should construct clear and well-organized network for accurate information about maritime terrorism Second, we should have the information of all domestic, foreign passenger's ships Third, national important facilities such as atomic energy plant, thermo-electric power plant, shipyard need policies to manage all emergency situation Fourth, government authorities should improve tactic abilitities by competing with support and budget inside of nation as well as outside of nation. To develop big maritime terror of our country, we will have to hold cooperative training & tactics contest of big maritime terror by cooperating educational industry organization with similar institute, improve the ability of members of big terror and acquire tactics information by excavating and exchanging a new technique through tactics seminar and public hearing.

This paper explores changing concept of city in the context of globalization with innovation city and examines the characteristics of innovation city along with regional and national competitiveness. It is agreed that construction of innovation city by relocation of public institutions for balanced development of the country has valid logic. However, there are weak possibilities of innovation within the innovation city. Further more it is not a proper solution for the level up of national and regional competitiveness through this policy. The main logic is that physical relocation of institutions do not guarantee innovation of region through integration into globalization network resulting from the scale difference between nation and globe. Rather this paper suggests that regional innovation policy should performed in accordance with regional conditions and for the better competitiveness of nation and region, decentralization of power is needed. Then a region could have connection with global pipeline based on endogenous development power.

This study aims to analyze the interregional trade and industrial linkage between the Incheon regional economy and the rest of the nation. An interregional input-output table developed by the Bank of Korea's Incheon branch(2007) was employed for this. The analysis of interregional trade shows that Incheon regional economy is strongly interrelated with Seoul and Gyeonggi regional economies. The Incheon's interregional relationship with other regions was analyzed in terms of output dependency rate, output inducement rate, backward linkage, and forward linkage. The results indicated that while the output of Incheon is more dependent on final demands in Seoul and Gyeonggi, changes of the final demand in Incheon cause more output in the rest of nation than that in Seoul and Gyeonggi. Also, while Incheon's backward linkage to Seoul and Gyeonggi is weaker than that to the rest of nation, Incheon's forward linkage to Seoul and Gyeonggi is stronger than that to the rest of nation.

Recognizing the need for the nation-wide reading initiative to promote reading activities of the whole nation, this study was conducted to provide the foundation for planning the National Year of Reading in Korea. It reviewed the details on the administration, budget, cooperation, promotion, program and implementation strategy of the National Year of Reading in the U. K., Japan, and Australia. To investigate the nation's perception of reading and the nation-wide reading initiative, a focus group interview with 13 professionals in reading and a survey partaken by 719 citizens were conducted. This study provides the foundation for establishing the implementation strategy for the National Year of Reading by examining people's perception and the specific requirements for implementing the initiative.

Many of the chlorophenol derivatives are widely used as insecticides, herbicides and plant growth regulators. The function and use of these chemicals would be different according to the number of chlorine and their chemical structures. It was reported in this article that 1) Bis(trichlorophenoxy) ethane was synthesized with 2 mol-trichlorophenol and 1 moi-dibromoethane in 2 moi-Sodium hydroxide alcohol solution, and 3) the insecticidal activity of Bis(trichlorophenoxy) ethane was compared with Phenkapton, Tedion V-18, BHC, and DDT, on Citrus red mite, Bombix mori (Silk worm), and Daikon leaf beetle(Phaedon brassicae) 3) The toxicity of Bis(2, 4, 5-trichlorophenoxy) ethane and Bis(2, 4, 5-trichlorophenoxy) ethane was studied on mice. The following results were obtained. 1) Yield of Bis(2, 4, 5-trichlorophenoxy) ethane, $50.06\%$, m.p. $157-159^{\circ}C$, and yield of Bis(2,4, 6-trichlorophenoxy) ethane, $32.60\%$, m.p. $162-163^{\circ}C$. 2) Insecticidal activity of Bis(2, 4, 5-trichlorophenoxy) ethane to Citrus red mite is stronger than that of Tedion V-18, and weaker than that of Phenkapton. 3) Insecticidal activity of Bis(2, 4, 5-trichlorophenoxy) ethane to Bombix mori is weaker than those of BHC and DDT. 4) Insecticidal activity of Bis(2. 4, 5-trichlorophenoxy) ethane to Daikon leaf beetle proved to be ineffective. 5) Five rams of Bis(2, 4, 5-trichlorophenoxy) ethane and Bis(2, 4, 6-trichlorophenoxy) ethane pet kg of body weight respectively were given to mice orally, and none of the mouse was killed by it after a period of 72 hours. Therefore it seems that there is almost no toxicity.
