The Concepts and Issues of Societal Innovation Policy

  • Innovation Policy has evolved to solve social problems through technological innovation. Industrial innovation policy promotes technological innovation so that it consolidates industrial competitiveness and aims at economic growth; however, societal innovation policy promotes technological innovation in the social service domain to improve the quality of life and strengthen sustainability. A different policy regime is required because the objectives and directions of societal innovation policy are different from those of industrial innovation policy. This report consolidates the concepts and characteristics of societal innovation policy that suggest policy options.

  • The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

  • Meeting and solving persistent societal problems and challenges through science, technology, and innovation is now an emerging policy agenda in Korea. This socially-oriented innovation needs integrated approach on technological and social innovation. This study aims to suggest the necessity of new process named 'socio-technical planning' and propose its characteristics and implications. It deals with some cases of socio-technical planning activity and classifies their characteristics and types. And then, this study suggests the direction of socio-technical planning development.

The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

Three Frames of Societal Challenge-driven Innovation (사회문제 해결형 과학기술혁신을 보는 세 가지 관점)

  • This paper examines three perspectives on science and technology innovation that are aiming at resolving the social problems. Based on the relationship between technocratic experts and civil society in the process of social problem solving innovation, we will discuss 1) expert-centered approach, 2) citizen-centered approach, and 3) expert-citizen collaboration approach. After summarizing these three perspectives, we suggest the direction of development of science and technology innovation policies that solve social problems. It is necessary to identify the social problem solving type innovation policy as a strategic niche for the transformation of the innovation policy, and to develop the future direction in the following ways: 1) deepening the collaborative approach, 2) introducing the sustainability transition approach, and 3) reconstructing the innovation policy using new concept of innovation.

  • This article deals with the characteristics of science, technology and society studies for societal challenges and policies to encourage that studies. It reviews several cases of science, technology and society studies. Transition management, community-based research, technology assessment and social acceptance of new technology are discussed. And it is argued that ' research' as a conceptual framework for analyzing the that studies. A couple of policy agendas enhancing that studies are suggested.

  • This research examines the characteristics of the newly emerging 'transformative innovation policy' and discusses the current status and issues of the Korean social problem solving R & D policy. Transformative innovation policy is a new paradigm that aims to transform socio-technical systems to address societal challenges. In this study, we analyzed 'the policy plan for solving social problems based on science and technology'. In the "Policy Plan", efforts are being made to establish new direction of science and technological innovation activities such as emphasis on social values, network formation of innovation actors, and spreading of social impact. But in this "Policy Plan", the perspective of transformative innovation policy is weakly reflected. The Policy Plan refers to system improvement that adds new elements to existing system, but it is not discussing system transformation. In order to develop social problem solving R & D policy from the viewpoint of the transformative innovation policy, it is necessary to construct the innovation platform deliberating vision and prospect for the socio-technical transformation.

  • This study examines the social problem-solving R&D policies from the perspective of 'Mission-oriented innovation policy'. To this end, we analyzed the 'second science and technology-based social problem solving plan' in terms of civil society's participation, securing the government's dynamic capabilities, and government's risk investments. The plan introduces an institutional framework for civic participation for social problem-solving innovation, strengthening R&D program coordination and integration, and new innovation ecosystem formation. However, there is a need for a concrete program to overcome a path dependency of existing activities. Otherwise new institutions are likely to be formalized. In addition, in order to derive risk investment, it is necessary to integrate innovation policy with social policy fields such as community care and climate change. It is necessary to establish an policy process that combines the agenda of social policy beyond with R & D policy, and to forms a platform for problem solving, integrates various technologies, industries and resources.

A Theoretical Approach to Social Innovation: A Conceptual Typology and Implications (사회혁신의 이론적 고찰 : 개념의 유형화와 함의)

  • The main aim of this study is a meta-theoretical investigation to explain the current theoretical landscape of social innovation theories and researches. First of all, this paper makes a typology of social innovation based on concepts and sectors of social innovation. Second, in terms of societal innovation, which it is a kind of social innovation systematic approach, this paper draws some implications for social innovation policy. My key argument is that social innovation could be specified in three different sectors, public innovation, market innovation, and social economy innovation. However, all of them have attention to such as improving a quality of life and making society more sustainable, so it can be argued that those different sectors are structured on social innovation altogether with common goals. Finally, in order to activate the social innovation ecosystem, the government has to play a key role as a facilitator to make sustainable networks and a governance of social innovation that is needed to coordinate between different features and roles of social innovation sectors.

  • As the development of artificial intelligence (AI) technology spreads to various industrial sectors, diversity in AI utilization rapidly increases, creating rich user experience. In addition, AI is required to solve various social problems through the use of public data. The spread of AI utilization across all sectors will continue, covering such industrial and public demands. This article examines the domestic and international trends in AI utilization technologies and establishes the direction of research and development (R&D), which is highly consistent with Korea's AI policy. ETRI, which leads AI's national R&D, has used its experience to establish AI R&D implementation strategies as well as technology roadmaps for the utilization of AI to improve individual quality of life, continuous growth in society, industrial innovation, and the solutions to public societal problems. In addition, it has derived tasks and implementation strategies for developing AI utilization technologies in 10 major areas including medical services.
