This study aims to identify children's after-school facilities in Cheonan, to evaluate their programs, and to further suggest desirable directions of those programs. During this study, we found that the facilities in Cheonan are much less in numbers and no better than we expected. Especially, it is shown that most of the study rooms there are evaluated as relatively the worst facilities in terms of space organization, health care and safety, daily schedule and management, and program evaluation process. In conclusion, this study proposes that such facilities should be greatly expanded and improved in the program development as well as in the working environment. This study is to search the determinants which influence on evaluating the silver welfare facilities, of which data for this study were collected from the survey on the evaluation of social welfare facilities which were enforced by the Ministry of Health and Welfare in 2006. As the results, all the factors for the management of those facilities, such as facility and environment, management of organization and human resource, service quality, and community relation, influences significantly on silver welfare facility. Among the factors, the development of service quality should be taken care of, since service quality strongly explains the result of evaluation through the regression analysis. In regard of the fundamental factors, the juridical fund itself has no influence on the evaluation of the institutes, while the patronage fund for the facilities has significant influence on silver welfare facilities except elderly housing. However, the fundamental support from government has negative influence on the facilities for specialized nursing.

The data was collected from self-regulations of Seoul based on the self-regulation information system as of May 1, 2015, and analyzed according to the steps of delegation to the private sector proposed by Hyangsun Choi, in terms of presence of clauses and contents. Based on the analysis, the study prosed: first, clarity in description of application criteria and relevant facilities and dual system of the delegation agencies; second, improvement in criteria for selecting the delegation agencies and the head of committee; third, clauses related to supervision of an administrative agency; fourth, overall improvement of clauses related to evaluation nd review of delegation and institutional arrangement for more transparent evaluation.
This study attempts to examine the relationship between human resource management and turnover rate in social welfare organizations in Korea. For the analysis, this study utilizes '2012 Central Government Social Welfare Facilities Evaluation(CGSWFE)' data and employs multiple regression analysis for examining the research model and questions built on previous studies. The key findings of this study are as follows: first, the annual average turnover rate in social welfare centers in Korea is 16.7%; second, after controlling other organizational factors, average pay, substantial system of supervision, and competence of supervisors have significant relationships with turnover rate in a negative direction; and third, availability of employment alternatives which is one of control variables also has significant and very strong relationship with turnover rate. The findings indicate that suitable compensation and supervision system with high quality would be important factors to decrease turnover rate in social welfare organizations facing increased competitions. This study provides new knowledge foundation on the relationship between human resource management and turnover rate in social welfare organizations. In addition, it contributes to advancing new discussions about turnover by analyzing real turnover behavior at organizational level which is completely different from the previous research focusing on turnover intention at individual level.
