Factors Influencing the Utilization of Needs Assessment Results in the Social Welfare Centers (사회복지기관의 욕구조사결과 활용에 영향을 미치는 요인에 관한 연구)

  • Despite the importance of the needs assessment activities and the necessity of the systematical investigation on the features of the needs assessment in the social service agencies, it has been observed that the recent NA studies have ignored an important study area of NA, the utilization of needs assessment results in social service agencies. Therefore, this study was undertaken to investigate salient features of the utilization of community needs assessment results, particularly, in the social welfare centers located in Seoul city. A questionnaire was constructed with seven parts, including a dependent variable and 6 independent variables, and 67 questionnaires were collected from 90 agencies during two months. As the result of the descriptive analyses, the five noticeable features were found; (1) the needs assessment results in the agencies was not highly utilized; (2) the attitude on the NA activities was not highly positive because the responders thought that NA activities require too much time from agency staff; (3) agency staff was more actively involved in the NA process than agency directors; (4) the responders thought that quality of NA influences on the utilization of NA; (5) the respondents were confident in carrying out NA although they did not have many opportunities to learn the technical skills of NA research. Multiple regressions were applied to analyze the relationship between independent variables and three kind of dependent variables - conceptual utilization, instrumental utilization, total utilization. The result showed that the conceptual utilization was critically influenced by social workers' confidence on NA, attitude on NA, and directors' involvement in NA. The institutional utilization was influenced by the directors' involvement. The total utilization was influenced by social workers' attitude on NA, confidence on NA, and directors's involvement. Major findings were discussed and several suggestions were made for future research and improvement of the utilization of needs assessment result in social welfare centers.

Future Directions for Education of Social Welfare Administration: Training Students as Managers in Social Service Agencies (한국 사회복지 행정교육의 발전방향 : 사회복지 기관관리자 양성을 중심으로)

  • The purpose of this study is to identify increasing needs for training students as managers in social service agencies and to suggest ways to develop the education of social welfare administration. Agency evaluations and performance management has increased demands for effectiveness and accountability of social service agencies, which also has increased the roles of managers in social service agencies. Using 'Korean Social Worker Survey' conducted by Korean Association of Social Workers, this study examines job characteristics of 2,479 social workers. The results show that administration/management activities take about 40% of social workers' daily activities. Community organization, human resource management, and planning/financial management are regarded as more important and difficult than other tasks. However, sufficient education for preparing students as social service managers is not provided in undergraduate and graduate level of college education. In addition, social workers make their life long careers as managers. Thus, the education of social welfare administration needs to refocus on the provision of knowledge and skills required for competent social service managers. This study suggests future directions for developing education of social welfare administration in undergraduate and graduate level of college education including field practice.

  • This paper is intended to study actual condition and problems of Social Welfare, and to institute the plan of social welfare administ ration. Recently, Social welfare agendas, public and private, in our country adhere to traditionary and temporary relief of the clients. The improvement of social work is neglected among some pravile social welfare organization in this society are as follows : Firstly, Big enterprises should undertaken the non-earnest social welfare foundation, this plan, however, can be eastablished by policy making of the proper authorities. Secondly, improvement of public institution and personnel administration should be stressed and innovated. Thirdly, We should not rely on the other social welfare organization and perform our own way of duty. Lastly, The government, community and private social work organization should accomplish cooper ation system among them.

A Study on the Child Welfare Activities in the Korean Women's Organizations (한국 여성단체의 아동복사활동의 실태에 관한 연구)

  • This study attempts to shed additional light on the national diffusion process and interaction of welfare services for children and mothers. The central hypothesis examined is the following : In general, the implant of social welfare system is first considered on the characteristics of their own socio-economics , and diffusion prodess of welfare services tends to occur faster in countries with open sicieties than in countries where entry barriers are high and society ranking rigid. The scope of the study is limited in several ways. Attention is concentrated on the agency of woman in the belief that an in-depth case study of one field can yield more insight than a less detailed investigation embracing a number of social welfare systems. The angency of woman is selected for several reasons. a) It is important the agency of woman alone produce more effective than services affecting both the child welfare and women's libertion bradually. Moreover, these services will form the heart of mother's welfare. b) The services of women's agency is gradually wide spread, since a role of government is still negligible before a full realization of economic income. c) The services of women agency is a prime example of a social welfare. d) statistical data and other information are more readily available. One of major findings of our study is the existence of the barriers inhibiting child welfare form " motherhood cult". Despite all the distinct advantages for mother and child , social attitudes appear to be some resistant on child welfare system among men and women even the agenices of women. What is surprised is the extent of the awareness that strategies of women's agency to liberate woman and to increate activities of women involve the strategies to liberate child. The conviction that solving application problems for child welfare in line with the activities of agency by women offer greater freedom and more advantage to mother are not apparent on the data collected from 18 of multi-functional agencies in our country. there are little sign that such agencies cooperate toward attainment of common goals. The intensive early focus of the movement on consciousness raising is a necessary beginning and such efforts by women's organizations would help both in the continuous evolution of women and child. Some of the agencies offer a variety of services to women and children, others are specialized in that they offer fewer services or even only one. Social welfare agenices giving service to children and their families are identified by various names usually women service and child welfare from govern , mental agency and voluntary public agency to foreign aided. What is totally missing , however, is an integrated synthesis of child welfare program Through women's agency. Social changes to occur, but delineation of appropriate and comprehensive social policy is also necessary at this point at this point since efforts, social changes and polices must be well coordianted and focused, as well as mutually supprotive and reinforcing.

Improving the Linkage System between the Police and Social Welfare Agencies for Effective Response to Domestic Violence and Child Abuse in South Korea

  • This study aims to explore improvement measures for the linkage system between the police and social welfare agencies in responding to domestic violence and child abuse issues in South Korea by comparing and analyzing the current systems in South Korea, the United States, and the United Kingdom. Despite the legal and institutional foundations for victim protection and perpetrator correction in each country, the effectiveness of actual cooperation faces several limitations. In South Korea, the level of cooperation is insufficient due to the lack of information sharing, role conflicts, and ambiguity of cooperation procedures. The United States and the United Kingdom operate more systematic cooperation programs, showing notable achievements in mental health crisis intervention and domestic violence response. To improve the linkage system in South Korea, this study proposes the following measures: (1) developing a clear cooperation protocol, (2) conducting regular education and training programs, (3) establishing an integrated information system, and (4) strengthening the victim-centered approach. Implementing these measures will contribute to more effective responses to domestic violence and child abuse issues, ultimately leading to a healthier and safer society by reducing social costs through victim protection and perpetrator correction.

A Survey of the Opinions of Social Workers in Adoption Agencies on Their New Roles and Tasks in the Context of Changing Adoption Environment in Korea (입양환경 변화에 따른 입양기관의 역할 재정립에 관한 입양기관 실무자 의견조사)

  • This study is a policy research conducted for the purpose of finding new roles for adoption agencies and suggesting future tasks for effective adoption practice in Korea. To achieve this goal, this study analyzed the characteristics of adoption practices and the roles of adoption agencies in four countries (U.K., Sweden, U.S.A. and Hong Kong) and conducted a survey of the staff members of adoption agencies in Korea. The survey questions included: (1) the real changes and problems they feel in the adoption field after the amendment to the 'Act on special cases concerning adoption' in 2012; (2) the prospects for change in the future; and (3) the new roles they expect in the changing context. Based on the review of foreign cases and the results of the survey, the future direction of adoption practice in Korea and the new roles and tasks of adoption agencies were suggested.

A Necessary Condition for A Happy Family: Propositions for Parent Safety Training of Infants and Toddlers

  • This study has focused on the transfer of infants and Toddlers-protecting responsibilities from families to infants and Toddlers education agencies due to an increase of a double-income family and nuclear family. It is because there is insufficient safe play space from the moment when infants and Toddlers return from infants and Toddlers education agencies to home due to a high crowding of housing and increase of vehicle, and there can be difficulties to take responsibilities of infants and Toddlers safety with a mere recognition and effort of parent. Thus, to suggest a safety education through mutual contact between the communities and agencies supporting parent role in a level of social welfare, its potential has been identified through a frequency analysis on 60 participants of experimental group who have trained a safety education and 60 participants of control group who have not trained a safety education. As a result of frequency analysis, the increase in safety condition in Korea, safety and development of infants and Toddlers, safety of play materials, and safety knowledge on general part of facility safety has detected and the practice of safety and safety consciousness has also identified to be more effective. The results of this study has shown a potential to verify its efficacy if it is verified through an elaborative model of safety education based on parents of young infants and Toddlers family.

An Analytical Study of Community Chest for Developing Private Sectors in Social Welfare (공동모금제도와 민간복지부문의 역할정립)

  • The community chest has been known as an effective means for private sectors in social welfare by mobilizing community resources. The purpose of this study is to analyze the process of developing community chest system in Korea and to suggest how Korean community chest system can be changed to develop private sectors in social welfare. To obtain this purpose, the author studied as follows. Firstly, The difference between former Korean community chest law and new Korean community chest law were examined. Secondly, the background of establishment of Korean community chest law and the present condition and state of Korean community chest system for private sectors in social welfare were analyzed. Thirdly, the tasks to be solved about developing Korean community chest system for developing private sectors in social welfare were suggested as follows; 1) activating the demonstration work for influencing the formulation of pragmatic partnership between state and private sectors in social welfare 2) utilizing a variety of communication channels for community participation 3) cooperating and coordinating the relationship between community chest system and the most voluntary social welfare agencies 4) raising as much funds as possible for maintaining autonomy of private sectors in social welfare.

Analysis of Korean Corporates' Direct Giving to the Social Welfare Activities (한국기업의 사회복지활동 분석: 직접기부(direct giving)행위를 중심으로)

  • Corporates' participation in the social welfare activities in Korea was analyzed through literature reviews and empirical survey. Literature reviews on the previous studies were implemented to identify the corporates' motivations, methods, types and funding sources of social welfare activities. The empirical survey results show that 37% (83 firms) of respondents among 222 companies has participated in direct giving to the social welfare activities by various methods and types. The bigger amount of last fiscal year's sales, the more amount of gifts to social welfare activities. The average amount of gifts was \ one billion forty-six million per company in the monetary tenn which is 0.06% of the last FY's average sales of respondents. The most frequently implemented program of the corporates' social welfare activities was 'scholarship to unprivileged adolescent', while the program which the largest amount of gifts were donated was 'support for the social welfare agencies'. For the participation methods, most corporates implement social welfare program directly, and the rest of the companies take the methods of supporting the existing social welfare agencies and institutions. The cash benefit was salient for the modes of gift transfer. Funding sources for the gifts were various such as certain portion of the amount of sales, pretax-profits, or posttax profits, and even rare, independently established funds for the social welfare activities. Among them, a certain portion of the last FY's amount of sales was the dominant source of corporates' social welfare activities.

Directions and Assignments of Educational Welfare in Korea (우리나라 교육복지의 방향과 과제)

  • The study is to examine the actual conditions and problems of educational welfare which is a part of social welfare and to offer its future directions and things to do. First of all, education has been considered to be part of social welfare in developed countries for a long time and it has been used the same as school educational welfare. These days Korea is confronted with increasing needs of educational welfare caused by emphasis of manpower, appearance of new poor class after IMF, handing down poverty to their children, absence of public education and educational fever, stress of life long learning and extending needs of students' social welfare service. In advanced countries compared to Korea, people perceive education as an equal opportunity. To reach this thesis, various efforts have been making in terms of manpower development such as reform of related laws, financial and official support, offering of parental skills and protecting children for the disadvantaged, dispatching school social workers and overall life improvement. The subjects and age of educational welfare are also diverse ranging from poor families and pre school children to general public and adults. On the other hand, Korea lacks related laws and financial support that are supposed to enforce educational welfare systematically. Also integrated and professional services are not often available due to the lack of cooperation between related agencies. Therefore, government's role and responsibility should be defined clearly in the future directions of educational welfare in Korea. For this, it is needed to establish related laws and build a concrete financial and executive interrelationship. Also every person should be a target of educational welfare putting priorities on the disadvantaged. A lot of efforts should be made to achieve things mentioned above. Multi-dimensional approach intertwined with education, welfare and labour, establishment of cooperation system between related agencies, reinforcement of life long learning, extension of free education including infants and toddlers, and offering financial support to the poor are a few among these efforts. Finally, institutionalization of school social welfare and improvement school facilities are strongly recommended to get to the right track of educational welfare.
