This study is to identify the efficiency in Busan social welfare agencies between input factors and output factors. For this purpose, gathered are the 2001 services reports of those study agencies. This study used 4 difference model, model 1; comparing input factor(social worker number & labor cost) about output factor(the total number of program used person), model 2; comparing input factor(the total number of social welfare agencies staff & the total working expenses) about output factor(the total number of program used person), model 3; comparing input factor(the total number of volunteer, social welfare agencies staff & a period of operation) about output factor(the total number of program used person), model 4; comparing input factor(the total number of volunteer, social welfare agencies staff, a period of operation & the total working expenses) about output factor(the total number of program used person). Charnes's study(1978) provided an analytical tool for efficiency services output of non-profit organizations, and DEA(Data Envelopment Analysis) was a analytical framework for evaluating the impact of social service outcome. the finding are as follows : (1) In the results of comparing 4 models as same standard, we can find 35-55%(16-25) efficiency agencies among the 45 social welfare agencies. (2) For all DMU becoming the efficiency 1 to standard of output factor, model 1; 33 agencies are increasing the social worker number($\Delta$0.8 number), 10 agencies are raising the labor cost of social worker($\Delta$1,189,000 Won), model 2; 30 agencies are increasing the total number of social welfare agencies staff($\Delta$1.25 number), 14 agencies are raising the total working expenses($\Delta$1,447,000 Won), model 3; 8 agencies are increasing the total number of social welfare agencies staff($\Delta$2.26 number), 14 agencies are increasing the total number of volunteer($\Delta$52 number), and 10 agencies are increasing a period of operation($\Delta$13 month), model 4; 24 agencies are increasing the total number of social welfare agencies staff($\Delta$1.8 number), 12 agencies are raising the total working expenses($\Delta$5,017,000 Won), 12 agencies are increasing the total number of volunteer($\Delta$43.2 number), and 23 agencies are increasing a period of operation($\Delta$16 month).

The purpose of this study is to guide in providing quality services to meet the needs of married immigrants and their families. The researched agencies in this study were 14 public agencies and local government agencies, 21 married-immigrant family support centers, and 11 community social welfare centers located in the Seoul and Kyung-Gi areas. The program was categorized by the participating researchers, SPSS WIN 12.0 was used to calculate frequency, percentage and average then cross-tabulation was initiated. The results of the study are as follows: 1) The married-immigrant family support centers provide dominant services compared to public agencies and local government agencies, and community social welfare centers are located in the region of Seoul and Kyoung-Gi in the service areas of education, counseling, culture, child care and protect, support group and network. 2) All agencies provide service targeted to married immigrant women and their children 3) Three different types of agencies are mainly focused on providing Korean education programs. Married-immigrant family support centers and community social welfare centers are focused on providing computer skills programs. Public agencies and local government agencies are focused on providing vocation-oriented education. 4) Married-immigrant family support centers were investigated to service to the needs of married-immigrant families through networking with their neighboring communities.
In the 1990s, with enacting of the laws on the family violence in Korea, agencies such as helpline 1366, counseling center and shelter for the female victims have been rapidly increasing in number. Also police and medical center have been viewed as having major responsibility for delivering services and social workers in community welfare center and public social worker have been expected play a role in community-based delivery systems for the female victims. The purpose of this study is to measure the level of the inter agency coordination and to find out the factors affecting the inter-agency coordination in family violence and to make policy implications for a better delivery system. The data were obtained from a social survey of family violence agencies, counselling center/shelter/helpline 1366, police, medical center, social workers of community center and of public sector in Seoul and Kyeongi area. The major results are as follows: 1) the level of inter-agency coordination is low, specially the referal cases of police and medical center is very poor. 2) The type of inter-agency coordination is referals and information sharing among agencies. 3) the factors affecting inter-agency coordination is agency type, wills and efforts of agency, information sharing, experience of family violence education. The current findings suggest that the delivery system to promote inter-agency coordination efforts and for police and medical center, social worker in private and public agency to respond promptly and properly would be built up.

The purpose of this study was to develop a curriculum for international social workers. Due to the changed circumstances of social welfare agencies, the demand for international social welfare and the need for suitable training for social welfare education agencies has increased. This study explored the job competency of international social welfare and suggested a competency-based curriculum for international social welfare. Researchers analyzed the social welfare NCS, social welfare curriculum and job of international development cooperation agencies and presented a combined curriculum for international development cooperation and social welfare. This study aims to figure out the development of Korean child welfare between 1950s and 1970s in the light of Children's Light as the oldest professional journal of social welfare in Korea. This journal had been published by CCF Superintendent Korea Conference from 1957. Particularly, this study has been conducted through the social historical perspective, and the collected data was analysed by three periods, institution-centered care era(1957-1961), home-centered care era(1962-1969), and expanded services era(1970-1979). Finally, the resultant themes are as follows: firstly, orphans' forster under social prejudice, social work inclined to Christianity, and institution-centered social casework based on faith; secondly, development of systematization on the whole social welfare, rising of social work professionalism, tasks for orphans and workers in orphanages, and expectations on the integration of practice; and thirdly, strengthening of children's education and health in the institution, questioning on deinstitutionalization, preparation against withdrawal of foreign aid agencies, and the government's passive correspondence. Unfortunately, this study limits to reveal the children's services by non-Christian agencies because of the data based on the services by Christian agencies.
It has been 5 years since evaluation systems were introduced to the social welfare field in Korea. More than half of social welfare agencies (617 out of 1,267) were evaluated in the past two years. Most areas of the agencies were the target of an extensive evaluation in 2000. As "the Evaluation Era" has come, problems were raised especially regarding the Accreditation system of the Ministry of Health and Social Welfare. More specifically, the problems were related to operation and management of the evaluation systems including the issue of evaluators' objectivity and fairness. In addition, evaluation costs have been too high to the government. The evaluation systems of OECD nations including the United States were quite different. These nations have used the Performance Measurement in order to secure the objectivity and the fairness. Although the quantity of information was limited compared to that of the Accreditation system, these nations have taken the lead in the governmental evaluation. In this context, this study compared social welfare evaluation systems between Korea and the United States. It presented the current status and problems of the Accreditation system of the Ministry of Health and Social Welfare, discussed the American Performance Measurement and its limitations, and compared the strengths and weaknesses of the two evaluation systems. In addition, this study suggested the strategies of Korean evaluation systems in the long term as well as in the short term.
This discovery-oriented study explored 31 social workers' perceptions of discrepancies between explicit and implicit rules in their work places that are supposed to affect the quality of social work services, and identified eight categories of dilemmas: (a) confused accountability or purpose, (b) ambiguous principle, (c) improper authority, (d) confused role of social workers, (e) conflict between ideal and reality, (f) confused work ethics, (g) confused boundary of workers' rights, and (h) binds. These eight categories revealed the real philosophy and purposes of social work agencies, work ethics and values prevalent among social work agencies, agencies' orientation toward clients, and the conditions of social support from the society in large. Instead of searching for discrete variables as separately responsible for inefficient social work services, this approach probed malfunctioning implicit rules in a holistic context to see if inefficient or ineffective provision of social work services is a logical response to a much larger and deeper nexus. Insight into discrepant rules does not solely ensure the improvement of social work practice in the field, particularly if their identification is simply used as another opportunity to blame and avoid self-responsibility. However, such discrepancies between implicit and explicit rules are real enough to the staff workers and agency administrators that they may want to begin the dialogue of contradictory rules as a way of sanctioning discussion of previously forbidden topics. This study provided the ground-work for the dialogue.
The current social service delivery system for people with disabilities has four critical problems: absence of needs assessment, absence of case management, shortage of professional workers, and absence of local social welfare agencies. The Ministry of Health, Welfare, and Family of Korea has pushed forward with a project to reform the welfare infra-structure for people with disabilities since 2007. It's main purpose is to reorganize the social service delivery system for people with disabilities. A report from the project makes two suggestions: introduction of new standards for disability and set-up of disability service determination centers. The new standards for disability are suggested to include a work ability test and a welfare needs assessment tool as well as a medical standard. Three models for disability service determination centers are suggested: independent model, local governmental model, and public corporational model. Tentative operations using the three models are on the way in the second half of 2008. In order to reform the social service delivery system for people with disabilities, this study makes a fundamental suggestion: set-up of about 120 local welfare agencies over which the Ministry of Health, Welfare, and Family can have direct control, and which are equipped with professional workers who are able to perform needs assessment and case management. In actuality, welfare centers for disabled people are the best options for local welfare agencies for disabled people.
Despite the importance of the program development activities and the necessity of the systematical investigation on the features of the program development activities in the social service agencies, it has been observed that recent social work studies have ignored an important study area of program development, including the activities of collecting data in the process of program development in social service agencies. Therefore, this study was undertaken to investigate salient features of the activities of collecting data for program development in the social welfare centers in Korea. A questionnaire was constructed with three parts, including a dependent variable and 6 independent variables, and 201 questionnaires were collected from 353 agencies during two months. As the result of the descriptive analyses, the five noticeable features were found, (1) the activities of collecting data for program development in the agencies are very active; (2) staff in his/her twenties are in charge of program development; (3) diverse data are collected in the process of program development (4) hard data are more collected than soft data in the process of program development; (5) the respondents are more despondent on knowledge learned from individual studies than knowledge learned from academic institutes. Multiple regressions were applied to analyze the relationship between independent variables and three kind of dependent variables - total feature of data collecting, collecting hard data, collecting soft data. The result showed that the total feature of data collecting was critically influenced by social workers' autonomy, openness, and knowledge learned from academic institutes, and workload. The activities of collecting hard data was influenced by the above variables, except social workers' workload, The activities of collecting soft data were influenced by the social workers' autonomy, openness, and knowledge learned from academic institutes, and workload. Major findings were discussed and several suggestions were made for future research and improvement of the program development in social welfare centers.
The purpose of this study is to identify the main factors influencing the culture of social welfare agencies and to find out the types of culture that they are combining through. The research method has two major processes. The first step was to conduct long-term surveys on one agency and find out the factors influencing the organizational culture. In the second step, we found a type of organizational culture by combining the elements in six agencies. As a result of research, we found leadership, openness, and locality as factors influencing organizational culture, and found that they were restricted-care, expanded-participatory, change-mixed, and stable-mixed. The results of this study are meaningful in that it reflects the complex situation of Korean social welfare organization. Future research will need to expand to the whole country in order to improve the generalization of typification.
