Scenario Planning based on Collective Intelligence Using Wiki (위키를 활용한 집단지성 기반의 시나리오 플래닝)

  • As the complexity and uncertainty of social and economic systems increase, the strategic foresight that actively and effectively responds to the environmental changes becomes important. A wide range of future forecasting methods are available for strategic foresight. Selecting one of the methods depends on several factors such as availability of time and financial resources and the objectives of the exercise. Although trend extrapolation analysis has been used for many years, scenario planning is being widely used by government and corporate as a tool for strategic decision making in recent years. Generally, scenario planning is carried out through workshop, in which experts with diverse backgrounds exchange information, views, and insights and integrate the diverse viewpoints. However, only a small number of experts can participate in a workshop and citizen opinion is not easily transformed into the policy for the scenario exercise due to the limitation of budget and short duration of a project. It is also much harder to develop creative ideas in the workshop because of the limited time and space. In this study, a new scenario process combining scenario workshop and wiki is proposed to overcome the limitation of scenario workshop. This combined approach can be more productive than using scenario workshop alone when developing new ideas. In this study, we applied the combined approach to develop scenarios for the strategic foresight of future media and present suggestions for improving the process.

Job Roles and Performances of Industry-Academic Cooperation Foundation focused on Technology Commercialization and Startup-supporting Officers (대학 산학협력단의 기술사업화 인적구성과 산학협력 성과)

  • Although the proposition of universities in national R&D has been soaring up recently in Korea, there is gap between the performances and the social expectations. To meet the gap, there are increasing trial to strengthen the role of Industry-Academic Cooperation(IAC) Foundations supporting university-industry collaboration activities. This study focuses on IAC Foundations and attempts to validate the relation between their roles and IAC performances with a regression analysis and futhermore to analyse the effect of the size of full-time-entities(FTEs). This study proposes positive relations between the IAC related performance and the FTEs in technology commercialization in IAC Foundations. Moreover, we identified that two groups-the below- and above-average groups-show different effects of the roles in IAC on the performance and that in the above-average group, the FTEs in technology commercialization are affecting the performance more than below in above-average group. This study suggests that it is important to allocate role more in technology commercialization than in other ones for enhancing the productivity of IAC performances and staffing by job-sector should be different depending on the size of the industry-academic cooperation foundation.

  • This study analyzes the government-funded research institutions as players which derive inner transition based on technology, policy and market environment changes. In this study, the main case is KRICT(Korea Research Institute of Chemical Technology) which tries to make post catch-up innovation in the organization. This institution has attempted to overcome the limitation such as change of technology paradigm and PBS(Project Based System) since 2000's. Responding to the needs of technology convergence and innovation by the paradigm change, KRICT has reformed organization and R&D management system prospectively. And this institution sets the goal like development of natural friendly technologies, small and medium-sized business support, and providing countermeasures of social problems. This case shows possibility of continuous innovation. There are some structural limitation like budget restriction, multiple organization structure, and biased quantitative assessment, but endogenous efforts of government -funded institutions make the new paradigm of post catch-up innovation.

On the Economic Impact of Foreign Labor Inflows in Korea (국제노동이동의 경제적 영향 분석 - 외국인 노동자문제를 중심으로 -)

  • Traditionally, foreign labor inflow into Korea has been rare and, hence, issues on foreign workers did not draw much attention. However, changing economic conditions of the Korean economy, such as "labor-shortage" problem in SMEs in manufacturing sector, has made the Korean government open its door to the foreign workers since the early 1990s through the Industrial Trainee System. The inflow of foreign workers, on the other hand, has generated various social and economic problems, such as substantial increase of illegal over-stayers, illegal utilization of foreign unskilled workers by domestic SMEs, to name a few. Against this background, the Employment Permit System was implemented from 2004. This new system aims at supplying foreign workers to SMEs as well as protecting them as legal 'employees'. In any case, it is very important to understand how and to what extent the inflow of foreign workers have affected the Korean economy in order to establish long-term policy stance. This paper aims to empirically assess the economic impact of foreign workers on domestic workers in the manufacturing sector during 1997~20001, focusing on the Industrial Trainee System. The empirical results of the paper can be summarized as follows. First, there is some evidence that male semi-skilled workers are the group that is likely to have been displaced by industrial trainees. Second, we were unable to find any strong evidence suggesting that the inflow of foreign industrial trainees decreased wages of less-skilled Korean workers.

Application of Web Query Information for Forecasting Korean Unemployment Rate (실업률 예측을 위한 인터넷 검색 정보의 활용)

  • Unemployment is related to social issues as well as personal economics activity so various policies have been made to reduce the unemployment rate in many countries. Because of delay inherent in the survey mechanism to collect unemployment data, it takes lots of time to acquire survey unemployment data. To develop proper policies for reducing unemployment rate at the right time, it is quite critical to obtain faster and more accurate information concerning about unemployment level. To remedy this problem, recently an advanced analytics utilizing internet queries is suggested. To examine the potential of Web query information, this research investigates the usefulness of internet activity data to predict Korean unemployment rate. One of selected web-query data(unemployment claim) has a quite strong correlation with unemployment rate. This research employes a time series approach of the ARIMA model that utilizes the information of keyword queries provided by the Naver(Korean representative portal site) trend together with unemployment rate data provisioned from Statistics Korea. With respect to model selection guidelines of mean squared error and prediction error, the model with utilizing the web query information shows better results than the model without such information. This suggests that there is a strong potential for the used method, which needs to be further explored.

Effect of Psychological Variables on Decision-making Time in the Online Centipede Game (온라인 지네 게임으로 알아본 심리적 변인이 의사결정 시간에 미치는 영향)

  • Given that nowadays things get very fast due to the pervasive use of the Internet and mobile devices, decision-making time can be an important variable in the online economic decisions. Although in experimental and behavioral economics, measures like scores or earnings are usually preferred, this study argues that the time variable can be dealt with as a new decision outcome. Thus, by selecting some psychological factors presumably impactful in the online context (i.e., incidental emotions, psychological distances, and individual's impulsivity), this study tested their effect on decision time in the online centipede game. As a result, the mean decision time in the game was longer (1) in the happiness condition than in the anger condition and (2) in the friend condition than in the stranger condition. The people with attention difficulties spent a short time in the decision and the people who dislike complex problems spent a short time in explaining their decision. This study can contribute to the field as it used the decision time as the dependent variable and it tested the effect of psychological factors in the context of online decision-making. Future studies can be conducted in other online decision situations or by considering other psychological variables.

  • Organizational culture provides organizational members with identity, homogeneity and behavioral guidance, and promotes organizational commitment and enhances the stability of social systems. What organizational culture positively influences organizational performance? In this study, we tried to categorize organizational culture as creativity, change, cooperation, trust and knowledge sharing for specific public institutions and to diagnose the organizational culture by examining the level of recognition of the organizational members. The purpose of this study is to investigate the effect of organizational culture on organizational culture. The result of this study shows that the degree of future - oriented and cooperative culture of the public institutions that are the subject of research is not so high. In order to improve the performance of the organization, it is necessary to create a futuristic and cooperative culture. In order to create such a culture, various efforts must be made to continuously communicate and build trust among the members of the organization. In particular, leadership efforts to distribute, transfer, and trust authority to subordinates are a priority. In other words, it is very difficult to build a future-oriented, collaborative culture successfully without the efforts of managers.

A Global Korean Networking Strategy for Tourism-related Firms' Internationalization (관광관련기업의 국제화를 위한 글로벌 코리안 네트워킹 전략)

  • The previous studies based on a resource-based view of firm highlighted the role of resources within a firm in creating and sustaining competitive advantage. Recent research, however, the relational view points to the importance of inter-firm sources(or relational capital) in creating firm competitiveness. In international business field, the studies on born-global firms also states that when firms are lack of ownership-specific advantages in their internationalization process, they resort to the external partners and social networks to complement their resource scarcity. By adopting the relational view and born-global firms concept, a network-based approach needs to be applied to explain the international strategy of Korean service firms. This is because most of Korean service firms own less ownership-specific advantages than global competitors. This study proposes Korean firms' global network building and exploiting strategy to enhance their international stages of development. The network, for example, Global Korean Tourism Network, enables network members access to the valuable resources and capabilities they are lack of when undergoing internationalization process. This study's contribution is along two dimension. First, even global Korean network is emerging as a major issue in recent years, we could not figure out how to build global Korean network for service firms. This studies gives an answer. Second, we derived what benefits can be gained from the network if Global Korean Tourism Network is developed for hotel, tourism, convention firms' internationalization.

From Multivalent Mediality to Cross-Sector Synergy: The Archetypal Function of Dramatized Blockbuster Ballad Music Videos in Hallyu Entertainment (한류 컨텐츠의 원형으로서의 서사적 블록버스터 발라드 뮤직 비디오 고찰)

  • The rise of Hallyu (Korean Wave) has generated a treasury of historiographic and cultural inquiries into the phenomenal success of South Korea's media entertainment industry. Whereas the majority of such studies focus on TV dramas and popular music, there is a medium, or rather a hybrid sub-genre within the medium category of short films, that must be reexamined and thus appreciated as the archetypal predecessor of popular Hallyu contents: music videos. The rapidly changing social, political, and economic climate in the mid- to late 1990s called for content that would grasp the attention of a younger, increasingly mobile population with diversified interests and routines that no longer guaranteed fixed-time viewership. Meanwhile, the advent of cable TV channels and high-speed internet service ensured greater temporal and infrastructural accessibility. The media entertainment industry's response to the new opportunities and challenges arising from these sudden growths in the scale, range, connectivity, and mobility of consumer demographics was synergetic cross-sector collaboration in the form of dramatized blockbuster music videos, which combined two popular and lucrative genres: trendy dramas and ballad music. In this essay, by relocating Hallyu's archetypal medium/genre, I claim that increasing upward and sideways mobility across sectors not only inspired new production but also reconfigured the very concept, form, and impact of media-driven cultural imaginary in South Korea.

Kalecki's Investment Theory and Monetary and Financial Factors (칼레츠키 투자이론과 화폐·금융변수)

  • Kalecki thought that monetary and financial factors play very important roles in the processes of investment decision and expenditure. He also acknowledged that interest rate is monetary phenomenon and investment finance is provided by banks prior to savings as Keynes did, and suggested that the more is the debt, the greater is the risk of debtor and lender. However, in developing investment theory he dismissed those monetary and financial factors or substituted into actual profit or savings, because he aimed to construct the investment theory to be able to explain the 'automatic mechanism of the fluctuation of capitalist economy'. Thus it is argued that Kalecki did not consider the monetary and financial factors in his investment theory. This paper aims to modify Kalecki's investment theory so that it incorporates the monetary and financial factors, such as the willingness of banking system to lend, interest rates, the ratio of leverage which had been dismissed by him. The Kaleckian investment theory that incorporates the monetary and financial factors in Kalecki's theory of investment allows us to explain not only an automatic and regular business cycle, but also irregular excessive investment and high leverage, consequent risk increase and financial crisis occurred in the economy with developed financial system.
