Smart Port Policy Trend of Europe and Singapore and Its Political Implications (스마트항만의 해외사례 분석과 정책 시사점: 유럽과 싱가포르를 중심으로)

  • Recent studies have offered ambiguous definitions of smart ports. These include smart ports being the only way that fully integrated ports can survive (Deloitte 2017) or ports that have a design based on Internet-of-Things technology to minimize waste of urban space and resources (Port Technology 2016). In addition, many port authorities are creating smart port strategies and have held research seminars focused on smart ports. This study sheds light on the following questions: Why do we need smart ports? Why should all ports be smart ports? Why are overseas advanced ports promoting smartization as soon as possible? What does the future look like for smart ports? Therefore, in this study, we explored the concept of smart ports based on previous research and examined the trends in smart port policies in the Netherlands, Germany, the UK, Italy, and Singapore. Finally, this study proposes useful policies for smart ports and also discusses policy directions that could make our ports truly smart ports.

  • Competition between global ports is intensifying as the number of calling ports has decreased due to the growth of ship size and the implementation of global environmental regulations has begun. Global ports are pushing for a strategic and concrete transition to smart ports in order to secure port competitiveness in the future. In Korea, however, the government plans and projects for promoting smart ports have yet to materialize, and related papers and research are lacking.   • Busan is Korea's No. 1 trading port, and the logistics industry plays an important role in the regional industry as a whole. In Busan, various efforts are being made to revitalize the port logistics industry, but it is necessary to develop various policies and related technologies linked with the 4th industry. In this study, we propose a smart refrigeration logistics center, which is required for the activation of Busan New Port and the new port of Pusan New Port, which is connected with the 4th industry. I would like to present the operation direction of the center.

  • Overseas advanced ports are promoting smartification, as well as full automation of the terminals surrounding container terminals. A smart port can be defined as a comprehensive concept that pursues increased operational efficiencies, maximization of profit, efficient use of energy, and construction of eco-friendly ports with the introduction of fourth-industrial-revolution technology, including port automation. However, Korea is making efforts to introduce fourth-industrial-revolution technology into ports, but indications are that they are somewhat insufficient compared to advanced ports abroad. Therefore, this study conducted a survey about operators and users of container terminals in Gwangyang Port by deriving the factors determining the introduction of smart ports, such as cost, service, time, safety, and environment, from previous studies. This study analyzed the factors determining the introduction of smart ports and moderating effects when the adjustment variables of operators and users were applied to the pros and cons. As a result of the analysis, it was found that port operators and users have a moderating effect on cost, time, safety, and environmental factors, but not on service factors. These results indicate that port operators try to reduce costs through efficient operation, time management, and by reducing safety accidents by building smart ports, but analysis showed that the negative effects of smart ports have affected port users. The results of this study were derived through a moderated regression analysis and suggested implications for introducing smart ports in the conclusion.

  • As a result of analyzing the relationship between the smart growth principle and the regenerating factors of the port waterfront city, it was found to be highly related to the port waterfront regeneration plan. Factors that are related to the application of smart growth principle derived from association analysis are as follows: ⯈ community development suitable for walking ⯈ differentiated and attractive community building with definite place, ⯈ open space, farmland, beautiful natural scenery, environmental preservation, ⯈ strengthening and inducing development for existing communities, and providing diversity of transportation options. However, in the Jeju port redevelopment plan, the principles such as ⯈ complex land use ⯈ advantage of high-density architectural design method, ⯈ various housing opportunities and options, etc., need to be applied in implementation design. Since Jeju city and Jeju port possess the strong characteristic features of port waterfront city, so it is necessary to develop jointly applying smart growth principle through integrated port waterfront city regeneration plan.

A Study on Forecasting Manpower Demand for Smart Shipping and Port Logistics (스마트 해운항만물류 인력 수요 예측에 관한 연구)

  • Trend analysis and time series analysis were conducted to predict the demand of manpower under the smartization of shipping and port logistics with transportation survey data of Statistic Korea during the period from 2000 to 2020 and Statistical Yearbook data of Korean Seafarers from 2004 to 2021. A linear regression model was adopted since the validity of the model was evaluated as the highest in forecasting manpower demand in the shipping and port logistics industry. As a result of forecasting the demand of manpower in autonomous ship, remote ship management, smart shipping business, smart port, smart warehouse, and port logistics service from 2021 to 2035, the demand for smart shipping and port logistics personnel was predicted to increase to 8,953 in 2023, 20,688 in 2030, and 26,557 in 2035. This study aimed to increase the predictability of manpower demand through objective estimation analysis, which has been rarely conducted in the smart shipping and port logistics industry. Finally, the result of this research may help establish future strategies for human resource development for professionals in smart shipping and port logistics by utilizing the demand forecasting model described in this paper.

  • This study focuses on prioritizing the technology needed for the Gwangyang Port automated terminal. While the world's leading ports are moving forward with the implementation of full unmanned automation and digital smartisation, South Korea is still in the early stages of this process. In order to enhance domestic smart port capabilities and technological competitiveness, the government is promoting the construction of a fully automated terminal at Gwangyang Port. This terminal will test various advanced technologies in the domestic port sector and build infrastructure capable of responding to increasingly sophisticated technologies. The study defines the concept of a smart port for Gwangyang Port and derives an advanced technology pool from domestic and international research. Expert survey and AHP analysis were used to calculate the weight of each technology attribute based on characteristics and urgency. The integration of these weights and importance scores determined the priority of technology adoption. The results showed that automation and optimisation technologies had the highest priority, while environmental and energy-related technologies ranked lower.

  • 항만 내에서 선박 체류 시간을 단축시켜 선박의 운항 회전율 극대화 및 컨테이너 처리 현황 정보를 실시간으로 제공하는 동의 선사에 대한 서비스 제공은 항만 간의 경쟁에서 우위를 정하기 위해 매우 중요해지고 있다. 이러한 변화에 대응한 u-Port(또는 smart-Port)는 항만을 통하는 모든 수출입 물류에 대해 u-IT 기술을 기반으로 실시간 경로 추적 등이 가능한 항이다. RFID, RTLS 및 USN 기술을 통한 u-Port 구축 노력과 최근에는 스마트폰, GPS, WiFi, Wibro, 3G, 유무선 통합 등의 기술을 활용한 smart-Port 구축에 대해 논의되고 있다. 이들 첨단항만들은 물류 프로세스의 리드타임단축, 실시간 컨테이너 추적, 무인자동화 등을 가능하게 하여 항만의 시간적 경제적 효율성을 대폭 향상시킬 것이다.
