Case Analysis of Risk Assessment for Steel and Iron Works (제철 사업장 위험성평가 사례 분석)

  • In the steel industry, steel is manufactured and processed to produce a variety of steel products. The industry provides fundamental materials to the whole range of industries including car, ship, electric appliance and construction industries, so that it is very important as an infrastructure industry. The steel manufacture process involves aerial work, many danger factors caused by the treatment with hazardous gases including BFG and COG and by high pressure gases including $H_2$, $O_2$, $N_2$ and LPG. It requires the management over the large area because many workers work in a plant. The potential dangers in the steel plant were identified and the effect of the danger assessment was verified through the analysis of the danger assessment for the steel plant. The allowed degree of danger was lowered after the improvement through the danger assessment in the plant where the case studies were conducted, which indicates that the danger assessment is highly effective.

  • Modern naval ships are large complex systems with the number of requirements ranges from thousands to tens of thousands. To build a quality ship, the satisfaction of the requirements should be traced. In most shipbuilding projects it is almost impossible to manage all the requirements without a proper CASE (computer aided systems engineering) tool. And for effective management of the shipbuilding project, the integrated database for technical data is very important. This paper describes how the requirements are managed, and the integrated database is built in the naval shipbuilding industry in Korea.

  • Recent collapse of shipping market right after unprecedent surge clearly demonstrates that shipping industry is extremely risky. Due to the volatile movements of the freight rates, investors tend to ask higher rate of return; higher required return reduces the total net present value of the investment project. For several decades, the Discounted Cash Flow(DCF hereafter) analysis has been the most frequently used valuation technique. However, the main problem of the DCF analysis is its assumption that the discount rate would stay the same during the project life. In other words, it usually does not address the decisions that managers have after a project has been accepted. The purpose of this study is investigate a new valuation method of investment: the Real Option Analysis(ROA hereafter) on ship investment. By replacing the existing valuation methods with the new one, the research will present a new perspective on investment with uncertainty. While uncertainty increases risk of investment and consequently discounts the value of it in the traditional feasibility analysis, in the ROA, a new valuation method which will be addressed in the research, uncertainty means some additional value of flexibility so that the tool can help investors produce more accurate decisions. Contrary to the DCF analysis, the ROA takes managerial flexibilities into account. In reality, capital budgeting and project management is typically dynamic, rather than static in nature. The ROA finds and assesses the values of managerial flexibilities or real options in the investments. The main structures of the research will be as follows: (1) overview of the ship investment project, (2) evaluation of the project by the Net Present Value analysis, (3) evaluation of the same project by the Real Option Analysis, (4) comparision of the two techniques.

A Study on a Quality Characteristics of Pressure Leak Test of Process Piping for Offshore Plant (해양플랜트 프로세스 배관 Pressure Leak Test의 품질 특성에 관한 연구)

  • The process gas piping of the offshore plant can cause a massive explosion if the gas leakage occurs during operation. For the purpose of precaution of gas leakage accident, an air pressure test is performed on the process equipment tests using a test pump as much as the power to the piping inner side, mix 99% nitrogen gas and 1% helium gas. The purpose of the air pressure test is to check the work conformity process by handling and regulation for initial piping process, assembly, installation of module, welding, center alignment of the pipes assembling flange gasket in an unrestrained free state. In this paper, the regulation of the problematic air pressure test was analyzed and the solution criteria were established. And leakage tests of existing equipment were performed applying these solution methods. As a result, it was confirmed that there was no problem.

  • In the shipbuilding industry, accuracy management is one of the keys for strengthening competitiveness. However, ship block errors are unavoidable in the block erection stage because of the deformation of the blocks. Currently, accuracy managers decide whether or not block corrections are needed, based on measured and designed point data. They adjust the locations of hull blocks so that the blocks are aligned with other assembly blocks based upon the experience of production engineers. This paper proposes an optimization process that can adjust the locations of ship blocks during the erection stage. A genetic algorithm is used for this optimization scheme. Finally, the feasibility of the proposed method is discussed using several case studies. We found that the proposed method can find the optimized re-alignment of erection blocks, as well as improve the productivity of the erection stage.

A Study on Level of Economical Contribution due to Ship Type in Incheon Port (인천항 입.출항 선박형태에 따른 기여도 분석에 관한 연구)

  • Incheon Port has been served as not only the center of the Yellow Sea and port for trade with China but also domestic gateway port for the metropolitan area, playing a professional role as the greatest domestic Port which processes a variety of items such as imported raw materials, bulk cargo, oil and gas and so on. This study was conducted based on step by step business process between port entry and departure of ship, and incurred cost according to port industry classification and performance on the port facility. Bulk cargo and general cargo such as grain, food, steel, scrap metal, wood, coal, LNG, LPG and oil etc., which have a vast majority of import goods, have been treated by 57,062 thousand tons and 7,409 thousand tons of container cargo were processed at Incheon Port in 2009. Bulk vessels and carriers moving items such as LPG, LNG and oil recorded 38,836 thousand won and full-container vessels recorded 11,001 thousand won as the amount of notified port facility usage fees in 2008.

A Study on the Trade Law Conformity of Korean Shipping Policies (우리나라 주요 해운정책의 통상법적 합치성 분석 연구)

  • This study conducted a conformity review of Korean shipping industry policy and suggested that the Korean five-year shipping reconstruction policy has not violated the WTO (World Trade Organization) trade law agreement yet. In order to investigate the latest Korean shipping policy, domestic and foreign reports were reviewed, and after that, the WTO's published data and domestic and foreign journals were analyzed. Through this process, this study tried to review the conformity of trade laws by major Korean shipping policies. The shipping industry is a representative service industry, and subsidies for this are not subject to WTO-level regulation in principle. The purpose of Korean shipping industry policy is to support the shipping industry, a type of service industry, and even if the ship-building and manufacturing industries (shipper) indirectly spread benefits in the process, this is unintentional or private-level support. That is, this study concluded that It is understood that Korea's five-year shipping reconstruction policy does not violate the WTO trade law agreement.

  • With the rapid development of information and communication technology, information exchange between ships and shore has become faster and more convenient, However, accessing ship information has also become easier and concerns about cyber security attacks are growing. When a ship suffers a cyber-attack, it may cause considerable damage and incurs enormous costs and time to repair. In response to this threat, the maritime industry now demands that a cyber security officer be assigned to each ship to take charge of cyber security management onboard. In order to reduce the damage cause by an attack and to respond effectively, a specialized training course for the ship's cyber security officer is required. The purpose of this study was to present a training course for the position of the ship's cyber security officer, and to highlight the necessity of amending current legislation, To this end, domestic and foreign trends, ship cyber security incident cases, and cyber security training courses were investigated, and based on the results a standard training course for a ship's cyber security of icer was developed. Additionally, recommendations on the related amendments to legislation ware established. The results of the study can be used as basic data to establish future training courses for cyber security officers.

  • WPS/PQR is the essential documents for shipbuilding welding. WPS is the document containing the information related to welding procedure and PQR is the record of approval for welding procedure. Both documents should be approved by the ship owners and the classification societies. It is very important to manage these documents because the welding procedure using these documents could not be carried out before they are approved. Database is an useful tool to manage these documents. It can manage a number of documents and show the processing status of WPS/PQR documents. In this study, all documents related to WPS/PQR documents were investigated and analyzed in the viewpoint of DB. An appropriate DB system was designed for WPS/PQR and the related documents on the basis of CBD methodology. The DB system could make WPS/PQR documents easily and shortly. The grasp of the processing status of WPS/ PQR could help the good management of fabrication schedule in shipbuilding.

  • This study aims to investigate changes in the demand for ship officers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships (MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in the skill of ship officer. It also analyzes and proposes a plan for nurturing ship officers accordingly. As a result of the degree of recognition and AHP analysis, this study suggests that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but tasks such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore-based control. By evaluating the importance of change factors in the duties of ship officers in Maritime Autonomous Surface Ships, this study provides information on ship officer educational institutions' response strategies for nurturing ship officers and prioritization of resource allocation, etc. The importance of these factors was compared and evaluated to suggest changes in the duties of ship officers and methods of nurturing ship officers according to the introduction of Maritime Autonomous Surface Ships. It is expected that the findings of this study will be meaningful as it systematically derives the duties and competency factors of ship officers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.
