A Study on the Approaching Distance in Taking Action to Avoid Collision (피항동작시의 한계접근거이에 관한 연구)

  • In the Sailing Rules of International Regulation for Preventing Collisions at Sea, 1972, any definite distance between two vessels approaching each other is not referred for adequate maneuvering to avoid collision. At sea the officer in charge of bridge duty is required to guess safe distance before he takes maneuvering actions needed to avoid collision. Papers on safe distances calculated on the base of the motiional characteristics of ships for collision avoiding actions are very few. In this paper, the minimum safe approaching distances necessary for actions to be taken to avoid collision are calculated in numerical numbers definitely by mathematic formula based on the maneuvering indices got from experiments of actual ships. On the assumption that two vessels same in size and conditions are approaching each other, the author calculated the minimum safe approaching distance as 4.5 times, sufficient safe approaching one as 9.0 times the length of the ship involved in head-on situation and 5.0 times, 10 times respectively the length of the ship in each case mentioned above in crossing situation.

  • A novel intelligent anti-collision decision-making supporting system is addressed in this paper. To obtain precise anti-collision information capability, an innovative neurofuzzy network is proposed and applied. A fuzzy set interpretation is incorporated into the network design to handle imprecise information. A neural network architecture is used to train the parameters of the Fuzzy Inference System (FIS). The learning process is based on a hybrid learning algorithm and off-line training data. The training data are obtained by trial manoeuvre. This neurofuzzy network can be considered to be a self-learning system with the ability to learn new information adaptively without forgetting old knowledge. This supporting system can decrease ship operators' burden to deal with bridge data and help them to make a precise anti-collision decision.

  • The collisions of vessel at sea show high among the whole marine accidents. Especially, the accidents of fishing vessels take the largest portion of the collisions. Therefore, a technique to reduce these accidents should be developed. The automatic control for avoiding collision suggested in this study consists of two steps. The first is recognizing collision risk with fuzzy Theory and the other is maneuvering the model ship on the basis of collision risk calculated from the first step. The information form the position and estimated time of collision point(DCPA and TCPA) is used to assess the collision risk. To verify this system, a fishing vessel was simulated according to MMG mathematical model. The simulations result shows quite good application in avoiding the collision of ship.

  • The voyage and cargo volume passing through the Arctic route (NSR) have been gradually increased. The ship-ice collision is one of the most biggest factors threatening the safety navigation of ice-going ships. A lot of researchers are trying to reveal the ship-ice collision mechanism. In this study, some tests that a model ship is forced to collide with disk-shaped synthetic ice are carried out in a towing tank. Then, ice floe's motion (velocity and trajectory) is measured by machine vision inspection.

  • On the basis of DCPA(Distance to Closest Point of Approach) and TCPA(Time to CPA), the conventional algorithms for collision avoidances have a drawback that the '72 CORLEGs(International Regulations for Preventing Collisions at Sea, 1972) has not taken into account to prevent collisions between ships. In this paper, the proposed algorithm decides whether the own ship is a give-way vessel or a stand-on vessel by observing the relative bearing of the encountered ship. To determine the ship position and time for collision avoidance, the proposed algorithm utilizes the ellipse model for ship safety domain. The computer simulation is done to represent the process of adversive behavior. Using the proposed method, the past maritime accident is analyzed. The proposed method can be effectively applied to collision avoidance by CORLEGs even when the target ship's navigational lights is invisible in poor weather and/or in the restricted visibility.

A Study on Cost Function of Distributed Stochastic Search Algorithm for Ship Collision Avoidance (선박 간 충돌 방지를 위한 분산 확률 탐색 알고리즘의 비용 함수에 관한 연구)

  • When using a distributed system, it is very important to know the intention of a target ship in order to prevent collisions. The action taken by a certain ship for collision avoidance and the action of the target ship it intends to avoid influence each other. However, it is difficult to establish a collision avoidance plan in consideration of multiple-ship situations for this reason. To solve this problem, a Distributed Stochastic Search Algorithm (DSSA) has been proposed. A DSSA searches for a course that can most reduce cost through repeated information exchange with target ships, and then indicates whether the current course should be maintained or a new course should be chosen according to probability and constraints. However, it has not been proven how the parameters used in DSSA affect collision avoidance actions. Therefore, in this paper, I have investigated the effect of the parameters and weight factors of DSSA. Experiments were conducted by combining parameters (time window, safe domain, detection range) and weight factors for encounters of two ships in head-on, crossing, and overtaking situations. A total of 24,000 experiments were conducted: 8,000 iterations for each situation. As a result, no collision occurred in any experiment conducted using DSSA. Costs have been shown to increase if a ship gives a large weight to its destination, i.e., takes selfish behavior. The more lasting the expected position of the target ship, the smaller the sailing distance and the number of message exchanges. The larger the detection range, the safer the interaction.

A Study on the User-Based Small Fishing Boat Collision Alarm Classification Model Using Semi-supervised Learning (준지도 학습을 활용한 사용자 기반 소형 어선 충돌 경보 분류모델에대한 연구)

  • This study aimed to provide a solution for improving ship collision alert of the 'accident vulnerable ship monitoring service' among the 'intelligent marine traffic information system' services of the Ministry of Oceans and Fisheries. The current ship collision alert uses a supervised learning (SL) model with survey labels based on large ship-oriented data and its operators. Consequently, the small ship data and the operator's opinion are not reflected in the current collision-supervised learning model, and the effect is insufficient because the alarm is provided from a longer distance than the small ship operator feels. In addition, the supervised learning (SL) method requires a large number of labeled data, and the labeling process requires a lot of resources and time. To overcome these limitations, in this paper, the classification model of collision alerts for small ships using unlabeled data with the semi-supervised learning (SSL) algorithms (Label Propagation and TabNet) was studied. Results of real-time experiments on small ship operators using the classification model of collision alerts showed that the satisfaction of operators increased.

The Relation between Human Behavior and Safety in the Collision Avoidance Situation

  • It can be said that the relationship between the maneuvering ability of operators and the navigational environment affects the safe degree of navigation in the collision avoidance situation. In order to reduce the occurrence probability of accident and to maintain the safety, it is necessary to clarify the relationship between human behavior and navigational environment. In this study, therefore, we analyzed and discussed the relationship between the maneuvering characteristics and the safety focused on human behavior as a fundamental factor of marine accidents using ship handling simulator and questionnaire. As a result, we concluded that navigational environment changes variously and the maneuvering ability of operators also varies with the navigational environment, and the ship handling characteristics strongly affect the occurrence probability of accident.

  • As the marine traffic thickens all over the world, the rate of marine casualities is on the increase, Also in Korea the number of the killed and the injured resulting from marine casualities such as ship's collision, increase continuously and the rate of marine casualities in 1992 came to the highest level in the world. The reason of rapid increasing the rte of marine casualities is the mistake of ship's steering in most case. By the way, because the administration of marine traffic is regarded as the belongs of land traffic, the scope of application in laws related to the safety of marine traffic is duplicated or unreasonable. In the view, in case of ship's collision, it is important to know the scope of application in Korean marine traffic laws and to point out the problems companies with them. Therefore, I suggest the improvement of marine traffic laws related to the safety of traffic administration.

  • Saigon Port within the port system of the Vietnam Maritime sector is one of the port having highest throughput and productivity in the country. The marine traffic of Saigon water ways is the heaviest in Vietnam and the number of marine accidents in this area are much higher than the others area in Vietnam. In order to reduce the risk of the accident in Saigon fairway, this paper concentrates on marine accident frequency in this area. The marine traffic and the marine accident were analyzed to find out the probability of vessel collision and the marine traffic risk. It follows that the main shipping route through Saigon fairway has the high risk of ship-ship collision.
