The Convention on the international regulations for preventing collisions at sea, 1972(COLREGs) defines the collision avoidance principles and various navigation rules for the prevention of collision at sea. In particular, the initial responses to avoid risk of collision are mainly decided by navigation officer's experience and subjective judgement. However, collision accidents could be effectively prevented if the minimum criteria of quantitative initial response are suggested to the junior officers and the cadets who have insufficient sea experience and navigation competency. This study reviewed the COLREGs terms related to the initial response and the existing papers concerned with risk assessment model. A questionnaire survey is also carried out for safe passing distance, degrees of alternating course and initial response distance to avoid collision in accordance with various encounter situations. Base on these results, we propose the proper minimum safe passing distance between the vessels, the initial response distance and required turning angles for alternation in each encounter situations. The suggested criteria of initial response will contribute to the prevention of collision at sea as well as the improvement of gradual navigation technology.

The ships are turning for the purpose of collision avoidence and change of course. It is possible that ships have capsizing accident when improper loading of cargo and excessive use rudder angle in turning. It is difficult for navigation officers to recognize the danger of heeling during a turn, because the dynamic state of the ship changes in real time. Thus, in this study, ship's heeling angle was predicted during turning using the maneuverability indices estimated from the ship's autopilot. The maneuverability indices estimated through the Kalman filter of Autopilot is real-time predictable. The turning radius was obtained from the estimated Index of turining ability and calculations of the heeling angle were possible in turning. It is intended to be used as a basic data on the prevention of danger heeling angle during turning.

In order to prevent collision accidents of ships, which has been increasing recently, research on artificial intelligence-based autonomously operated ships (Maritime Autonomous Surface Ship, MASS) is underway. However, most of the studies related to autonomous ships mainly target medium-to-large ships due to the size and cost of the autonomous navigation system, and the sensors used here have a problem in that it is difficult to mount them on small ships. Therefore, this paper provides a path tracking system equipped with GPS and IMU sensors for autonomous operation of small ships. GPS and IMU sensors are utilized to determine the exact position of the vessel, which allows the proposed system to manually control the small vessel model to create a path and then when the small vessel travels the same path. Use the Pure Pursuit algorithm to follow the path. As a result, In this research, it is expected that a lightweight and low-cost sensor can be used to develop an autonomous operation system for small ships at low cost.
On the Jeju coast, international cruise ships, passenger ships, and other ships pass frequently, as well as many fishing boats. Thus, there is a high risk of marine accidents and frequent ship collisions. Accordingly, it is urgent to establish a coastal VTS for systematic safety management of ships passing through the coastal waters of Jeju. The purpose of this study was to set the area of the VTS to be newly established. In this study, to calculate the workload of the VTS operators, a formula was proposed that reflects the monitoring workload considering the monitoring frequency and required time for target as well as non-target ships and the workload for ship collision situations. The proposed formula was applied to the newly established VTS area in Jeju. Three control sectors were set up in each VTS center. The average number of workstations per hour was approximately 1, so the division between sectors was appropriate. Thus, it was deduced that there would be no workload for the VTS operators. It is expected that the method proposed in this study can be used as primary data for calculating the appropriate number of workstations for the current VTS, and setting the VTS area for a new coastal VTS in the future.

This study is intended to provide navigator with specific information necessary to assist in the avoidance of collision and in operation of ships to evaluate the manoeuvrability of own ship. The actual manoeuvering characteristics of ship can be adequately judged from the results of typical ship trials manoeuvres. Author carried out sea trials based full scale for turning test, zig-zag test, spiral tests and crash-stop test at actual sea going condition. The turning circle manoeuvres were performed on starboard and port sides with $35^{\circ}$ rudder angle at the service speed, and Zig-zag procedures were performed on both sides with $10^{\circ}$ and $20^{\circ}$ rudder angle respectively. Spiral tests were carried out on the both sides and crash stop test was also carried out. The results from tests could be compared directly with the standards of manoeuverability of IMO and consequently the manoeuvring qualities of the ship is fully satisfied with its.

Automatic Collision Prevention Training and RADAR Simulation Training, designated educations by the STCW Convention, are essential for officers to complete in order to board a ship. Recently, designated education institution standard based curriculum and requirements of the necessary facilities have been placed as a regulatory advisory requiring each institutions to match this and introduce equipment for simulation education, the FMSS(Full Mission Simulator System). Since the introduction of this research until today, a survey has been executed in order to find out the effect of utilizing the FMSS in ARPA/RADRA/Simulation Training for a period of 1 year. The result showed that 2.13times have been more effective. In addition, based on the results, identifying problems that occur during the education period and providing solutions to these problems have been proposed.

Four accidents occurred between 2020 and 2022 after car ferries built according to a coastal passenger ship modernization plan collided with other ships or came into contact with the dock when entering Jeju Port. Accidents primarily occurred owing to careless ship handling and drift by wind during ship handled by herself using bow and stern thrusters without tugboats. Accordingly, in this study, we analyzed the collision accident focusing on car ferry H and the critical wind speed at which the ship cannot be controlled using its own power, tugboat operation plan in increasing wind speed were proposed based on the power required for the ship to berth parallel to the pier without a tugboat considering the external force and moment generated while the ship is berthing. A analysis of the critical wind speed of car ferry H by relative wind direction when using tugboats or not according to the loading status and the berthing speed, showed that one tugboat should be used at the stern when the lateral wind speed is over 10 m/s and two tugboats should be used when the lateral wind speed is over 14m/s berthing at Jeju port.

The purpose of this study is to obtain a safe area for a passing vessel between anchored vessels by developing a model to predict the collision risk, frequent collisions occur between the anchored vessel and the passing vessel through the anchorage. For this, this study selected the southern anchorage of Busan port, which is the largest harbor in Korea, as the target area and extracted and analyzed VTS (Vessel Traffic Service) data during the period in which anchored vessels were the most waited. The ratio of D/L for each bearing was obtained to determine the safe distance (D) passes based on the length (L) of the passing vessel between anchored vessels. Based on the average domain of the D/L ratio distribution, the percentage of anchored vessels within the scope of the pre-studied ship's domain was analyzed to obtain a domain reflecting the degree of risk of VTSOs. Further research will evaluate and analyze the collision risk of a passing vessel using Domain-watch, the minimum safe distance between anchored vessels, and the safe domain of a passing vessel through anchorage, to develop a model for VTS to manage anchorages more efficiently and safely.

The effects of temperature on the structural behavior of polar class vessels have been experimentally and numerically investigated. Experiments were carried out on single frame structures made of steel material, DH36, which is used for outer shell of the vessels making transit through the polar region. A knife edge type striker was dropped down onto single frame structures. The temperatures of the single frames were set to $-30^{\circ}C$, $-50^{\circ}C$ and room temperature. The deflection around the mid-point of the single frame was measured and numerically simulated using finite element model. Strain rate effect on the structural behavior has been investigated and turned out that the strain rate effect can be neglected. From the results of the experiment and numerical analyses, it has been noticed that the permanent deflection at lower temperature was reduced due to a temperature hardening of material as expected.
