As witnessed in September 11 attacks, air terrorism is often the most effective means to achieve their goals, and thereby requires a sophisticated level of security measures. Moreover, considering the nature of air transportation, the prevention of air terrorism demands a wide range of international cooperation and joint efforts such as timely sharing of information related to air terrorism (such as latest terror techniques and list of terrorists) between nations, International Air Transport Association (IATA) and International Civil Aviation Organization (ICAO) As most air terrorism can be effectively prevented through security and search activities in airports, this study has focused on researching security measures and issues in major airports around the world, along with the potential measures to improve them. To achieve this effect, this paper offers solutions to preventing air terrorism by exploring appropriate responses to various type of air terrorism, deployment of advanced security and search equipment, techniques to identify terrorists, R&D on equipments to physically take down terrorists and systematic improvements on airport security search process.
Crystal-chemical study of hexagonal 7$\AA$ phyllomanganate minerals reveals that they have hexagonal layer structures with variable c dimensions which depend on the nature of interlayer cations and content of water molecules between edge-sharing [MnO6] octahedral layers. Approximately one out of nine octahedral sites is statistically vacant, leading to the general unit cell formula R2xMn4+1-xO2.nH2O, where R=Ca, Mn2+, Mg, K, Na;x=0.09-0.14 ; n-0.37-0.84. Z=1. The minerals of this formula fall under the name of rancieite group. It includes Ca-diminant (rancieite), Mn2+-dominant (takanelite), Na-dominant (birnessite), and Mg-dominant members. Minerals of the rancieite group occur predominantly in two different hydration states, i.e., n shows the values around 0.35 and 0.75. It is suggested that minerals of higher hydration state be called as species(i.e., rancieite, etc.) and those of lower hydration state be called as dehydrated varieties(i.e., dehydrated rancieite,etc.).
E-Science Grid is designed to cope with computation-intensive tasks and to manage a huge volume of science data efficiently. However, certain tasks may involve more than one grid can offer in computation capability or incur a long wait time on other tasks. Resource sharing among Grids can solve this problem with proper processing-integrity check via audit. Due to their computing-intensive nature, the processing time of e-Science tasks tends to be long. This potential long wait before an audit failure encourages earlier audit mechanism during execution in order both to prevent resource waste and to detect any problem fast. In this paper, we propose a Light-weight, Adaptive and Reliable Audit, LARA, of processing Integrity for e-Science applications. With the LARA scheme. researchers can verify their processing earlier and fast.
조직의 데이터를 효과적으로 관리하는 대표적 방법은 기존 데이터의 공유와 재사용을 촉진하여 데이터의 중복 생산을 방지하는 것이다. 데이터 공유와 재사용의 촉진을 위해서 기존 데이터의 체계적 구조화와 효율적인 검색이 지원되어야 한다. 이러한 점이 고려되지 않은 조직간 단절된 데이터 개발은 데이터 중복을 양산하고 데이터의 품질을 저하시킨다. 데이터 분류는 관리하는 데이터에 대한 체계적 정리로 원하는 데이터 요소의 빠른 검색을 가능하게 한다. 본 논문에서는 데이터 공유, 재사용과 통합을 극대화하고 MDR과 시멘틱 웹에서 효과적으로 사용될 수 있는 본질기반 데이터 분류 방법론을 제안한다. 본질기반 데이터 분류 방법론은 데이터 본질을 기반으로 데이터 분류 구조를 구성하여 업무분류에 독립적인 데이터 분류가 가능하다. 또한 제시된 데이터 분류 구조를 지원하는 데이터 분류 절차를 제시하여 다양한 데이터 요소들을 데이터 분류 구조에 따라 배치하는 방법을 보인다. 사례연구에서는 제안된 데이터 분류 구조와 데이터 분류절차가 효과적으로 실제에 적용 될수 있음을 보였다.
본 연구는 제3차 자연환경보전기본계획이 규정한 생태계서비스 활성화를 지원할 목적으로 수행되었다. 그동안 우리는 자연생태계가 인류에게 제공하는 편익, 즉 생태계서비스(자연혜택)를 무상으로 향유할 수 있는 재화로 간주하였으나 도시의 팽창과 개발의 가속화로 인한 자연환경용량이 침해되면서 서비스 기능이 저하되자 이를 인위적으로 복원 증진시키려는 노력들이 경주되었다. 생태계서비스를 제공하는 자연자본을 지속가능하게 유지하고 보전하기 위해서는 소유자가 자연자본을 유지 보전하기 위해 감수해야 하는 기회비용의 보전이 필요하다. 따라서 생태계서비스를 누리는 소비자(수요자)들이 이 서비스를 공급하는 토지소유자 관리자나 지역주민들과 자연자원으로부터 비롯하는 혜택을 공유하고 이러한 공유를 환경보전과 연동시키는 체계 즉, 생태계서비스 가치의 제도화가 필요하다. 그러나 문제는 현행 환경법제가 생태계서비스 공급자와 수요자 사이의 공정한 거래와 수요자들 사이의 공평한 향유를 실현시키지 못한다는 것이다. 생태계서비스를 규율하는 현행 법제가 안고 있는 또 하나의 문제점은 개발계획에서 생태계서비스의 가치가 적정하게 반영되지 못한다는 것이다. 분석 결과, 현행 법제에서는 충분하지는 않지만, 정부 부문과 민간 부문에서 생태계서비스 가치의 제도화가 나름대로 가능하다. 특히 계약에 의한 서비스 거래는 개발계획과 관계없이 운용될 수도 있다. 생태계서비스 가치의 제도화에서 남은 과제는 개발계획과 관련하여 어떠한 절차에 따라 서비스 가치를 계량화할 것인가의 여부이다. 이러한 한계를 극복하자면, 환경영향평가 절차에서 개발로 인한 생태계서비스의 변화가 구체적으로 평가될 수 있어야 한다. 환경영향평가법이 아닌 시행령의 개정을 통하여서도 생태계서비스 평가와 환경영향평가의 통합이 가능하다.
자료관리와 정보력이 국력의 척도가 되었으나, 디지털 기술에의 의존 증대로 인한 위험마저 높아진 미묘한 상황을 맞고 있다. 그런 변화의 속도가 빠른 만큼 기존 자료의 디지털 전환 및 디지털 자료관리의 중요성도 급격히 증대되고 있다. 고고자료와 정보도 예외일 수는 없다. 과거에 산발적으로 이루어지던 디지털화를 좀 더 전면적이고 체계적으로 신속하게 수행하지 않을 수 없게 되었다. 그런 작업의 효과적인 진행을 위해서는, 디지털 아카이브에 포함될 고고자료의 특징에 대한 분명한 인식이 선행되어야 할 듯하다. 고고자료는 발굴이라는 원천을 파괴하는 과정을 통해 자료가 생성된다는 점, 장구한 시간대에 걸친 다방면의 인류 과거 경험을 연구 대상으로 하는바, 축적되는 자료의 종류가 다각적이고 그 양이 방대할 수밖에 없다는 점, 원본 수기자료(사진, 도면, 야장 등)의 자연적 소멸에 따른 피해가 심각하다는 점 등을 특징으로 한다. 이러한 특징은 디지털 암흑기를 맞을 경우, 원상 복구의 어려움이 상상을 초월할 정도로 커지게 할 수밖에 없다. 현재 경향과 자료의 특성을 동시에 고려해야만 지속가능한 고고 디지털 아카이브의 구축의 전략이 수립될 것이다. 필자는 소비자인 인문학도의 입장에서 ① 디지털 관리책무 체제 확충, ② 활용성에 대한 인식과 역량의 제고, ③ (국제) 공조적 체계의 구축, ④ 디지털고고학 플랫폼으로의 도약 등을 그 전략으로 제안한다.
Young children need continuous care and fostering by their family. They help children organize and develop their potential and grow to be and integrated individuals. Children are influenced by then family at first and continuously when they grow up and develop their capability. Especially, mothers spend a lot of time with time to their children, encourage children's growth, give advice, and do their best to take care of their children. The ethnographic study is to understand the patterns and rules of human behaviors. This study utilized this method in order to interpret the maternal health promoting behaviors for their children. The data were collected through the participant observation and direct interview for about 18 months in P city. The participants were 7 mothers, from 32 to 37 years old. They have children of ages 3 to 10 and 1 or 2 children in total. The data were analyzed through the Spradley's Ethnographic method and the results were summarized as follows : The viewpoints which influence maternal health promoting behaviors include “having childlike appearance”. “having childlike character”, “living without illness”, and “eating well”. The maternal health promoting behaviors for children are classified as “adapting to nature”, “supporting of ability”, “sharing with the family”, “training”, and “praying”. The adapting behaviors include “recognizing child's innate character”, “controlling maternal desires”, “preparing natural food”, which includes breast feeding. The supporting behaviors include “recognizing childlikeness”, “empowering”, and “restricting certain actions to preventing accidents”. In order to promote child's health, it is essential to promote mother's health first of all. The sharing with the family includes “promoting family concord or acquaintanceships concord” and “adapting to circumstances beyond family”. The training behaviors include “forming good habits” and “having good moral value”. It is very important to form good habits in childhood. The praying behavior include “waiting for opportunities” and “endeavoring activity to promote child's health”. The above 5 behaviors by mothers appeared to be able to promote children's health. The results of this study can be utilized to provide the basic information necessary to develop the patterns of maternal health promoting behaviors consistent with our culture and can contribute us develop the body of knowledge about the maternal health promotion for children in nursing.
본 연구의 목적은 영어권 주요 국가들인 미국, 영국, 호주 및 캐나다의 대학도서관들이 인식한 고등교육 환경변화와 문제점에 대응하여 국가나 정부 차원에서 마련한 대책 및 발전전략을 분석하는 것이다. 대학도서관들이 공통적으로 직면한 문제들은 대학도서관 예산의 축소와 도서관 역할의 변화, 학술정보자원 가격의 급등과 도서관 구매력의 감소 도서관 콜렉션 속성의 변화, 정보기술의 발전과 정보 기반구조의 요구 등으로 요약할 수 있다. 각 나라의 특성에 따라 다양하고 상이한 발전전략을 갖고 있으나, 대체로 자원공유, 공동목록, 공유저장 시설, 학술정보자원의 공동협상과 구매, 학술 커뮤니케이션의 패러다임 변화의 측면에 노력이 집중되고 있음을 보여준다.
Public-private partnerships (PPPs) are very popular governance practices, as they enable the private partner to engage in business and have profits while the public partner improves the provision of public services. PPPs are organizational arrangements with a sector-crossing or sector-blurring nature, and are modes of governance - governance by partnerships or collaborative governance (Schuppert 2011). New models and applications of PPPs have been developed over time. Collaborative governance entails information exchange, action or movement harmonization, resource sharing, and capacity enhancement among the partners (Sale 2011; 2012a). As the national university, the University of the Philippines (UP) serves as a research university in various fields of expertise and specialization by conducting basic and applied research and development, and promoting research in various colleges and universities, and contributing to the dissemination and application of knowledge, among other purposes. (Republic Act 9500) It is the site of two (2) science and technology parks (Sale 2012b), one of which is the UP - Ayala Land Technohub. A collaboration between industry and the academe, the Technohub is envisioned as an integrated community of science and technology companies building a dynamic learning and entrepreneurial laboratory (UP-AyalaLand Technohub). This paper takes a closer look at the UP - Ayala Land Technohub as an example of a PPP or collaborative governance in science and technology parks. Have information exchange, action or movement harmonization, resource sharing, and capacity enhancement taken place in the Technohub? What are some significant outcomes of, and issues arising from, the PPP? What assessment indicators may be used? Is a governance instrument needed?
Fisheries' biological resources were considered public resources before the 1990s. Every country could access and use these resources without regulation. However, the United Nations adopted the Convention on Biological Diversity and the privileges and rights to these resources were attributed to countries. This research starts with the research background and social and academic value of "The Jasan Eobo (or Report on Marine Organisms in the Coastal Waters near Heuksan Island)" by Jeong Yak-Jeon, who pioneered the new field of Fisheries Science and Marine Biology in Korea in the early 1800s. We also searched for recent results from the Marine Bio-Diversity Research Activities of the Korean National Council for Conservation of Nature (KNCCN) and the Ministry of Maritime Affairs and Fisheries (MOMAF). KNCCN reported that marine bio-diversity comprised approximately 6,500 species in 1996, and the Ministry of Maritime Affairs and Fisheries reported there were about 10,000 species in 2007. Among these marine species, plankton account for about 25%, seaweeds 11%, invertebrates 52%, and vertebrates 12% in Korean Coastal Areas. The Ministry for Food, Agriculture, Forestry, and Fisheries (MIFAFF) enacted a law for Agriculture and Fisheries Resources Management in 2012; this law includes the preservation of marine ecosystems, the conservation of wetlands and the preservation of fisheries resources, and describes the boundary of taxonomy for new species and unknown species that could be identified in the near future. To follow the new regulation for Access to General Resources and Benefit-Sharing, this research suggests (1) the importance of taxonomy for new species and unknown species as a goal of "No Name = No Information", (2) integrated research on bio-diversity, species distributions and the abundance of fisheries resources, both in local areas and in Korean Coastal Areas, and (3) the observance of international regulations or agreements for benefit-sharing without additional damage in the future.
