Regional Strategic Industry (RSI) Promotion Projects and Their Impact on Regional Economic Growth: Focused on Chungbuk Province Cases (지역전략산업육성사업과 지역경제성장 파급효과: 충북 사례를 중심으로)

  • This study tries to measure the direct and indirect effects of the Regional Strategic Industry (RSI) promotion projects in Chungbuk Province in Korea. In specific, it critically examines whether there exists policy consistency and connectivity between the hardware-oriented Stage I (2002~2007) and the software-centered Stage II (2008~2012) RSI promotion projects. Applying System Dynamics (SD) techniques, this study examines complex system characteristics of RSI promotion projects, all of which have been derived from the causal and stock-flow models and their simulated results. Major findings are as follows: Firstly, 'the continuous investment' is regarded as the most crucial policy leverage for the strategic industry promotion and regional economic growth. Secondly, without exceptions, the RSI promotion projects should switch their evaluation criteria to performance-oriented ones. Thirdly, in selecting their subprojects, the RSI promotion projects should pay due attention to evaluating technology value and marketability. Fourthly, it should put policy priority in strengthening cluster networking and interconnectivity among projects, inevitably supporting a selective number of virtuous network systems. Fifthly, auxiliary projects such as marketing, technology aid, and knowledge-based services should not be overlooked.

Reduction of m-Bromonitrobenzene and Nitrosobenzene with Bakers' Yeast (Bakers' Yeast를 이용한 m-Bromonitrobenzene 및 Nitrosobenzene의 환원반응)

  • Rapid and selective reduction of aromatic nitro compounds is of important for the preparation of amino derivertives in organic synthesis, particularly when a molecule has other reducible substituents. While Bakers' Yeast has been used for the enantioselective reduction of carbonyl compounds, little attention has been paid to the reduction of aromatic nitro compounds with Bakers' Yeast. Nitro group of m-bromonitrobenzene was selectively and rapidly reduced to corresponding amino derivative in good yield by Bakers' Yeast in basic solution. Furthermore, nitrosobenzene was rapidly reduced to aniline in good yield by Bakers' Yeast under neutral condition. In this paper, we wish to report a rapid and simple reduction of m-bromonitrobenzene and nitrosobenzene to the corresponding amino derivatives using Bakers' Yeast. And the effects of various agents, temperature and pH on the reduction will be discussed.

  • One of the good ways to raise the rate of the electrochemical reaction is to broaden the effective surface area of the electrode by developing cylindrical nano-pores on the surfaces. The numerous pores of several nanometer in diameter can be used to enhance a specific faradaic reaction so that the nano-porous structure attract keen attention in terms of implication of new bio/chemical sensors, in which no chemical modification is involved. Amperometric glucose sensor is a representative example that needs the selective enhancement of glucose oxidation over the current due to physiological interferents such as ascorbic acid. The present paper reports how the ascorbic acid and glucose diffuse around the nano-porous surface by simulation study, for which 2D-FDM (Finite Difference Method) was adopted. The results of the simulation not only consist with those from electrochemical experiments but also reveal valuable potential for more advanced application of the nano-porous electrode.

Modified neocognitron for recognizing multi-patterns (복수 패턴 인식을 위한 변형된 네오코그니트론)

  • In this paepr, the modified neocognitron, which has capability of recognizing multi-patterns in input image in one pass, is proposed. It is the hierarchical neural network composed of S and V layer which are able to extract features and of C layer with little effect from deformation, changes in size, shifts in position. S and V cells extract the features of all patterns in input image by applying DCC(don't care condition) to those cells. S and C cells also have position informations of extracted patterns. Position information is used in extracting good features without extracted features beting interfered one another. The proposed method is shorter in recognition time than the selective attention method with backward connection, because of recognizing multi-patterns in one passe. The modified neocognitron can recognizze attached multi-patterns because of using DCC and position informations.

  • Nowadays a personalization algorithm is gaining huge attention. It gives users selective information which is helpful and interesting in a deluge of information based on their past behavior on the internet. However there is also a fatal side effect that the user can only get restricted information on restricted topics selected by the algorithm. Basically, the personalization algorithm makes users have a narrower perspective and even stronger bias because users have less chances to get views of opponent. Eli Pariser called this problem the 'filter bubble' in his book. It is important to understand exactly what a filter bubble is to solve the problem. Therefore, this paper shows how much Google's personalized search algorithm influences search result through an experiment with deep neural networks acting like users. At the beginning of the experiment, two Google accounts are newly created, not to be influenced by the Google's personalized search algorithm. Then the two pure accounts get politically biased by two methods. We periodically calculate the numerical score depending on the character of links and it shows how biased the account is. In conclusion, this paper shows the formation process of filter bubble by a personalization algorithm through the experiment.

  • There has been many attempts to improve the membrane performance using pervaporation processes[l-3]. They are 1) blending polymer with the high flux and one with high selectivity, 2) an incorporation of functional groups interacting with permeants into a membrane through copolymerization or modification, 3) composite membrane or asymmetric membrane structure with a thin skin layer which acts as a selective layer. Among them, a polymeric membrane containing ion complex group receives an extensive attention recently because ionic complex is known to activate the water transport through ion-dipole interaction. It is especially advantageous in the separation of organic-water system. We applied the ideas of the activation of water transport through ion-dipole. We have reported on the in-sire complex membrane to separate water from aqueous aceiic acid and pyridme solution[4-5] based on the simple acid-base theory. Water transport was enhanced through in-situ complex between pyridine moiety in the membrane and the incoming acetic acid in the feed. In this case, catalytic transport mechanism was proposed. In the present study we used pyridine solution as a feed and the sulfonic acid group in the membrane.

White-light-emitting Organic Electroluminescent Device Based On Incomplete Energy Transfer

  • In order to realize full color display, two approaches were used. The first method is the patterning of red, green, and blue emitters using a selective deposition. Another approach is based on a white-emitting diode, from which the three primary colors could be obtained by micro-patterned color filters. White-light-emitting organic light emitting devices (OLEDs) are attracting much attention recently due to potential applications such as backlights in liquid crystal displays (LCDs) or other illumination purposes. In order for the white OLEDs to be used as backlights in LCDs, the light emission should be bright and have Commission Internationale d'Eclairage (CIE) chromaticity coordinates of (0.33, 0.33). For obtaining white emission from OLEDs, different colors should be mixed with proper balances even though there are a few different methods for mixing colors. In this study, we will report a white organic electroluminescent device based on an incomplete energy transfer. In which the blue and green emission come from the same layer via incomplete energy transfer.

  • Ceramic materials have attracted increasing attention in the last 10 years because of their high thermal stability and high permeation property compared with polymeric nanofiber membranes. Recently, novel nanofiber ceramic membranes with high porosity and flux have been fabricated from metal oxide nanofibers. To improve the performance of ceramic membranes and reduce their costs, a new ceramic membrane with a selective separation layer made of nanofibers was fabricated by electrospinning process and modification process for filtration system. This review summarizes the research trends for the development of ceramic nanofiber membrane over the past few years.

Application of Organized Media for Rapid Spectrofluorimetric Determination of Trace Amounts of Cr(VI) in the Presence of Cr(III)

  • A simple, selective and sensitive fluorescence quenching method was developed to the determination Cr(VI). The method is based on the oxidation of $I^-\;to\;{{I_3}^-}$ by Cr(VI) in sulfuric acid solution followed by immediate formation of ion association compound between I3 − and rhodamine 6G in Tween-80 micellar media at room temperature. The influence of several surfactants on rhodamine 6G fluorescence signal was studied; particular attention was paid in the aggregation behavior of rhodamine 6G–Tween-80 system. The experimental parameters (e.g., type of surfactant, reagent concentration) were studied and the optimal conditions were established. The linear calibration graph was obtained in the range 2.0 - 100.0 ng m$L^{-1}$ Cr(VI). The detection limit of the method was 0.37 ng m$L^{-1}$. The relative standard deviation (R.S.D.) is less than 5% (n = 5). The efficiency of the method for the determination of Cr(VI) in the presence of Cr(III) in the sample was investigated. The method was applied successfully to the determination of Cr(VI) and total Cr in water, and liver tissue samples.

Electrospun Metal Oxide Composite Nanofibers Gas Sensors: A Review

  • Nanostructured materials have attracted considerable research interest over the recent decades because of their potential applications in nanoengineering and nanotechnology. On the other hand, the developments in nanotechnology are strongly dependent on the availability of new materials with novel and engineered morphologies. Among the novel nanomaterials reported thus far, composite nanofibers (NFs) have attracted considerable attention in recent years. In particular, metal oxide NFs have great potential for the development of gas sensors. Highly sensitive and selective gas sensors can be developed by using composite NFs owing to their large surface area and abundance of grain boundaries. In composite NFs, gas sensing properties can be enhanced greatly by tailoring the conduction channel and surface properties by compositional modifications using the synergistic effects of different materials and forming heterointerfaces. This review focuses on the gas sensing properties of composite NFs synthesized by an electrospinning (ES) method. The synthesis of the composite NFs by the ES method and the sensing mechanisms involved in different types of composite NFs are presented along with the future perspectives of composite NFs.
