우리나라의 경호기관은 박정희정부의 출범과 함께 "대통령경호실법"이 제정되어 설치된 이래 지금은 대규모국제행사를 성공리에 치루는 전문경호기관으로 거듭나게 되었지만 동북아를 비롯한 북과의 계속된 대립으로 인해 국가적 경호 대상에 대한 위협은 줄어들지 않고 있다. 그런데 이러한 위협에 대한 대응책 마련을 위한 노력이 강조되고 있지만 국가 경호기관의 경호공무원의 근무환경과 이들에 대한 교육에 관한 연구가 수행되지 않아 이 연구를 시작하게 되었다. 이러한 목적을 달성하기 위하여 대통령경호실과 서울지방경찰청에 근무하고 있는 현장 종사자 45명을 대상으로 인터뷰를 수행하였고, 최근에 개발된 Nvivo 8 프로그램을 활용하여 분석한 결과 근무 환경의 개선은 조직문화 51(78.46%), 이미지 7(10.93%), 체력&정신 6(9.37%) 순으로 범주화되었고, 교육의 방향으로는 경찰경호교육기관 56(76.71%), 심리교육 12(16.43%), 이론교육 5(6.84%)순으로 범주화되었다. 연구결과를 종합하여 보면 우리 경호공무원들은 경호기관의 권위적인 조직문화로 소속 공무원들이 어려움을 겪고 있어 조직문화의 변화를 유도할 필요가 제기되었으며, 현재의 대통령경호실 뿐만 아니라 경찰조직내의 전문화된 경호교육기관의 마련이 필요한 것으로 나타났다.

A mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. The national police agency is setting up the figure of the police trusted and beloved by citizens. The strategies of police reform is to recognize the proposition of 'change the mind and you will see the bright future' and the historical mission of 'It is possible to survive only through the reform'. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. This study examines perceptions of drivers on the traffic police. For this purpose, this study surveys the opinion and view of drivers in Andong city based on the survey research and interview methods. The major findings of this study is as follows. Many drivers in Andong city evaluate negatively the kindness toward civilians, fair(rational) law enforcement of traffic police. So, this study suggests the improvement of the traffic police image.(for example, kindness toward civilians, service attitude, fair and rational law enforcement, etc)

'대한민국 임시정부'의 각종 활동은 '대한민국 정부 수립' 과정의 초기 정책이나 기관 등을 구성하는데 기틀로 작용되었기 때문에 경호 분야에서도 간과할 수 없는 부분이다. 이에 임시정부 수립부터 1920년대의 경호와 관련된 내용을 다각도로 살펴보았으며, 기존의 연구에서 다루지 않았던 새로운 사실들을 크게 네 가지 측면에서 발굴할 수 있었다. 첫째, 임시정부에서 경호는 '정부 수호'의 역할로 인지되었다. 이에 김구는 독립운동에 핵심적인 역할을 담당할 경호원들의 훈련까지 관여할 정도로 신뢰를 가지고 있었다. 둘째, 임시정부에서 경호는 "임시정부지방연통제관련법령집" 중에 '통신원 급 경호원'이란 언급에서 드러난다. 그리고 '경호과(警護科)'의 등장과 함께, 그 업무를 규정한 "도사무분장규정", "부군처무규정"을 통해서도 당시 임시정부 내 경호임무의 중요성을 알 수 있다. 셋째, 1920년대 국내외 각종 독립운동단체들에서 나타난 '경호부(警護部)'의 활약은 임시정부의 독립운동과 그 맥락을 같이 하는 의열 및 항일무장 투쟁으로 평가할 수 있다. 넷째, 1920년대 대중들의 일상생활에서 경호는 각종 행사의 질서유지, 주요 인사들의 신변 보호 및 안전을 위해서 이루어졌다. 당시 경호 사례를 통해서 볼 때, 오늘날 한국 사회에서 경호가 정착하는데 있어 1920년대의 시대적 정황이 중요한 토대가 되었다고 여겨진다.

경비업법상 경비원은 단순노무 종사자가 아닌 부족한 경찰력을 보완하고 국가중요시설, 산업시설, 공동주택 등의 경비를 전문으로 하는 보안관련 서비스 종사자이다. 그럼에도 불구하고 보안관련 서비스직인 경비업법상 경비원과 단순 노무직인 파견법상 경비원을 혼동 내지 혼용함으로써 경비원의 업무범위에 관한 논란이 끊이지 않고 있다. 경비업법상 경비원의 경우에는 엄격한 결격사유를 규정하고 있으며, 경비원 신임교육 및 직무교육을 받게 하고 있으며, 경비업자가 경비원을 배치하거나 배치를 폐지한 경우에는 관할 경찰관서장에게 신고하게 하는 등 경비원의 자격 등에 대하여 엄격한 제한을 규정하고 있다. 이는 경비업법상 경비원을 파견법상 경비원과 구분하여 전문 서비스직으로서 경비원의 직종을 인정하고자 함에 있다고 할 것이다. 따라서 경비업법상 경비원에 대하여는 경비업무 외 업무를 시켜서는 안 된다. 경비업무 외 업무를 시키고자 할 경우에는 경비업법상 도급계약을 체결할 것이 아니라 파견법상 경비원을 사용하던지 또는 고용계약에 의한 경비원을 고용하여 자체경비를 하여야 할 것이다. 이렇게 경비업법상 경비원을 전문 보안관련 서비스직으로 인정할 때 궁극적으로 경비산업 전반이 발전할 수 있을 것이다.

문재인 정부에서는 대통령경호를 전담하는 대통령경호실을 폐지하고 경찰청 산하 대통령경호국을 신설하여 경호업무를 이관하려고 시도한 바 있다. 현재 G7국가들은 모두 경찰이 주도적으로 경호체제를 유지하고 있어 한국의 대통령 경호도 경찰청으로 업무를 이관하는 정책이 논의될 수 있으나 다음과 같은 현실에 집중할 필요가 있다. 첫째, 현재 대통령경호 체계는 (1)대통령경호처의 근접경호(Inner Ring), (2) 경찰의 중간 경호(Middle Ring) (3)수도방위사령부의 외곽경호(Outer Ring)로 구분된 중첩된 경호 조직을 구성하고 있는데 대통령경호처를 폐지하면 계층성의 원리에 공백이 발생하게 된다. 둘째, 현재 대통령의 효율적인 경호를 위해 「대통령경호안전대책위원회」에서는 대통경 경호처에서는 업무조정의 역할을 하고 있는데, 경찰청이 대통령경호의 컨트롤타워가 된다면 대통령경호업무의 군사적, 외교적 측면까지 지휘통제가 가능할 것인지도 고려되어야 할 부분이다. 셋째, 현재 한국은 북한과의 휴전중으로 앞서 설명한 영국, 독일, 프랑스, 일본 등의 G7 국가와는 안보환경에 큰 차이가 있다는 점이다.

Crime amount prediction is crucial for optimizing the police patrols' arrangement in each region of a city. First, we analyzed spatiotemporal correlations of the crime data and the relationships between crime and related auxiliary data, including points-of-interest (POI), public service complaints, and demographics. Then, we proposed a crime amount prediction model based on 2D convolution and long short-term memory neural network (2DCONV-LSTM). The proposed model captures the spatiotemporal correlations in the crime data, and the crime-related auxiliary data are used to enhance the regional spatial features. Extensive experiments on real-world datasets are conducted. Results demonstrated that capturing both temporal and spatial correlations in crime data and using auxiliary data to extract regional spatial features improve the prediction performance. In the best case scenario, the proposed model reduces the prediction error by at least 17.8% and 8.2% compared with support vector regression (SVR) and LSTM, respectively. Moreover, excessive auxiliary data reduce model performance because of the presence of redundant information.

현대사회는 급격한 경제사회의 변화와 향락적 풍조, 가치관의 혼란 등 정신적 변화와 도덕성이 결여된 과학기술의 발달로 각종 사회병리현상과 우리생활의 안전을 위협하는 범죄는 갈수록 증가하고 있다. 또한, 공공경찰이 치안서비스를 효과적으로 공급하는데 있어서 한계에 직면하고 있는 상태에서 수익자 부담 원칙에 의한 민간경비제도를 도입하여 개인 및 집단의 안전과 보호를 위해 노력해왔으며, 각종 국제행사를 치르면서 민간경비산업은 첨단장비 및 기술을 활용한 복합적인 형태로 발전하였다. 그러나 우리나라 민간경비산업은 사회의 팽창과 더불어 국가의 공공분야 서비스 영역이 점차 확대됨에 따라 민간경비의 영역도 빠르게 확대되어가고 있으나 질적 향상은 이를 따르지 못하고 있는 것이 현실이며, 질적 향상의 근간이라고 할 수 있는 민간경비의 신임 교육에 대한 연구는 공공의 치안을 담당하고 있는 경찰, 군인 등의 교육연구에 비하여 미비한 실정이다. 따라서 본 연구에서는 민간경비원 중 비중이 가장 높은 기계경비와 시설경비 종사자의 신임 교육을 중심으로 업무현장에서 필요한 교과목과 필요성이 떨어지는 교과목 및 조사대상자의 특성에 따른 각 교과목의 활용성 차이를 분석하여 민간경비원의 신임 교육 발전에 기여하고자 한다.

The system of civil security service is analyzed and reviewed in order to induce it to maritime security domain. A system of civil maritime guarder who provides security service and cooperates with coast guard at sea is proposed. It is expected not only that some expecters on the field of maritime security service are built up but that the Qualities of security services are improved in considering characteristics of sea control and coast guard.

1962년에 각종 중요산업시설의 방호에 대한 문제를 해결하기 위하여 청원경찰법이 제정되었으며, 2001년에 경비업법 개정으로 국가중요시설에 대한 효율적인 경비체계의 구축을 위하여 특수경비제도를 도입하였다. 이로써 현행법은 청원경찰제도와 특수경비제도가 이원화되게 되었으며, 이러한 이원화에 따른 문제점을 해결하기 위하여 여러 학자들에 의해 통합의 당위성이 활발하게 논의되었다. 이와 같은 학계의 논의에도 불구하고 청원경찰의 신분보장 규정을 신설함으로써 단일화 주장은 동력을 잃게 되었다. 엄격한 의미에서 청원경찰은 자체경비이며, 특수경비원은 계약경비라고 할 수 있다. 따라서 양자 모두 장단점이 있으므로 이제는 청원경찰과 특수경비원의 단일화를 주장하기 보다는 청원경찰과 특수경비원의 장점을 살려 상호 보완하며 발전할 수 있는 법적 제도적 보장을 하는 것이 바람직할 것이다. 이를 위한 시발점으로 경비업법과 청원경찰법의 불합리한 법조문을 다음과 같이 개정할 필요성이 있다. 첫째, 특수경비원과 청원경찰의 업무수행은 실질적으로 동일하므로 특수경비원과 청원 경찰의 경비대상시설을 동일하게 개정할 필요가 있다. 둘째, 특수경비원의 국가중요시설 경비에 공백이 발생하는 것을 방지할 수 있도록 특수 경비원의 경우에도 청원경찰과 마찬가지로 경비대상시설 범위 내에서는 "경찰관 직무집행법"에 따른 경찰관의 직무를 수행할 수 있도록 개정되어야 할 것이다. 셋째, 특수경비원의 결격사유는 청원경찰과 동일하게 개정할 필요가 있다. 넷째, 특수경비원의 교육기관도 청원경찰의 교육기관과 동일하게 경찰교육기관으로 단일화하는 것이 타당하며, 특수경비원의 직무교육시간도 청원경찰과 동일하게 매월 4시간 이상으로 단축시킬 필요가 있다. 다섯째, 특수경비원의 경우에도 무기사용 요건을 '무기 또는 폭발물'에 한정하지 말고, '무기 흉기 등 위험한 물건'을 소지하고 항거하면 무기를 사용하여 위해를 끼칠 수 있도록 개정하는 것이 타당하다. 여섯째, 청원경찰에 대한 벌칙의 내용과 벌금의 범위 등도 특수경비원에 대한 벌칙 규정과 동일하게 개정할 필요성이 있다. 이상과 같이 일부 조항을 수정하면 굳이 경비업법과 청원경찰법을 단일화하지 않고도 불합리한 점을 시정함으로써 특수경비원과 청원경찰이 각 법률 하에서 상호 경쟁을 통하여 민간경비 산업 전체가 건전하게 발전할 수 있을 것이며, 일반 시민들에게는 양질의 경비서비스를 받을 수 있는 선택의 폭이 넓어질 것으로 기대된다.

The primary purpose of this research was to set up the standard guidelines for the planning of interior architectural environments of the detention facilities at the Korean Police Stations. By visit-studying the actual interior environmental conditions of 5 different kinds' domestic Correcting Facilities and 5 domestic police detention facilities and 2 foreign police detention facilities, comparing them to the existing Korean correctional institutions' cell facilities, that the strengths and weaknesses had been analyzed to extract the main concepts and the planning scheme for the Standard Korean Police Detention Facilities. By reserching the National human Right Commitee's Anual Reports, three different indexes were picked out for those analysis : the Environmental control index, the Detention Service support index, the Environmental support index. These three indexes will be used as Key factors for the planning of interior architectural environments of the detention facilities at the Korean Police Stations.: (1)the Environmental control index to establish the Space Program, the Spatial Hierarchy and the horizontal & vertical Security Blocks, (2)the Detention Service support index for the central Environmental Control & Security System, the Secured Privacy for both detainees & police offices, (3)the Environmental support index for the gender-respected segregation of cell zones, the psychological & physical safety design factors, the construction standards of all rooms in a detention facility. The result of this study should be used as the guidelines for "The Standard Plans and Regulations for the Korean Police Detention Facilities" to respect fundamental human rights.
