Bioterrorism is becoming more attractive to terrorist groups owing to the dramatic increase in the utility and lethality of biological weapons in line with today's cutting-edge biological science and technology. The Republic of Korea is facing both internal and external terrorist threats, as well as the possible biological warfare by North Korea. Therefore, it is essential to establish an effective bioterrorism response system in the ROK. In order to come up with the adequate response system for the ROK, an in-depth study has been conducted on the current bioterrorism response system of the U.S. whose preparedness is considered relatively adamant. As a result, the following facts have been found: (1)the legislation with regard to bioterrorism has been established or amended according to the current situation in the U.S., (2)the counter terrorism activities have been integrated with the Department of the Homeland Security as the central agency in order to maximize the national CT capacity, (3)Specific procedures and instructions to cope with bioterrorism have been made into manuals so as to enhance the working-level response capabilities. Next, the analysis on the ROK's bioterrorism response system has been performed in various categories, including the legislation system, task role distribution, cooperative relations, and resource application. It turned out that the ROK's legislation basis is relatively weak and it lacks the apparatus to integrate the bioterrorism response activities on the national level. The shortage of the adequate response facilities and resources, as well as the poor management of manpower have also emerged as problems that hinder the effective CT implementations. Through an analytical and comparative study of the U.S. and the ROK systems, this paper presents several ways to ameliorate improve the current system in the ROK as follows: (1)establish the anti-terrorism law, which would be the basic legal basis for the bioterrorism-related matters; and make revisions to the disaster-related legislation, relevant to bioterrorism response activities, (2)establish an integrated body that has a powerful authority to coordinate the relevant CT agencies; and converge the decentralized functions to maximize the overall response capacity, (3)install the laboratories with a high biosafety level and secure enough of the strategic medical stock-pile, (4)enhance the ability of the inexperienced response personnel by providing with a manual that has detailed instructions.
Background: The selection of an occupation is typically based on individuals' personalities and the characteristics of occupations, which significantly affect occupational consciousness. The present study aimed to enhance the occupational achievement level of and provide fundamental data for student counseling in order to develop competitive professional workers by understanding the occupational consciousness of freshmen and motivating them as dental hygienists with career development plans, as freshmen majoring in dental hygiene eventually play a significant role in the field of dentistry as dental hygienists. Methods: The surveys were distributed to 160 freshmen in the dental hygiene department and were subsequently collected. The data from 142 surveys were used for analysis, as 18 surveys were excluded due to insincere responses. The survey contents included questions related to major selection and satisfaction, including motives for selecting a dental hygiene major, prior knowledge on a dental hygiene major and a career as a dental hygienist, satisfaction level of the major, and reasons for dissatisfaction in cases if applicable, as well as questions related to occupational consciousness, including career prospects for dental hygienists, opinions on the occupation, and conditions of job selection. Results: High employment rate with good salary level ranked highest (43.7%) among motives to apply the dental hygiene major, followed by the desire to be a professional worker (21.1%) and recommendation by acquaintances. Of those who responded, 50.7% indicated a normal level of satisfaction with the major, and 69.9% responded that they had prior knowledge regarding the dental hygiene major and/or field of dental hygiene. These results may be due to youth unemployment and the occurrence of job preparation immediately after students enter university, which is a result of the difficulty in job seeking. In terms of career prospects, 48.6% of students responded with "growing a little bit," followed by "growing a lot" (28.9%), "no difference from now" (21.1%), and "other" (1.4%). Regarding opinions on the occupation, 65.5% responded that occupation was an tool with which to make and income or a living, 23.2% responded that occupation was for dreams and self-realization, and 11.3% responded that occupation was for success in life and maintaining social status. Regarding the conditions of job selection, the responses included that the workplace had good working conditions (39.4%), good interpersonal relationships (21.8%), and a higher salary (18.3%). This may reflect the change in work ethics among university students, according to the trend of the times. Conclusion: Based on the results of the present study, we found that educational guidance to enhance the level of satisfaction with the major, and career guidance to understand and apply the clear vision and long-term job security are necessary.

As the recognition of data's value increases, the role of data repositories in managing, preserving, and utilizing data is becoming increasingly important. This study investigates ways to enhance the trustworthiness of data repositories through obtaining CoreTrustSeal (CTS) certification. Trust in data repositories is critical not only for data protection but also for building and maintaining trust between the repository and stakeholders, which in turn affects researchers' decisions on depositing and utilizing data. The study examines the CoreTrustSeal, an international certification for trustworthy data repositories, analyzing its impact on the trustworthiness and efficiency of repositories. Using the example of DataON, Korea's first CTS-certified repository operated by the Korea Institute of Science and Technology Information (KISTI), the study compares and analyzes four repositories that have obtained CTS certification. These include DataON, the Physical Oceanography Distributed Active Archive Center (PO.DAAC) from NASA, Yareta from the University of Geneva, and the DARIAH-DE repository from Germany. The research assesses how these repositories meet the mandatory requirements set by CTS and proposes strategies for improving the trustworthiness of data repositories. Key findings indicate that obtaining CTS certification involves rigorous evaluation of organizational infrastructure, digital object management, and technological aspects. The study highlights the importance of transparent data processes, robust data quality assurance, enhanced accessibility and usability, sustainability, security measures, and compliance with legal and ethical standards. By implementing these strategies, data repositories can enhance their reliability and efficiency, ultimately promoting wider data sharing and utilization in the scientific community.

Sustainability, in general, means the protection of environmental resources and economic prosperity, with the consideration of the social, economic and environmental effect, as well as human health and the enhancement of life. Profound consideration about sustainability has to handle the overall cycle of feedstock, resource extraction, transportation and production in addition to the environmental effect. Sustainable development of the chemical industries should be carried out complementarily by strengthening the chemical process safety of the industries. In this respect, chemical process safety can be called an opportunity to enhance the compatibility internationally. Changing new paradigm in chemical process safety is formed from the overall life cycle considering basic design of existing systems and production processes. To improve the chemical process safety, the integrated smart system is necessary, comprising various chemical safety database and knowledge base and improved methods of quantitative risk analysis, including management system. This paper discussed the necessity of overall life cycle in chemical process safety and proposed new technology to improve the sustainability. To develop the sustainable industries in process systems engineering, three S, which include Safety, Stability and Security, will have to be combined appropriate.

The designed and fabricated millimeter-wave security screening system receives radiation energy from an object and a human body. The imaging system consist of sixteen array antennas, sixteen four-stage LNAs, sixteen detectors, an infrared camera, a CCD camera, reflector, and a focusing lens. This system requires high sensitivity and wide bandwidth to detect the input thermal noise. The LNA module of the system has been measured to have 65.8 dB in average linear gain and 82 GHz~102 GHz in bandwidth to enhance the sensitivity for thermal noise, and to receive it over a wide bandwidth. The detector is used for direct current (DC) output translation of millimeter-wave signals with a zero bias Schottky diode. The lens and front-end of the millimeter-wave sensor are important in the system to detect the input thermal noise signal. The frequency range in the receiving sensitivity of the detectors was 350 to 400 mV/mW at 0 dBm (1 mW) input power. The developed W-band imaging system is effective for detecting and identifying concealed objects such as metal or plastic.
North Korea's continuous threats and provocative behaviors have aggravated tension on the Korean peninsula particularly with the recent nuclear weapons test. South Korea's best way to cope with this situation is to maintain the balance among three policy directions: dialogue, sanctions, and deterrence. Among the three, I argue that deterrence should be prioritized. There are different sources of deterrence such as military power, economic power, and diplomatic clouts. States can build deterrence capability independently. Alternatively, they may do so through relations with other states including alliances, bilateral relations, or multilateral relations in the international community. What South Korea needs most urgently is to maintain deterrence against North Korea's local provocations through the enhancement of independent military capability particularly by addressing the asymmetric vulnerability between militaries of the South and the North. Most of all, the South Korean government should recognize the seriousness of the negative consequences that North Korea's 'Nuclear shadow strategy' would bring about for the inter-Korea relations and security situations in Northeast Asia. Based on this understanding, it should develop an 'assertive deterrence strategy' that emphasizes 'multi-purpose, multi-stage, and tailored deterrence whose main idea lies in punitive retaliation.' This deterrence strategy requires a flexible targeting policy and a variety of retaliatory measures capable of taking out all targets in North Korea. At the same time, the force structures of the army, the air force, and the navy should be improved in a way that maximizes their deterrence capability. For example, the army should work on expanding the guided missile command and the special forces command and reforming the reserve forces. The navy and the air force should increase striking capabilities including air-to-ground, ship-to-ground, and submarine-to-ground strikes to a great extent. The marine corps can enhance its deterrence capability by changing the force structure from the stationary defense-oriented one that would have to suffer some degree of troop attrition at the early stage of hostilities to the one that focuses on 'counteroffensive landing operations.' The government should continue efforts for defense reform in order to obtain these capabilities while building the 'Korean-style triad system' that consists of advanced air, ground, and surface/ subsurface weapon systems. Besides these measures, South Korea should start to acquire a minimum level of nuclear potential within the legal boundary that the international law defines. For this, South Korea should withdraw from the Nuclear Non-proliferation Treaty. Moreover, it should obtain the right to process and enrich uranium through changing the U.S.-South Korea nuclear cooperation treaty. Whether or not we should be armed with nuclear weapons should not be understood in terms of "all or nothing." We should consider an 'in-between' option as the Japanese case proves. With regard to the wartime OPCON transition, we need to re-consider the timing of the transition as an effort to demonstrate the costliness of North Korea's provocative behaviors. If impossible, South Korea should take measures to make the Strategic Alliance 2015 serve as a persisting deterrence system against North Korea. As the last point, all the following governments of South Korea should keep in mind that continuing reconciliatory efforts should always be pursued along with other security policies toward North Korea.

In this paper, we propose a illumination environment adaptive real-time surveillance system for security of important area such as military bases, prisons, and strategic infra structures. The proposed system recognizes movement of objects on the bright environments as well as in dark illumination. The procedure of proposed system may be summarized as follows. First, the system discriminates between bright and dark with input image distribution. Then, if the input image is dark, the system has a pre-processing. The Multi-scale Retinex Color Restoration(MSRCR) is processed to enhance the contrast of image captured in dark environments. Secondly, the enhanced input image is subtracted with the revised background image. And then, we take a morphology image processing to obtain objects correctly. Finally, each bounding box enclosing each objects are tracked. The center point of each bounding box obtained by the proposed algorithm provides more accurate tracking information. Experimental results show that the proposed system provides good performance even though an object moves very fast and the background is quite dark.
This paper is focused on problem in the law and system caused by the infringement of medical information and in the law and system indicate the solution. Interests in the medical service are increasing in internet environment as life quality of the people improves because of development in information and medical technology. The current main issues of the legislative system and the law improvement suggestion for telemedicine activation which is related to the ubiquitous health in which the medicine field and IT technology convergence appearance. In particular, South Korea in the privacy-related legislation should be amended. The reason, Medical information record contains a lot of patient's private secrets. Therefore, if privacy protection is not enough this could cause problem violate a patient's privacy. Thus we need consequently the maintenance of the health medical treatment field to suit a telemedicine environment of a law system. Specifically, this law enacted to protect medical treatment information and the technical security services with confidence and stability against security treats are necessary.
Mobile Virtual Private Network (MVPN) provides VPN services without geographical restriction to mobile workers using mobile devices. Coexistence of Mobile IP (MIP) protocol for mobility and IPsec-based VPN technology are necessary in order to provide continuous VPN service to mobile users. However, Problems like registration failure or frequent IPsec tunnel re-negotiation occur when IPsec-based VPN Gateway (GW) and MIP are used together. In order to solve these problems, IETF proposes a mechanism which uses external home agent (x-HA) located external to the corporate VPN GW. In addition, based on the IETF proposal, a mechanism that assigns x-HA dynamically in the networks where MN is currently located was also proposed with the purpose to reduce handover latency as well as end-to-end delay. However, this mechanism has problems such as exposure of a session key for dynamic Mobility Security Association (MSA) or a long latency in case of the handover between different networks. In this paper, we propose a new MVPN protocol in order to minimize handover latency, enhance the security in key exchange, and to reduce data losses cause by handover. Through a course of simulation, the performance of proposed protocol is compared with the existing mechanism.

Both composition and XOR are operations widely used to enhance security of cryptographic schemes. The more number of random permutations we compose (resp. XOR), the more secure random permutation (resp. random function) we get. Combining the two methods, we consider a generalized form of random function: $SUM^s - CMP^c = ({\pi}_{sc} ... {\pi}_{(s-1)c+1}){\oplus}...{\oplus}({\pi}_c...{\pi}_1)$ where ${\pi}_1...{\pi}_{sc}$ are random permutations. Given a fixed number of random permutations, there seems to be a trade-off between composition and XOR for security of $SUM^s - CMP^c$. We analyze this trade-off based on some upper bound of insecurity of $SUM^s - CMP^c$, and investigate what the optimal number of each operation is, in order to lower the upper bound.
