S&T Policy Trend Using Language Network Analysis: Focusing on Science and Technology Basic Plan

  • This study analyzes a language network of Science and Technology Basic Plan, which is the basis for science and technology policy in Korea, for the next Science and Technology Basic Plan. Language network analysis was adopted for a quantitative approach measuring the trend of policies. Several techniques such as keyword analysis, language network map analysis, quantitative characteristics analysis and keyword-related major-word analysis have been performed. Results show that there are common policies emphasized by all Science and Technology Basic Plans in the past, and there are also specific policies emphasized in each period of the Science and Technology Basic Plan. These specific policies come from a 'change of times' when the Science and Technology Basic Plans were established, as well as the philosophy of the national government.

  • This study examined the evolution of S&T Basic Acts in Korea from the Science and Technology Promotion Act (1967) through the Special Act on STI (1997) to the Framework Act on Science and Technology (2001) in the following aspects: 1) comprehensive plans, 2) coordination mechanisms for S&T policies, 3) enforcement of R&D programs and performance diffusion, 4) promotion of human resources, 5) and S&T investment and budgeting. Before the Framework Act on S&T was enacted in 2001, critical issues were found in establishing S&T master plans, promotion of R&D programs, comprehensive coordination mechanisms, and R&D budgeting. The three Basic Acts have expanded the scope of regulation over time to cover the entire cycle of the S&T process. They concern a wide range of issues, including creating a basis for scientific and technological development, S&T promotion, disseminating and commercializing research outcomes, and preventing adverse effects from science and technology. The content of the Basic Acts has evolved in response to changes in the political, economic, and social environment of Korean industry during the past five decades.

  • This paper examines Japan's Science and Technology (S&T) Basic Plans in accordance with its S&T Basic Law. The Basic Plans promote two major innovation (Green Innovation and Life Innovation) towards the creation of new markets and jobs, specifically under the Fourth S&T Basic Plan enacted on August 2011. Successful smart community demonstration projects at four urban localities were launched under plans to promote Green Innovation research and development of renewable energy technologies. However, the expectation that renewable energy such as solar or wind power can replace nuclear power is not backed by sufficient evidence. Furthermore, the electricity produced by these sources is expensive and unstable owing to its reliance on weather conditions. The Fukushima nuclear power plant accident on March 2011 has also seriously affected Japan's future energy plans. According to a government estimate, electricity charges would double if nuclear power generation were abandoned, imposing a heavy burden on the Japanese economy. Japan is in need of energy policies designed on the basis of more far-sighted initiatives.

  • Because of global warming, the new environment energy policy was already announced. The role of Green-railways is increasing in the field of railway. The government announced a policy direction of science & technology basic plan. The field of railway transportation proposed various railway transportation policy and plans. In this paper, I presented technical trend analysis for railway policy and railway operation field. Technical trend analysis at home and overseas are classified into railway industry technology, railway transportation system technology, railway operation efficiency technology, railway logistics technology.

일본의 해양기본법 제정과 우리의 대응방안 연구 -한중일 해양행정체계 비교를 중심으로- (A Study on the Analysis of Japan's Basic Ocean Law and Policy of Korea -The Case of Korea, Japan and China on the Administrative System for Ocean-)

  • Japan's new Basic Ocean Law took effect in 20 July 2007. This law contains that 1) calls for the consolidation of eight government offices that previously worked separately on maritime issues; 2) establishes a basic plan for maritime matters, and; 3) creates a comprehensive maritime policy headquarters, run by the Prime Minister. The result is a structure for the integrated promotion of maritime policy. The Minister of Land, Infrastructure and Transport has been appointed to the newly established position of maritime minister. Japan has been in conflict with Korea and China over EEZ and territory, which has caused the country to turn to ocean. If Japan puts more emphasis on sea, it will be on a collision course with neighboring countries such as Korea, China, Russia, and Taiwan. Japan has been at odds with these countries; with Korea over Dokdo islets, with China over the Senkaku Islands and the East China Sea, where gas fields lie, with Taiwan over fishery rights in the East China Sea, with Russia over the Kuril Islands. Korea's position about the establishment of Japan's new Basic Ocean Law is followed: 1) expression of Korea's position in maritime resourcces of east china sea, 2) understand of strategy for maritime resources development and maritime delimitation in China and Japan, 3) a caution for extention of EEZ and maritime activities, 4)effective and comprehensive policy establishment, and strength in R&D, 5) construction of active and responsive system for maritime issues in neighbor country.

일본의 최근 교육개혁 정책의 특징과 평가 - 문부과학성과 중앙교육심의회를 중심으로 - (A Study on the Characteristics and Evaluation of the Policy in Japan's recent Reform of Education - Focus on the MEXT and CCE -)

  • 이 연구는 그동안 일본의 교육개혁 동향에 관한 국책연구기관의 연구가 미흡하고, 개인 연구들이 다소 지엽적인 과제에 대한 소개에 머물고 있다는 점에 착안하여, 최근 일본교육개혁 정책들을 문부과학성 및 중앙교육심의회를 중심으로 분석하여 그 특징을 추출하고 이를 전제로 개별 정책에 대한 평가를 시도하였다. 정책과정에 있어서 특징 분석은 체제분석방법을 원용하였다. 즉, '개혁정책의 배경 및 목표'를 통하여 투입측면을, '문부과학성과 중앙교육심의회를 거치는 정책의 수립과정'을 통하여는 과정측면을, '정책의 실효성 검증 및 반응'에서는 산출측면을, 그리고 환류 및 환경측면에서는 '정책 이해관계자와 사회의 합의 및 이해' 상황을 준거로 하여 진단하였다. 연구방법으로는 문헌연구방법(문부성 보고서 및 단행본, 논문)과 일본 현지를 방문하여 핵심관계자를 면담(중앙교육심의회 부회장등)하였고, 주제별 논객과의 대담과 현장 교사와의 면담도 실시하였다. 일본 교육개혁의 배경은 고도화와 경쟁력 가치에 두나 여유교육이라는 일본적 가치가 강조되었고 학력논쟁으로 이어졌다. 정책의 수립과정은 문부성에서 내각 등 정치권으로 옮겨가고 있는 특징을 보였다. 정책의 결과는 실효성 측면에서 현장으로부터 외면받는 경우가 적지 않았는데 현실에 대한 진단이 불충분한 정치적 실험과정이었다는 것이 원인이었다. 정책의 환류 면에서 결정과정이 공개되고 의견수렴 절차가 마련되어 있으나 객관적인 평가환류 시스템을 갖추지는 못했다. 교육개혁 정책에 대한 개별적 평가는 최근의 교육진흥기본계획, 교육기본법 개정, 수장의 교육개혁, 지방교육행정개혁, 교원개혁 정책 등에 걸쳐 살펴보았다.

A Decade of the National Institute for Materials Science as an Independent Administrative Institution

  • In April 2001, many Japanese national institutes were reorganized as Independent Administrative Institutions (IAI) based on the General Act for Independent Administrative Institutions and the act for each institution. Under the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the National Institute for Materials Science (NIMS) was established by the merger of the National Research Institute for Metals (NRIM) and the National Institute for Research in Inorganic Materials (NIRIM). One of the biggest changes was the expansion of autonomous administration. The nanotechnology and material R&D field was prioritized in the 2nd (2001-2005) and the 3rd (2006-2010) Science and Technology Basic Plans; subsequently, NIMS was assigned to take the initiative in nanotechnology as well as materials science. NIMS has proactively expanded research fields through the introduction of researchers from polymers, electronics, and biotechnology as well as member institutes of the World Materials Research Institute Forum (WMRIF). Globalization has been promoted through programs that include the International Center for Young Scientists (ICYS) and the International Center for Materials Nanoarchitectonics (MANA). The 4th Science and Technology Basic Plan (2011-2015) emphasizes outcomes-recovery and rebirth from the disaster, green innovation, and life innovation. The Midterm Plan for NIMS also follows it. R&D collaboration by multi-partners (that include industry, university, and GRI) should be strategically promoted where GRI are especially required to play a hub function for innovative R&D and open innovation. NIMS highlights are Tsukuba Innovation Arena (TIA) and the Nanotechnology Platform Project. On January 20, 2012, a new organization was decided on by the Japanese Government where several IAI from different science and technology areas will be merged to realize more effective R&D as well as administrative cost reductions. NIMS is also supposed to be merged with 4 other R&D IAI under MEXT by the end of 2013.

과학기술인력정책의 발전과정과 한계, 미래 방향에 대한 제언 (Development process and limitations of science and technology manpower policy, and suggestions for future direction)

  • 본 논문의 목적은 주요 과학기술인력정책의 발전과정에 대한 정리와 함께 수급 패러다임 변화라는 정책 환경 속에서 바람직한 미래 정책 방향을 도출하는 데 있다. 이를 위해 먼저 이공계 기피 현상 해소를 화두로 2000년대부터 본격 추진되었던 과학기술인력정책의 전개과정을 이공계인력 지원 기본계획을 중심으로 살펴보았다. 다음으로 디지털 전환 등으로 인해 나타나는 과학기술인력 수요 변화와 인구구조 감소라는 공급충격, 즉 과학기술인재 수급 패러다임 전환의 주요 내용과 시사점을 정리하였다. 이를 바탕으로 미래 과학기술인력정책의 핵심 방향을 우수 과학기술인재 배출과 활용의 토대가 되어 인재의 지속 성장과 유입을 촉진시키는, 사람 중심의 과학기술 연구생태계 조성으로 제언하였다.

한국의 과학기술종합계획에 관한 내용분석 : 5개년 계획을 중심으로 (A Content Analysis on the S&T Comprehensive Plans in Korea: Focusing on Five-Year Plans)

  • 이 논문은 5개년 계획을 중심으로 한국의 과학기술종합계획에 관한 내용분석을 시도하였다. 분석의 대상에는 제1차 기술진흥 5개년 계획(1962$\sim$1966년), 제2차 과학기술진흥 5개년 계획(1967$\sim$1971년), 제3차 과학기술개발 5개년 계획(1972$\sim$1976년), 제4차 경제개발 5개년 계획: 과학기술부문계획(1977$\sim$1981년), 제5차 경제사회발전 5개년 계획: 과학기술부문계획(1982$\sim$1986년), 제6차 경제사회발전 5개년 계획: 과학기술부문계획(1987$\sim$1991년), 제7차 경제사회발전 5개년 계획: 과학기술부문계획(1992$\sim$1996년), 신경제 5개년 계획: 기술개발전략부문계획(1993$\sim$1997년), 과학기술혁신 5개년 계획(1997$\sim$2002년), 과학기술혁신 5개년 수정계획(2000$\sim$2002년), 과학기술기본계획(2002$\sim$2006년), 참여정부의 과학기술기본계획(2003$\sim$2007년)이 포함되었다. 이상의 계획에 대한 내용분석의 결과는 정책환경, 추진체계, 정책목표, 정책범위, 정책과제의 범주로 구분하여 설명되었다. 특히, 정책과제의 경우에는 국가전략기술개발, 과학기술투자, 과학기술인력, 기초연구진흥, 민간기술개발지원, 과학기술국제협력, 지역과학기술혁신, 과학기술하부구조, 과학기술과 사회문화로 나누어 검토되었다. 이러한 분석을 바탕으로 이 논문은 향후에 과학기술종합계획을 수립할 때 고려해야 할 사항을 제안하였다.

국내 실내공기질 관리정책의 변천 및 제어기술의 현황 (Management Policy and Control Technology for Indoor Air Quality in Korea)

  • In Korea, studies on the indoor air quality have been conducted since mid of 1980s. The turning point occurred in 2003 by establishing the act of the indoor air quality management for public facilities. According to the law, the basic plan for indoor air quality management is prepared by government every five years, affecting greatly governmental policy and related academia and industries. Indoor air quality survey was mostly carried out among indoor air quality researches. After then, assessment of health effect and air cleaning technology were studied. Although various control technologies for particle, bioaerosol, odor, and hazardous chemicals have been applied to indoor environments, breakthrough technologies are needed to solve real problems facing at the applied environments. In the future, issue of indoor air quality is more interested and both management policy and control technology are key factors in order to realize comfort and healthy indoor environments.
