A Study on the Application of School Guard to School Police System (학교지킴이의 청원경찰 적용 방안에 관한 연구)

  • It has been long time since the social concern about school safety was fully raised in our country. The accidents, such as sexual violence against young children, traffic accident when going to and from school, psychological violence by bullying, extorting money & violence and so on, frequently happen. Under the circumstances that this kind of school safety problems are concerned greatly by society, it is very important for schools to create the environment in which children can have a safe living. The study focuses on the necessity and introduction of a professional school police system to establish the sexual violence prevention system in advance. The system, practically and systematically organized, can prevent various kinds of safety accidents and form the agreement of family, regional society, and related institutions alike. It is also supposed to emphasize the strengthening of school safety by its operation.

Association Rules Analysis of Safe Accidents Caused by Falling Objects (낙하물에 기인한 안전사고의 연관규칙 분석)

  • Construction industry is one of the most dangerous industry. As the construction accidents occur due to the repeated factors found in each accidents, there is a limitation in analyzing all types of occupational accidents by the existing descriptive analysis and statistical test. In this study, we classified safety accidents caused by falling objects among the accident types occurring at construction sites into fatal and nonfatal accidents and deduced the factors. In addition, we deduced the association rules among the safety accidents factors caused by falling objects through the association rule analysis method among the machine learning techniques. Therefore, considering the association rules for fatal and nonfatal accidents proposed in this study, it would be possible to prevent accidents by searching for countermeasures against safety accidents caused by falling objects.

  • Accidents of commuting vehicles for kindergarteners and nursery school students continue to occur despite various safety policies from the government. In order to minimize such accidents, it is necessary to use both the vehicle-mounted safety commutation management software which can be easily operated by the driver, and the mobile app to manage the safe schooling of the children that can inform such information to parents timely. In this paper, we describe the design and implementation of the safety management software architecture.

The Characteristics of Vehicle Speed Violation in School Zones (어린이 보호구역에서의 차량 속도위반 특성 분석)

  • Since speed limit enforcement in school zones is the most important to reduce the occurrence of severe child related accidents, school zones typically have a speed limit of 30km/h. However, it is found that the majority of vehicles passing school zones are traveling over 30km/h. This indicates that school zones are not being effectively operated to achieve the main objective which is the reduction of child related accidents. This study aims to identify the factors affecting the violation of speed limits in school zones through the results of field survey from 8 elementary schools. The results showed that time period, the number of lanes, the width of sidewalks, and the status of colored pavement were found to be highly associated with the violation of speed limits in school zones at the 95% significance level. The results of this study may provide some insights for making safe environments around schools.

Analysis of the Characteristics of Road and Transportation Safety Facilities Affecting Pedestrian Traffic Accidents around School Zones: Using Spatial Poisson Model (어린이보호구역 내 도로 및 교통안전시설이 보행자 교통사고에 미치는 영향 분석: 공간포아송모형을 이용하여)

  • It is very important to build a safe walking environment for children because children are more likely to be exposed to traffic accidents than adults due to their behavioral and physical characteristics. Therefore, this study analyzed the characteristics of road and transportation safety facilities that affect pedestrian traffic accidents around school zones using spatial poisson regression. The pedestrian-vehicle crash data in Seoul 2016-2018 was provided by the Traffic Accident Analysis System(TAAS). The main analysis results are as follow; First, the more intersections and the higher percentage of neighborhood roads in the school zone, the higher the risk of pedestrian traffic accidents. Second, the pedestrian push button was found to reduce the occurrence of pedestrian traffic accidents. Third, except for the pedestrian push button, none of the transportation safety facilities considered in this study were effective in reducing the risk of pedestrian traffic accidents. On the other hand, if not only the improvement of physical facilities but also non-physical factors such traffic safety education are supported, the effect for reducing traffic pedestrian traffic accidents in the school zone is expected to be further maximized.

Safety Evaluation of the Lighting at the Entrance of a Very Long Road Tunnel: A Case Study in Ilam

  • Background: At the entrance of a tunnel, reflection of sunlight from the surrounding environment and a lack of adequate lighting usually cause some vision problems. The purpose of this study was to perform a safety evaluation of lighting on a very long road in Ilam, Iran. Methods: The average luminance was measured using a luminance meter (model S3; Hagner, Solna, Sweden). A camera (model 108, 35-mm single-lens reflex; Yashica, Nagano, Japan) was used to take photographs of the safe stopping distance from the tunnel entrance. Equivalent luminance was determined according to the Holliday polar diagram. Results: Considering the average luminance at the tunnel entrance ($116.7cd/m^2$) and using Adrian's equation, the safe level of lighting at the entrance of the tunnel was determined to be 0.7. Conclusion: A comparison between the results of the safe levels of lighting at the entrance of the tunnel and the De Boer scale showed that the phenomenon of black holes is created at the tunnel entrance. This may lead to a misadaptation of the drivers' eyes to the change in luminance level at the entrance of the tunnel, thereby increasing the risk of road accidents in this zone.

  • Occupational Safety and Health Expenses Law in construction industry was enacted in 1988 by the notification of Ministry of Employment and Labor and 22 revisions have been made since. The fact that revisions have been made almost every year since the first enactment shows that Occupational Safety and Health Expenses can effectively prevent construction accidents and the need for revisions to fit the reality has been raised continuously. Despite the construction industry has undergone various internal and external environmental changes, (such as the changes in the safety and health management techniques and the increase in the construction employees' desire for safety) the appropriation standard of Occupational Safety and Health Expenses has been calculated based on the contract price. The construction industry has constantly suggested that the Occupational Safety and Health Expenses be calculated based on the estimated construction expenses since applying the current method doesn't provide enough money to secure the safety. Also because it has become mandatory to hire a health manager since 2015, the lack of Occupational Safety and Health Expenses is expected to get worse. In this study, we will analyze the usage of Occupational Safety and Health Expenses and propose a more practical and realistic change in setting the appropriation standard of Occupational Safety and Health Expenses.

A Study on Development of Root Cause Analysis Map In Laboratory (연구 실험실 사고의 근본원인분석 Map 개발에 관한 연구)

  • The continuous fatal accidents like explosion or fire cause huge losses of both life and property in laboratories even though safety management system has been built and periodical checkups and safety diagnosis have been implementing in universities and enterprise-affiliated research institutes since Act on the Establishment of Safe Laboratory Environment was enacted in 2005 to prevent accidents in research laboratories. Cause analysis and safety management measures to prevent recurrence of accidents are urgently needed because accidents in research laboratories occur repeatedly with similar contents. This study will show results of analysis on incidents and accidents occurred in laboratories in universities and enterprise-affiliated research institutes using Root Cause Analysis Method and propose classified map of cause investigation and improvements so as to improve safety management in research laboratories.

A Study on the Establishment of a Parking and Stopping Prevention System in Child Protection Zone (어린이 보호구역 주·정차 방지시스템 구축에 관한 연구)

  • In order to prevent traffic accidents for children who are vulnerable to traffic around elementary schools, a school zone in the children's protection zone is designated, and parking and stopping are prohibited in this area as the vehicle speed is less than 30km/h. However, Korea has a disgrace that the death rate of children from traffic accidents is the No. 1 among OECD countries. Against this backdrop, this study aims to contribute to preventing traffic accidents and raising awareness of driver safety by establishing an illegal parking and stopping system in the child protection zone due to various road conditions in the child protection zone. As a research method, a plan to build a parking and stopping prevention system was presented based on major preceding studies and literature investigation and analysis. Through the construction plan, effects such as preventing traffic accidents, inducing smart drivers to drive safely, strengthening pedestrian safety awareness, and inducing driver's awareness of safety can be expected.

A Research on V2I-based Accident Prevention System for the Prevention of Unexpected Accident of Autonomous Vehicle (자율주행 차량의 돌발사고 방지를 위한 V2I 기반의 사고 방지체계 연구)

  • This research proposes the Accident Prevention System to prevent collision accident that can occur due to blind spots such as crossway or school zone using V2I communication. Vision sensor and LiDAR sensor located in the infrastructure of crossway somewhere like that recognize objects and warn vehicles at risk of accidents to prevent accidents in advance. Using deep learning-based YOLOv4 to recognize the object entering the intersection and using the Manhattan Distance value with LiDAR sensors to calculate the expected collision time and the weight of braking distance and secure safe distance. V2I communication used ROS (Robot Operating System) communication to prevent accidents in advance by conveying various information to the vehicle, including class, distance, and speed of entry objects, in addition to collision warning.
