It has been taken for 10 years since Climate Change Convention could it be made. And Kyoto Protocol will come into force as an international law as from 16. Feb 2005. As based on it, Annex I countries will implement their mitigation projects on GHG reductions and press developing countries on GHG reduction target. Korea has not duty target on it yet. But it will be held a COP(Conference of Party) on negotiation for reduction target of second commitment period. If Korea has a real duty, Industry sector should reduce GHG emissions. Then Market mechanism will be need to introduce for this. This study started having a question "Is it possible to introduce emissions trading in Korea?". To solve the problem, this study analysed GHG emissions, marginal abatement cost, market price with 11 companies of industry (about 36% of Korea emissions). minus target is impossible to implement reduction target ver base year (2002). And emissions trading scheme also can't make the market without additional policy and measures. This study suggest that it is need to import credits and give a subsidy of government to encourage it. The imported credit can reduce the demand curve within the marginal abatement cost curves. But the effectiveness of credit is not the same as continually growth. As a result, Allowing 40% credit into emissions trading market is the best to reduce costs. However, a subsidy is the little bit difference. A subsidy make marginal abatement cost curves down for itself. Giving 30% for subsidy, it is the best. Considering both of importing credits and subsidy, it is the best effects in the reducing cost for company. especially 30% is the best effects respectively. This Study show that government wants to consider designing emissions trading, encourage participants competitiveness, and encourage the early action, government has to allow credit trading and give a subsidy to participants.

Coastal disasters have become one of the most important issues in every coastal country. In Korea, coastal disasters such as storm surge, sea level rise and extreme weather have placed many coastal regions in danger of being exposed or damaged during subsequent storms and gradual shoreline retreat. A storm surge is an onshore gush of water associated with a tow pressure weather system, typically in typhoon season. However, it is very difficult to predict storm surge height and inundation due to the irregularity of the course and intensity of a typhoon. To provide a new scheme of typhoon damage prediction model, the scenario which changes the central pressure, the maximum wind radius, the track and the proceeding speed by corresponding previous typhoon database, was composed. The virtual typhoon scenario database was constructed with individual scenario simulation and evaluation, in which it extracted the result from the scenario database of information of the hereafter typhoon and information due to climate change. This virtual typhoon scenario database will apply damage prediction information about a typhoon. This study performed construction and analysis of the simulation system with the storm surge/coastal inundation model at Masan coastal areas, and applied method for predicting using the scenario of the storm surge.
This study was aimed to provide understanding on the eco-physiological response of barley tillers as affected by fertilizer application level. Yield and yield contribution rate of tillers were investigated with the data of field experiments in the former Wheat and Barley Research Institute of Suwon, Korea from September 1982 to July 1984. The 50% and 100% increased rates of fertilizer application were compared to the local recommendation, which is 120 - 90 - 70kg /ha for N-P$_2$O$_{5}$-K$_2$O, to examine tiller dynamics under diverse fertilization scheme. With the increased rates, more mainstem leaves appeared and more effective tillers resulted from C3, 4P, 41, 2P1 and 3PP. Higher number and yield of grains per plant were also observed in the increased rates, though the number of grains and grain yield per ear were slightly lower than the recommended rate. The order of yield contribution by various tillers with the recommended rate and 50% increment was mainstem, 1, 2, 11, 3, 21, 12, 22, 4 and C, but 1 and 11 contributed more than mainstem and 3 with the 100% increased rate.e.
One of alternative conventional technologies used for treatment of livestock wastes is composting process, and recently some mechanical composting processes are being practiced. It is, however, recognized the composting process also has its own limitations such as longer time requirement, and difficulties to estimate the degree of decomposition, etc. The incomplete compost contains potentially harmful materials to crops and public health due to instabilized organic contents and pathogenic organisms. The purpose of this investigation is to develop an innovative system whereby anxious livestock wastes are thoroughly stabilized and disinfected. Thus the overall management scheme should meet the following requirements. 1. A system should be in a cost-effective and environmentally sound manner. 2. Sludges must be chemically stabilized and bacteriologically safe. 3. Odor-free by product should be applied to crop land. 4. Sludges are sources of fertilizer nutrients and/or soil amendments to enhance crop production. 5. And they can be used as potential pH adjusting agent of the acidified soils. Overall effectiveness of the developed system is experimentally tested to satisfy the preset criteria and requirements. Major experiments are divided into four categories: they are 1. chemical stability test, 2. optimal condition test of stabilization process, 3. bacteriological examination and disinfection tests, and 4. deodorization tests The stabilization process is consisted of the stabilizing reaction process and the drying process. Stabilized wastes is dried by both sun dryer and rotary dryer. It is shown that an additive dosage of about g/kg solid in wastes with a minimum of 5-minutes reaction would be necessary for effective stabilization reaction. In the stabilization reaction process, the pH of wastes is lowered from initial values of 12.3 to 8.6. High pH prevents odor production and kills pathogenic organisms. Organic matter contents in the stabilized wastes are about 50% and the sum of contents of fertilizer elements such as total nitrogen, $P_2O_5$ and $K_2O$ are about 5.3%. The livestock wastes that are stabilized chemically and hygienically can be used as a good soil conditioner and/or organic fertilizer.
Simulation studies were carried out to investigate the responses of selection for three carcass traits (longissimus muscle area: EMA, fat thickness: BF, and marbling score: MS) based on either adjusted phenotypes (APH) or estimated breeding values (EBV) in multivariate animal model with different breeding schemes. Selection responses were estimated and compared on six different models with respect to breeding schemes using either carcass measurements or real time ultrasonic (RTU) scans generated by Monte Carlo computer simulation supporting closed breeding population. From the base population with 100 sires and 2000 dams, 20 sires and 1000 dams by each generation were selected by either APH or EBV for 10 generations. Relative economic weights were equal of three traits as EMA(1): BF(-1) : MS(1) for standardized either APH or EBV. For first two models which were similarly designed with current progeny-test program in Korean cattle, three carcass traits with records either only on male progenies (Model 1) or on male and female progenies (Model 2) were used for selecting breeding stocks. Subsequently, generation intervals on males were assumed as 6${\sim}$10 years in these two models. The other two models were designed with tools of selection by RTU rather than carcass measurements with genetic correlations of 0.81${\sim}$0.97 between RTU and corresponding carcass traits in addition to whether with records (Model 4) or without records (Model 3) on female. In these cases, generation intervals on males were assumed as 2${\sim}$4 years. The remaining last two models were designed as similar with Models 3 and 4 except genetic correlations of 0.63${\sim}$0.68 between RTU and corresponding carcass traits with records (Model 6) and without records (Model 5) on females.
The results from 10 replicates on each model and selecting methods suggested that responses indirect selection for carcass traits in Model 4 were 1.66${\sim}$2.44 times efficient rather than those in Model 1. Otherwise, in Model 6 with assuming moderate genetic correlations, those efficiencies were 1.18${\sim}$2.08 times with comparing to responses in Model 1. However, selection response for marbling score was the smallest among three carcass traits because of small variation of measurements. From these results, this study suggested that indirect selection using RTU technology for improving high meat qualities in Korean cattle would be valuable with modifying measuring rules of marbling score forward to large variation or modifying relative economic weight for selection.
The purpose of this study was to know whether or not any wrongful description or simple errors were in photosynthesis unit of Biology II textbook under 7th national curriculum and if so, to know whether or not high school teachers recognized and corrected properly the mistakes. The mistakes in photosynthesis unit of text books were determined by the comparison with several reference books and through examination by three plant physiologists in 8 different Biology II textbooks. After the mistakes were analysed, the survey using contents of textbook containing the mistakes was conducted on high school teachers teaching Biology II. As a result, 48 mistakes were determined in 13 subjects. As many as four mistakes were found even in one subject in a certain textbook and a same mistake was found repeatedly in several textbooks. The survey result showed that the teachers who pointed exactly the mistakes out corrected properly, however, the percentage of these ones out of 35 teachers replied to survey was less than 50%. The ratios of correction out of total number of responses were high in question #6 (43%), #4-3 (40%), and #1-2 (32%) which were containing a simple mistake in graph, a wrong word and a wrong picture, respectively. But, no one pointed out and made correction in question #5-1 and #5-2 which were containing Z scheme of light reaction without the legend of vertical axis that should be explained as electron energy or standard reduction potential. The result indicates the possibility that the mistakes in photosynthesis unit of Biology II textbook can be corrected and teached properly by teachers may be low. In order to reduce the possibility that students may have misconceptions about photosynthesis, the list of print's errors should be provided to the teachers and/or the training program and/or workshop for in-service high school biology teachers was recommended.

As the usage of image/video contents increase, a security problem for the payed image data or the ones requiring confidentiality is raised. This paper proposed an image encryption methodology to hide the image information. The target data of it is the result from quantization in wavelet domain. This method encrypts only part of the image data rather than the whole data of the original image, in which three types of data selection methodologies were involved. First, by using the fact that the wavelet transform decomposes the original image into frequency sub-bands, only some of the frequency sub-bands were included in encryption to make the resulting image unrecognizable. In the data to represent each pixel, only MSBs were taken for encryption. Finally, pixels to be encrypted in a specific sub-band were selected randomly by using LFSR(Linear Feedback Shift Register). Part of the key for encryption was used for the seed value of LFSR and in selecting the parallel output bits of the LFSR for random selection so that the strength of encryption algorithm increased. The experiments have been performed with the proposed methods implemented in software for about 500 images, from which the result showed that only about 1/1000 amount of data to the original image can obtain the encryption effect not to recognize the original image. Consequently, we are sure that the proposed are efficient image encryption methods to acquire the high encryption effect with small amount of encryption. Also, in this paper, several encryption scheme according to the selection of the sub-bands and the number of bits from LFSR outputs for pixel selection have been proposed, and it has been shown that there exits a relation of trade-off between the execution time and the effect of the encryption. It means that the proposed methods can be selectively used according to the application areas. Also, because the proposed methods are performed in the application layer, they are expected to be a good solution for the end-to-end security problem, which is appearing as one of the important problems in the networks with both wired and wireless sections.
The requirements for medical laboratories ISO 15189 is examined in organization and a quality management system, stressing the importance of evidence, document control, and control of records and clinical material. Medical services are provided from the areas of resource management, and pre-examination, examination and post-examination processes. The main goal of ISO 15189 accreditation is to improve the quality of laboratory services provided for patients and clinical users not only through compliance with consensually developed and harmonized requirements but also by adopting the philosophy of continual improvement using the Plan-Do-Check-Act cycle. Laboratory quality should be evaluated and improved in all steps of the testing process as the state-of-the art indicates that the pre- and post-analytical phases are more vulnerable to errors than the intra-analytical phase. The Korea Laboratory Accreditation Scheme (KOLAS), a national accreditation body, provides medical laboratory accreditations for appropriate approaches to evaluating the competence of a medical laboratory in providing effective services to its customers and clinical users. Adoption of ISO 15189 in 2010s as a government policy has been delayed, and only 5 laboratories have been accredited to date in Korea. The medical laboratories should seek the adoption of ISO 15189 with a positive attitude for quality improvement and strengthening of international competitiveness.
The dangerous impact on the traffic flows of cars is caused by no only the construction on the street but diverse construction sites. This in turn substantially influence on the citizens and pedestrians, thereby bring about the possibility of giant incidents. As the countermeasure for the problem in advanced countries, particularly in Japan "traffic inducement security system" has been implemented. It is analyzed that the death toll from traffic accidents has considerably declined. In the case of South Korea the system has not been administered but restrictively executed at some construction sites; however proceeding it with the lack of professionalism. The introduction of traffic inducement security system would be the opportunity for South Korea to make a progress in the safety culture such as traffic security and traffic jam. This study thus aims at analyzing the advanced countries' cases, conducting comparative analysis with Korea's scheme, and establishing the plan to adopt the traffic inducement security system. Through the output of this study followings were proposed as plans of introducing the traffic inducement security system. First of all, legal assessments regarding traffic inducement operation, for example adding the operation of the system into the category of security service, need to be preceded prior to its introduction secondly, the traffic inducement security is the institution which can contribute to the improvement of traffic safety, and also internalizing social cost. therefore, it needs to be equipped with the new qualification such as the instruction with the standardized traffic safety map, instruction system, curriculum and the publication of teaching materials. thirdly, the education for the guard should be proceeded with dividing academic and technical ones with specific curriculum. At the fourth, the securement of the venue for the driving training, the determination on technical instruction contents and the training professional instructor needs for the method of administration. In addition, the efforts on the overal standardization of traffic inducement security is necessary, and it also requires constant collaboration among private security industry, academia, professionals, relavant research institutes, etc. At the last but the least, henceforth it is prerequisite that the networking system with a diverse array of associated entities due to its social ripple effect and job creation effect.

The Nation Geodetic Reference System which presents a consistent location standard used in creating a map or developing national land is defined and managed by the law in a nation. Each nation had used its own geodetic system created by astronomical surveying until recently, when Geodetic Reference System(World Geodetic Reference System) has been developed and used to progress in space and satellite geodetic technologies. Korea also amended its geodetic law in December 2001, converting its national geodetic system whose reference an oval figure is Bessel ellipsoid into the World Geodetic Reference System which uses GRS80 ellipsoid as reference ellipsoid. Accordingly, the National Geography Information Institute improved law and systems related to the change for the effective conversion from its national geodetic system into the World Geodetic Reference System. In addition National geographic information institute of the results of various studies is drawn to the World Geodetic Reference System for switching technology-met some of the institutional foundation Despite of accordance with formalities, National geographic information institute, Ministry of Land, Transport and Maritime Affairs and some local government of the World Geodetic Reference System, and local government has or has not spread in public institutions. Therefore, in order to promote the switch to the World Geodetic Reference System, it is required to analyze current technical and institutional problems and obstacles of the switch to the World Geodetic Reference System and to present the resolutions and to establish policy to achieve them. Accordingly, for the promotion of the switch to the World Geodetic Reference System, this study analyzed the results of previous studies, the current state of the switch to the World Geodetic Reference System and the problems of the switch, and then offered technological and institutional supplements. Furthermore, it standardized the subject and type of the conversion, defined the scope of the tasks of the National Geographic Information Institute and its related organizations, and presented the policy direction for the overall use of the World Geodetic Reference System by 2010.
