In this paper, we propose the hierarchical network synchronization scheme that is backward compatible for the existing commercial system, efficient for total system performance, and whose hardware modification is minimized. This system performance is, the relationship among bandwidth efficiency, complexity and MODEM performance, and superiority of network system applicability. The proposed structure can remedy the high hardware complexity and the lower accuracy of network sychronization that the existing satellite communication terminal system in the star network based on TDM/MF-TDMA of DVB-S2/RCS standards has. Besides, It has high efficiency in view of cost and system performance if the system designed for satellite broadcast requires system upgrade. In the body section, its hardware complexity and system performance of the proposed algorithm is analysed theoretically and treated with the related parameters(symbol rate, spreading factor, etc.) and the BER performance of control channel through the computer simulation for its verification that it can be applied for communications system.
The accuracy of user position by GPS is heavily dependent upon the accuracy of satellite position which is usually transmitted to GPS users in radio signals. The real-time satellite position information directly obtained from broadcast ephimerides has the accuracy of 3~10 meters which is very unsatisfactory to measure 100km baseline to the accuracy of less than a few mili-meters. There are globally at present seven orbit analysis centers capable of generating precise GPS ephimerides and their orbit quality is of the order of about 10cm. Therefore, precise orbit model and phase processing technique were reviewed and consequently precise GPS ephimerides were produced after processing the phase observables of 28 global GPS stations for 1 day. Initial 6 orbit parameters and 2 solar radiation coefficients were estimated using batch least square algorithm and the final results were compared with the orbit of IGS, the International GPS Service for Goedynamics.
The COMS provides the LRIT/HRIT services to users. The COMS LRIT/HRIT broadcast service should satisfy the 15 minutes timeliness requirement. The requirement is important and critical enough to impact overall performance of the LHGS. HRIT image data is acquired from INRSM output receiving but LRIT image data is generated by sub-sampling HRIT image data in the LHGS. Specially, since LRIT is acquired from sub-sampled HRIT image data, LRIT processing spent more time. Besides, some of data loss for LRIT occurs since LRIT is compressed by lossy JPEG. Therefore, algorithm with the fastest processing speed and simplicity to be implemented should be selected to satisfy the requirement. Investigated sub-sampling algorithm for the LHGS were nearest neighbour algorithm, bilinear algorithm and bicubic algorithm. Nearest neighbour algorithm is selected for COMS LHGS considering the speed, simplicity and anti-aliasing corresponding to the guideline of user (KMA: Korea Meteorological Administration) to maintain the most cloud itself information in a view of meteorology. But the nearest neighbour algorithm is known as the worst performance. Therefore, it is studied in this paper that the selection of nearest neighbour algorithm for the LHGS is reasonable. First of all, characteristic of 3 sub-sampling algorithms is studied and compared. Then, several sub-sampling algorithm were applied to MTSAT-1R image data corresponding to COMS HRIT. Also, resized image was acquired from sub-sampled image with the identical sub-sampling algorithms applied to sub-sampling from HRIT to LRIT. And the difference between original image and resized image is compared. Besides, PSNR and MSE are calculated for each algorithm. This paper shows that it is appropriate to select nearest neighbour algorithm for COMS LHGS since sub-sampled image by nearest neighbour algorithm is little difference with that of other algorithms in quality performance from PSNR.

Since 1993, the civil aviation community through RTCA (Radio Technical Commission for Aeronautics) and the ICAO (International Civil Air Navigation Organization) have been working on the definition of GNSS augmentation systems that will provide improved levels of accuracy and integrity. These augmentation systems have been classified into three distinct groups: Aircraft Based Augmentation Systems (ABAS), Space Based Augmentation Systems (SBAS) and Ground Based Augmentation Systems (GBAS). The last one is an implemented system to support Air Navigation in CAT-I approaching operation. It consists of three primary subsystems: the GNSS Satellite subsystem that produces the ranging signals and navigation messages; the GBAS ground subsystem, which uses two or more GNSS receivers. It collects pseudo ranges for all GNSS satellites in view and computes and broadcasts differential corrections and integrity-related information; the Aircraft subsystem. Within the area of coverage of the ground station, aircraft subsystems may use the broadcast corrections to compute their own measurements in line with the differential principle. After selection of the desired FAS for the landing runway, the differentially corrected position is used to generate navigation guidance signals. Those are lateral and vertical deviations as well as distance to the threshold crossing point of the selected FAS and integrity flags. The Department of Applied Science in Naples has create for its study a virtual GBAS Ground station. Starting from three GPS double frequency receivers, we collect data of 24h measures session and in post processing we generate the GC (GBAS Correction). For this goal we use the software Pegasus V4.1 developed from EUROCONTROL. Generating the GC we have the possibility to study and monitor GBAS performance and integrity starting from a virtual functional architecture. The latter allows us to collect data without the necessity to found us authorization for the access to restricted area in airport where there is one GBAS installation.

In this paper, we analysis the effect of error of code tracking and frequency tracking according to the chip delay of spoofing signal through the simulation. Firstly, we investigate the type of spoofing signal and defense technical of spoofing attack. For simulation, we generated the intermediate spoofing signal using the software GNSS signal generator simulator(SGGS), the intermediate spoofers synchronize its counterfeit GPS signals with the current broadcast GPS signals. The software GPS receiver simulator(SGRS) received the spoofing signal and normal signal from SGGS, and process the signals. In paper, we can check that the DLL and PLL tracking loop error are generated and pseudo-range is changed non-linear according to chip delay of spoofing signal when the spoofing signal is entered. As a result, we can check that navigation solution is incorrectly effected by spoofing signal.

The international gnss service (IGS) provides real-time service (RTS) orbit and clock correction applicable to the broadcast ephemeris of GNSS satellites. However, since the RTS correction cannot be received if the Internet connection is lost, the RTS correction should be predicted and used when a signal interruption occurs in order to perform stable precise point positioning (PPP). In this paper, PPP was performed by predicting orbit and clock correction using a long short-term memory (LSTM) algorithm in real-time during the signal loss. The prediction performance was analyzed by implementing the LSTM algorithm in RPI (raspberry pi), the processing speed of which is not high. Compared to the polynomial prediction model, LSTM showed excellent performance in long-term prediction.
In the forthcoming 21st century new technical and scientific developments in outer space demands new approaches towards the problems arising in several fields of the use and exploitation of outer space including practical applications. The main purposes of this study are to analyze the legal problems of geostationary orbital position, telecommunication, direct television broadcasting by uses of artificial satellites. Communication via artificial Earth satellites was one of the first applications of space technology and is now one of the most developed field. From the technical and economic standpoints the advantages of world-wide satellites communication system are too all obvious. However, as the practical uses of space technology become more freguent, the legal conflicts among nations have become more divisive. One of the problem grown in uses of artificial satellites is that of the increasing shortage of suitable orbital slot positions for satellites, especially in geostationary orbit. Legal status of geostationary orbit as a limited resourece have to be reviewed in consideration of the side effect of the "First use, first-served" principle. The geostationary orbit is to be used for the benifits of all mankind and to be guaranteed for each state institutionaly in order to have eguitable access to the use of the orbit. Rapid increase of satellites broadcasting system in not only developed countries but also in developing countries opened up new possibilities with one another's scientific and cultural achievements. But there is also a potential danger that this powerful new instrument of influencing public opinion will be abused. Such a danger incudes spill-over or harmful interference. This controversial issue brings about the question whether prior consent from the receiver nation is needed to broadcast across international boundaries. Some states have rejected prior consent because it interfere with the free flow of information. Many other countries have opposed that opinion as an invasion and violation of sovereignty and as a violation of the 1967 Treaty and the UN Charter. Since declaration of the First Year of Outer Space in 1985, our country have promoted the plan of launching communication and broadcasting satellites. With the Koreasat launched in 1995 as the start, a real satellite-telecommunication era was opened in korea. According to this new development of our country, there will also rise various legal problems related to satellite broadcasting and telecommunication such as the inflow of foreign programs, the permeation of culture and the infringement of program copyright. Consequently the effective reactions to these problems in satellite-communication era should be tried including international cooperation. It is therefore to take into careful consideration the legal issues which may arise in outer space activities and to formulate positive policy on international cooperation with surrounding or advanced countries and international organization concerned. For this purpose the United Nations also prepares the UNISPACE III in 1999, to enable the international community to meet a more promising 21st century.

IGS provides so accute a final precise ephmerides which is offered in the 13rd, and it also offers a rapid precise ephmerides for more prompt application and an ultra-rapid precise ephmerides for real-time application. The purpose of this study is to analyze the accuracy of a rapid precise ephemerides and an ultra-rapid precise ephemerides based on a final precise ephmerides and determine the degree of the Lagrange Interpolation which needs to decide the location of a satellite. As the result of this study, the root mean square error of x,y,z coordinates of a rapid precise ephemerides was $\pm$0.0l6m or so, and the root mean square error of an observed ultra-rapid precise ephemerides was approximately $\pm$0.024m. The root mean square error of an ultra-rapid precise ephemerides predicted for 24 hours was $\pm$0.07m or so and the one of an ultra-rapid precise ephemerides predicted for 6 hours was $\pm$0.04m or so. Therefore, I could figure out that it had higher accuracy than a broadcast ephemerides. Also, in case that the location of a satellite was calculated with the method of the Lagrange Interpolation, it was confirmed that using the 9th order polynomial was efficient.
The signal broadcast from a GPS satellite experiences code delay and carrier phase advance while passing through the ionosphere, which causes a signal error. Many ionosphere models have been studied to correct this ionospheric delay error. In this paper, the ionosphere modeling for the Korean Peninsula was carried out using a spherical harmonics based model. In contrast to the previous studies, we considered a real-time ionospheric delay correction model using fewer number of basis functions. The modeling performance was evaluated by comparing with a grid model. Total number of basis functions was set to be identical to the number of grid points in the grid model. The performance test was conducted using the GPS measurements collected from 5 reference stations during 24 hours. In the test result, the modeling residual error was smaller than that of the existing grid model. However, when the number of measurements was small and the measurements were not evenly distributed, the overall trend was found to be problematic. For improving this problem, we implemented the modeling with additional virtual measurements.

The slot coupling characteristics was analysed in a radial-line slot antenna for its design. The previously proposed waveguide model with a periodic boundary condition on its narrow walls and periodically arranged slots on its wide wall was used. The magnetic field integral equation and two dyadic Green\`s functions for respective regions was derived and the method of moments was used. To maximize the efficiency of numerical analysis and to extract singularities, two different kinds of basis functions, the entire domain basis function and the sub-domain one, are used. In addition, the Ewald sum technique for the rectangular waveguide and the Shanks transform for the half space were used to accelerate the computation of the slowly convergent potential Green\`s functions. Simulation results expressed the effects of the various design parameters on the slot coupling.
