The Influence of Organizational External Factors on Construction Risk Management among Nigerian Construction Companies

  • Background: Substantial empirical research has shown conflicting results regarding the influence of organizational external factors on construction risk management, suggesting the necessity to introduce a moderator into the study. The present research confirmed whether rules and regulations matter on the relationships between organizational external factors and construction risk management. Methods: Based on discouragement and organizational control theory, this research examined the effects of organizational external factors and rules and regulations on construction risk management among 238 employees operating in construction companies in Abuja and Lagos, Nigeria. A personally administered questionnaire was used to acquire the data. The data were analyzed using partial least squares structural equation modeling. Results: A significant positive relationship between organizational external factors and construction risk management was asserted. This study also found a significant positive relationship between rules and regulations and construction risk management. As anticipated, rules and regulations were found to moderate the relationship between organizational external factors and construction risk management, with a significant positive result. Similarly, a significant interaction effect was also found between rules and regulations and organizational external factors. Implications of the research from a Nigerian point of view have also been discussed. Conclusion: Political, economy, and technology factors helped the construction companies to reduce the chance of risk occurrence during the construction activities. Rules and regulations also helped to lessen the rate of accidents involving construction workers as well as the duration of the projects. Similarly, the influence of the organizational external factors with rules and regulations on construction risk management has proven that most of the construction companies that implement the aforementioned factors have the chance to deliver their projects within the stipulated time, cost, and qualities, which can be used as a yardstick to measure a good project.

유해·위험방지계획서 현장 활용도 제고를 위한 BIM 적용 필요성에 관한 연구 (A Study on the Application of BIM for the Improvement of the Effectiveness of the Safety Assessment Regulations)

  • 산업안전보건법 제48조에 따른 유해·위험방지계획서 대상 현장의 재해예방을 위해 안전보건 지킴이를 활용한 계획서 확인 모니터링 및 자율안전체계 확보를 위한 계획서 자체 확인 등 여러 대책 시행에도 불구하고 건설공사의 재해율을 살펴보면 연평균 100여 명의 사고사망자가 유해·위험방지계획서 대상현장에서 발생하고 있다. 물론 대상 현장이 다른 건설현장과 비교하여 위험요인이 다수 존재한다는 것을 고려한다 하더라도, 위와 같은 결과는 재해를 예방하고자 작성되고 활용되는 유해·위험방지계획의 효과에 의문을 갖게 한다. 건설현장에서는 관리자가 근로자, 장비, 시설물에 대한 안전점검을 시행하지만, 시간적, 공간적으로 작업의 내용과 상황이 계속 변화하는 건설업의 특성상 지속적이고 즉각적인 안전관리가 어려운 실정이다. 설계 및 시공성 검토가 큰 영향을 미치고 있다는 사실을 인지하고, 설계 오류의 사전발견 가능성을 높이고 효율성을 높이기 위하여 BIM(Building Information Modeling)을 활용하는 방안이 최근 많이 논의되고 있다. 이에 본 연구는 현재 건설업에서 실행하고 있는 유해·위험방지계획서 관련 연구 문헌 조사, 재해현황분석 및 설문조사를 통해 현장 활용도 저해요인을 도출하였으며, 이를 개선할 수 있는 BIM 기능과 저해요인과의 상관성을 파악함으로써 적용 필요성을 제시한다.

  • In the ongoing debates over the need to identify new sources of energy and to reduce the emissions of greenhouse gases. Hydrogen has emerged as one of the most promising alternatives due to its emissions from the vehicle being virtually zero. The governments have identified the development of regulations and standards as one of the key requirements for commercialization of HFCV. Regulations and standards will help overcome technological barriers to commercialization. The development of Global Technical Regulation (GTR) for HFCV occurred under the World Forum for Harmonization of Vehicle Regulations. Development of a technique for safety assessment of HFCV include four tasks, research for regulation system and policy, hydrogen safety, vehicle operation safety and protection against high-voltage. The objective is to establish a technique for safety assessment and amend safety standards for HFCV and consequently reflect research results to vehicle management policy. We devised safety standards and evaluation techniques with regard to high-pressure gas and high voltage of hydrogen fuel cell vehicle. KMVSS for HFCV was amended to June 10, 2014. including the results of the safety assessment technology for high-voltage and hydrogen characteristics.

  • 최근 들어 철도차량 안전과 관련하여 국내에서 다양한 연구가 진행되고 있다. 하지만 대부분의 연구는 여객을 수송하는 일반 객차, 전동차, 고속열차 등을 중심으로 행해지고 있으며, 화물 특히 위험물 수송 화물차량에 대한 연구는 전무한 실정이다. 본 연구에서는 위험물질을 수송하는 탱크차의 안전기준을 개발하기 위하여 유류를 중심으로 국내외 관련된 안전기준을 비교 분석하여 국내 위험물 수송 탱크차 안전기준 개발의 기초를 마련하고자 한다.

유전자변형생물체 안전관리제도 인식조사 (An Investigation on the Recognition of Biosafety Regulation Systems for the Living Modified Organism)

  • BACKGROUND: The present study is an exploratory research to establish national biosafety regulation systems through a survey on the recognition of safety regulation systems for the living modified organism(LMO). METHODS AND RESULTS: We have conducted a survey on an awareness of LMO safety regulation systems in scientific working groups. The data of 235 respondents were analyzed using various statistical methods. As a result, 72.8% of the respondents were male; 27.2% were female, and 43.4% of them work in the university. A total of 33.2% of the respondents majored in general biology, and their most common job position was the laboratory safety manager. The difference of an awareness on LMO law and regulatory system was not statistically significant by either work places or job positions. CONCLUSION: For the rapid settlement and the efficient implementation of LMO safety management policy, we conclude that it is required to reduce the gap between the recognition and fulfillment of safety management. Furthermore, the mutual exchanges of information among researchers are needed with the settlement of the safety management system and the harmony of policy with improvement of the absurd regulations. The ongoing and specialized training, inspections, and the strengthening of public relations are also required along with the efforts to improve the absurd regulations.

산업용 위험기계·기구 의무 및 임의 안전인증의 효과 및 균형 (Effectiveness and Balance of Compulsory and Voluntary Safety Certification of Industrial Machines and Devices)

  • This study first focuses on the quantitative evaluation of both compulsory and voluntary safety certification of industrial machines and devices. Based on the results of statistical analysis, effectiveness of those safety certifications were confirmed. In order to reduce both the frequency and the strength of industrial accidents associated with industrial machines and devices, major target of safety regulations needs to be shifted from users to manufacturers. Adjustment of industrial machines and devices which are subject to compulsory safety certification and implementation of risk assessment are further suggested. As for the voluntary certification, reestablishment of the concept of voluntary safety certification and balance between compulsory and voluntary certifications is discussed. Voluntary safety certification is further suggested as a mean to manage safety of industrial machines and devices which are not subject to any safety regulations.

건설현장 작업발판 및 가설통로의 안전기준 현황 및 개선점 (Current State and Improvement of Safety Regulations of Working Platform and Working Passage in Construction Sites)

  • 건설산업의 사고사망자수는 매년 평균 500여명에 이르고 있으며, 특히 사고사망재해의 유형 중 작업발판 등의 가시설물에 기인한 떨어짐 재해가 60%이상의 비중을 차지하고 있는 것으로 확인되었다. 본 연구에서는 사고의 직접적인 영향요인 뿐만 아니라 조직적, 정책적, 외부 환경적 요인들을 통합하여 실질적으로 해결 할 수 있는 기술, 관리, 교육, 비용에 걸친 구조적이고 결합된 솔루션을 제시하였다. 또한 국내, 외 안전발판 기준을 조사하여 시사점을 고찰하였다. 첫째, 직접 영향요인, 조직적 영향요인, 정책 영향요인, 그리고 외부환경 영향요인 등으로 구분하여 고찰하였으며, 이는 기술, 교육, 제도 차원으로 분류하여 해결책을 고안하였다. 둘째, 작업발판 설치와 관련하여 미국(OSHA 1926.452), 영국(The Work at Height Regulations 2005 No.735, BS5975), 일본(노동안전위생규칙), 독일(DIN 4420_4, DIN EN12810) 기준에 대해 조사하였다. 국내 안전 기준의 경우 재료 및 규격 등 안전조치사항에 있어서는 국외 안전 기준과 유사한 내용이 적용하고 있으나 작업발판의 설치 및 조립, 구조와 관련된 세부내용에서는 일본을 제외한 미국, 영국 등과 비교하여 다소 차이를 보이고 있는 것으로 나타났다. 이 연구 결과를 활용하면 작업발판 사고사망의 원인을 보다 체계적이고 종합적으로 이해할 수 있으며, 또한 안전관리자 및 연구자들이 추락사고 연구 시 도움이 될 것으로 기대된다.

군 해체공사 안전관리 개선에 관한 연구 (A Study on the Improvement of Safety Management for Military Demolition Works)

  • Since the 2000s, the demand for private demolition works has been gradually increasing as the apartment housing market has been led by redevelopment and reconstruction. In the case of the military, the Ministry of National Defense is consolidating troops from each military unit to reorganize the unit structure in accordance with Defense Reform 2.0; the plan includes reducing the garrison used by each unit to 70% of its current level. Accordingly, the demand for demolition work in the military is also expected to increase. However, the military regulations do not reflect the relevant laws that have been revised recently. This study identifies regulations and system improvements for demolition work suitable for the military based on an analysis of accident cases that have occurred during demolition work, of domestic and foreign laws and regulations related to military demolition work, and of the problems with current military safety management at each stage of planning, design, and construction. The study subsequently proposes improvements for military demolition work, including budget execution adjustment, the establishment of training courses, on-site inspections, the development of guidelines for military demolition work, the provision of risk assessment standards, and the need for the qualification of equipment operators.
