Several Problems in Reactor Coolant System Flow Rate Measurement

  • Inspection of RCS flow measurements for the domestic pressurized water reactors has been performed by the Korea Institute of Nuclear Safety (KINS) as one of the authorized periodical inspection activities. The inspection results for the Westinghouse-type plants reveal that 1) the RCS flow instrumentation has been calibrated by using the initial design and commissioning test result, without reflecting the cycle specific reference flow measurements, 2) the loop-to-loop now variation in the actual flow measurement which has not been considered in the safety analysis affects the asymmetric How transient results, and 3) the measured RCS flows in Kori 3 and 4, Yonggwang 1 and 2 do not support the definition of the best estimate RCS flow, approaching the RCS flow limit. In this study, the revealed problems were discussed with review of the design and the RCS flow measurement uncertainty evaluation, and the technical approaches and recommendations for resolving these problems were proposed.

  • Among the industrial disasters caused by drop, ladder related drop disasters are occurred the mostly. The victims are occurred continuously. This study analyzed current situation of industrial disasters for recent 10 years(2005~2014) and compared analyzed statistics of death disasters of ladder by workplace scale, age, occupation, employment type, working content, scarred area, etc. in detail. This study suggested direction of safety standard modification for ladder that is an original cause material of many drops, direction of safety training strengthening of small-scaled workplace, and safety model based on disaster statistics and should contribute to reduction of disaster rate for ladder working.

  • Using transportations like railway, aviations and roads has been increasing continuously. Traffic accidents have been increasing as well. To prevent or lessen these accidents become a big issue to solve. Therefore, more enforced safety levels are being required to meet. In railway field, continuous efforts of railway safety are being executed to prevent traffic accidents. In present, a railway accident has been decreasing since subway accident happened in Daegu Subway in 2003. However, safety levels in railway field have not yet achieved as much as in advanced countries. Basic concept for enforced safety level in railway system is to prevent or minimize accidents by managing systems like related facilities, management method, organization, education. This is the same concept to minimize error rate in six sigma theory. In this paper, we are to apply six sigma techniques used in manufacturing industry to railway safety and go through ways to make more efficient railway safety system.

  • When planning buildings, safety should be considered as a priority over any other performance. The study aims to derive and systematize elements that can be reflected in the design stage, which affects the safety of construction workers and building users. The elements for safety of workers are classified by type of work, and the elements for safety of users are classified by fields. Elements that are difficult to be reflected in design stage or those whose effects are insignificant are excluded. In addition, application scenarios have been proposed for each element so that the elements created in this study can be directly applied and utilized in practice. This will contribute to lowering the accident rate of construction projects by evaluating the harmful risks of construction projects at the design stage.

  • Occupational Safety and Health Management Cost, used to protect workers in Korean construction worksites and to create safe working environments, is a legally managed expense item. As this cost item is grounded on the Occupational Safety and Health Act, it is always implemented. However, because there is a ceiling on its rates, insufficient amounts of Safety Management Costs are often allocated to worksites, with the money not being used to areas essential to worker safety. As such, the current study raises the need to develop a set of standards to enable some items under the Occupational Safety and Health Management Costs-appropriated under the rate of indirect costs-to be appropriated as direct construction costs. As a preliminary step in this effort, the current study will provide basic data that can be used to create construction cost calculation standards for items that can be calculated as direct construction costs.

Occupational Injury and Disease by the Hired Proportion of Precarious Employee in Manufacturing Industry with 50 Employees or More (50인 이상 제조업 사업장의 비정규직 근로자 고용비율에 따른 재해율)

  • Objectives: The purpose of this study is to analyze the occupational safety and health(OSH) state of precarious employee. Methods: The questionnaire of this survey is composed of 9 categories that are the workplace general information and the state of occupational injury and disease, OSH organization, OSH education and training. The subjects of this survey were the Manufacturing. The hypothesis of this study is where the proportion of precarious employee is higher, the OSH state is worse. To verify this hypothesis, we grouped the subjects into three categories by the proportion of precarious employee like as 0%(all standard employee), less than 30% and 30% or more. Using the SPSS 12.0 program to analyze the data, logistic regression analysis were implemented to find affective factors for the rate of occupational injury and disease. Results: 2,633 manufacturing workplaces were included for subjects. The proportions of precarious employee were 9.6 %. In manufacturing industry, about 70 % companies had no precarious employee. 16.8 % companies were in less than 30 % group, 13.2 % companies were in 30% or more group. For the rate of occupational injury and disease, the precarious group were 0.85(${\pm}1.8$), 1.19(${\pm}2.9$), 0.59(${\pm}1.1$). There was a trend that the higher precarious proportion groups was the higher rate of occupational injury and disease by the logistic regression analysis. It is more strong relationship than company size and OSH committee. Conclusions: We could find a significant result there was a positive relationship between the hiring proportion of precarious employee and the rate of occupational injury and disease in manufacturing industry with 50 employees and more.

Effects of melatonin on heart rate in rats (멜라토닌이 랫트에서 심박수에 미치는 영향)

  • Evidence from the last 10 years have been suggested that melatonin mainly produce a depressant effect on the cardiac system, but we found an activating effect of melatonin on heart rate in this research. To determine the hypothesis that melatonin has dual effects on physiological behaviour of cardiac system, we investigated the effects of melatonin on heart rate in isolated rat atria and anesthetized rats. Regardless of concentration, melatonin produced bradycardia in the 84 cases of 148 experiments (57 %) and tachycardia in the 64 cases of 148 experiments (43 %). And in atrium, melatonin produced a decrease automaticity in 52 cases of 86 experiments (60 %) and increase automaticity in 40 % (34/86 cases). Also, these effects are not significnat relationship with concetration of melatonin. The melatonin-induced bradycardia in vivo was inhibited by pretreatment of atropine or bilateral cervical vagotomy. Also, in isolated atrium the melatonin-induced decrease in automaticity was inhibited by pretreatment of atropine. These melatonin-induced responses were potenitated by pretreatment of propranolol. The melatonin-induced tachycardia in vivo was inhibited by pretreatment of propranolol, nifedipine or bilateral cervical vagotomy, but not by pretreatment of atropine. The melatonin-induced incease in automaticity in isolated atrium was converted to decrease in automaticity by pretreatment of propranolol. In addition, the change in heart rate caused by adrenoceptor agonists was inhibited by pretreatment of melatonin. These results indicate that melatonin-induced bradycardia may be related to a muscarinic receptor activation and melatonin-induced tachycardia may be related to a $\beta$-adrenoceptor stimulation.

Association Between Leisure Time Physical Activity, Cardiopulmonary Fitness, Cardiovascular Risk Factors, and Cardiovascular Workload at Work in Firefighters

  • Background: Overweight, obesity, and cardiovascular disease risk factors are prevalent among firefighters in some developed countries. It is unclear whether physical activity and cardiopulmonary fitness reduce cardiovascular disease risk and the cardiovascular workload at work in firefighters. The present study investigated the relationship between leisure-time physical activity, cardiopulmonary fitness, cardiovascular disease risk factors, and cardiovascular workload at work in firefighters in Hong Kong. Methods: Male firefighters (n = 387) were randomly selected from serving firefighters in Hong Kong (n = 5,370) for the assessment of cardiovascular disease risk factors (obesity, hypertension, diabetes mellitus, dyslipidemia, smoking, known cardiovascular diseases). One-third (Target Group) were randomly selected for the assessment of off-duty leisure-time physical activity using the short version of the International Physical Activity Questionnaire. Maximal oxygen uptake was assessed, as well as cardiovascular workload using heart rate monitoring for each firefighter for four "normal" 24-hour working shifts and during real-situation simulated scenarios. Results: Overall, 33.9% of the firefighters had at least two cardiovascular disease risk factors. In the Target Group, firefighters who had higher leisure-time physical activity had a lower resting heart rate and a lower average working heart rate, and spent a smaller proportion of time working at a moderate-intensity cardiovascular workload. Firefighters who had moderate aerobic fitness and high leisure-time physical activity had a lower peak working heart rate during the mountain rescue scenario compared with firefighters who had low leisure-time physical activities. Conclusion: Leisure-time physical activity conferred significant benefits during job tasks of moderate cardiovascular workload in firefighters in Hong Kong.
