The speed of vehicles has remained a significant factor that influences the severity of accidents and traffic accident rate in many parts of the world including South Korea. This behavior where drivers drive at speeds which exceed a posted safe threshold is known as 'speeding'. Over the past twenty years, the Korean National Police Agency (NPA) has become aware of an increased frequency of drivers who are speeding. Therefore, fixed-type ASE systems [1] have been installed on hazardous road sections of many highways. These system monitor vehicle speeds using a camera. However, the use of ASE systems has changed the behavior of the drivers. Specifically, drivers reduce speed or avoid the route where the cameras are mounted. It is not practical to install cameras at every possible location. Therefore, it is challenging to thoroughly explore the location where speeding occurs. In view of these problems, the author of this paper designed and implemented a prototype visualization system in which point and color are used to show vehicle location and associated over-speed information. All of this information was used to create a comprehensive visualization application to show information about vehicle driving. In this paper, we present an approach detecting vehicles moving at speeds which exceed a threshold and visualizing the points those violations occur on a map. This was done using vehicle trajectory data collected in Daegu city. We propose steps for exploring the data collected from those sensors. The resulting mapping has two layers. The first layer contains the dynamic vehicle trajectory data. The second underlying layer contains the static road networks. This allows comparing the speed of vehicles on roads with the known maximum safe speed of those roads, and presents the results with a visualization tool. We also compared data about people who drive over threshold safe speeds on each road on days and weekends based on vehicle trajectories. Finally, our study suggests improved times and locations where law enforcement should use monitoring with speed cameras, and where they should be stricter with traffic law enforcement. We learned that people will drive over the speed limit at midnight more than 1.9 times as often when compared with rush hour traffic at 8 o'clock in the morning, and 4.5 times as often when compared with traffic at 7 o'clock in the evening. Our study can benefit the government by helping them select better locations for installation of speed cameras. This would ultimately reduce police labor in traffic speed enforcement, and also has the potential to improve traffic safety in Daegu city.

As a gas explosion is the most fatal accident in shipbuilding and offshore plant industries, all safety critical elements on the topside of offshore platforms should retain their integrity against blast pressure. Even though many efforts have been devoted to develop blast-resistant design methods in the offshore engineering field, there still remain several issues needed to be carefully investigated. From a procedure for calculation of explosion design pressure, impulse of a design pressure model having completely positive side only is determined by the absolute area of each obtained transient pressure response through the CFD analysis. The negative pressure phase in a general gas explosion, however, is often quite considerable unlike gaseous detonation or TNT explosion. The main objective of this study is to thoroughly examine the effect of the negative pressure phase on structural behavior. A blast wall for specific FPSO topside is selected to analyze structural response under the blast pressure. Because the blast wall is considered an essential structure for blast-resistant design. Pressure time history data were obtained by explosion simulations using FLACS, and the nonlinear transient finite element analyses were performed using LS-DYNA.
Compressed Natural Gas (CNG) buses have been supplied since the year 2000 in order to resolve severe atmospheric pollution in metropolitan area and contributed on the improvement of urban atmospheric environment. However, it is indispensible to take an adequate measure to guarantee the safety of CNG vehicles because of the possibility of huge fire accident. A receptacle, connecting device between high pressure fuel supply tank and fuel line, plays an important role in CNG supply system. In recent, leakage of CNG from receptacles has been reported. So, the concern about the security and reliability of receptacles has been arisen. Therefore, a lot of efforts to prevent leakage are invested among researchers and the durability of this component should be guaranteed despite repeated operation. This research has performed durability tests of a CNG receptacle regarding the repeated usage, extreme chattering, and continuous full flow test. Although a receptacle used for CNG vehicle satisfies validation requirements in the test results, it has been found that failure in the function of leakage prevention in a receptacle could take place in the case of prolonged exposure to high supply pressure in common quick charging environment on site.

An unexpected event could be easily followed by a large secondary accident due to the limitation in sight of drivers in road tunnels. Therefore, a series of automated incident detection systems have been under operation, which, however, appear in very low detection rates due to very low image qualities on CCTVs in tunnels. In order to overcome that limit, deep learning based tunnel incident detection system was developed, which already showed high detection rates in November of 2017. However, since the object detection process could deal with only still images, moving direction and speed of moving vehicles could not be identified. Furthermore it was hard to detect stopping and reverse the status of moving vehicles. Therefore, apart from the object detection, an object tracking method has been introduced and combined with the detection algorithm to track the moving vehicles. Also, stopping-reverse discrimination algorithm was proposed, thereby implementing into the combined incident detection processes. Each performance on detection of stopping, reverse driving and fire incident state were evaluated with showing 100% detection rate. But the detection for 'person' object appears relatively low success rate to 78.5%. Nevertheless, it is believed that the enlarged richness of image big-data could dramatically enhance the detection capacity of the automatic incident detection system.

Social each part and the discrete member be going to carry out the social role for the disaster so that record information management part may be gather, operate, provide related record informations. Record informations is ways to reflect, to supplement about something and means to effect it. They naturally generated though automatic managed, it need to purposeful activity. From finding to lack, to remedy a problem, Korean society and record information management part shall be reinforcing directions and competency of the solution with various angles. Practical union and assistance of record information management part for Sewol ferry disaster, at first it be a help to recognize officially evidence for the accident. Secondary it producing and using better than current state of the area's record information part. Finally it may be actively comprise and implement our competency and emotion.

Most facilities that manufacture products made from the hazardous materials operate at high temperatures and pressures. Therefore, there is a risk of fire explosion. In particular, an explosion accident is a major risk factor for facilities with hazardous materials, such as oil, chemical, and gas. Propylene is often used in sites producing basic raw materials and synthetic materials by addition polymerization at petrochemical plants. To prevent an explosion in the business using propylene, the explosion range with the oxygen concentration was calculated according to the changes in temperature and pressure using an inert gas, carbon dioxide. In these measurements, the temperature was $25^{\circ}C$, $100^{\circ}C$, and $200^{\circ}C$ and the amount of carbon dioxide in the container was $1.0kgf/cm^2.G$, $1.5kgf/cm^2.G$, $2.0kgf/cm^2.G$, and $2.5kgf/cm^2.G$. The explosion limit was related to temperature, pressure, and oxygen concentration. The minimum oxygen concentration for an explosion decreased with increasing temperature and pressure. The range of explosion narrowed with decreasing oxygen concentration. In addition, no explosion occurred at concentrations below the minimum oxygen concentration, even with steam and an ignition source of propylene.

In 2010, the number of registered vehicles reached almost at 17.48 millions in Korea. This dramatic increase of vehicles influenced to increase the number of traffic accidents which is one of the serious social problems and also to soar the personal and economic losses in Korea. Through this research, an enhanced intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network will be developed in order to obtain the important data for developing the countermeasures of traffic accidents and eventually to reduce the traffic accidents in Korea. Firstly, this research has investigated the influencing factors of road geometric features on the traffic volume of each approaching for the intersections where traffic accidents and congestions frequently take place and, a linear regression model of traffic accidents and traffic conflicts were developed by examining the relationship between traffic accidents and traffic conflicts through the statistical significance tests. Secondly, this research also developed an intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network through applying the intersection traffic volume, the road geometric features and the specific variables of traffic conflicts. Lastly, this research found out that the developed model is better than the existed forecasting models in terms of the reliability and accuracy by comparing the actual number of traffic accidents and the predicted number of accidents from the developed model. In conclusion, it is expect that the cost/effectiveness of any traffic safety improvement projects can be maximized if this developed intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network use practically at field in the future.
The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.
Modern society is facing an unstable environment due to unexpected accidents and hazardous situations. For example, incidents such as the collapse of the Bundang Bridge and the crushing accident in Itaewon could serve as examples. In addition to these, critical emergencies like sudden cardiac arrests and strokes frequently occur, requiring swift actions and smooth transfers to specialized medical institutions for effective responses. In response to these risks, the country has been establishing various systems to protect the lives and safety of its citizens. Among these, the 119 First Aid Activities plays a crucial role within the emergency medical system. Its goal is to promptly respond to critical emergency situations involving severe trauma patients or patients with serious illnesses, minimizing damage and safeguarding lives by swiftly transferring them to emergency medical institutions for specialized treatment. The core activity related to this is emergency rescue operations. In particular, the 119 First Aid system serves as a crucial institution responsible for the hospital transportation of emergency patients. However, rescue personnel still encounter cases of interference with their activities during their duties. Despite efforts from the police, these interference cases persist, and they share similarities with the crime of obstructing official duties. Interference with emergency activities exhibits a comparable nature to instances such as physical assaults and equipment damage against emergency medical practitioners working within the emergency medical system. Therefore, a comprehensive understanding and improvement efforts regarding the issues of interference that arise during the process of emergency medical activities, including the 119 First Aid system, are necessary. The solution to these problems is to establish and improve the conditions for obstruction of first aid activities, focusing on the "Framework Act on Firefighting" and the "Act on 119 Rescue and Emergency."
In this study, 1,495 cases of computerized data collected as disease entities of oral and maxillofacial injuries among patient visiting S university hospital located in Seoul in 2009 were analyzed and following results were obtained. It was found that the injury incidence in male was greater than in female (1.49:1), it occurred most frequently in the age of 7~14 years old (19.6%), and its most frequent cause was falling down (25.9%). Injuries occurred in other place including beach and open-air (24.7%) most frequently, often developed in anterior teeth (43.2%) and posterior teeth (43.1%), their incidence was relatively higher between 15:00~17:00 (10.4%) and 19:00~23:00 (7.1%) O'clock. In the relationship between causes of the injury and the diagnosis based on the international classification of disease), falling, fall, impingement, violence, traffic accident, sports and own making accident caused most frequently lip and oral open injuries (S01.5), open fracture of tooth (S02.51), close fracture of tooth (S02.50), close fracture of mandible (S02.60), close fracture of tooth (S02.50), respectively. From the above results, it is necessary to understand general characteristics of oral and maxillofacial injuries and to consider their trends for the establishment of systematic complement policies and for the performing safety training and public relations activities.
