사회복지시설의 인명안전도 평가를 위한 탈출 시뮬레이션 (Evacuation Simulation to Assess Human Safety of Social Welfare Facility)

  • 최근 들어 약자 보호에 대한 사회적 욕구 증대로 다양한 사회복지시설에 대한 수요가 증가하고 있다. 따라서 이들 사회복지시설 건축 및 운영 중 발생 가능한 화재와 같은 비상상황 하에서의 입소자에 대한 안전성은 매우 중요한 인자로 고려되어야 한다. 이에 본 연구에서는 사회복지시설의 인명 탈출 안전도의 평가방법에 관한 탐색적 연구를 수행한다. 이를 위해 조선공학 분야에서 침몰, 화재 등과 같은 비상상황 하에서의 승객 탈출지수 평가에 주로 적용되고 있는 탈출 시뮬레이션 기법을 임의의 미혼모시설의 인명안전도의 평가에 적용하고 그 결과를 바탕으로 사회복지시설 인명안전도 평가에 탈출 시뮬레이션 기술을 적용할 때 고려해야 할 주요 인자들에 관해 고찰한다.

피난안전성을 위한 요양병원의 층별 환자배치에 대한 최적화방안 (Optimization Method for Patient Placement by Floor in Elderly Care Hospital for Evacuation Safety)

  • This study analyzed the appropriate placement method by floor for evacuating all occupants during the nighttime through evacuation simulation. The analysis results are as follows. First, when non-self evacuating patients were placed on the first floor, 266 patients and 6 workers were found to be evacuated after 460 seconds. This result shows that it is meaningful to place non-self evacuating patients on the lower floor with a time that is faster than 540 seconds, which is an evaluation criterion set using life Safety standards for human. This result is a time faster than the evaluation criteria of 540 seconds, which is set using the life safety standards, and it can be confirmed that it is meaningful to place non-self evacuating patients on the lower floor. Next, as a result of placing non-self evacuating patients from the first floor to the fourth floor, it was found that evacuation of all occupants required 460 seconds for the first floor, 834 seconds for the second floor, 1,508 seconds for the third floor, and 1,915 seconds for the fourth floor. These results indicate that the placement of non-self evacuating patients on the rest of the floors, except for the first floor, can lead to dangerous results in excess of 540 seconds, which is a flashover time. As a result, it is necessary to place non-self evacuating patients on a lower floor for safe evacuation. The study has limitations except for comparative analysis of changes in evacuation time due to changes in the number of workers at eldery care hospitals and situations in which fire-fighting facilities such as sprinkler facilities operated. It is necessary to study the evacuation time linked to the operation of the fire-fighting facilities and the evacuation time according to the change in the number of workers in the future.

종단선형구간에서의 도로안전시설물 인지특성 모형개발 (Development of Cognition Character Model for Road Safety Facilities on Vertical Alignment Sections)

  • 도로기하구조 설계기준은 운전자의 안전성 향상과 원활한 주행능력을 제공할 수 있도록 마련되었으나 지형조건이 열악한 우리나라의 경우 부득이 설계기준이 의도하는 방향과 운전자가 인지하는 특성에 차이를 보임으로써 안전성에 문제점이 있는 경우가 많다. 이러한 교통사고의 위험성을 감소시키기 위한 대책 중에 하나로 도로안전시설물을 설치하지만 설치한 안전시설물에 대한 평가는 제대로 이루어지지 않고 있으며, 특히 도로환경적 요인과 인적요인과의 관련성에 대한 연구는 상당히 미흡한 실정이다. 본 연구에서는 도로 이용자들이 종단선형구간에서 느끼는 도로안전성 요인을 파악하기 위하여 차량시뮬레이터(Driving Simulator)와 3D 그래픽 화면으로 종단선형구간을 재현하고 도로안전시설물의 설치 유, 무에 따라 운전자가 느끼는 안전성의 변화와 도로 이미지를 조사하였다. 조사된 데이터를 바탕으로 수량화 제II류에 의한 정준상관분석을 실시하여 도로 안전성의 영향 요인을 분석하였으며 수량화제 I류에 의한 모형화를 실시하여 안전성을 예측한 결과 도로안전시설물과 운전자가 느끼는 안전성과의 관계를 명확히 규명할 수 있었다.

TN 및 TT 계통에서의 감전사고 분석 프로그램 개발 (The Development of the Analysis Program for the Electric Shock Accidents Occurred in the TN and TT System)

  • According to the statistics from the Ministry of labor, 70~80 people died by work-related electric shock accidents in the workplace and this number is about 10~20 times higher than those of the foreign countries such as Japan and the United Kingdom in frequencies and rates per 100,000. The electrocution deaths had decreased from several hundred in 1990s to 67 in 2002, since then there has been little change over the last 5 years. To reduce this number of the electrocution death, it is necessary to analyze the sources of the accidents and to implement the suitable measures for preventing the similar accidents from occurring. But there is not any consensus standard method or procedures for accident investigation yet. And the results solely depend on the ability of the investigator. Because of the demand of eliminating technical barrier for free trading, the IEC 60364 is adopted as a regulation for low voltage electrical installations in Korea. The facilities designed and constructed by IEC 60364 are increasing. The facilities by IEC 60364 have different features in comparison with the facilities by Korea eletro technical regulation, and these features combined with parameters of electric shock accident can greatly affect the consequences of the electric accidents. The accident analysis program for electric shock injuries in Terra Neutral(TN) and Terra Terra(TT) system was developed in this paper, which was based on KOSHA Electric Shock Analysis Program(ESAP).

보육시설의 피난안전 관련 주요 기준 분석 및 실태조사에 관한 연구 (A Study on the Major Standards and Actual Conditions of Evacuation Safety in Child Care Facility)

  • 최근 보육시설의 확충과 보육환경의 개선, 보육서비스 질 향상에 대한 사회적 욕구는 급속히 증가하고 있으며, 특히 화재 등으로부터 안전환경 확보가 범국가적 이슈로 대두되고 있다. 보육시설은 영유아 등 재실자의 대부분이 피난능력이 떨어지는 재해약자로 구성되어 건물 내 설치층수, 피난시설의 설치 적정성 등이 피난안전을 좌우하는 중요한 요소이다. 본 연구에서는 보육시설 설치현황, 국내외 관련 기준의 비교분석, 피난 관련 시설의 실태조사 등을 통하여 보육시설 피난안전성 측면에서의 문제점과 개선요소를 파악하였다. 그 결과 화재안전 관련 법규정의 체계화, 비상재해대비시설의 설치기준 및 관리에 대한 소방기관과의 연계, 스프링클러 등 보다 강화된 소방설비 설치규정의 개선, 화재위험시설과 동일 건물 내 설치금지 등이 필요한 것으로 분석되었다.

발전기의 전자기장 분포 특성에 따른 작업자 노출공간 분석 (Analysis of Worker Exposure Space according to Distribution of Electromagnetic Field of Generator)

  • With an increase in the commercialization of electricity, and the development of advanced and large electric devices and various wireless radio wave services, concerns over the effects of electromagnetic fields on human health have increased. Accordingly, the World Health Organization encouraged the development of international standards by establishing the 'International Electromagnetic Fields Project' in 1996 based on studies on the harmful effects of electromagnetic fields on the human body. Moreover, the National Institute of Environmental Health Sciences (NIEHS) classified electromagnetic fields as possible carcinogens under Group 2B category, even though they have been found to have a weak correlation with those effects on human health. Mid-to-large-sized electric facilities used at industrial sites mostly adopt a commercial frequency of 60 Hz, and workers handling these facilities are exposed to such extremely low frequency (ELF) fields for a long time. A previous study suggested that exposure to ELF electromagnetic fields with frequency ranges from 0 to 300 Hz, even for a short time, at densities higher than 100 μT may have harmful effects on human body as it affects the activation of nerve cells in the central nervous system by inducing an electric field and current and stimulating muscles and the nervous system in the body. Such studies, however, focused on home appliances used by ordinary people, and research on facilities utilizing high-capacity current and operated by workers at industrial sites is lacking. Therefore, in this study, a 3000 kilowatt generator, which is a high-capacity electric facility employed at industrial sites, was investigated, and the size of the magnetic fields generated during its no-load and high-load operations per distance to produce a map was measured to reveal spots deemed hazardous according to domestic and international exposure standards. The findings of this study is expected to alleviate workers' anxiety about the harmful effects of magnetic fields on their body and to minimize the level of exposure during operations.

IoT 기반 교통안전시설 현장관리 체계 연구 (A Study on the Field Management System for Traffic Safety Facilities in IoT Infrastructure)

  • 자율주행차를 신뢰하고 이용하기 위해서는 도로에서의 안전한 주행이 보장되어야 한다. 이를 위해 최우선으로 갖추어야 할 자율주행 인프라는 교통안전시설이다. 한편 도로에서는 Level 3 수준의 자율주행차와 일반 자동차가 혼재하여 주행하고 있기 때문에 기존에 존재하고 있는 일반 교통안전시설의 관리도 추가로 필요하다. 따라서 본 연구에서는 자율주행 인프라 기반 교통안전시설 현장관리 체계를 연구하고, 이를 기반으로 실증지역(판교)를 선정하여(판교) 현장관리 시험시스템을 구현하였다. 시험시스템 구성은 GNSS(Global Navigation Satellite System) 수신기, 현장관리 단말기, 현장관리 App(Application) 등으로 구성하였으며, 현장 실증 결과 도심지에서도 손쉽게 교통안전시설 정보를 송수신하였고, 교통안전시설에 대하여 효율적으로 운영관리 할 수 있음을 확인하였다. 금번 연구결과는 향후 자율주행 인프라의 지자체 확산 및 인프라 구축에 참고자료로 활용될 것으로 기대한다.

  • The purpose of this study was to evaluate structural safety and economic efficiency of prestressed hybrid beam using T-shape steel member which was developed to build large span educational facilities. Hybrid beam specimens were manufactured with 16.0m long and load was uniformly distributed by 12.0kN steel hexahedrons. In this study, honeycomb beam design process was introduced to T-shape section steel beam design. Vibration condition of specimens were analyzed by Korea Building Code 2009 and AISC Steel Design Guide Series-11. As a result, the prestressed hybrid beam with T-shape steel member has about 10.4% of cost reduction effect.

닻의 해저 충격력과 파주깊이에 관한 연구 (A Study on the Anchor′s Strike and Penetrating Depth)

  • En coastal area, many submarine facilities such as pipes and cables are installed on/under the sea bed. Also, there are heavy traffic due to numerous vessels which call in ports or navigate passages in adjacent water. Therefore, the frequency of dropping anchors will be increased to avoid various dangerous situations. When an anchor is dropped from vessel on the sea bed, the anchor strikes on the sea bed, and then, the anchor penetrates to certain depth into the sea bed. In this case, sometimes submarine facilities on/under the sea bed may be damaged by the strike or the maximum penetrating depth of anchor. In this paper, some approximate equations on the strike and the penetrating depth of anchors have been derived on the basis of actual data, and the results are expected to use as basic design data of related facilities.

  • As the water supply facilities are recently getting larger, the domestic waterworks become multi-regional water supply system. Large water supply facilities generally consist of the intake pumping station, water treatment plant and water supply/distribution facilities. Although the pumping stations and the pipeline systems are used to pump up water, it often happens pipeline damage and flooding accident by the water hammer. In this paper, the intake pumping station is guaranteed by both the computer simulation and the field test analysis. This study is contributed to the safe operation program for the pumping station in which results of the adjustment on the safety plan of the pumping station, the air valve and the valve closing time.
